"Integrasi sistem adalah hal krusial yang harus dilakukan dengan tujuan untuk meningkatkan koordinasi yang dilakukan antar instansi. Sebagaimana tercantum dalam Peraturan Pemerintah Nomor 5 Tahun 2021 dan Undang-Undang Nomor 11 Tahun 2020 tentang Cipta Kerja yang telah mengamanatkan bahwa dalam konteks pelayanan perizinan, Sistem OSS (Online Single Submission) memiliki peran utama sebagai sistem tunggal yang akan mengintegrasikan sistem perizinan lainnya. Saat ini sistem perizinan berusaha yang aktif di DKI Jakarta terdapat Sistem OSS dan JakEVO. Dualisme sistem perizinan baik OSS dan JakEVO menimbulkan munculnya dilematika pada urusan perizinan berusaha. Berdasarkan implementasinya, JAKEVO merupakan jenis perizinan yang lebih terbatas dibandingkan OSS. Karena kurangnya koordinasi antar pemerintah pusat dan pemerintah daerah tersebut berdampak terjadinya kebingungan bagi para pelaku usaha dalam mengurus proses perizinan secara satu pintu . Penelitian ini bertujuan untuk mengetahui apa yang menjadi faktor determinan dari integrasi Sistem OSS dengan sistem perizinan berusaha di DKI Jakarta. Penelitian ini menggunakan teori faktor sukses pada integrasi sistem oleh dari Bjorn Johanssona, Fredrik Waldaub dan Oskar Ahlstroom (2022) dengan pendekatan post-positivist. Data yang digunakan berasal dari wawancara mendalam serta beberapa studi kepustakaan pada data sekunder. Temuan penelitian ini menunjukkan bahwa pada yang menjadi faktor determinan dari integrasi sistem antara Sistem OSS dan JakEVO adalah meliputi beberapa faktor, diantaranya adalah top management involvement, internal communication, importance of the right personnel in the right processes dan managing legacy system. Selain itu, ditemukan faktor lain yang menjadi kendala yakni minimnya informasi tentang pendaftaran usaha, infrastruktur technology information yang belum optimal, dan kesulitan dalam menyeragamkan sistem yang dimiliki oleh pemerintahan pusat dan daerah. Rekomendasi yang dapat diberikan pada penelitian ini adalah para aktor yang berperan untuk untuk melakukan sinkronisasi peraturan terkait perintah integrasi sistem kepada Pemerintah Daerah supaya dalam konteks sistem pendukung di daerah terdapat peraturan yang mengatur dengan jelas

System integration is a crucial thing that must be done to aim the improvement coordination between agencies. As stated in Government Regulation Number 5 of 2021 and Law Number 11 of 2020 concerning Job Creation which has mandated that in the context of licensing services, the OSS (Online Single Submission) System has the main role as a single system that will integrate other licensing systems. Currently, the active business licensing systems in DKI Jakarta are the OSS and JakEVO systems. The dualism of the licensing system for both OSS and JakEVO has created a dilemma in business licensing matters. Based on its implementation, JAKEVO is a more limited type of licensing compared to OSS System. Due to the lack of coordination between the central government and regional governments, this has resulted in confusion for business actors in managing the licensing process through one door. This study aims to find out what are the determinants of the integration of the OSS system with the business licensing system in DKI Jakarta. This research uses success factor theory in system integration by Bjorn Johansona, Fredrik Waldaub and Oskar Ahlstroom (2022) with a post-positivist approach. The data used comes from in-depth interviews and several literature studies on secondary data. The findings of this study indicate that the determinants of system integration between the OSS system and JakEVO include several factors, including top management involvement, internal communication, the importance of the right personnel in the right processes and managing the legacy system. In addition, other factors were found to be obstacles, namely the lack of information about business registration, information technology infrastructure that was not optimal, and difficulties in uniforming the system owned by the central and regional governments. Recommendations that can be given in this study are the actors whose role is to synchronize regulations related to system integration orders to the Regional Government so that in the context of support systems in the regions there are regulations that regulate clearly."

"Pelayanan perizinan berusaha melalui Online Single Submission Risk-Based Approach (OSS-RBA) tercantum pada Peraturan Pemerintah Nomor 5 Tahun 2021 Tentang Penyelenggaraan Perizinan Berusaha Berbasis Risiko. Pengembangan e-government di Indonesia dapat didukung dengan masyarakat yang memiliki kemampuan untuk mengakses internet, sehingga saat program pemerintah dilaksanakan dapat secara langsung dimanfaatkan oleh masyarakat. Penelitian ini bertujuan untuk menganalisis tingkat kesiapan digital masyarakat Banyumas pada layanan OSS-RBA menggunakan konsep citizen e-readiness untuk mengukur tingkat kesiapan masyarakat, pendekatan penelitian ini menggunakan kuantitatif dengan teknik pengumpulan data mix method. Teknik pengumpulan data secara kuantitatif dilakukan melalui survei, teknik pengumpulan data kualitatif dilakukan melalui wawancara mendalam kepada enam narasumber. Temuan dari penelitian ini menunjukkan bahwa responden memiliki kesiapan pada kategori sedang dengan 95%. Mayoritas responden berada pada tingkat kesiapan “sedang” dikarenakan masih terjadi beberapa permasalahan yang terjadi pada layanan OSS-RBA.

Business licensing services through the Online Single Submission Risk-Based Approach (OSS-RBA) are listed in Government Regulation Number 5 of 2021 concerning the Implementation of Risk-Based Business Licensing. The development of e-government in Indonesia can be supported by people who have the ability to access the internet, so that when government programmes are implemented, they can be directly utilised by the community. This study aims to analyse the level of digital readiness of the Banyumas community for OSS-RBA services using the concept of citizen e-readiness to measure the level of community readiness, this research approach uses quantitative with mix method data collection techniques. Quantitative data collection techniques were conducted through surveys, qualitative data collection techniques were conducted through in-depth interviews with six resource persons. The findings of this study show that respondents have readiness in the medium category with 95%. The majority of respondents are at a "mod erate" level of readiness because there are still some problems that occur in the OSS-RBA service."

"Online Single Submission (OSS) merupakan sistem pelayanan publik yang mengintegrasikan sistem-sistem perizinan yang dimiliki olek kementrian/lembaga non-kementrian dan pemerintah daerah. Pembentukan sistem OSS bertujuan untuk meningkatkan indeks kemudahan berusaha (EODB) agar investasi dalam negeri ikut meningkat. Sistem OSS berjalan di setiap tingkat pemerintahan, mulai dari pusat, provinsi, dan kota. Sistem yang berintegrasi dengan OSS adalah JakEVO. Maka dari itu, penelitian ini bertujuan untuk melihat sistem tata kelola OSS yang berjalan di DKI Jakarta menggunakan pendekatan Multi-level Governance (MLG) dan faktor-faktor apa saja yang mempengaruhi implementasinya. Tiga aspek MLG yaitu desentralisasi, spatial fit, partisipasi, serta komponen kunci Digital-Era Governance digunakan untuk menganalisis implementasi integrasi OSS dengan JakEVO. Hasil penelitian menunjukkan, sistem OSS menyentralisasi kewenangan perizinan berusaha ke tingkat pusat. Terdapat regulasi ditemukan, di mana PP 24/2018 bertentangan dengan UU Penanaman Modal dan UU Pemerintahan Daerah, serta KBLI yang dirujuk OSS berbeda dengan yang dirujuk DPMPTSP DKI Jakarta. Partisipasi aktor non-pemerintahan tidak ditemukan dalam perencanaan kedua sistem, namun ada dalam pengawasan dan evaluasi. Integrasi hanya berbentuk integrasi data, sedangkan JakEVO sudah mengintegrasikan back office. Lalu, desain sistem OSS dan JakEVO yang tidak mengambil perspektif pelaku usaha. Terakhir OSS telah digitalisasi secara penuh, sedangkan JakEVO baru terdigitalisasi sebagian. MLG dalam kebijakan pelayanan publik daring perlu mempertimbangkan kemampuan literasi digital masyarakat karena mempengaruhi efektivitas implementasi kebijakan. Persoalan-persoalan dalam OSS 1.0 telah diatasi oleh OSS Risk Based berdasarkan UU Cipta Kerja, PP 5/2021, dan PP 6/2021, namun dampak implementasinya belum terlihat hingga saat ini.

Online Single Submission (OSS) is a public service system that integrates licensing systems owned by ministries/non-ministerial institutions and local governments. The establishment of the OSS system aims to increase the ease of doing business index (EODB) so that domestic investment also increases. The OSS system runs at every level of government, starting from the center, province, and city. The system that integrates with OSS is JakEVO. Therefore, this study aims to look at the OSS governance system that runs in DKI Jakarta using the Multi-level Governance (MLG) approach and what factors influence its implementation. Three aspects of MLG, namely decentralization, spatial fit, participation, and the key components of Digital-Era Governance are used to analyze the implementation of OSS integration with JakEVO. The results of the study show that the OSS system centralizes business licensing authority to the central level. There are regulations found, where PP 24/2018 contradicts the Investment Law and the Regional Government Law, and the KBLI referred to by OSS is different from that referred to by the DKI Jakarta DPMPTSP. The participation of non-governmental actors is not found in the planning of the two systems, but is in monitoring and evaluation. The integration is only in the form of data integration, while JakEVO has integrated the back office. Then, the design of the OSS and JakEVO systems that do not take the perspective of business actors. Finally, OSS has been fully digitized, while JakEVO has only been partially digitized. MLG in online public service policies needs to consider the digital literacy ability of the community because it affects the effectiveness of policy implementation. The problems in OSS 1.0 have been addressed by OSS Risk Based based on the Job Creation Law, PP 5/2021, and PP 6/2021, but the impact of its implementation has not yet been seen."

"Penelitian ini membahas mengenai keabsahan perizinan berusaha melalui sistem Online Single Submission (OSS) ditinjau berdasarkan Undang-Undang No. 30 Tahun 2014. Pelayanan Perizinan Berusaha Terintegrasi Secara Elektronik atau disebut juga Lembaga Online Single Submission (OSS) sebagai lembaga  pelayanan perizinan berusaha satu pintu yang dikelola dan dikoordinasikan oleh BKPM sesuai kewenangannya berdasarkan pada Undang-Undang No. 25 Tahun 2007. Implementasi sistem yang dinilai belum terlaksana secara sepenuhnya kerap kali membuat sebagian pelaku usaha kebingungan sebab adanya beberapa peraturan dari berbagai Kementerian, Lembaga, dan Pemerintah Daerah yang belum sesuai dengan Peraturan Pemerintah No. 24 Tahun 2018 serta sistem perizinan mandiri milik Kementerian dan Daerah yang masih belum terintegrasi dengan OSS. Adanya konsep izin dengan pemenuhan komitmen yang diterapkan dalam OSS memicu polemik dan kebingungan bagi beberapa stakeholders pula. Hal berbeda juga dilihat dalam penetapan izin yang berupa QR Code atau tanda tangan elektronik diterbitkan melalui sistem OSS. Hal ini juga menimbulkan polemik tersendiri pula mengenai keabsahan perizinan yang sesuai dengan syarat sahnya penerbitan keputusan dalam Undang-Undang No. 30 Tahun 2014. Dalam penelitian ini, Penulis menggunakan bentuk penelitian yuridis-normatif dan tipologi penelitian berupa deskriptif-analitis. Penelitian ini bertujuan untuk mengetahui keabsahan perizinan berusaha dan implementasi pelayanan publik yang sudah terintegrasi dengan sistem Online Single Submission (OSS).

This research discusses the validity of business licensing through the Online Single Submission (OSS) system in terms of Law No. 30/2014. Electronically Integrated Business Licensing Services or also known as Online Single Submission (OSS) as a one-stop business licensing service agency managed and coordinated by BKPM in accordance with its authority based on Law No. 25 of 2007. The implementation of the system which is considered not fully implemented often makes some business actors confused because there are several regulations from various Ministries, Institutions and Local Governments that are not in accordance with Government Regulation No. 24 of 2018 as well as the independent licensing system belonging to the Ministry and Regions that are still not integrated with OSS. The existence of a license concept with fulfillment of commitments implemented in OSS triggered polemic and confusion for some stakeholders as well. Different things can also be seen in the issuance of permits in the form of QR codes or electronic signatures issued through the OSS system. This has also created a separate polemic regarding the validity of permits which are in accordance with the legal requirements for the issuance of decisions in Law No. 30 of 2014. In this study, the author uses a form of juridical-normative research and research typology in the form of descriptive-analytical. This study aims to determine the validity of business licensing and implementation of public services that have been integrated with the Online Single Submission (OSS) system."

Pada pelaksanaan Online Single Submission berdasarkan diterbitkannya Peraturan Pemerintah Nomor 24 Tahun 2018 tentang Pelayanan Perizinan Berusaha Terintegrasi Secara Elektronik sebagai upaya dari reformasi dalam sektor perizinan, terdapat aspek kewenangan yang perlu untuk ditelaah terkait kewenangan penerbitan perizinan berusaha yang menjadi kewenangan kepala daerah sebagaimana tercantum dalam Pasal 350 Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah. Untuk menyikapi hal tersebut, penulis melakukan penelitian agar dapat diketahui secara lebih rinci mengenai hubungan antara kewenangan yang dimiliki lembaga Online Single Submission dan kewenangan yang berada pada pemerintahan daerah berikut implementasi Online Single Submission berdasarkan Peraturan Pemerintah Nomor 24 Tahun 2018. Penelitian dilakukan dalam bentuk yuridis-normatif dengan menggunakan tipologi penelitian deskriptif-evaluatif. Melalui penelitian skripsi ini, masyarakat dapat mengetahui bahwa kewenangan lembaga Online Single Submission adalah meneruskan kewenangan yang dimiliki oleh pemerintah daerah dalam hal penerbitan perizinan berusaha, serta implementasi dari lembaga Online Single Submission dalam hal memberikan kemudahan berupa percepatan dari segi prosedur, waktu, dan biaya yang dikeluarkan oleh pelaku usaha dalam memohonkan perizinan yang diperlukan sebagai legalitas dari kegiatan dan/atau usahanya di Indonesia.

ABSTRACT
On the implementation of Online Single Submission based on the issuance of Government Regulation Number 24 of 2018 concerning Electronically Integrated Business Licensing Services as an effort of reform in the licensing sector, there are aspects of authority that need to be examined related to the authority to issue business licenses which are the authority of regional heads as stated in Article 350 Law Number 23 Year 2014 concerning Regional Government. To address this, the author conducted a study so that it can be known in more detail about the relationship between the authority possessed by the Online Single Submission institution and the authority in the regional government and the implementation of Online Single Submission based on Government Regulation Number 24 of 2018. The research was conducted in juridical form normative by using descriptive- evaluative research typology. Through this thesis research, the public can comprehend that the authority of the Online Single Submission institution is to carry out the authority possessed by the regional government in terms of publishing business licenses, as well as the implementation of the Online Single Submission institution in terms of facilitating acceleration in terms of procedures, time and costs issued by business actors in applying for permits needed as the legality of their activities and / or business in Indonesia."

"Tesis ini membahas mengenai implikasi hukum penerapan Online Single Submission (OSS) sebagai bentuk upaya percepatan berusaha dan berusaha mengkaji isu disharmonisasi hukum PP No. 24 Tahun 2018 tentang Pelayanan Perizinan Berusaha Terintegrasi Secara Elektronik (PP OSS) dengan UU No. 25 Tahun 2007 tentang Penanaman Modal (UU Penanaman Modal) dan UU No. 23 Tahun 2014 tentang Pemerintahan Daerah sebagaimana yang telah diubah terakhir dengan UU No. 9 Tahun 2015 (UU Pemda). Tesis ini merupakan penelitian hukum normatif yang bersifat preskiptif. Pendekatan yang digunakan adalah pendekatan Undang-undang dan pendekatan konseptual. Data yang digunakan dalam penelitian ini merupakan data primer dan data sekunder, dengan teknik pengumpulan data yaitu studi kepustakaan dan observasi. Hasil penelitian menunjukan bahwa penerapan OSS menimbulkan implikasi yang nyata dari berbagai aspek seperti hukum dan ekonomi. Dari segi hukum, implikasi yang timbul yaitu : (1) adanya perubahan penerbitan izin usaha dan izin komersil yang wajib dilakukan melalui OSS; (2) adanya perbedaan pengaturan batas waktu izin usaha; (3) terdapat perubahan kewenangan penerbitan izin usaha antara Lembaga OSS dan PTSP; (3) terciptanya sistem perizinan berusaha yang terintegrasi antarlembaga, kementerian, maupun daerah; dan (4) terjadinya reformasi peraturan perizinan. Selain itu, penerapan OSS djuga dirasakan belum cukup efektif dalam memberikan kepastian hukum bagi para investor. Terutama berkaitan adanya isu disharmonisasi PP OSS dengan UU Penanaman Modal, UU Pemda, atau peraturan lainnya. Disharmonis ini menyangkut kewenangan pemberian izin yang sebelumnya berada di tangan kementerian, lembaga, maupun daerah beralih ke lembaga OSS. Lahirnya PP OSS juga tidak secara otomatis mencabut peraturan daerah atau peraturan perundang-undangan lainnya yang sudah diterbitkan terlebih dahulu karena akan menyalahi asas otonomi daerah ataupun hierakhi dari peraturan perundang-undangan. Untuk mengatasi adanya disharmonisasi hukum tersebut maka diperkenalkanlah konsep hukum baru yaitu Omnibus Law. Omnibus Law adalah suatu konsep hukum yang sering digunakan oleh negara-negara penganut Common Law seperti Amerika Serikat, Belgia, Inggris, dan lainnya. Regulasi dalam konsep ini adalah dengan cara membuat satu Undang-Undang baru untuk mengamandemen beberapa Undang-Undang atau pasal-pasal yang terdapat dalam peraturan perundang-undangan secara sekaligus. Sementara dari segi ekonomi penerapan OSS memberikan dampak yang cukup positif bagi Indonesia khususnya berkaitan dengan realisasi investasi dan pemangkasan waktu pengurusan izin usaha.

This thesis discusses about the implications of Online Single Submission (OSS) utilization law as an act to hasten businesses activities and aims to undertake the issue of legal disharmony between Government Regulation of Indonesia Number 24 of 2018 on Electronically-Integrated Business Permit Service (OSS Government Regulation), Law of Number 25 of 2007 on Capital Investment, and Law of Number 23 of 2014 on Local Government as amended by Law of Number 9 of 2015 on Second Amend to Law of Number 23 of 2014 on Local Government. This thesis is a normative legal research which has a prescriptive nature. The approach used in this research are statute approach and conceptual approach. The data source used in this research consists of primary data and secondary data, by using data collection methods which are documents review or literature review and a research interview or through observation. The research reveals that the implementation of OSS creates a real implication from various legal and economic aspects. From the legal aspects, the implication that rises are : (1) there was a shift to businesses permits and commercial permits which must be executed through OSS; (2) there was a time limit regulation in regards to business permits; (3) there was a change on the authority of business permit establishment between Lembaga OSS dan PTSP; (3) the creation of an integrated business-licensing system between institutions, ministry and local government; (4) the reformation of licensing regulation. Furthermore, the implementations of OSS also haven’t given quite an impact in legal certainty for the investors. Especially its related to the issue of the disharmony between PP OSS and Penanaman Modal, UU Pemda or other regulation. This disharmony involves the licensing authority, which used to lies on ministry, institution or local government, shifts to Lembaga OSS. The creation of PP OSS were not automatically revoke the local regulation or other regulation which already published because it would violate either local autonomy or hierarchy from the constitution. To solve the legal disharmony, therefore introduced a completely new legal concept, Omnibus Law. Omnibus Law is a legal concept that often used by countries with Common Law disciples such as United States, Belgium, United Kingdom and others. The regulation in this concept is by creating one constitutional law to amend various law or articles that is contained in a constitution at once. Meanwhile, the economic impact of OSS Implementation gave a quite positive outcome for Indonesians, especially related to the investments practice and time efficiency in business permits service."

"Sistem pelayanan perizinan berusaha terintegrasi secara elektronik atau Online Single Submission (OSS) merupakan salah satu sistem pelayanan publik secara elektronik (egovernment) pengganti pelayanan perizinan terpadu satu pintu secara konvensional. Permasalahan yang diangkat dalam tesis ini adalah mengenai ketentuan hukum yang mengatur tentang identitas perseroan terbatas yang digunakan untuk mengurus perizinan, ketentuan nasional yang mengatur tentang pelayanan publik secara elektronik (egovernment) khususnya pelayanan perizinan berusaha terintegrasi secara elektronik (OSS), dan implementasi penyelenggaraan sistem OSS terhadap pelaku usaha dan Notaris. Penelitian ini adalah penelitian yuridis normatif dengan tipe penelitian deskriptif analitis dengan metode analisa data kualitatif yang bertumpu pada data-data sekunder (mencakup bahan hukum primer, sekunder dan tertier) serta wawancara para ahli, pelaku usaha dan Notaris. Berdasarkan analisa sistem pelayanan publik secara elektronik (egovernment) dalam penyelenggaraan sistem OSS ini belum dilaksanakan secara mudah, cepat, murah sebagaimana standar pelayanan publik, hal ini dikarenakan antar masingmasing sistem belum terintegrasi dengan baik, sehingga dalam hal penyelenggaraannya belum mencapai tujuan pelayanan publik yang efektif, efesien, serta belum terinteropabilitas dengan baik, peran dan fungsi notaris juga tidak disebutkan dalam peraturan baik dalam PP 24 Tahun 2018 maupun dalam Perpres Nomor 95 Tahun 2018 sedangkan notaris merupakan pintu utama bagi pelaku usaha sebelum mengajukan perizinan melalui sistem OSS.

The Online Single Submission (OSS) licensing system is one of the surrogate electronic public service systems (e-government) from one-stop integrated licensing services conventionally. The issues raised in this thesis are the provisions governing identity of the limited liability company used to administer permits, the provisions governing of egovernment, the provisions governing of Online Single Submission (OSS), and the implementation of Online Single Submission (OSS) systems for businesses and Notaries. The research method in this thesis is normative juridical with explanatory research type and qualitative data analysis method which is based on secondary data (including primary legal materials, secondary and tertiary) and support by interviewing experts, businesses and Notaries. This thesis examines analysis of electronic public service systems (e-government) in the implementation of the OSS system it has not been implemented easily, quickly, cheaply as a standard public service, this is because between each system has not been well integrated, so that in terms of implementation it has not reached the goal public services that are effective, efficient, and have not been well interoperable, the role and function of the notary public are also not mentioned in the regulations both in PP 24 of 2018 and in the Presidential Regulation No. 95 of 2018 while the notary is the main door for business actors before applying for permits through the OSS system."

Assael suggested (1992:35) purchase intention is behavior as a response to some object, or willingness customer to make purchasing, this process start from needs of some product or need arousal and then proceed into searching information by customer, and then they will evaluate the product, the result for evaluated will be the impulse to be purchase intention before customer really buy the product.
Data collected in this research is a quantitative data based on close questioners posed to all customer at electronic shop in Jakarta. This research is a quantitative research and describing the true fact, data presented as frequency table and correlation of two variables. From this data, it can be concluded that there is stated the existence of life style and purchase intention LCD TV in Jakarta. The analysis result shown quite strong and positive relation between life style to purchase intention LCD TV. It can be concluded that the relation between these two variables is consistent, the better implementation of life style the customer, the higher purchase intention can get. The influence of life style proved to have contribution on purchase intention LCD TV in Jakarta.
Conclusion resulted from this research is the existence of life style customer can enhance purchase intention LCD TV. Thereby an improvement LCD TV purchasing based on purchase intention and life style to every custIndonesia especially Jakarta."
