Toll Corridor Development (TCD) Taman Mini project is a response by PT Jasamarga Related Business to the issuance of Regulation of the Minister of Public Works and Housing (PUPR) No. 28 of 2021. However, the first TCD project experienced delays due to various issues. The objective of this study is to analyze and propose improvements to address the causes of delays in the TCD Taman Mini project, aiming to minimize these problems in future TCD developments. The research employed the Critical Path Method (CPM) to identify critical path activities and analyze realized data to determine which critical path activities experienced delays. Furthermore, a fishbone diagram analysis was conducted to identify the root causes of these issues. Based on the analysis, four main problems were identified: (i) delays in business planning, (ii) ineffective partner or consultant selection processes, (iii) delays in technical planning (MEP), and (iv) delays in the execution of construction work. From the cause-and-effect analysis, it can be concluded that recommended improvements include implementing the concept of pull planning, enhancing business processes by reducing waste and focusing on value-added activities, establishing effective stakeholder management, maximizing the use of technology-based applications for project control, and emphasizing the involvement and commitment of JMRB management.
