"Masalah narkoba tidak bisa diatasi oleh satu atau beberapa organisasi saja, akan tetapi harus bersinergi dengan instansi lainnya. Dalam rangka meningkatkan partisipasi aktif kementerian/lembaga di bidang penanganan narkoba, Badan Narkotika Nasional membuat Penggiat Anti Narkoba sebagai model dalam rangka pemberdayaan masyarakat. Namun upaya sinergi tersebut terlihat masih terkendala seperti hubungan dan koordinasi antar stakeholder yang belum berjalan dengan baik serta masih minimnya partisipasi Penggiat Anti Narkoba dalam melaksanakan fungsi Pencegahan Pemberantasan Penyalahgunaan & Peredaran Gelap narkoba (P4GN).Situasi inilah yang mendorong penulis untuk melihat bagaimana sinergi BNN dengan stakeholder khususnya melalui model Penggiat Anti Narkoba sebagai upaya pemberdayaan masyarakat. Tujuan penelitian ini adalah menganalisis pelaksanaan sinergi lembaga Badan Narkotika Nasional dalam rangka pemberdayaan masyarakat, dan mengidentifikasi faktor–faktor penghambat sinergi lembaga Badan Narkotika Nasional dalam rangka pemberdayaan masyarakat. Penelitian ini memilih metode pendekatan kualitatif. Penelitian kualitatif digunakan untuk memahami masalah–masalah manusia atau sosial secara menyeluruh dan kompleks.

"Wilayah hukum Polres Metro Jakarta Barat memiliki 60% tempat hiburan malam di DKI Jakarta yang sangat potensial akan maraknya peredaran narkoba. Tindak pidana narkoba sendiri sudah dikategorikan sebagai kejahatan luar biasa (extra ordinary crime) yang dilakukan dengan menggunakan modus yang semakin berkembang dalam mengelabuhi petugas kepolisian. Ditambah lagi dengan perkembangan teknologi yang semakin cepat juga menjadi akselerator peredaran narkoba terutama di Jakarta Barat. Hal tersebut tentu menjadi tantangan tersendiri bagi Polres Metro Jakarta Barat untuk menangani dan menanggulangi penyalahgunaan narkoba, terutama dalam menggunakan diskresi bagi pengguna.Polisi dalam menjalankan tugasnya di lapangan memiliki aturan-aturan khusus untuk melakukan tindakan hukum. Ketentuan tersebut tertuang dalam Kitab Undang-Undang Hukum Acara Pidana, di samping itu juga memiliki aturan moral yang menjadi pedoman dan harus ditaati. Pedoman-pedoman kerja polisi tersebut memiliki keluwesan bertindak, kewenangan yang bersifat diskresioner, yakni kewenangan atau otoritas yang dimiliki polisi untuk melakukan tindakan yang menyimpang sesuai dengan situasi dan pertimbangan hati nuraninya. Penggunaan diskresi merupakan kekuatan polisi untuk menyelesaikan persoalan masyarakat secara cepat dalam rangka menciptakan keamanan dan ketertiban umum.Penggunaan diskresi dalam penyidikan pada tindak pidana narkoba merupakan salah upaya untuk menangani dan menanggulangi penyalahgunaan narkoba. Polres Metro Jakarta Barat menggunakan diskresi untuk mengungkap jaringan peredaran narkoba dan dalam bentuk rehabilitasi. Dalam pengungkapan jaringan peredaran narkoba, teknik controlled delivery dan undercover buy yang digunakan lebih efektif jika didukung oleh penggunaan teknologi informasi. Sedangkan penggunaan diskresi dalam bentuk rehabilitasi diberikan kepada pengguna yang terbukti positif menggunakan narkoba tanpa barang bukti atau terdapat barang bukti namun dibawah ketentuan dalam SE MA Nomor 4 Tahun 2009.

The provisions contained in the Code of Criminal Procedure (KUHAP), in addition, it also has the moral rules that guide and must be obeyed. "[ABSTRAKMeningkatnya jumlah penyalahgunaan Narkoba saat ini sudah menjalar hingga sekolah-sekolah dan kampus tanpa memandang tingkatan usia. Khususnya di DKI Jakarta, 20% dari 4 juta pemakai narkoba adalah anak di bawah usia 18 tahun atau remaja yang notabene penerus cikal bakal negeri ini. Bahkan, 3 dari 10 anak di Jakarta terlibat penggunaan narkoba sekaligus terlibat produksi dan distribusinya.BNN Provinsi DKI Jakarta merupakan lembaga vertikal BNN di wilayah Provinsi DKI Jakarta telah melakukan berbagai macam program pencegahan salah satunya melalui pemeriksaan urin Narkoba di lingkungan sekolah. Pemeriksaan urin narkoba yang dilakukan di sekolah sangat penting karena dapat mendeteksi secara dini apakah seseorang terindikasi penyalahgunaan narkoba atau tidak, sehingga dapat memotong jalur peredaran narkoba di lingkungan sekolah.Penelitian ini menggunakan pendekatan kualitatif dengan desain deskriptif- analitis, dimana faktor operasionalisasi penelitian sudah ditentukan di awal. Data primer diperoleh dari informan yang merupakan Kepala Bidang Pencegahan dan Pemberdayaan Masyarakat dan dokter BNNP DKI Jakarta. Data sekunder didapatkan dari data yang telah tersedia dan dilakukan studi data. Analisis disampaikan berdasarkan penilaian (judgement) penulis dengan didasari oleh kerangka teori yang dipakai dalam penelitian ini.Hasil yang didapatkan dari Implementasi Program Pencegahan Penyalahgunaan Narkoba di Sekolah Melalui Pemeriksaan Urin Narkoba masih belum maksimal karena belum adanya kesadaran dari peserta tes urin yang hasilnya positif Narkoba untuk melakukan konseling adiksi/rehabilitasi agar menghentikan penggunaan Narkoba dan merubah perilaku yang lebih sehat. Kendala yang ditemukan masih kurang aktifnya pihak sekolah dan orang tua membawa siswa yang positif Narkoba untuk dilakukan konseling adiksi. Saran yang diberikan oleh penulis adalah perlu adanya evaluasi dan pembinaan lanjutan setelah pemeriksaan urin Narkoba melalui kerjasama antara pihak sekolah, orangtua, instansi terkait dan BNN dalam upaya pencegahan penyalahgunaan narkoba di lingkungan sekolah serta pemberian informasi dan pendidikan sejak dini tentang bahaya Narkoba agar siswa mempunyai kemampuan untuk menghindari dan menolak menggunakan Narkoba.

Urine drug conducted in school is very important because it can detect early whether the person indicated drug abuse or not , so as to cut off the circulation of drugs in the school environment .This study used a qualitative approach with descriptive-analytic design, in which the operation of the factors specified in the initial study. Primary data were obtained from an informant who is the Head of Prevention and Community Empowerment and doctor National Narcotic Board of Jakarta Province. Secondary data were obtained from data already available and carried out the study data. The analysis presented is based on assessment (judgment) by the author based on the theoretical framework used in this study.The results obtained from the Examination of Drug Abuse Prevention Program in Schools Through Urine Drug Investigation is still not maximized due to the lack of awareness of participants urine test result is positive drug addiction counseling / rehabilitation in order to stop the use of drugs and more healthy behavior change. Problems were found still less active the school and parents bringing students to do positive drug addiction counseling. "[ABSTRAKPenelitian berfokus pada Strategi Pencegahan Penyalahgunaan Narkoba Di Apartemen melalui Kegiatan Olahraga (Studi Kasus Di Rusun Cinta Kasih Tzu Chi I). Penelitian ini termasuk penelitian kualitatif dengan desain deskriptif-analitis. Rusun Cinta Kasih Tzu Chi I mempunyai kegiatan olahraga yang dilaksanakan oleh warganya. Tujuan dari kegiatan olahraga tersebut adalah agar warga rusun cinta kasih tzu chi I memiliki kegiatan yang bermanfaat sehingga terhindar dari melakukan kegiatan yang merugikan, salah satunya adalah terhindar dari penyalahgunaan Narkoba. Pengumpulan data dilakukan dengan wawancara mendalam dengan pengelola, warga dan pelatih olahraga Rusun Cinta Kasih Tzu Chi IDari analisis terhadap hasil wawancara, disimpulkan bahwa : Strategi Pencegahan Penyalagunaan Narkoba Di Apartemen melalui Kegiatan Olahraga (Studi Kasus Di Rusun Cinta Kasih Tzu Chi I) yang menjadi fokus adalah pengimplementasiannya. Dalam melaksanakan kegiatan olahraga ada beberapa hal yang menjadi komponen utama yaitu jumlah warga yang mengikuti olahraga, sarana dan prasarana, kuantitas dan kualitas pelatih olahraga serta frekuensi kegiatan olahraga. Pada kenyatannya kegiatan olahraga di Rusun Cinta Kasih Tzu Chi I belum dilaksanakan secara maksimal. Kurangnya minat warga serta jumlah pelatih kegiatan olahraga yang disediakan oleh pengelola Rusun Cinta Kasih Tzu Chi I mengakibatkan kurang maksimalnya tujuan yang ingin dicapai bagi seluruh warga. Belum lagi kurangnya sarana dan prasarana penunjang kegiatan olahraga di Rusun Cinta Kasih Tzu Chi I. Upaya warga serta pengelola rusun untuk meningkatkan jumlah warga yang aktif berolahraga dengan menambah pelatih serta meningkatkan keikutsertaan dalam berbagai kompetisi sehingga dapat memaksimalkan tujuan kegiatan olahraga. Karena adanya istilah yang diungkapkan oleh pujangga dari Romawi yang bernama Decimus Iunius Iuvenalis, yakni Mens sana incorpore sano yang berarti di dalam tubuh yang sehat terdapat jiwa yang kuat. Hal ini menggambarkan bahwa olahraga merupakan kegiatan yang sangat positif, dengan menerapkan pola hidup sehat seperti ini, masyarakat tidak punya waktu untuk melakukan kegiatan negatif.

This is a qualitative research using descriptive-analytical design. Flat Cinta Kasih Tzu Chi I have sports activities undertaken by its citizens. The purpose of these sports activities is that residents Cinta Kasih tzu chi I have useful activities so as to avoid harmful activities, one of it is protected from drug abuse. Data collection was done by in- depth interviews with the manager, the citizens and the sport coache of the flat Cinta Kasih Tzu Chi I.From the analysis of the interviews, concluded that: Drugs Prevention Strategy In the apartments through Sport Activities (Case Study In Flat Cnta Kasih Tzu Chi I) which became the focus is implementation. Doing sport activities there are several things that become the main component, which is the number of citizens who follow the sport, facilities and infrastructure, the quantity and quality of sports coaches as well as the frequency of sports activities. In reality sports activities in the flat Cinta Kasih Tzu Chi I has not been implemented to the fullest. Lack of interest of citizens as well as the number of coaches sports activities provided by the manager of the Flat Cinta Kasih tzu chi I resulted in not optimal objectives to be achieved for all citizens. Not to mention the lack of facilities and infrastructure supporting sports activities in the flat cinta kasih tzu chi I. Efforts to citizens as well as the manager of the towers to increase the number of citizens who actively exercise by adding a coach as well as increasing participation in various competitions to maximize the purpose of sporting activities. Because of the terms expressed by the Roman poet named Decimus Iunius Iuvenalis, ie there incorpore Mens sano meaning in a healthy body there is a strong spirit.
