"Flood is indeed a big problem in Jakarta as a metropolitan city. From the colonial era to present day, flood has not yet been resolved adequately. Fisiography cycles, space competition, and the management of flood seem to be significant factors affected the continuous problem of flood in Jakarta. Seeing from the perspective of fisiography which is related to geomorphology, geology, and hydrology, lowland of Jakarta formed from rivers' sedimentation thousand years ago. This in fact has formed areas below the sea level like swamp and lake areas. Sedimentation process was accelerated after the eruption of the Mount Salak in 1699, in which newly lowland has been increasing each year around 15-50 metres depending on flood and wind direction. Due to this sedimentation, Jakarta topography is flat where water could not flow smoothly. The emergence of Jakarta as settlement areas originated from the Sunda Kelapa Kingdom that developed in the Jakarta coastal area. This process of settlement has developed rapidly along with the VOC conquered Jakarta. Being a central of the colonial trading, population has increased dramatically that also extended the size of Jakarta. In 1830, the city extended toward southern part, well-know as Weltevreden. Menteng was built in 1918 after the development of Jakarta itself. The increasing number of population from 1948 _ 1950 was occurred when the capital of the country moved from Yogyakarta to Jakarta. After 1970s population booming has happened in Jakarta which consequently increasing number of buildings could not be avoided. The construction of housing complexes, trading centres, and industries have even conducted in the restricted areas for any buildings, including the environmental geology area of 1,2 and 3. The impact of these constructions could be clearly seen through the decreasing of absorbing water areas. Therefore, flooding areas have increased rapidly. From 1892 to 1930 flood had been around Weltevreden area, but in 1985 floods have reached the outskirts of Jakarta, including Bintaro, Ciputat, and Pasar Minggu. To solve the flood, structural approach has been applied since 1911. During colonial period flood, especially in 1919, the canal of Kali Malang and Manggarai water control were built. After the independence, 1970 _ 1985, floods have been managed by constructing Cengkareng drain, Cakung drain and so forth. Though government has spent a lot of funding, flood could not be stopped it. Flood is indeed a difficult homework for government of Jakarta."

"Bencana banjir merupakan bencana yang hampir setiap tahun selalu terjadi di Jakarta, dimana berbagai macam daya dan usaha telah dilakukan pemerintah untuk mencegah dan mengantisipasi bencana ini. Banyak penelitian ndash; penelitan sebelumnya telah menganalisa mengenai faktor-faktor penyebab banjir, namun belum banyak yang melakukan studi komperhensif mengenai keterkaikan faktor-faktor tersebut dan menggabungkannya ke dalam suatu analisa komperhensif. Penelitian ini menggabungkan beberapa faktor penyebab banjir yaitu intensitas curah hujan, tinggi pasang surut muka air laut, elevasi, dan koefisien limpasan air permukaan runoff akibat pola penggunaan lahan menjadi satu dan menganalisanya menggunakan regresi linear berganda Multiple Linear Regression dan regresi pembobotan geografis Geographic Weighted Regression untuk mengetahui berapa besar signifikansi faktor-faktor penyebab banjir tersebut, berikut besar koefisien masing-masing faktor dan dimana wilayah dengan kerentanan banjir tertinggi berdasarkan pola penggunaan lahannya.

Jakarta, as the Capitol City of Indonesia is also one of the most flooded area in Indonesia 1 . The floods were occurred annually and heavy floods were usually occurred once in few years. This paper will address the geographic distribution of floods and statistical analysis of the flood's causes using rain intensity, tidal height, elevation, and floods occurrence as the parameters in Angke and Penjaringan District, located in Northern Jakarta where the floods hit the most. Based on the calculation using Linear Regression, it's observed that rainfall intensity, remaining water inundation from previous flood, and land runoff coefficient as the main factor of flooding in the area.

"ABSTRAK
Penelitian ini berupaya menjelaskan situs-situs perbengkelan yang terdapat di Jakarta. Berdasarkan analisis yang telah dilakukan, dapat dikenali adanya 5 buah situs perbengkelan di Jakarta, yang seluruhnya terletak di DAS Ciliwung. Kelima situs itu adalah Kelapa Dua (KDU), Tanjung Barat (TBA), Condet Balekambang (CON), Kampung Kramat (KKR), dan Pejaten (PEJ).
Dari ciri-ciri peninggalannya diketahui bahwa situs Kelapa Dua dan Kampung Kramat merupakan perbengkelan alat batu. Berdasarkan analisis yang dilakukan terhadap alat produksi dan limbah yang yang terdapat di situs Kelapa Dua dan Kampung Kramat, dapat diketahui bahwa kedua situs tersebut merupakan perbengkalan tempat melanjutkan proses pembuatan beliung.
Sementara itu situs-situs Tanjung Barat Condet Balekambang dan Pejaten adalah merupakan perbengkelan alat logam. Dari analisis terhadap jenis alat-slat pertukangan logam yang ditemukan tidak menunjukkan adanya kegiatan pembuatan logam melainkan penggarapan alat logam. Dengan demikian bahan baku logam sangat besar kemungkinannyu tidak dibuat di kempat itu, melainkan di datangkan dari tempat lain."

Meningkatnya jumlah kebutuhan air baku bagi masyarakat di DKI Jakarta disebabkan oleh pertumbuhan penduduk. Upaya meningkatkan sumber air baku salah satunya dengan memanfaatkan kanal banjir timur (KBT). Masalah dalam penelitian ini adalah kualitas, kuantitas, dan kontinuitas, pengetahuan dan sikap disekitar KBT menjadi salah satu faktor sumber pencemar, sehingga dari segi kelayakan ekonomi dan lingkungan masyarakat kekurangan air bersih untuk kebutuhan sehari-hari yang dikonsumsi. Penelitian ini bertujuan untuk menganalisis faktor sumber pencemar di KBT, menganalisis nilai kelayakan ekonomi di KBT sebagai pemanfaatan air baku. Metode uji kualitas air dilakukan di laboratorium, dan kelayakan ekonomi dilakukan perhitungan Net Present Value (NPV), Benefit Cost Ratio (BCR), dan Internal Rate of Return (IRR). Hasil dari pengaruh kualitas air KBT yang  melebihi baku mutu terdapat delapan parameter yaitu TSS, besi, mangan, ammonia, angka permanganat, BOD5, COD, total coliform. Nilai kelayakan ekonomi menunjukkan bahwa hal ini layak untuk digunakan sebagai pemanfaatan air baku di KBT, karena menunjukkan indikator kelayakan positif NPV, nilai IRR 20,3% dan BEP 13,5. Kanal Banjir Timur (KBT) memiliki pasokan air baku yang direncanakan hingga 1.000 L/detik dapat melayani 347.267 Jiwa. Kesimpulan analisis ekonomi dan kelayakan lingkungan adalah bahwa KBT layak untuk digunakan sebagai sumber air baku yang berkelanjutan dan dapat digunakan sebagai air baku tambahan bagi masyarakat di DKI Jakarta.


The increasing number of raw water demands for people in DKI Jakarta is caused by population growth, so there is a need to increase the daily needs of raw water. One of the efforts to increase raw water sources is by utilizing the East Flood Canal (KBT). The problems in this research is the quality, quantity, and continuity, as well as the social community (knowledge, attitude) around KBT to be one of the pollutant source factors, so in terms of economic and environmental feasibility the community lacks clean water for daily needs consumptions. This study aims to analyze pollutant source factors at KBT, analyze the economic and environmental feasibility of KBT as utilization for raw water demands. Water quality test methods are carried out in the laboratory, and economic feasibility is calculated by Net Present Value (NPV), Benefit Cost Ratio (BCR), and Internal Rate of Return (IRR). The results of the influence of KBT water quality that exceeds the quality standard are eight parameters, namely TSS, iron, manganese, ammonia, permanganate number, BOD5, COD, total coliform. The results of the economic viability value indicates that it is feasible to be utilizes raw water in the KBT, because it shows an indicator of positive NPV feasibility, an IRR value of 20.3% and BEP 13.5. East Flood Canal (KBT) has planned a raw water supply of up to 1,400 L/s and can serve 347.267 people. The conclusion of economic analysis and environmental feasibility is that the KBT is feasible to be used as a sustainable source of raw water and can be used as an additional raw water for the community in DKI Jakarta.

Pertumbuhan penduduk meningkatkan kebutuhan suplai air bersih. Masalah kondisi kualitas, kuantitas, dan kontinuitas air baku di DKI Jakarta membuat pasokan air menjadi langka. Masalah tersebut dapat diatasi dengan intervensi teknologi pengolahan sumber air sehingga pelayanan pasokan air bersih di provinsi DKI Jakarta meningkat. Banjir Kanal Timur BKT adalah salah satu fasilitas infrastruktur di Provinsi DKI Jakarta yang berpotensi menjadi sumber air baku. Penelitian ini bertujuan menganalisis pemilihan teknologi pra pengolahan yang tepat untuk memperbaiki kualitas air BKT. Metode Analytical Hierarchy Process digunakan untuk menentukan teknologi pra pengolahan yang tepat untuk memperbaiki kualitas air BKT berdasarkan persepsi 5 orang ahli dari instansi berbeda dengan 3 pilihan alternatif teknologi, yaitu MBBR Moving Bed Biofilm Reactor , MBR Membrane Bioreactor , dan Bank Filtration. Hasil penelitian ini menunjukkan bahwa teknologi MBBR memperoleh bobot tertinggi sebesar 0,51, sedangkan MBR sebesar 0,38, dan BF sebesar 0,12. Kesimpulannya adalah air BKT berpotensi menjadi air baku dengan teknologi MBBR sebagai teknologi yang paling tepat untuk pengolahan air Banjir Kanal Timur.

ABSTRACT
Population growth increases the need for clean water supplies. The problem of quality, quantity, and continuity of raw water in DKI Jakarta make water supply become scarce. This condition can be solved by the intervention of water source processing technology so that raw water supply service in DKI Jakarta province increases. East Flood Canal BKT is one of the infrastructure facilities in DKI Jakarta that has the potential to become a source of raw water. This study aims to analyze the selection of appropriate pre processing technology to improve the water quality of BKT. The Analytical Hierarchy Process method is used to determine the appropriate pre processing technology to improve the water quality of BKT based on perceptions of 5 experts from different agencies with 3 alternative technology options, namely MBBR Moving Bed Biofilm Reactor , MBR Membrane Bioreactor , and Bank Filtration. The results of this study indicate that MBBR technology obtained the highest weight of 0.51, while the MBR of 0.38, and BF of 0.12. The conclusion is that BKT water has the potential to become raw water with MBBR technology as the most appropriate technology for water treatment of East Flood Canal. "

"Disparitas merupakan persoalan klasik dalam pembangunan suatu wilayah, tidak terkecuali di DKI Jakarta. Permasalahan disparitas ini menyebkan adanya wilayah berkembang dan wilayah terbelakang yang dalam konteksnya dapat mempengaruhi proses pembangunan. Tujuan dari penelitian meliputi: Menganalisis kecenderungan tingkat disparitas pembangunan di DKI Jakarta dan menganalisis faktor-faktor yang mempengaruhi tingkat perkembangan wilayah di DKI Jakarta.  Metode yang digunakan adalah metode deskriptif kuantitatif berbasis data sekunder pada tahun 2013-2017 dengan menggunakan Indeks Williamson, analisis regresi berganda dan indeks perkembangan wilayah.
Hasil yang didapatkan dari penelitian ini adalah: Disparitas perkembangan wilayah di DKI Jakarta termasuk dalam klasifikasi tinggi karena pada tahun 2013-2017 nilai IW selalu mendekati angka satu. Tingkat perkembangan wilayah ditentukan dengan perkembangan tinggi, sedang dan rendah. Perkembangan wilayah tinggi hanya ada 3 kecamatan, perkembangan wilayah sedang ada 15 kecamatan, dan perkembangan wilayah rendah ada 25 kecamatan. Faktor yang berpengaruh terhadap tingkat perkembangan wilayah adalah kepadatan penduduk, jumlah kelahiran, jumlah kematian, persentase tutupan lahan, dan persentase kerapatan jalan. Hasil analisis regresi menunjukkan bahwa faktor-faktor tersebut berkontribusi sebesar 54% terhadap perkembangan wilayah.

Disparity is a classic problem in the development of a region, including in DKI Jakarta. This problem of disparity causes the existence of developed regions and underdeveloped regions which in their context can influence the development process. The objectives of the study include: Analyzing the trends in the level of disparity development in DKI Jakarta and Analyzing the factors that influence the level of development of the region and the base sector in DKI Jakarta. The method used is descriptive-quantitative method with analysis technique of secondary data in 2013-2017 by using the Williamson Index, Multiple Regression Analysis and Regional Development Index.
The results obtained from this study were: Disparity in regional development in DKI Jakarta is included in the High Classification because in 2013-2017, the value of IW obtained was always close to number one and The level of regional development was determined by high, medium, and low. The development of high areas had only 3 sub-districts, the development of moderate regions had 15 sub-districts, and the development of low-lying areas had 25 sub-districts. Factors that influence the level of regional development were population density, number of births, number of deaths, percentage of land cover, and percentage of road density. The result of the regression analysis showed that these factors contributed 54% to the development of the region.
