"TNI sebagai komponen utama sistem pertahanan negara bertugas menegakkan dan mempertahankan keutuhan wilayah Negara Kesatuan Republik Indonesia. Dalam menjalankan tugas pokoknya mereka berisiko tehadap peristiwa sakit, kecacatan bahkan kematian sebagai risiko yang berhubungan dengan pekerjaan. Bentuk perlindungan sosial ekonomi yang disediakan dalam program Jaminan Kecelakaan Kerja (JKK) adalah manfaat santunan cacat selain perawatan. Penelitian bertujuan untuk mengetahui dan menganalisis manajemen klaim santunan cacat pada program JKK bagi prajurit TNI Peserta Rehabilitasi Terpadu Pusat Rehabilitasi Kementerian Pertahanan Gelombang I tahun 2019. Penelitian menggunakan metode kualitatif deskriptif melalui observasi, wawancara mendalam dan telaah dokumen. Lokasi penelitian di Pusrehab Kemhan dan PT. ASABRI (Persero). Hasil penelitian terdapat 60 berkas close/layak bayar dan 2 berkas reject. Peserta telah mendapatkan manfaat dengan tepat jumlah, tepat orang/sasaran, dalam waktu sekitar 2 minggu, belum semua peserta menerima manfaat santunan sesuai dengan jaminan yang diajukan. Kesimpulan manfaat santunan cacat belum dimanfaatkan secara maksimal, dikarenakan kurangnya sosialisasi, persyaratan belum sesuai standar, beberapa aktivitas dalam manajemen klaim belum diatur oleh kebijakan tertulis. Perlu disempurnakan kebijakan tertulis yang mengatur aktivitas manajemen klaim dan sosialisasi secara intens kepada pemangku kebijakan dan peserta secara berjenjang.

The form of socio-economic protection provided in the Work Accident Guarantee (JKK) is disability benefits in addition care benefits. The study aims to determine and analyze the management of claims for disability benefits in the JKK program for TNI soldiers in the Integrated Rehabilitation Center of the Defense Ministry in Phase I of 2019. The study used a qualitative descriptive method through observation, in-depth interviews and document review. The research location in the Pusrehab Kemhan and PT. ASABRI (Persero).

The results were 60 close claim/feasible pay and 2 reject claim. Participants have benefited from the exact number, number of people / targets, in about 2 weeks, not all participants have received compensation benefits in accordance with the collateral submitted. The conclusion of disability compensation benefits has not been fully utilized, due to lack of socialization, requirements not yet in line with standards, some activities in claim management have not been regulated by written policies. It is necessary to improve written policies that regulate claims management activities and intensify socialization to stakeholders and participants in stages. "
