"Keberpihakan kepada petani yang dianggap sebagai kelompok rentan seringkali digunakan sebagai pertimbangan populis dalam menjustifikasi lahirnya kebijakan protektif dari pengaruh eksternal. Contoh yang paling sesuai dapat dilihat pada kasus liberalisasi perdagangan beras di kawasan Association of Southeast Asian Nations (ASEAN) di mana hingga saat ini masih menyisakan konsensus samar-samar tentang dampaknya terhadap capaian ketahanan pangan hingga pengaruhnya terhadap eksistensi petani beras yang sejatinya memiliki peran unik. Peran tersebut mencakup sebagai produsen maupun konsumen sehingga menjadikan langkah pemerintah semakin dilematis dan kompleks dalam rangka menjamin pangan bagi masyarakatnya. Oleh sebab itu, tujuan penelitian ini adalah untuk menganalisis dampak liberalisasi perdagangan ASEAN terhadap ketahanan pangan di Indonesia, khususnya pada kasus beras. Untuk menjawab tujuan tersebut digunakan gabungan pendekatan, yaitu Model Global Trade Analysis Project (GTAP) untuk menangkap perilaku perdagangan beras di kawasan ASEAN dan Model Quadratic Almost Ideal Demand System (QUAIDS) untuk menyentuh dinamika perubahan konsumsi dan kesejahteraan pada kelompok rumah tangga petani beras. Di samping kedua model tersebut, beberapa pendekatan dikombinasikan untuk mendukung simulasi kebijakan yang dirancang, misalnya penggunaan Model Gravitasi dan simulasi Monte Carlo. Data yang digunakan berjenis data sekunder yang berasal dari basis data GTAP, Survei Sosial dan Ekonomi Nasional (Susenas), World Bank, Food and Agriculture Organization (FAO), World Integrated Trade Solution (WITS), dan sebagainya.
Hasil penelitian menunjukkan bahwa liberalisasi perdagangan ASEAN berdampak positif terhadap ketahanan pangan (beras) di Indonesia dibandingkan ketika restriksi perdagangan diterapkan. Kemajuan yang positif ini akan terekskalasi apabila diikuti dengan efisiensi biaya produksi padi/beras. Transmisi kondisi positif tersebut secara konsisten tidak hanya terjadi pada level nasional namun juga bermuara pada level rumah tangga petani padi/beras. Bahkan kelompok rumah tangga petani net produsen dan net konsumen beras menghadapi situasi better off, baik berupa peningkatan konsumsi beras, perbaikan pola konsumsi pangan, maupun welfare gaining ketika liberalisasi perdagangan ASEAN diberlakukan. Di sisi lain, agenda liberalisasi perdagangan ASEAN tidak hanya menyasar pada keterbukaan berkompetisi tetapi juga tawaran berkolaborasi melalui stok beras regional. Simulasi terkait stok beras tersebut ternyata mampu mendukung pencapaian ketahanan pangan nasional dan sekaligus mendorong peningkatan kesejahteraan rumah tangga petani padi/beras. Penelitian ini akhirnya mematahkan keyakinan umum yang memandang remeh peran liberalisasi perdagangan beras terhadap upaya penyediaan pangan masyarakat dan kehidupan petani.

There is an irony that occurs when trade liberalization is rejected in favor of pursuing national food security to protect farmers. This irony is farmers are worse off under national food security than they are under trade liberalization. Various concerns that have arisen were addressed with popular policies, especially the protection and raising of food prices. So why does commitment to trade liberalization seem to be a prestigious ambition only on paper. This study investigates this phenomenon as it occurs in the case of the impact of the Association of Southeast Asian Nations (ASEAN) trade liberalization on Indonesian food (rice) security and rice farmers. We use a combined approach to solve it comprehensively. Our approach brings together the Global Trade Analysis Project (GTAP) Model, Quadratic Almost Ideal Demand System (QUAIDS) Model, Gravity Model, and Monte Carlo. These approaches rely on secondary data sourced from the GTAP database, National Socio-Economic Survey, World Bank, Food and Agriculture Organization (FAO), World Integrated Trade Solution (WITS), and others.
The findings of our research show that the ASEAN trade liberalization would have a positive impact on Indonesian food (rice) security if compared with trade restricted policies. These positive effects would be enhanced if the open market were to be followed by actions to increase efficiency and reduce the cost of rice. Furthermore, to see the consistency of these impacts, we scrutinize at rice farming households as net rice producers or net rice consumers. They are the nucleus of food security and saw improvements in rice consumption, food consumption pattern, and welfare gains when trade liberalization took place. Besides the vigorous competition that would result from trade liberalization, collaboration through regional rice stocks could help us to achieve national food security and farmer welfare. This research objectively defies common belief that underestimates the role of rice trade liberalization for feeding the nation and farmers life."
