"ABSTRAK
Tesis ini merupakan hasil penelitian mengenai empat variabel terpengaruh (Dependent Variable) dan tiga variabel terpengaruh (Independent Variable) dengan jumlah sampel 145 orang atau 10% dari 1.452 orang.
Pembangunan penting untuk mengurangi kemiskinan dan untuk meningkatkan kualitas hidup rakyat. Namun kenyataan menunjukkan bahwa pelaksanaan pembangunan selalu mengakibatkan kerusakan lingkungan. Keadaan seperti ini menjadi dasar untuk memikirkan kembali ukuran keberhasilan pembangunan. Kebijaksanaan pembangunan berkelanjutan merupakan pembangunan dengan pertimbangan lingkungan untuk keberlanjutan pembangunan dan kesejahteraan rakyat generasi sekarang dan generasi yang akan datang.
Pada hakikatnya kebijaksanaan pembangunan berkelanjutan tidak menghendaki pelaksanaan dan kebijaksanaan yang menguras sumber-sumber produksi termasuk sumberdaya alam yang dapat mengakibatkan generasi masa depan memiliki prospek kemiskinan dan risiko yang lebih besar daripada yang dimiliki generasi sekarang. Secara operasional kebijaksanaan pembangunan berkelanjutan antara lain diwujudkan dalam bentuk: upaya konservasi alam, pemanfaatan sumberdaya alam secara rasional, dan penggunaan eko-teknologi.
Meskipun kebijaksanaan pembangunan berkelanjutan telah ditetapkan sejak tahun 1978 melalui Garis-garis Besar Haluan Negara namun kenyataan menunjukkan masih terjadi kerusakan sumberdaya alam. Hal ini menunjukkan seakan-akan kebijaksanaan pembangunan berkelanjutan kurang efektif dalam penerapannya. Keadaan ini menimbulkan pertanyaan apakah ada perbedaan persepsi masyarakat terhadap kebijaksanaan pembangunan berkelanjutan. Dalam kaitan ini menurut pendapat penulis faktor pendidikan, tingkat pendapatan dan jenis pekerjaan merupakan faktor yang mempengaruhi persepsi. Sehubungan dengan itu disusun hipotesis sebagai berikut:
1. Ada hubungan antara tingkat pendidikan dengan persepsi upaya konservasi alam, pemanfaatan sumberdaya alam secara rasional, penggunaan ekoteknologi dan sikap.
2. Ada hubungan antara tingkat pendapatan dengan persepsi upaya konservasi alam, pemanfaatan sumberdaya alam secara rasional, penggunaan eko﷓teknologi dan sikap.
3. Ada hubungan antara jenis pekerjaan dengan persepsi upaya konservasi alam, pemanfaatan sumberdaya alam secara rasional, penggunaan ekoteknologi dan sikap
Penelitian ini bertujuan untuk mengetahui secara empiris persepsi masyarakat terhadap kebijaksanaan pembangunan berkelanjutan dan untuk mengetahui apakah ada hubungan antara tingkat pendidikan, tingkat pendapatan dan jenis pekerjaan dengan persepsi upaya konservasi alam, pemanfaatan sumberdaya alam secara rasional, penggunaan eko-teknologi dan sikap.
Kegunaan penelitian ini adalah untuk mendapatkan data atau bukti-bukti empiris tentang persepsi masyarakat terhadap kebijaksanaan pembangunan berkelanjutan; sekaligus memperoleh gambaran tentang persepsi masyarakat terhadap kebijaksanaan pembangunan berkelanjutan; untuk memperkaya bahan pertimbangan pengambil keputusan dalam rangka penetapan kebijaksanaan dan pengelolaan lingkungan hidup; serta untuk memberikan dasar bagi penelitian selanjutnya.
Pengumpulan data dilakukan melalui kuesioner dengan 25 pertanyaan atau pernyataan berstruktur, yang diajukan kepada masyarakat yaitu: Pengambil Keputusan Dalam Perencanaan Pembangunan (Pejabat Bappeda Tingkat I dan II, dan Ketua LKMD); Pengambil Keputusan Dalam Pelaksanaan Pembangunan (Kepala Dinas/Instansi Tingkat I dan II); Pelaku Kegiatan Pembangunan (Pemimpin Proyek Daerah/Sektoral dan Pengusaha Pelaksana Pembangunan); serta Pemerhati Lingkungan dan Pembangunan (Pemuka Agama, Pemuka Masyarakat dan LSM).
Untuk mengetahui persepsi masyarakat digunakan analisis statistik dengan memakai Skor T untuk mengubah skor mentah dari kuesioner yang menggunakan Skala Likert . Berdasarkan Skor T tersebut dilakukan penggolongan Persepsi Baik, Buruk dan Sedang.
Hasil analisis menunjukkan bahwa masyarakat yang mempunyai persepsi baik sebanyak 62,07 %, persepsi sedang 8,28% dan persepsi buruk 29,65%. Masyarakat yang berpendidikan sedang dan rendah pada umumnya mempunyai persepsi buruk. Sebaliknya masyarakat yang berpendidikan tinggi pada umumnya mempunyai persepsi baik. Masyarakat yang berpendapatan rendah pada umumnya mempunyai persepsi buruk. Sebaliknya masyarakat yang berpendapatan tinggi dan sedang pada umumnya mempunyai persepsi baik.
Berdasarkan jenis pekerjaan; pengambil keputusan dalam perencanaan pembangunan pada umumnya mempunyai persepsi baik. Pengambil keputusan dalam pelaksanaan pembangunan pada umumnya juga mempunyai persepsi baik. Demikian pula pelaku kegiatan pembangunan dan pemerhati lingkungan dan pembangunan secara umum mempunyai persepsi baik.
Berdasarkan uji hipotesis dapat disimpulkan bahwa:
1. Terdapat hubungan antara tingkat pendidikan dengan persepsi upaya konservasi alam; pemanfaatan sumberdaya alam secara rasional, penggunaan eko-teknologi dan sikap.
2. Terdapat hubungan antara tingkat pendapatan dengan persepsi upaya konservasi alam, pemanfaatan sumberdaya alam secara rasional, penggunaan eko﷓ teknologi dan sikap.
3. Terdapat hubungan antara jenis pekerjaan dengan persepsi upaya konservasi alam, pemanfaatan sumberdaya alam secara rasional, penggunaan ekoteknologi dan sikap.
Berdasarkan hasil uji hipotesis tersebut tersimpul bahwa hipotesis (1) , (2) dan (3) terbukti.

>ABSTRACT
This thesis is the result of research on four Dependent Variables and three Independent variables using a sample of 145 persons or 10% of 1452 persons.
Development is essential for sustained poverty reduction and for the purpose of improving the quality of life of the people. The fact that implementation of development has often caused environmental damage. Conditions of this type provide additional ground for rethinking our measurement of progress. Sustainable Development Policy is a development based upon environmental considerations as a means of achieving continuity and well-being of present and future generations. Indeed it reject policies and practices that support current living standards by depleting the productive base including natural resources, and that leaves future generations with poorer prospect and greater risk than our own. Operationally form of sustainable development policy, among other things is the effort of conservation, rational utilization of natural resources, and utilization of eco-technology.
Although the sustainable development policy established since 1978 by the Guidelines of State Policy, the fact shows that the environmental damage still happened, it seems the sustainable development policy is not very effectively implemented. And then come to the surface, the question is how to formulate the problem of "whether there is a different perception in community toward sustainable development policy". In such a case, it is the writer's opinion that education level, income level and kind of job are factors that influence the perception toward sustainable development. We can therefore draw up the following hypothesis:
1. There is a correlation among education level and perception the effort of conservation, rational utilization of natural resources, utilization of eco-technology and attitude.
2. There is a correlation among income level and perception the effort of conservation, rational utilization of natural resources, utilization of eco-technology and attitude.
3. There is a correlation among kind of job and perception the effort of conservation, rational utilization of natural resources, utilization of eco-technology and attitude.
The objectives of this research is to study the community's perception as a empirical manner toward sustainable development policy. Besides it is also to find out whether education level, income level, and kind of job have correlation with perception the effort of conservation, rational utilization of natural resources, utilization of eco-technology and attitude. Then, the effect of this research is to obtain the data and empirical proof on community's perception toward the sustainable development policy, at the same time to know the perception of the community toward sustainable development policy. To enrich those who might concern to improve the management of living environment and to supply basic data for further research.
The data have been collected by questionnaires using 25 questions or structured statements, covering the decision makers in development planning (official of the regional development planning board at province and regency level, and chairman of the village development institutions); decision makers in the execution of development (head of the government instance at province and regency level); executors of development (sectoral/regional project leader and contractors); and observers of development and environment (representative of religious/community leader and community self supporting institutions).
To know the perception of the community, statistical analysis is used with T score to change raw data questionnaires which using Likert Scales. Based on T score it is done to classify good, moderate and bad perception toward sustainable development policy. The data analysis has pointed out that community who have had good perception 62.07%, moderate perception 8.28% and bad perception 29.65%.
Community of low and middle education level has had bad perception. The other side, community of high education level has had good perception.
Community of low income level has had bad perception. The other side, community of high and middle income level has had good perception. Based on kind of job: decision makers in development planning has had good perception. Decision maker in the execution of development has had good perception. Then, the executors of development and observers of development and environment have had good perception.
Based on the results of the examination of the hypothesis, it can be concluded that:
1. There is a correlation among education and perception the effort of conservation, rational utilization of natural resources, utilization of eco-technology, and attitude.
2. There is a correlation among income level and perception the effort of conservation, rational utilization of natural resources, utilization of eco-technology and attitude.
3. There is a correlation among kind of job and perception the effort of conservation, rational utilization of natural resources, utilization of eco-technology and attitude.
Based on the results of examination of the hypothesis, it can be concluded that hypothesis (1), (2), and (3) has been proven.

"Skripsi ini membahas integrasi kebijakan pembangunan berkelanjutan di Indonesia dengan mitigasi perubahan iklim. Sebagai negara berkembang, Indonesia tidak mempunyai kewajiban untuk mengurangi emisi Gas Rumah Kaca tetapi masih bisa berkontribusi dengan berpartisipasi sebagai tempat pelaksanaan Clean Development Mechanism (CDM). Dengan demikian diperlukan persiapan dalam berbagai aspek kebijakan dan regulasi, aspek keuangan dan teknis selama pelaksanaan CDM. Berdasarkan hal tersebut, penelitian ini menggunakan metode penelitian deskriptif yang bertujuan untuk mencari korelasi antara teori dan praktek. Data dikumpulkan melalui studi kepustakaan dan wawancara dengan responden. Secara umum penelitian ini bertujuan untuk memberikan rekomendasi kebijakan yang akan memungkinkan Pemerintah Indonesia untuk memaksimalkan manfaat yang dapat diperoleh dari pelaksaan CDM, mengingat mandat dari CDM di bawah Protokol Kyoto akan berakhir pada tahun 2012.

This thesis discussess integration of sustainable development policy in Indonesia with the climate change mitigation. As developing country, Indonesia has no obligation in restricting of its Green House Gas, but it still can contribute into Clean Development Mechanism (CDM) project execution. Consequently, it will take a preparation in many aspects of policy and regulation, financial and technical aspect during the CDM implementation. In connection with implication point, this research has become a problem focused research where the processed issue is based on theory or observing its correlation between theory and practice. Data are collected through library research and interviews with respondents. In general this research aims to provide policy recommendations that will enable the Government of Indonesia to maximize the benefits that can be secured, and the urgency that the current mandate of CDM under the Kyoto Protocols will expire in 2012."

"Ketahanan sosial-ekologi adalah kemampuan penyintasan masyarakat dalam menghadapi keterbatasan lingkungan agar dapat pulih apabila terjadi gangguan. Meskipun keterbatasan lingkungan alam dan sosial di Kota Batam dapat dikelola dengan kemajuan teknologi, potensi gangguan tetap perlu diperhitungkan agar perikehidupan dan kesejahteraan masyarakat tetap terjamin.
Riset ini bertujuan untuk mengkonstruksi model ketahanan sosial-ekologi dalam pembangunan berkelanjutan. Pendekatan riset menggunakan metoda gabungan dengan pendekatan kualitatif terkait kondisi ketahanan sosial-ekologi Kota Batam yang dianalisis menggunakan sarana Kualitas Kehidupan Sosial Budaya berbasis fuzzy logic interaksi antara elemen struktural, kultural dan prosesual berkenaan dengan capaian pembangunan.
Hasil penelitian menunjukkan bahwa kondisi ketahanan sosial-ekologi sangat terkait dengan dinamika lokal, regional dan global; spesifikasi dan spesialisasi lingkungan setempat, karakteristik region, serta faktor-faktor sosial budaya yang berpengaruh dalam menentukan kekhasan lingkungan yang menentukan ketahanan sosial-ekologi. Kondisi ketahanan sosial-ekologi juga dapat bervariasi secara spasial dan menurut waktu sehingga model konseptual ketahanan sosial-ekologi perlu mengakomodasi strategi implementasi yang bersifat multicompartment sekaligus terintegratif.

Social-ecological resilience is the community’s surviving ability to face environmental limitations and possible disruptions. Although physical and social environmental limitations in the City of Batam can be managed with technological advances, the potential of disruptions should be taken into account to assure the good community’s livelihood and welfare.
This research is to construct a social-ecological resilience model in sustainable development. It is based on mixed method research with qualitative approach on the social-ecological resilience condition of the City of Batam; that is analyzed based on the Quality of Socio-Cultural Life that seeks through the fuzzy-logic-interaction between structural, cultural and processual elements on the results and transformation of development.
The results show that the social-ecological resilience condition is related with dynamics of local, regional and global conditions, local environment specifications and specializations, regional characteristics, as well as socio-cultural factors that determine the social-ecological resilience condition that can vary spatially and according to time. Therefore, the conceptual model of social-ecological resilience in sustainable development should accommodate multi-compartment and integrative strategy of implementation.

"Tujuan dari laporan praktik keinsiyuran pengaplikasian kegiatan K3LL, KEI dan profesionalisme di dalam pelaksanaan Praktik Keinsiyuran lampau pada proyek pembangunan gedung I-CELL FTUI, sehingga hasil identifikasi tersebut juga dapat digunakan sebagai pengalaman dan pembelajaran saat diaplikasikan di PK yang lain di masa mendatang dan diharapkan dapat meningkatkan kesadaran para insiyur, termasuk pemilik atau pengelola bangunan, pengembang, pemerintah, dan masyarakat umum, tentang pentingnya mengadopsi konsep green building, memahami manfaat dan dampak positif dari pembangunan berkelanjutan serta dapat menginspirasi orang untuk mengambil tindakan yang lebih berkelanjutan dalam lingkungan. Pada proses Pembangunan Gedung I-CELL FTUI ini etika insinyur sangat penting dalam memastikan bahwa pembangunan gedung hijau tidak hanya memenuhi tujuan berkelanjutan tetapi juga memenuhi standar moral dan etika profesi. Pentingnya aspek K3LL dalam pembangunan gedung I-CELL FTUI adalah untuk menciptakan bangunan yang tidak hanya berkelanjutan secara lingkungan, tetapi juga memperhatikan kesejahteraan dan keselamatan penghuninya. Kompetensi bidang keilmuan yang dimiliki penulis digunakan atau diaplikasikan melalui proses Manajemen Pembangunan Gedung I-CELL FTUI, Penentuan parameter desain Gedung Hijau dan Desain Termal pada Gedung I-CELL FTUI agar dapat menghemat pemanfaatan energy dan mendapatkan kenyamanan termal. Kebutuhan akan ruang laboratorium Pendidikan yang terintegrasi dengan mengusung konsep berkelanjutan telah diwujudkan melalui selesainnya dan beroperasinya gedung i-CELL FTUI tepat waktu sehingga berhasil mewujudkan rencana strategis FTUI 2018-2020. Gedung I-CELL FTUI ini telah berhasil meraih sertifikat EDGE tingkat advanced certified dengan raihan 22% energy savings, 34% water savings, and 42% embodied energy savings in materials dan pengahargaan Subroto serta Asean Energy Award sebagai Gedung hemat energi, menunjukkan tujuan dari pembanguan gedung hijau sudah berhasil dicapai.

The purpose of the report on the implementation of safety, health, and environmental activities (K3LL, KEI, and professionalism) in the past Safety and Environmental Practices at the I-CELL FTUI building construction project is to use the identified results as an experience and learning when applied to other projects in the future. It is expected to raise awareness among engineers, building owners or managers, developers, government officials, and the general public about the importance of adopting green building concepts. Understanding the benefits and positive impacts of sustainable development is emphasized, with the hope of inspiring people to take more sustainable actions in their environment. In the process of constructing the I-CELL FTUI building, engineer ethics are crucial to ensure that the green building not only meets sustainable goals but also complies with moral standards and professional ethics. The significance of K3LL aspects in the construction of the I-CELL FTUI building is to create a structure that is not only environmentally sustainable but also prioritizes the well-being and safety of its occupants. The author's expertise in the field is applied through the Management of the I-CELL FTUI Building Construction process, determining parameters for Green Building design and Thermal Design in the I-CELL FTUI building to conserve energy utilization and achieve thermal comfort. The need for an Education laboratory space integrated with a sustainable concept has been realized through the timely completion and operation of the I-CELL FTUI building, successfully realizing the FTUI 2018-2020 strategic plan. The I-CELL FTUI building has achieved advanced EDGE certification with a 22% energy savings, 34% water savings, and 42% embodied energy savings in materials. It has also received the Subroto Award and the Asean Energy Award as an energy-efficient building, indicating the successful achievement of the goals of constructing a green building."

"Perubahan iklim merupakan respons terhadap peningkatan konsentrasi gas rumah kaca sebagai akibat dari aktivitas manusia. Pada tahun 2015, UNFCCC (United Nations Framework Convention on Climate Change) termasuk Indonesia menandatangani Perjanjian Paris (Paris Agreement). Salah satu kerangka kerja yang disediakan dalam Perjanjian Paris adalah terkait dengan dukungan keuangan/pembiayaan. Green bond didefinisikan sebagai instrumen keuangan pendapatan tetap untuk meningkatkan modal guna membiayai atau membiayai kembali (re-financing) proyek-proyek hijau yang memenuhi syarat. Kecenderungan green bond adalah menciptakan peluang untuk berinvestasi pada lingkungan dengan memberikan nilai terhadap lingkungan dan perekonomian sebuah negara. Namun, representasi green bond dalam pasar obligasi secara global ternyata tidak lebih dari 2%. Meskipun pasar green bond berkembang pesat di Indonesia, namun masih dalam tahap awal. Masalah dalam riset ini adalah fakta bahwa jumlah penerbitan green bond di Indonesia terutama oleh pihak korporasi masih rendah. Padahal kebijakan terkait sustainable finance di telah diberlakukan sejak 2014 dan pengaturan terkait kerangka green bond dan penerbitan green bond juga telah tersedia sejak 2017. Berdasarkan masalah tersebut, tujuan riset ini adalah untuk melakukan evaluasi terhadap kebijakan green bond dan memberikan rekomendasi kebijakan dalam rangka mendukung upaya terwujudnya pembangunan berkelanjutan di Indonesia. Metode yang digunakan dalam riset ini adalah gabungan antara metode kuantitatif dan kualitatif (mix method) menggunakan quantitative content analysis, analisis statistik deskriptif, analisis finansial dan wawancara mendalam. Hasil riset menunjukkan bahwa green bond di Indonesia memiliki potensi untuk dimanfaatkan sebagai alternatif pembiayaan yang mendukung upaya mewujudkan pembangunan berkelanjutan. Hal-hal yang menjadi kendala dalam pengembangan pasar green bond di Indonesia antara lain adalah tidak adanya perbedaan keuntungan secara finansial bagi penerbit maupun investor yang berinvestasi pada green bond dan belum optimalnya insentif yang didapatkan bagi pihak yang berinvestasi pada green bond di Indonesia. Kesimpulan dari riset ini adalah diperlukan upaya tambahan dari yang telah dilakukan saat ini, seperti adanya bentuk insentif tambahan bagi pihak yang berinvestasi pada green bond, adanya penguatan regulasi/kebijakan yang dapat mendorong peningkatan dan pengembangan pasar green bond di Indonesia, dan kolaborasi antar pemerintah untuk mendukung pengembangan pasar green bond di Indonesia agar pembangunan berklenajutan dapat terwujud.

Climate change is a response to the increasing concentration of greenhouse gases resulting from human activities. In 2015, the United Nations Framework Convention on Climate Change (UNFCCC), including Indonesia, signed the Paris Agreement. One of the frameworks provided in the Paris Agreement is related to financial support. Green bonds are defined as fixed-income financial instruments used to raise or refinance capital for eligible green projects. The trend of green bonds aims to create opportunities for investing in the environment, adding value to both the environment and the economy of a country. However, the global representation of green bonds in the bond market is still less than 2%. Although the green bond market in Indonesia is growing rapidly, it is still in its early stages. The issue addressed in this research is the fact that the issuance of green bonds in Indonesia, primarily by corporate entities, remains low. This is despite the implementation of sustainable finance policies since 2014 and the availability of regulations and frameworks for green bond issuance since 2017. Based on this issue, the research aims to evaluate green bond policies and provide policy recommendations to support sustainable development efforts in Indonesia. The research methodology combines quantitative and qualitative methods (mixed method), utilizing quantitative content analysis, descriptive statistical analysis, financial analysis, and in-depth interviews. The research findings indicate that green bonds in Indonesia have the potential to be utilized as a financing alternative that supports sustainable development efforts. Constraints in the development of the green bond market in Indonesia include the lack of financial benefits for issuers and investors in green bonds and the suboptimal incentives provided to parties investing in green bonds in Indonesia. The conclusion of this research highlights the need for additional efforts beyond the current initiatives, such as providing additional incentives for parties investing in green bonds, strengthening regulations/policies to encourage growth and development of the green bond market in Indonesia, and fostering collaboration among governments to support the development of the green bond market in Indonesia to achieve sustainable development goals."

"Kesepakatan global terhadap pemanasan global mendorong energi terbarukan dalam transisi energi. Namun, sepuluh negara ASEAN sangat bergantung pada 80% energi bahan bakar fosil untuk pertumbuhan ekonomi mereka, sehingga transisi ini menjadi tantangan karena menghasilkan 4,7% CO2 emisi terhadap emisi global pada tahun 2020. Keamanan energi, keadilan energi, demokrasi energi, dan kewarganegaraan energi adalah faktor-faktor yang mendukung transisi energi yang sedang berkembang pada bidang gerakan sosial dan kemiskinan energi. Penelitian mixed-methods-sequential explanatory ini mengkaji transisi energi dan pembangunan berkelanjutan dengan menggunakan metodologi penelitian sekuensial, baik kuantitatif maupun kualitatif. Pertama, PLS-SEM kuantitatif yang menggunakan data tahun 2000–2020 menentukan dampak transisi energi terhadap pembangunan berkelanjutan. Hasilnya menunjukkan bahwa demokrasi energi, keamanan energi, transisi energi, dan pertumbuhan ramah lingkungan berdampak pada pembangunan berkelanjutan. Tetapi, kewarganegaraan energi tidak berdampak pada pembangunan berkelanjutan namun memberikan ke arah positif. Temuan menunjukkan bahwa pertumbuhan ekonomi hijau dan empat faktor lainnya membantu sepuluh negara ASEAN potential dalam menurunkan emisi CO2 mereka sebesar 0,764 (76,4%), dari 1,536 MtCO2 menjadi 362 MtCO2, dengan menganjurkan demokratisasi dominasi bahan bakar fosil dalam demokrasi energi, beralih ke energi terbarukan dalam keamanan energi, dan menekankan pentingnya untuk mereka melakukan transisi energi. Kedua, analisis isi kualitatif mengidentifikasi enam kategori mengenai fenomena transisi energi untuk menjelaskan temuan kuantitatif. Keenam kategori tersebut adalah pembangunan ekonomi saat ini, tantangan energi terbarukan (regulasi, investasi, struktur pasar, dan teknologi), mendorong pelanggan, potensi transisi energi, mengukur pertumbuhan ramah lingkungan, dan dampak NDC terhadap peristiwa bencana dan pembangunan berkelanjutan. Keamanan energi dan pembangunan ekonomi saling terkait—tingginya permintaan energi bahan bakar fosil dan emisi CO2 dari ekspansi ekonomi baru-baru ini, menyebabkan bencana besar. Transisi energi memiliki kendala pada regulasi, pembiayaan dan investasi, struktur pasar, dan sikap individu terhadap akan energi bersih, energi terbarukan, dan produk ramah lingkungan. Studi ini merekomendasikan untuk fokus pada faktor-faktor penting dalam demokrasi energi, keamanan energi, dan kewarganegaraan energi sebagai panduan ilmiah untuk kebijakan energi mereka dan mempercepat transisi energi melalui energi terbarukan dalam mencapai pembangunan berkelanjutan.

A global warming agreement encourages renewable energy in the energy transition. However, ten ASEAN countries depend on 80% fossil fuel energy for their economic growth, making this transition challenging due to emitting 4.7% of global CO2 in 2020. Energy security, justice, democracy, and citizenship are the factors that support the emerging energy transition field in social movements and energy poverty. This mixed-methods research-sequential explanatory study examines the energy transition and sustainable development using sequential research methodology, both quantitative and qualitative. First, quantitative PLS-SEM using 2000–2020 data determines the impact of the energy transition on sustainable development. The result demonstrated that energy democracy, energy security, energy transition, and green growth impact sustainable development. Unfortunately, energy citizenship does not impact sustainable development but in positive direction. The findings indicate that green growth and four other factors helped ten ASEAN countries lower their CO2 emissions of 0.764 (76.4%), from 1.536 MtCO2 to 362 MtCO2, by advocating the democratization of fossil fuel dominance in energy democracy, shifting to renewable energy in energy security, and emphasizing the prominence of their energy transition. Second, qualitative content analysis identified six categories regarding the energy transition phenomenon to explain the quantitative findings. The six categories are current economic development, renewable energy challenges (regulation, investment, market structures, and technology), encouraging customers, energy transition potential, measuring green growth, and the NDC's impact on catastrophic events and sustainable development. Energy security and economic development were linked—high-demand fossil fuel energy and CO2 emissions from recent economic expansion cause catastrophic calamities. The energy transition has obstacles with regulations, financing and investment, market structures, and individual attitudes toward clean energy, renewable energy, and eco-friendly products. This study recommends focusing on the crucial factors of energy democracy, energy security, and energy citizenship as the scientific guidance for their energy policy and expediting the energy transition through renewable energy in achieveing their sustainable development."

Ialu; (5) Teori rakyat Papua sebagai pengawal pusaka NKRI S¢C8l?8, ekologis dan
kosmologis; (6) Tcori suku Dani sebagai pohon sumber suku besar Papua dan
suku tertua di Indonesia yang menerapkan traditional civil society; (7) Teori
ekologi pemekaran wilayah; (8) Teori llmu Lingkungan sebagai multidisiplin

bemlakna dan terukur untuk pengembangan ilmu lingkungan.
Hasil kajian disertasi memiliki tiga implikasi penting. Pertama, memberikan
penimbangan untuk pemekaran wilayah provinsi di Papua berdasarkan kajlan
ekoiogi Serta sosial budaya. Kedua membuka ruang terhadap pemahaman nilai~
nilai lcearifan lokal Papua yang bukan konsep sempit primordialisme. Ketiga,
pemahaman ini didekati dengan ilmu Iingkungan sebagai multidisiplin yang
terdiri atas: sub sistem ilmu lingkungan alam, sub sistem ilmu Iingkungan sosial
dan sub sistem ilmu iingkungan buatan.
Berdasarkan ekosistem landskap budaya, hukum adat, batas-batas ekoregion,
kondisi geografi dan kemeralaan sebaran sumberdaya alam dapat dibentuk enam
provinsi baru di Papua: (1) Provinsi Jayapura; (2) Provinsi Teluk Cenderawasih;
(3) Provinsi Irian Jaya Barat (Provinsi Papua Barat); (4) Provinsi Fakfak; (5)
Provinsi Papua Sclatan; dan (6) Provinsi Pegunungan Tengah.
Harapan yang terkandung dalam kajian disermsi ini, ke depan supaya tidak ada
lagi pengabaian ekologi dan sosial budaya dalam. kebijakan pembangunan di

namely: (a) sub system of natural environmental science, (b) sub system of social

Based on cultural landscape ecosystem, customary law, borders of eco-region,
geographic setting and equal distribution of natural resources can formed six new
provinces in Papua: (1) Province of Jayapura; (2) Province of Cenderawasih Bay;
(3) Province of Westem lrian Jaya (Papua); (4) Province of Falcfak; (5) Province
of Southem Papua; and (6) Province of Centra] Range of Papua.
There is a hope of this study, is that in the future ecological and social-cultural
