"The paper is proposes a new way of governance for sustainable development that involves reflexive governance and the objectives of sustainable development. this can be accomplished using the theoretical development, 'sub-politics' in 'reflextive modernization,' for creating the epistemoligical grounds for new forms of governance for sustainable development, and deliberative and green democracy in relation to applying methodological principles to new forms of governance for sustainable development. this paper highlights necessary change to reflexive governance for sustainable development, pointing out that we should move our focus from 'rationalist problem-solving' (first order) approach to governance to 'second order problems' that work to disrupt the structure of modernist problem-solving. reflexive governance for sustainable development can provide more adequate treatment of sustainable development problems and a better quality of sustainable development objectives."

"Tulisan ini membahas tentang karya Ding Ling yang berjudul Ketika Aku di Desa Xia (1941). Cerpen ini mengangkat kisah tentang tokoh “Aku” yang ditugaskan oleh partai untuk istirahat memulihkan kesehatan di sebuah desa, bernama Desa Xia. Di sanalah ia mendapati bahwa desa yang didatanginya ternyata menyimpan persoalan tentang seorang gadis muda bernama Zhenzhen. Niat semula untuk beristirahat kemudian menjadi diisi dengan keinginan mencari tahu tentang Zhenzhen. Zhenzhen ditugaskan oleh partai untuk memata-matai tentara Jepang. Seperti apa tugasnya, tanggapan penduduk desa kepada Zhenzhen dan bagaimana penyelesaian atas persoalan yang dihadapi, dihadirkan semua oleh tokoh “Aku” yang menjadikan tokoh Zhenzhen dan persoalannya sebagai pokok narasi. Kajian-kajian terdahulu pada umumnya membahas tokoh Zhenzhen sebagai kajian, sementara penelitian ini akan mengungkap peran tokoh “Aku” yang bertindak sebagai narator, dalam mengangkat permasalahan Zhenzhen. Hasil penelitian menyatakan bahwa tokoh “Aku” adalah tokoh yang berperan penting dalam mengungkap permasalahan Zhenzhen, menghadirkan pendapat orang desa terhadap tokoh Zhenzhen, dan menghadirkan penyelesaian masalah dalam cerpen.

This paper examines Ding Ling’s works entitled “When I Was in Xia Village” (1941). This short story tells the story of “I” character who is assigned by the party to rest and recovering health in a village called Xia Village. There she found out that the village she visited had a problem about a young girl named Zhenzhen. Her first intention to rest later became filled with the desire to find out about Zhenzhen. Zhenzhen was assigned by the party to spy on the Japanese army. What her duties are, the response of the villagers to Zhenzhen and how the ending of the story’s problem, all of those are presented by the "I" character who makes Zhenzhen's character and the problem as the main narrative. Previous studies generally discussed the character of Zhenzhen as a study, while this study will reveal the role of the "I" character who acts as the narrator in raising the issue of Zhenzhen. The study shows that "I" is a character who plays an important role in revealing Zhenzhen's problems, projecting the villagers comments about Zhenzhen's character, and presenting the solution to the story’s problem to the readers."
