"Focus of this thesis is the policy of Labour Party Closing the Gap as a form of strengthening the existence of the Aborigines in Australia. The impact of discrimination received by Aboriginal people since the first cause of life perceived gap Aborigines, especially in Northern Territory. Aboriginal-related issues is an issue that became a national agenda and very important in the political life in Australia. The public policy theory by William Dunn applied in this thesis to analize what consist beyond the definition of public policy in Closing the Gap. The invention from this thesis are the implementation of the policy of Labour Party Closing the Gap has a share in an effort to reduce the gap experienced by Aboriginal people living mainly in the reign of Kevin Rudd (2008-2010) in the Northern Territory. "Kampanye Closing The Gap (CTG) yang dilaksanakan melalui kebijakan National Indigenous Reform Agreement (NIRA) dipandang publik gagal mencapai tujuannya menutup kesenjangan Aborigin. Skripsi ini berfokus pada proses pembuatan kebijakan National Agreement on Closing The Gap (NACTG) yang menggantikan kebijakan NIRA untuk menggambarkan proses dan peran dinamika aktor politik dalam pembuatan kebijakan tersebut di bidang kesehatan. Teori yang digunakan adalah teori Policy Cycle yang dikembangkan oleh Michael Howlett, di mana terdapat 5 tahapan siklus pembuatan kebijakan yang terdiri dari agenda-setting, policy formulation, decision making, policy implementation, dan policy evaluation. Penelitian ini menggunakan 2 dari 5 tahap tersebut, yakni agenda-setting dan policy formulation. Metode penelitian yang digunakan adalah kualitatif dengan teknik studi kepustakaan dan kajian dokumen resmi. Skripsi ini menemukan bahwa isu yang mendorong urgensi kebijakan NACTG adalah rendahnya keterlibatan masyarakat Aborigin dalam kebijakan NIRA yang disampaikan oleh masyarakat Aborigin dalam Redfern Statement, peristiwa ini menjadi titik awal tahap agenda-setting kebijakan NACTG. Pada tahap policy formulation, masyarakat Aborigin selalu terlibat dalam pembuatan kebijakan NACTG sehingga berperan besar dalam menentukan arah kebijakan tersebut. Dalam Parlemen, kubu Koalisi pemerintah dan Oposisi memiliki pendekatan yang berbeda dalam arah kebijakan yang diinginkan. Kubu Oposisi ingin menjadikan Aborigin sebagai Legislator kebijakannya sendiri dan memberikan penambahan dana kesehatan guna mendorong kualitas kesehatan Aborigin, sementara itu kubu Koalisi memilih menjadikan Aborigin sebagai konsultan dalam NACTG dan memilih memberikan peran yang lebih besar pada masyarakat Aborigin dalam pelaksanaan kebijakan kesehatan agar lebih tepat sasaran serta efektif.

The Closing The Gap (CTG) campaign that was implemented through the National Indigenous Reform Agreement (NIRA) policy is seen by the public as failing to achieve it’s goal of closing the Aboriginal gap. This thesis focuses on the policy-making process of the National Agreement on Closing The Gap (NACTG) which replaces the NIRA policy to describe the process and role of political actors in the policy-making of NACTG in the health sector. The theory used is the Policy Cycle theory developed by Michael Howlett, in which there are 5 stages of the policy-making cycle consisting of agenda-setting, policy formulation, decision making, policy implementation, and policy evaluation. This Thesis uses 2 of those 5 stages, namely agenda-setting and policy formulation. The research method used is qualitative with literature study techniques and official document studies. This thesis finds that the issue that drives the urgency of the NACTG policy is the low involvement of the Aboriginal community in the NIRA policy presented by the Aboriginal community in the Redfern Statement, this incident became the starting point for the agenda-setting stage of the NACTG policy. At the policy formulation stage, Aboriginal people are always involved in every step of the making of NACTG policy so that they play a major role in determining the direction of the policy. In Parliament, the government's Coalition and the Opposition have different approaches to the desired direction of NACTG policy. The Opposition wanted to make Aborigines as legislators for their own policy and provide additional health funds to promote the quality of Aboriginal health, while the Coalition chooses to make Aborigines as a consultant in NACTG and chooses to give Aboriginal people a greater role in the implementation of health programs to create policies that are effective and actually beneficial for Aborigines.
