"Peran Pemerintah dalam hal ini Kementrian Lingkungan Hidup dan Kehutanan dalam menjalankan mandat dan kewenangannya telah dilengkapi dengan seperangkat peraturan, kelembagaan dan mekanisme untuk mencegah terjadinya kerusakan lingkungan hidup. Selain itu Kementrian Lingkungan Hidup dan Kehutanan juga telah melengkapi berbagai instrumen akuntabilitas untuk dapat mempertanggungjawabkan tindakan yang dilakukannya. Akuntabilitas Kementerian Lingkungan Hidup dan Kehutanan sebagai bagian dari pemerintahan yang demokratis telah berjalan dengan cukup baik. Permasalahannya adalah, mengapa Kementrian Lingkungan Hidup dan Kehutanan yang telah dilengkapi berbagai peraturan perundangan, kelengkapan kelembagaan serta mekanisme pengawasan dan sanksi tidak berbanding lurus dengan hasil kinerja yang diharapkan, yaitu berkurangnya pencemaran dan kerusakan lingkungan hidup di Indonesia.Dalam tulisan ini akan dibahas mengenai beberapa masalah yaitu; Bagaimana akuntabilitas Kementerian Lingkungan Hidup dan Kehutanan dalam Penegakan Hukum Lingkungan Administrasi di Indonesia? Bagaimana jaminan peran serta masyarakat dalam menjaga akuntabilitas Kementerian Lingkungan Hidup dan Kehutanan dalam penegakan hukum lingkungan administrasi di Indonesia? Serta bagaimana akuntabilitas Kementerian Lingkungan Hidup dan Kehutanan dan peran serta masyarakat dalam kasus Gemulo?

The role of the Government in this case the Ministry of Environment and Forestry to carry out government affairs in the field of environmental protection and management has been complemented by a set of regulations, institutions and mechanisms to prevent environmental damage.In addition to that, the Ministry of Environment and Forestry has also equipped itself with various instruments of accountability. The accountability of the Ministry of Environment and Forestry as part of a democratic government has worked quite well.The problem is, why the Ministry of Environment and Forestry that has been equipped with various laws and regulations, institutional and supervisory mechanisms and sanctions are not directly proportional to the expected performance results, namely the reduction of pollution and environmental degradation in Indonesia.In this paper will be discussed on several issues namely What is the accountability of the Ministry of Environment and Forestry in Enforcement of Environmental Administrative Laws in Indonesia What is the guarantee of public participation in maintaining the accountability of the Ministry of Environment and Forestry in the enforcement of administrative environment law in Indonesia And how is the accountability of the Ministry of Environment and Forestry and community participation in Gemulo case."
