"Local authonomy is able to be viewed as a bright policy, if we can appreciate the geographical and demographical situation within Indonesia. The regional aothonomy as a policy is made to be the media on minimizing conflict and tense between central government to local government should not be seen in a win or lose therm, but implementation on democracy and welfare for nation. from those aspects people in regional area will be positioned as an active and participative part of the nation, which on the same time the relation between central - local government is more to partnership - interdependency. Conflicts of power arises as an excess of miscomunication, besides the differentces on necessity between central and regional ,although the sizes of the occuring conflicts are not similar from time to time .That situation can be happened due to decentralization implementation affected by situation, condition, paradigma, also the approach on the implementation system held by the local government."

"Indonesia is a unified state which recognizes democracy and the rule of law. The second amendment to Article 18 of the Constitution of the Republic of Indonesia 1945 which relates to local autonomy has done much to further both these ideals. However, it is difficult to maintain the democratic process where local officials are concerned, and where their election into office tend to be influenced disproportionately by ethnic and cultural groups. This has a negative effect on the values associated with real democracy. Moreover, local leaders have a great deal of authority in managing their areas (through taxes and levies) and expend a considerable amount of money on local elections, a problem which is compounded by widespread corruption. This paper will examine some of the problems of local government which have an adverse impact on democracy in Indonesia."
