"China has clearly emulated Russia's previous example of making loud claims and increasing military patrols in the arctic. China will likely become a major player in Arctic trade routes and become a main destination for goods shipped through th northern Sea Route. It is likely that a significant part of future Russian oil and gas production will ultimately be supplied to China. What are the strategic implications of China's active involvement in Arctic politics? The Arctic "Great Game" is often described as a new cold war between the United States and Russia. Regionally the two main protagonists are Russian and Norway. This article makes a different argument . The Arctic has recently become an issue on the Russo-Chinnese, and possibly Russo-Japanese security agenda. The first goal of this article is to examine the arctic policy and strategy of Rusia, perhaps the most difficult nation to understand in terms of arctic security. The second goal of the article is to explain how the Arctic has become an issue of concern in Russia's relationship with China."

"Two Indonesian companies, namely PT PAL and PT. Daya Radar Utama (DRU), have been given the tasks by the Government of Indonesia to produce several warships for the Indonesian Navy. The Government has also issued a policy in the field of defense industry, which among others regulates matters related to the procurement of the TNI main weapon systems. This research is intended to examine the impacts of the policy on the operations and supply chain strategies of PT PAL and PT DRU in producing warships. By using descriptive qualitative analysis method, the Researcher analyzed empirical data obtained in the field research supported by several theories, namely theory of strategy, theory of operations and supply chain strategy, theory of public policy, and theory of self sufficient. From the analysis, there are several findings. The policies have given a certain level of positive impacts on the industries, such as the improvement of cooperations among them, the improvement of manufacturing process due to the product standardization, the improvement of self-reliance level of the industries, and the capability improvement of the companies due to cooperation with foreign parties. However, the policies still give negative impacts to the companies, such as the low level application of the supply chain management, low level use of the domestic materials and ship components, and the low level of fair competition among domestic defense industries."

"Skripsi ini membahas tentang perubahan strategi pertahanan nasional Federasi Rusia berdasarkan dokumen Strategi Keamanan Nasional tahun 2009 dan Doktrin Militer 2010. Penulis menggunakan metode penulisan sejarah, dan untuk menganalisa skripsi ini penulis berusaha menjabarkan perubahan strategi pertahanan yang mengacu pada dua dokumen tersebut. Hasil analisa yang dilakukan oleh penulis dengan menerapkan teori geopolitik dan dihubungkan dengan permasalahan yang ada menyatakan bahwa perubahan strategi pertahanan merupakan implementasi geopolitik Rusia. Hal ini dapat dilihat dari beberapa faktor yang menyebabkan pemerintah membuat perubahan dalam strategi pertahanan nasionalnya.This paper aims to discuss the changes of the Russian Federation defense strategy based on the 2009 National Security Strategy (NSS) and the 2010 Military Doctrine documents. The author uses historical writing method and to analyze this paper, the author would like to describe the changes of the defense strategy that refer to two documents. After analyzing by connecting the problem with geopolitical theory, the result shows that the changes in defense strategy are part of the implementation of Russian geopolitics. This can be seen from some factors that caused the Russian goverment to make changes in its national defense strategy."

"Security comes from Latin, secures which means free from danger, fear, and threats which consist of traditional and non-traditional security approaches. Defense is defined as the main instrument of a country to create national security. National defense is defined as a dynamic condition of a country that covers all aspects of national life to deal with threats. National security encompasses the security of the state, society and individuals. There are still several definitions from several experts regarding the concepts of security and defense to date. This article analyses the forms of contemporary threats related to security and defense and explains their similarities and differences in the study of national resilience aimed at realizing a national security system and development of the national security system in other countries. This article uses a descriptive qualitative research design through literature study and interviews. This article explains that the forms of threats that occur in Indonesia include problems at the border area, SARA intolerance, inequality in bureaucratic reform, not optimal law enforcement, and transnational crime. Similarities and differences in the concepts of security and defense can be seen from the regulations, the concepts used, the institutions and the constitution. This article shows that national resilience is influenced by national defense and security. The safe condition of a country is inseparable from the security and defense factors alone but is synergized with each other factors such as economic, political, legal, social, cultural, ideological, geographic, demographic and natural resources."

"ABSTRAKPenelitian ini akan mengkaji mengenai faktor-faktor yang mempengaruhi keberhasilan perubahan kebijakan pertahanan dan keamanan Jepang tahun 2015. Kebijakan ini dilihat oleh banyak pihak sebagai kebijakan yang kontroversial. Kebijakan ini muncul sebagai respon atas berubahnya situasi keamanan regional Jepang serta adanya ancaman yang nyata dari Korea Utara dan Cina dalam perspektif Jepang. Pada proses formulasinya, terjadi perdebatan yang cukup keras dalam Diet Jepang antara dua kelompok, yaitu partai pendukung dan partai yang menolak Rancangan Undang-Undang Keamanan tahun 2015 tersebut. Pada akhirnya, kebijakan tersebut berhasil diloloskan melalui mekanisme pengambilan suara pada kedua majelis. Hasil penelitian ini menunjukkan bahwa perubahan kebijakan pertahanan dan keamanan Jepang tahun 2015 ini berhasil disahkan karena mayoritas partai pendukung memenangkan peroleh suara di kedua majelis, hal ini tidak lepas dari partai penguasa pemerintah LDP yang berhasil melakukan upaya social lobbying kepada partai pendukung lainnya. Faktor lainnya, terletak pada inkonsistensi partai oposisi sehingga membuat mereka kalah dalam pengesahan RUU Keamanan Baru tersebut. Penelitian ini menggunakan group theory dalam pembuatan kebijakan publik dan konsep pasifisme.

ABSTRACTThis thesis will discuss the factors leading to the passage of Japan`s defense security policy change in 2015. This change was seen by many sides as controversial. It was passed as a reaction to Japan`s regional security change of situation and the existence of real threats posed by China and North Korea in Japan`s point of view. On its formulation, there were many intense debates inside the Diet between two groups: the government and opposition parties. In the end, the bill was passed through voting mechanism in both legislative houses. This thesis showed that the changes to defense and security policy were closely linked to the ruling party (LDP) which succeeded in its social lobbying efforts toward the other political parties in its coalition. The other factor was the inconsistency of the opposition parties, which put them on the loss regarding the passage of the defense and security bill. This thesis was researched by utilizing group theory in public policy formulation and concept of pacifism."
