"Tesis ini merupakan pembahasan dari hasil penelitian kualitatatif yang dilakukan peneliti terhadap program pengembangan ekonomi masyarakat berupa pendampingan usaha yang diimplementasikan Wahana Visi Indonesia di Area Development Program Jatinegara, Jakarta Timur. Dalam penelitian yang bersifat deskriptif ini peneliti berusaha menggambarkan mengenai proses pemberdayaan yang dilakukan, bagaimana hambatan dan faktor pendukung yang ditemui, serta mengungkapkan upaya yang dilakukan dalam mengatasinya. Hasil penelitian menyebutkan bahwa implementasi program setidaknya melalui 5 tahapan, yaitu: rekrutmen, bootcamp, pembuatan kesepakatan, implementasi pendampingan, dan terminasi. Terdapat 4 faktor pendukung yang ditemui, dan 7 faktor penghambat program. Dengan melihat hasil yang didapat, maka perlu dikembangkan sebuah sistem yang mampu mengakomodir pendapat dari dari semua pengusaha lewat pengembangan forum usaha, serta memfasilitasi usaha untuk masuk kedalam pasar yang lebih tinggi.

This thesis is a discussion of the results of the qualitative research conducted by researchers on the empowerment program in the form of business assistance, implemented by Wahana Visi Indonesia in Area Development Program Jatinegara, East Jakarta. In this descriptive research the researcher tries to describe the empowerment process carried out, how the obstacles and supporting factors are encountered, and express the efforts made in overcoming them. The results of the study stated that the implementation of the program at least through 5 stages, namely: recruitment, bootcamp, making agreements, implementing assistance, and termination. There are 4 supporting factors encountered, and 7 inhibiting factors for the program. By looking at the results obtained, it is necessary to develop a system that is able to accommodate the opinions of all entrepreneurs through the development of business forums, and facilitate efforts to enter into higher markets."
