"Tesis ini membahas strategi kebijakan Indonesia terkait dengan implementasi ACFTA yang dimulai 1 Januari 2010 dan dampak perdagangan bebas tersebut terhadap perdagangan Tekstil dan produk Tekstil (TPT) Indonesia. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Kesiapan pemerintah menjadi fokus dalam penelitian ini terkait dengan strategi kebijakan yang telah dirumuskan. Penelitian memperlihatkan Indonesia belum siap khususnya industri termasuk ITPT yang masih terkendala kebijakan yang bersifat ekonomi biaya tinggi. Sehingga belum mampu meningkatkan daya saing berkompetisi dengan produk China yang murah. Dengan keunggulan komparatif tenaga murah yang dimiliki Indonesia dan China membuat pemerintah Indonesia merumuskan strategi kebijakan baik trade strategic maupun industrial policy yang mampu meningkatkan daya saing industri TPT dan tidak hanya sekedar kebijakan namun minim implementasi.

The focus of this study is the readiness of Indonesia government in facing ASEAN-China FTA by analyzing the policy strategic and the implication of that free trade to the Indonesia?s Textile and Apparel trade. This research was done by qualitatively in descriptive design. The research shows that Indonesia was not ready yet especially the competitiveness of industry to compete the cheaper products of China. The textile and apparel industry still face the high economic costs which decrease the competitiveness of industry. Both China and Indonesia has comparative advantage in cheaper labors, therefore the Indonesia government should to formulate the policy strategic in term of trade strategic and industrial policy which can improve the competitiveness of textile and apparel industry and should be effectively in its implementation."
