"Penelitian ini bertujuan memberikan gambaran proses asesmen berbasis kompetensi yang dilakukan di LSP FPM, teknik yang digunakan dalam mengasesmen kompetensi, serta realitas kinerja Community Worker yang dinyatakan kompeten di lapangan. Latar belakang penelitian ini dipilih adalah adanya fenomena yang dihadapi oleh Community Worker yang akhir-akhir ini. Selama kurun waktu sepuluh tahun yang lalu, banyak program-program pemberdayaan masyarakat di Indonesia yang merekrut para Community Worker dan sekarang jumlahnya telah mencapai puluhan ribu orang. Namun masa depan pekerjaan sosial mengalami tantangan karena kebijakan dan UU Ketenagakerjaan menuntut setiap profesi yang bekerja harus mampu menunjukkan kompetensinya sesuai standar kompetensi yang diakui nasional dan dinyatakan dalam bentuk Sertifikat Kompetensi. Penelitian ini menggunakan pendekatan kualitatif dengan jenis deskriptif. Jenis penelitian ini adalah studi kasus proses asesmen kompetensi di LSP FPM. Jenis sampel penelitian ini adalah Non-probability sampling dimana sampel ditentukan tidak secara acak (non-random sampling). Teknik pengumpulan data yang digunakan adalah studi literatur dan dokumentasi, wawancara mendalam dan observasi/pengamatan. Dari hasil analisis data, penelitian ini menunjukkan bahwa teknik proses asesmen kompetensi membutuhkan persiapan dan tahapan yang terstruktur dengan penggunaan teknik asesmen yang tepat serta acuan standar yang sesuai dengan peta fungsi dan peran Community Worker. Selain itu, penelitian ini juga menunjukkan bahwa para Community Worker yang dinyatakan kompeten dari proses asesmen terbukti memiliki kinerja yang baik dan kompeten dalam menjalankan tugas-tugas fasilitasi pemberdayaan masyarakat yang ditetapkan oleh Program.

This research aims to illustrate the process of competency-based assessment conducted at the LSP FPM which is also a technique used in both testing competence as well as in testing Community's Workers actual performance. The chosen background of the research was the recent phenomenon faced by the Community Workers. In the last decade, many community empowerment programs in Indonesia have recruited abundance Community Workers and they have reached tens of thousands of people. However, the future of social work is facing some challenges due to some policies and labour law that demand every profession should be able to demonstrate its competence according to the national standard in the form of Certificate of Competence.

This study used a qualitative approach with a descriptive type. The type of research is the case study of competency assessment process at the LSP FPM. The research sample type is Non-probability sampling which the sample is determined not randomly selected (non-random sampling). The data collection techniques used are literature and documentation studies, in-depth interviews and observation/observation.

The result, from the data analysis, shows that competency assessment requires preparation and stages structured with the use of appropriate assessment techniques as well as standard reference in accordance with the function mapping and the role of Community Worker. In addition, the research also shows that Community Workers who are competent according to the assessment process are proven to have good performance and are quilified in carrying out community empowerment facilitation tasks established by Program."

"Studi ini bertujuan untuk untuk mendeskripsikan aset komunitas terkait dengan program ternak lele di lingkungan RW 01. Hasil penelitian melihat bahwa aset komunitas yang dimiliki oleh masyarakat kurang mendapat perhatian dari perusahaan selaku pembuat program. Studi ini menunjukkan bahwa setiap modal dalam kelompok mempunyai peranan masing-masing dalam mempengaruhi keberhasilan kelompok, namun penelitian melihat bahwa modal-modal yang dimiliki oleh masyarakat belum bisa dioptimalkan oleh perusahaan dalam pengimplementasian programnya. Dari sisi monitoring dan evaluasi juga kurang mendukung program ini untuk berkembang.

This study aims to describe community assets related to catfish program in RW 01 rsquo s environment. The result of this research shows that community owned assets are less attention from the company as the program maker. This study shows that each capital in the group has its own role in influencing group success, but research see that the capital owned by the society can not be optimized by the company in the implementation of the program. In terms of monitoring and evaluation are also less support for this program to grow up."

"Setelah reformasi, berbagai perusahaan melaksanakan program CSR dengan beragam tujuan, ciri dan bentuk. Artikel ini membahas fungsi laten program BROERI PT Pertamina EP Asset 3 Subang Field sebagai instrumen membangun relasi perusahaan dengan stakeholder-nya Community Relation , selain fungsi manifesnya dalam pengembangan kapasitas dan kemandirian komunitas Community Development . Studi sebelumnya lebih dominan menyoroti dan fokus pada evaluasi fungsi community development dari program CSR, dibanding fungsi community relation-nya. Padahal bagi perusahaan Migas, resiko konflik dengan komunitas dan stakeholder lokal lainnya cenderung tinggi dan perlu dimitigasi dengan program CSR yang tepat. Penulis berargumen bahwa dibalik desainnya yang secara eksplisit diarahkan untuk fungsi manifes community development , program CSR juga memiliki fungsi laten yang sangat penting sebagai media komunikasi dan negosiasi dengan stakeholder perusahaan community relation . Hasil penelitian dengan metode kualitatif ini menunjukan bahwa Program BROERI PT Pertamina EP Asset 3 Subang Field kurang mampu memandirikan dan meningkatkan kapasitas masyarakat. Selain itu, program tersebut juga tidak berfungsi optimal sebagai ldquo;Forum Komunikasi rdquo; dalam menjaga relasi perusahaan dengan stakeholder lokalnya. Secara konseptual, dalam menilai kinerja program CSR perusahaan Migas, fungsi community relation harus menjadi dimensi dengan bobot yang berimbang dengan fungsi community development.

After the reform, various companies implement CSR programs with various goals, features and forms. This article discusses the latent function of BROERI rsquo;s Program of PT Pertamina EP Asset 3 Subang Field as an instrument to build corporate relation with its stakeholder Community Relation , besides its manifest function in capacity building and community independence Community Development . The previous studies have been more dominant in highlighting and focusing on the evaluation of community development functions of the CSR programs, rather than their community relation function. Whereas for oil and gas companies, the risk of conflict with communities and other local stakeholders tends to be high and needs to be mitigated with appropriate CSR programs. The author argue that behind the design that is explicitly directed to manifest functions community development , the CSR programs also have a very important latent function as a medium of communication and negotiation with community stakeholders community relations . The result of this research with qualitative method shows that BROERI rsquo;s Program of PT Pertamina EP Asset 3 Subang Field is less able to establish and increase the capacity of community. In addition, the program also does not function optimally as a Communication Forum in maintaining corporate relations with its local stakeholders. Conceptually, in assessing the performance of the CSR program of oil and gas companies, the function of community relations must be a dimension with a balanced weight with the function of community development. "

"Studi evaluasi ini bertujuan memberikan model evaluasi program CSR yang lebih komprehensif mengukur capaian fungsi community development dan community relation secara seimbang. Literatur dalam evaluasi program CSR lebih cenderung fokus pada aspek Community Development dan kurang melihat dampak program pada aspek relasi antara perusahaan dengan komunitas. Program pemberdayaan pariwisata berbasis komunitas ini merupakan CSR PT Tirta Investama-Lido di Desa Ciburuy yang mulai dilaksanakan pada 2019 lalu. Studi ini menggunakan metode kualitatif dengan teknik pengumpulan data wawancara mendalam, observasi, dan survei sebagai data pelengkap. Metode evaluasi yang digunakan adalah kombinasi metode Main Analytical Categories, SWOT untuk mengukur capaian fungsi Community Development, dan pengukuran relasi untuk menilai capaian fungsi Community Relation. Hasil studi ini menunjukan bahwa aspek relevansi lebih menonjol dibandingkan aspek lainnya seperti efektivitas, dampak, dan keberlanjutan. Analisis SWOT memperlihatkan kekuatan pada SDA dan SDM yang cukup banyak dan menghimpuni, akan tetapi masih perlu dioptimalkan dari segi kualitas sungai dan SDM yang perlu di kembangkan. Kinerja program yang cukup baik berdampak pada relasi yang cukup harmonis antara perusahaan dengan komunitas. Hal ini bisa dilihat dari komunikasi, kerjasama, dan pengakuan dari masyarakat/komunitas yang berujung positif. Dengan demikian kinerja dan dampak program pada aspek Community Development terlihat sejalan dengan dampak program pada aspek Community Relation.

This evaluation study aims to provide a more comprehensive CSR program evaluation model to measure the achievement of the community development and community relations functions in a balanced way. The literature in the evaluation of CSR programs tends to more focus on aspects of Community Development and less on the impact of programs on aspects of the relationship between the company and the community. This community-based tourism empowerment program is a CSR of PT Tirta Investama-Lido in Ciburuy Village which was started in 2019. This study uses a qualitative method with data collection techniques in-depth interviews, observations, and surveys as complementary data. The evaluation method used is a combination of the Main Analytical Categories, SWOT is to measure the achievement of the Community Development, and relationship measurement is to assess the achievement of the Community Relations. The results of this study indicate that the relevance aspect is more prominent than other aspects such as effectiveness, impact, and sustainability. The SWOT analysis shows that the strength of natural resources and human resources is quite large and adequate, but still needs to be optimized in terms of river quality and human resources that need to be developed. The program's good performance has an impact on quite harmonious relations between the company and the community. This can be seen from the communication, cooperation, and recognition from the community/community that lead to positive results. Thus the performance and impact of the program on the Community Development are seen to be in line with the program's impact on the Community Relations."
