"Perkembangan teknologi dalam setiap aspek kehidupan manusia, mendorong munculnya inovasi-inovasi baru dan pemanfaatan dari sistem informasi dan teknologi informasi yang saat ini sudah menjadi kebutuhan dari setiap organisasi, khususnya pada institusi pemerintahan daerah. Pemerintah Kabupaten Temanggung terus berusaha meningkatkan fungsi pelayanan pada masyarakat dengan memanfaatkan SI dan TI yang selaras dengan visi dan misi Pemerintah Kabupaten Temanggung. Permasalahan utama yang dihadapi Pemerintah Kabupaten Temanggung saat ini yaitu bagaimana kurangnya pemanfaatan SI/TI untuk mendukung visi dan misi serta seluruh proses bisnisnya. Sehingga, diperlukan suatu rumusan rencana strategis SI. Dengan rumusan rencana strategis SI, Pemerintah Kabupaten Temanggung memiliki acuan dalam pengembangan SI/TI yang lebih baik di masa mendatang. Penelitian yang dilakukan bertujuan untuk menyusun rencana strategis sistem informasi sebagai acuan dalam pengembangan SI/TI di Pemerintahan Kabupaten Temanggung. Metodologi penyusunan rencana strategis SI yang digunakan mengacu pada metodologi Ward & Peppard dan menggunakan beberapa teknik analisis antara lain value chain, SWOT, PESTEL, dan McFarlan strategic grid Pengggunaan metodologi Ward & Peppard dilakukan dalam dua tahapan, yaitu tahap input dan output. Pada tahap inputterbagi menjadi analisis kondisi internal dan eksternal bisnis dan SI/TI. Pada tahap output terbagi menjadi rumusan strategi SI/TI hingga manajemen SI/TI. Selanjutnya, dilakukan penyusunan rancangan Portofolio aplikasi masa mendatang dan rekomendasi pengembangan SI/TI dalam bentuk peta jalan SI/TI untuk Pemerintah Kabupaten Temanggung. Peta jalan pengembangan SI/TI disusun berdasarkan prioritas pengembangan SI/TI dengan jangka waktu lima tahun. Dengan adanya rencana strategis SI diharapkan mampu menyelaraskan strategi SI/TI.

The development of technology in every aspect of human life, encourages the emergence of new innovations and the use of information systems and information technology and become a necessity for every organization, especially in local government institutions. The Temanggung Regency continues to strive and improved the function of services to the community by utilizing IS and IT in line with the vision and mission of the Temanggung Regency. The main problem in the Temanggung Regency is the lack of use of IS/IT to support the vision and mission as well as all business processes. Thus, it is necessary to formulate an IS strategic plan. With the formulation of the IS strategic plan, the Temanggung Regency Government has a reference in developing better IS/IT in the future. This research aims to formulate an information system strategic plan that can be used as a reference for the development of IS/IT in the Temanggung Regency Government. The IS strategic planning methodology used refers to the Ward & Peppard methodology and uses several analytical techniques including value chain, SWOT, PESTEL, and McFarlan strategic grid. The use of the Ward & Peppard methodology is carried out in two stages, namely the input and output stages. At the input stage, it is divided into analysis of internal and external business conditions and IS/IT. At the output stage, it is divided into IS/IT strategy formulation to IS/IT management. Furthermore, the preparation of future application portfolio designs and recommendations for IS/IT development in the form of an IS/IT roadmap for the Temanggung Regency Government is carried out. The IS/IT development roadmap is prepared based on IS/IT development priorities with a period of five years. With the IS strategic plan, it is expected to be able to align the IS/IT strategy with the vision, mission, and business processes of the Temanggung Regency Government."

"Di tengah perkembangan teknologi yang semakin pesat, beberapa kota di dunia saling berpacu untuk menjadi yang terdepan dalam penerapan smart city. Sebagai bentuk dukungan pemerintah terhadap perkembangan smart city, dicanangkan sebuah program Gerakan 100 Smart City yang diinisiasi di tahun 2017. Kabupaten Purworejo termasuk salah satu kabupaten yang terpilih dalam program ini pada periode 2021. Namun, ada beberapa permasalahan yang telah diidentifikasi seperti masih banyak aplikasi yang berdiri sendiri tanpa integrasi, belum adanya disaster recovery center, belum adanya kebijakan daerah turunan SPBE nasional, rencana induk yang pernah dirancang sebelumnya telah habis masa laku hingga kurangnya pegawai yang memiliki latar belakang TIK. Penelitian ini bertujuan untuk membuat rencana strategis sistem informasi untuk mendukung pembangunan smart city yang sejalan dengan visi misi pembangunan di Kabupaten Purworejo. Kerangka kerja yang digunakan adalah kerangka kerja Ward and Peppard dengan alat analisis seperti business model canvas, value chain, SWOT, critical success factor, PEST, dan McFarlan Strategic Grid. Analisis tematik digunakan sebagai metode analisis data. Penelitian ini menghasilkan perencanaan strategis sistem informasi yang terdiri dari strategi SI, strategi TI, dan strategi manajemen SI/TI. Strategi SI yang dihasilkan berupa pengembangan 32 aplikasi yang terdiri dari 11 aplikasi eksisting yang dilakukan upgrade dan 21 aplikasi baru. Strategi TI yang dihasilkan berupa rekomendasi untuk menerapkan disaster recovery center, penerapan SSL di seluruh aplikasi milik pemerintah, perbaikan kondisi data center, perluasan akses internet hingga pelosok desa dan peningkatan bandwith terpusat. Strategi manajemen SI/TI yang dihasilkan berupa rekomendasi untuk menyusun peraturan daerah yang mengatur smart city dan turunan SPBE, melakukan percepatan pengintegrasian aplikasi, menyusun rencana induk TIK yang selaras dengan peraturan SPBE, membentuk SOP pengintegrasian data dan aplikasi, dan melakukan peningkatan perekrutan tenaga ahli bidang TIK.

Amidst the rapid expansions of technology, several cities throughout the globe are competing in becoming the forefront in implementing smart cities. As a form of government assistance on smart city development, a proclaimed program of Gerakan 100 Smart City is initiated in 2017. Purworejo Regency became one of the cities or regencies selected in the said program in 2021. Though there are several identified issues such as the number of unintegrated standalone apps, the lack of disaster recovery center, the absence of regional regulations derived from the nationwide SPBE regulation, the expired masterplan that has been arranged previously, to the lack of employees with IT background. This research is aimed to compose an information system strategic plan to assist the smart city's progress that is in line with the vision and mission of development in Purworejo regency. The framework used is the Ward and Peppard Framework with analysis tools such as business model canvas, value chain, SWOT, critical success factor, PESTEL, and McFarlan Strategic Grid. Thematic analysis is utilized as the data analysis method. This research resulted in an information system strategic plan that is comprised of SI strategy, TI strategy, as well as SI/TI management strategy. The produced SI strategy is in a form of developments for 32 applications that are comprised of the soon-upgraded 11 existing apps and 21 new applications. The produced TI strategy is in a form of a recommendation to implement a disaster recovery center, to use SSL in all government-owned applications, data center maintenance, internet access expansion to reach remote villages, as well as the upgrade of centralized bandwidth. The produced SI/TI management strategy is in form of a recommendation to formulate regional regulations that govern the smart city and SPBE derivatives, to accelerate applications integration, to develop the masterplan of information and communication technology that is in line with SPBE regulations, to establish an SOP for data and applications integration, as well as to conduct enhanced recruitments for experts in information and communication technology."

Smart governance yang merupakan salah satu dimensi dalam pembangunan smart city, bertujuan untuk mewujudkan tata kelola dan tata pamong pemerintahan daerah yang efisien, komunikatif, efektif, dan terus meningkatkan kinerja birokrasi melalui inovasi serta adopsi teknologi yang terpadu. Hal tersebut menunjukkan bahwa peran dari teknologi informasi telah menjadi kebutuhan. Pemerintah Kabupaten Semarang terus berusaha meningkatkan fungsinya di pemerintahan dengan memanfaatkan teknologi. Permasalahan utama yang dihadapi Pemerintah Kabupaten Semarang adalah pemanfaatan SI/TI belum sepenuhnya mendukung Pemerintah Kabupaten Semarang menuju smart governance. Oleh karena itu, diperlukan rumusan rencana strategis sistem informasi dalam mendukung pembangunan daerah dan penerapan smart gorvernance. Metodologi yang digunakan adalah Ward & Peppard dengan teknik analisis Value Chain, Balanced Scorecard, CSF, SWOT, PESTEL, dan McFarlan Strategic Grid. Tahapan dari Metodologi Ward & Peppard terdiri dari analisis kondisi internal dan eksternal bisnis dan SI/TI. Hasil dari penelitian ini berupa rumusan strategi SI, strategi TI, strategi manajemen SI/TI, peta jalan SI/TI, serta quick wins. Rencana strategis sistem informasi ini diharapkan mampu menyelaraskan strategi SI/TI dengan visi, misi, dan proses bisnis Pemerintah Kabupaten Semarang sebagai acuan dalam melakukan pengembangan SI/TI dalam menuju smart governance.

The increase in population density that occurs causes government problems. Smart governance, which is one of the dimensions in smart city development, aims to realize efficient, communicative, effective local governance and continue to improve bureaucratic performance through innovation and integrated technology adoption. This shows that information technology has become a necessity. The Semarang Regency Government continues to improve its function in government by utilizing technology. The main problem faced by the Semarang Regency Government is that the use of IS/IT has not fully supported the Semarang Regency Government towards smart governance. Therefore, it is necessary to formulate an information system strategic plan to support regional development and the implementation of smart governance in the Semarang Regency Government. The methodology used is Ward & Peppard with Value Chain, Balanced Scorecard, CSF, SWOT, PESTEL, and McFarlan Strategic Grid analysis techniques. The Ward & Peppard Methodology stages consist of an analysis of the internal and external conditions of the business and IS/IT. The results of this research are IS strategy formulation, IT strategy, IS/IT management strategy, IS/IT roadmap, and quick wins. This strategic plan of information system is expected to align the IS/IT strategy with the vision, mission, and business processes of the Semarang Regency Government as part of developing IS/IT towards smart governance."

"Pertumbuhan pengguna internet dan pengguna smartphone telah merubah gaya hidup masyarakat Indonesia ke arah digital, salah satunya dalam mencari informasi. Salah satu informasi yang banyak diakses oleh pengguna internet di Indonesia adalah informasi layanan publik. Selain itu, seiring dengan perkembangan teknologi dan internet, terdapat beberapa kota di Indonesia sedang bertransformasi menuju Smart City dan salah satunya adalah Jakarta. Dalam proses menuju Smart City, Pemerintah DKI Jakarta telah meluncurkan sebuah aplikasi mobile Jakarta Smart City untuk mempermudah masyarakat dalam mengakses informasi layanan publik. User experience UX merupakan faktor yang sangat penting bagi sebuah aplikasi mobile dalam memberikan kesan pertama tentang suatu produk yang ditawarkan melalui interaksi antara pengguna dengan produk. Penelitian ini bertujuan untuk menganalisis UX aplikasi mobile Jakarta Smart City dengan menggunakan pendekatan performance metrics, self-reported metrics melalui kuesioner Single Ease Question SEQ dan kuesioner Design-oriented Evaluation of Perceived Usability DEEP , serta issue-based metrics yang menilai kinerja, persepsi, perilaku, dan mengeluarkan apa yang dirasakan pengguna dalam berinteraksi dengan aplikasi serta mengetahui pengaruh pengalaman pada penggunaan aplikasi mobile. Berdasarkan hasil analisis, aplikasi mobile Jakarta Smart City memiliki penilaian usability yang belum baik dan ditemukan masalah pada desain aplikasi mobile tersebut. Oleh karena itu, dilakukan perbaikan desain tampilan atau user interface UI dengan menggunakan prinsip-prinsip desain UI, open card sort, dan Activity Relationship Chart ARC . Hasil penelitian ini adalah penilaian user experience, rekomendasi, dan desain tampilan aplikasi mobile Jakarta Smart City yang dapat meningkatkan usability pengguna.

The growth of internet users and smartphone users has changed Indonesian society lifestyle towards digital, one of things is to search information. One of the information that is widely accessed by internet users in Indonesia is public service information. In addition, along with the development of technology and internet, there are several cities in Indonesia are being transformed into smart city and one of them is Jakarta. In the process towards smart city, the Government of DKI Jakarta has launched a Jakarta Smart City mobile application to facilitate the public in accessing public service information. User experience UX is a very important factor for an application to give a first impression about the product offered through the interaction between user and product. This study aims to analyze Jakarta Smart City mobile application by using performance metrics, self reported metrics through Single Ease Question SEQ questionnaire and Design oriented Evaluation of Perceived Usability DEEP questionnaire, and also issue based metrics approach that assess performance, perception, behavior, and filter out user feels as a result of the interaction with applications, and also reveal the effect of experience in using the application. Based on the analysis, the Jakarta Smart City mobile application has a relatively low usability score and found problems with the mobile application design. Therefore, interface redesign or user interface UI was developed using the principles of UI design, open card sort, and Activity Relationship Chart ARC . The output of this research are user experience evaluation, recommendation, and interface design to increase the user usability."

"Fitur JakLapor merupakan salah satu kanal pengaduan milik DKI Jakarta yang bertujuan untuk menyelesaikan permasalahan non-darurat dan sekaligus menjadi salah satu bentuk perwujudan smart governance di DKI Jakarta. Hingga kini, JakLapor memiliki beberapa permasalahan, seperti kebocoran data pelapor, lamanya proses tindak lanjut laporan, hingga belum terlibatnya pelapor secara aktif dalam peningkatan kualitas pelayanan. Oleh karena itu, penelitian ini bertujuan untuk menganalisis Fitur JakLapor pada Aplikasi JAKI menggunakan teori smart governance. Adapun pendekatan penelitian pada penelitian ini yaitu kuantitatif dengan teknik pengambilan data mix method yang menggabungkan antara metode kuantitatif dan kualitatif melalui survei, wawancara mendalam, dan studi literatur. Hasil penelitian ini menunjukkan bahwa implementasi smart governance pada Fitur JakLapor tergolong baik dengan persentase responden menjawab baik sebanyak 96%. Hal tersebut terbukti dari lima dimensi smart governance tergolong dalam kategori baik, meliputi dimensi partisipasi dalam pembuatan keputusan, transparansi, pelayanan publik dan sosial, strategi politik dan perspektifnya, serta keamanan siber.

The JakLapor feature is one of DKI Jakarta's complaint channels that aims to resolve non-emergency problems and at the same time become an instrument for realizing smart governance in DKI Jakarta. Until now, JakLapor has had several problems, such as leaks of reporting data, the length of the follow-up process for reports, and the lack of active involvement of the community in improving service quality. Therefore, this study aims to analyze the JakLapor feature on the JAKI application using the theory of smart governance. The research approach in this study is quantitative with a mix method data collection technique that combines quantitative and qualitative methods through surveys, in-depth interviews, and literature studies. The results of this study indicate that the implementation of smart governance on the JakLapor feature is classified as good with a percentage of 96%. This is evident from the five dimensions of smart governance which are in the good category, including the dimensions of participation in decision-making, transparency, public and social services, political strategies and perspectives, and cyber security."

"Skripsi ini membahas mengenai perkenalan program e-government yang dilakukan pemerintah kepada masyarakat. Penelitian ini bertujuan untuk mengetahui peran Humas Pemprov DKI Jakarta dalam menyosialisasikan Program Jakarta Smart City serta mengetahui pendapat dari masyarakat Jakarta mengenai program ini. Penelitian ini merupakan penelitian kualitatif deskriptif yang menggunakan metode wawancara mendalam kepada informan sebagai metode pengambilan data. Hasil penelitian menunjukkan bahwa Humas Pemprov DKI Jakarta berperan sebagai back-up management dalam sosialisasi Jakarta Smart City sesuai tugas dan fungsinya. Penelitian ini menyarankan bahwa humas memiliki peran penting dalam sosialisasi sehingga humas diperlukan untuk dapat memberikan saran kepada pembuat kebijakan. Selain itu, humas perlu menggunakan media, baik konvensional maupun internet, yang lebih beragam agar dapat menjangkau seluruh lapisan masyarakat.

This thesis discuss about introduction of e-government program held by the government for the citizens. The purpose of this research is to know the role of DKI Jakarta Provincial Government Public Relations on the socialization of Jakarta Smart City Program and to know the opinion of the Jakarta citizens regarding this program. This research is a descriptive qualitative research using in-depth interview on the informants as the method in collecting data.

The result of this research shows that DKI Jakarta Provincial Government Public Relations have done a good role as back-up management in socialization Jakarta Smart City according to their duties and functions. This research suggests that public relations have an important role in socialization so that public relations have to be able to give recommendations to the policy makers. Furthermore, public relations need to use various types of media, whether conventional or Internet, in order to reach the whole citizens."
