"Data pokok pendidikan (Dapodik) merupakan sistem pendataan PAUD, Dikdas, dan Dikmen berbasis sistem TIK yang memuat data sekolah, data siswa, data pendidik dan tenaga kependidikan, dan entitas data sekolah lainnya. Dapodik berperan sebagai basis data kebijakan pendidikan seperti BOS, bansos, tunjangan, UN dan penerbitan data statistik pendidikan Indonesia. Berdasarkan konsep Open Government Data, Dapodik masih memiliki permasalahan pada desain dan implementasinya sehingga penelitian ini untuk mengevaluasi Kebijakan Dapodik sebagai Open Government Data. Pendekatan penelitian ini post-positivisme dengan metode qualitative case-study dengan desain penelitian deskriptif. Hasil penelitian menyarankan bahwa Kemendikbudristek perlu menyempurnakan regulasi (permendikbud) yang mengatur tantang Dapodik terutama terkait dengan pemenuhan standar Open Government Data yang berlaku, seperti Prinsip Sebastopol dan atau Sunlight Foundation. Selain itu, untuk menyukseskan implementasi Dapodik agar memenuhi kebutuhan basis data kebijakan, faktor adopsi teknologi, kesiapan organisasi, dan adaptasi dorongan eksternal perlu diperkuat melalui koordinasi dan kolaborasi berbagai pihak.

Basic education data (Dapodik) is an ICT system-based data collection system for early childhood education, primary education, and secondary education which consist of school data entities. Dapodik roles as a database for education policies such as BOS, social assistance, allowances, National Examination, and the publication of Indonesian education statistics. Based on the concept of Open Government Data, Dapodik still has problems in its design and implementation, so this research is to evaluate Dapodik's policy as Open Government Data. This research approach is post-positivism with a qualitative case-study method with a descriptive research design. The results suggest that the Ministry of Education and Culture needs to improve the regulations (permendikbud) that regulate Dapodik's challenges, especially those related to compliance with applicable Open Government Data standards, such as the Sebastopol Principles and or the Sunlight Foundation. In addition, for the successful implementation of Dapodik to meet the requirement of policy databases, technology adoption, organizational readiness, and adaptation of external factors need to be strengthened through coordination and collaboration of various parties."

"Pendidikan merupakan salah satu aspek penting dalam upaya pencegahan tindak pidana korupsi. Namun kurikulum pendidikan tanpa disertai kultur masyarakat yang kooperatif tidak akan pernah berdampak serius. Pembentukan kultur ini perlu stimulan, dan dalam artikel ini kami menawarkan konsep Perilaku Sosial George Homans dan Interaksionis Simbolik George Herbert Mead sebagai alternatif pendekatan kepada permasalahan yang ada. Penelitian ini menggunakan metodologi kualitatif melalui pendekatan studi literatur. Hipotesis kami adalah kurangnya penghargaan (reward) terhadap individu yang berani bersikap antikorupsi merupakan salah satu penyebab dari minimnya kultur tersebut terbangun di tengah masyarakat. Mereka yang berani menjalankan nilai-nilai dasar antikorupsi justru sering mendapatkan tekanan dari peer group. Hal ini memberikan stimulan yang negatif bagi implementasi nilai-nilai antikorupsi."

"Perkembangan arus informasi dapat menjadi bencana karena terlalu banyaknya informasi yang beredar dapat menyebabkan information overload. Namun demikian, kondisi ini dapat dimanfaatkan oleh para jurnalis dalam mengembangkan satu model jurnalisme baru bernama Jurnalisme Data. Dengan mengandalkan data yang tersebar di internet, jurnalis dapat melakukan pengumpulan data dan menginterpretasikannya menjadi satu ide liputan. Pemerintah sebagai salah satu penyedia data saat ini tengah berbenah untuk menerapkan satu konsep baru bernama Konsep Pemerintah Terbuka (Open Government) yang dalam penerapannya membuat semua data/informasi yang mereka miliki dapat diakses oleh masyarakat secara umum guna dijadikan bahan dalam melakukan monitoring dan evaluasi atas segala tindakan yang dilakukan pemerintah. Penelitian ini bertujuan untuk melihat bagaimana pemerintah sejauh ini telah berupaya mengimplementasikan Konsep Pemerintah Terbuka (Open Government) guna kepentingan aktivitas jurnalisme di Indonesia. Berdasarkan penelitian yang mengambil Portal Satu Data Indonesia sebagai bahasan, pemerintah saat ini sudah, tengah, dan akan terus mengupayakan untuk dapat terbuka kepada masyarakatnya. Lewat keluarnya aturan dari pemerintah yang mengatur detil mengenai Portal Satu Data Indonesia, jurnalis dan masyarakat secara umum menjadi memiliki payung hukum untuk dapat mengakses informasi yang terkait dengan segala tindakan pemerintah. Hal ini selanjutnya dapat dijadikan bahan untuk melakukan pengawasan terhadap jalannya pemerintahan. Dari sudut pandang pemerintah, pengawasan yang dilakukan terhadap mereka dapat memaksimalkan implementasi Konsep Pemerintah Terbuka di kehidupan nyata.

The development of the information flow can be disastrous, because too much information circulating can cause a condition called information overload. However, this condition can be used by journalists in developing a new journalism model called Data Journalism. By relying on data scattered on the internet, journalists can collect data and interpret it into one reporting idea. The government as one of the data providers is currently improving to implement a new government concept called the Open Government which in its application makes all the data/information the government has accessible to the general public to be used as material for monitoring and evaluation for all actions taken by the government. This study aims to see how the government has so far attempted to implement the concept of Open Government for the benefit of journalism activities in Indonesia. Based on the research that takes Portal Satu Data Indonesia as the discussion, the government has been striving and will continue to strive to be open to its people. With the issuance of a regulation from the government that regulates details regarding the One Data Portal Indonesia, journalists and the general public have a legal umbrella to be able to access information related to all government actions to be used as material to monitor the running of the government. From the government's point of view, the supervision exercised on them can maximize the implementation of the Open Government in real life."

"Penerapan portal data terbuka merupakan suatu gagasan baru yang dilakukan oleh pemerintah di Indonesia untuk mendukung terwujudnya pemerintah terbuka. Portal Jakarta Open Data adalah inovasi yang lahir untuk menyediakan data terbuka yang akurat, terintegrasi, lengkap dan akuntabel bagi masyarakat serta dapat meningkatkan transparansi dan akuntabilitas dari kinerja Pemerintah Provinsi DKI Jakarta.
Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi penerimaan dan penggunaan teknologi data terbuka pada portal Jakata Open Data dengan metode kuantitatif melalui kuesioner dengan teknik analisis data menggunakan Structural Equation Modeling (SEM). Penelitian ini menggunakan penggabungan antara teori kesuksesan sistem informasi DeLone & McLean dan Technology Acceptance Model (TAM).
Hasil penelitian dari 10 hipotesis terdapat 5 hipotesis yang diterima dan 5 hipotesis yang ditolak. Hipotesis yang diterima adalah service quality berpengaruh terhadap perceived ease of use, system quality berpengaruh terhadap perceived usefulness, perceived ease of use berpengaruh terhadap perceived usefulness, perceived ease of use berpengaruh terhadap user satisfaction dan user satisfaction berpengaruh terhadap Net Benefit. 

The application of an open data portal is a new idea carried out by the Government in Indonesia to support the realization of an open government. Jakarta Open Data Portal is an innovation that was born to provide open, accurate, integrated, complete and accountable data for the community and can increase transparency and accountability of the performance of the DKI Jakarta Provincial Government.
This study aims to determine the factors that influence the acceptance and use of open data technology on the Jakata Open Data portal with quantitative methods through questionnaires with data analysis techniques using Structural Equation Modeling (SEM). This study uses a combination of the success theory of DeLone & McLean information systems and Technology Acceptance Model (TAM).
The results of the study of 10 hypotheses there are 5 accepted hypotheses and 5 rejected hypotheses. The accepted hypothesis is that service quality has an effect perceived ease of use, system quality has an effect perceived usefulness, perceived ease of use has an effect perceived usefulness, perceived ease of use has an effect on user satisfaction and user satisfaction has an effect on Net Benefit.

"Penelitian ini menggunakan data tahunan antara 2010-2014. Data dianalisis dengan menggunakan DEA. Variabel input yang digunakan adalah jumlah mahasiswa, jumlah program studi, jumlah dosen, jumlah tenaga administrasi, jumlah tenaga penunjang akademik, jumlah tenaga perpustakaan, dan jumlah ruang kuliah, sementara variabel outputnya adalah jumlah pengabdian masyarakat, banyaknya karya tulis, dan jumlah mahasiswa lulus. Hasil studi menunjukkan jumlah perguruan tinggi inefisien fluktuatif selama rentang waktu 5 tahun, namun ada 5 perguruan tinggi yang terus inefisien pada jangka waktu tersebut. Ketika perguruan tinggi pariwisata swasta dikelompokkan berdasarkan provinsi, perguruan tinggi pariwisata negeri berada di peringkat 4 terbawah dari 14, sedangkan saat dikelompokkan berdasarkan kopertisnya, perguruan tinggi negeri berada di peringkat 9 dari 11. Sehingga peneliti menyarankan perlu diperbaiki pengawasan perguruan tinggi pariwisata agar menghasilkan output sesuai dengan hasil yang disarankan oleh perhitungan DEA.

This study use yearly data for period 2010-2014. The data analyzed by using DEA. Input variable used are number of students, number of programme, number of teachers, number of administration staff, number of academic support staff, number of librarian, and number of classroom, ouput variable use are number of people service, number of research, and number of graduates. The result show that public tourism higher education and private are fluctuatively changing in relative efficient through the years, but when private touris higher education were classified by province, public tourism higher education ranks 10 0f 14, when private touris higher education were classified by kopertis, public tourism higher education ranks 9 0f 11. therefore the author suggests the ministry of tourism to increase their supervision on public tourism higher education according to DEA result."
