AbstractThis thesis discusses about the ideas of Muammar Qadhafi contained in Al-Kitab Al-Akhdar and its application from 1969 to 1977. Therefore, this study uses the methodsof historical research. The result of this research is Muammar Qadhafi?s way ofthinking which became the solution in the political, economic, and social fields aswell as its application for Libya. There are two phases of the revolution that occurredduring the period of 1969-1977. The years between 1969 and 1973 were the initialphase of the revolution that aims to make the condition of the country concucive afterthe fall of king Idris. The second phase started from 1973 to 1977, revolutionizing theform of the state from monarchy to Jamahiriyah (Mass State) which was based on thepeople?s decision."

Penelitian ini berkonsep dari “The Green Book” yang diterbitkan oleh Muammar Khadaffi. Tujuan dari penelitian ini ingin menjelaskan apa pemikiran pendidikan Muammar Khadaffi, bagaimana cara Muammar Khadaffi mengimplementasikan pemikirannya untuk memajukan pendidikan di Libya. Metode yang digunakan adalah peneltian kualitatif. Teknik pengumpulan data berupa studi pustaka dengan mempelajari dan mencari beberapa sumber referensi melalui buku, jurnal, dan artikel. Teori yang digunakan adalah teori kebijakan pendidikan menurut H.A.R Tilaar dan Riant Nugroho. Hasil dari penelitian ini adalah Khadaffi mengeluarkan pemikiran dan konsep modern yang akan mengubah pendidikan. Khadaffi melakukan pergantian kurikulum menjadi kurikulum Khadaffi yan berisi beberapa kebijakan mengenai pendidikan. Kurikulum baru ini membuahkan hasil yang positif karena angka melek huruf di Libya meningkat dan juga pendidikan Libya berada di tingkat Internasional.

Muammar Gaddaffi was a Libyan leader who led for more than 40 years and he made many changes to advance Libya, especially in the field of education. This research discusses the thoughts of Muammar Gaddaffi as contained in "The Green Book" and the way Muammar Gaddaffi advanced Libya in terms of education. This research is based on the concept of "The Green Book" published by Muammar Khadaffi. The purpose of this study is to explain what Muammar Gaddaffi's educational thoughts were, how did Muammar Gaddaffi implement his thoughts to advance education in Libya. The method used is qualitative research. The data collection technique is in the form of literature study by studying and looking for several reference sources through books, journals and articles. The theory used is educational policy theory according to H.A.R Tilaar and Riant Nugroho. The result of this research is that Gaddaffi issued thoughts and concepts that would change educational policies. The policies that Gaddaffi also implemented were based on his thoughts in "The Green Book". Gaddaffi issued a policy that holidays remain active and change the curriculum to the Gaddaffi curriculum. The impact of these policies produced positive results in increasing literacy rates in Libya and also Libyan education is at the international level."
