"Aset bagi sebuah perusahaan adalah modal penting dalam menjalankan bisnis perusahaan. Salah satu bentuk aset perusahaan adalah lahan/tanah. Pada umumnya asset tanah dapat bernilai ketika asset tanah dijual atau dikembangkan. Jika dikembangkan maka asset tanah tersebut dapat berkontribusi produktif bagi perusahaan, namun sebaliknya jika Aset tanah tersebut tidak dikembangkan (idle) akan berkontribusi non produktif bagi perusahaan. Pengembangan asset tanah ini dapat dilakukan Perusahaan pemilik asset tanah ataupun dengan cara Kerjasama dengan Mitra. Penelitian ini bertujuan untuk mengetahui bentuk kerjsama yang dapat dilakukan pada asset tanah, kemudian menemukan variable risiko dominan yang berpengaruh dalam Kerjasama Pemanfaatan tanah, dan untuk mengetahui respon terhadap risiko dominan yang timbul dalam bentuk Kerjasama pemanfaatan tanah. Pada penelitian ini digunakan metode analisis arisp perusahaan, kuesioner dan studi kasus untuk mencapai tujuan penelitian ini. Hasil dari penelitian ini adalah improvement dalam perencanaan Kerjasama pemanfaatan asset tanah berbasis risiko.

Assets for a company are important capital in running the company's business. One form of company assets is land. Commonly land assets can be valuable when land assets are sold or developed. If developed, the land assets can contribute productively to the company, but on the other hand, if the land assets are not developed (idle) it will contribute non-productive to the company. Development of land assets can be carried out by companies that own land assets or by way of cooperation with partners. This study aims to determine the form of cooperation that can be carried out on land assets, then to find the dominant risk variable that influences land use cooperation, and to determine the response to the dominant risks that arise in the form of land use cooperation. In this study, company arsip analysis methods, questionnaires and case studies were used to achieve the objectives of this study. The result of this research is improvement in risk-based land asset utilization cooperation planning."

"Tulisan ini bertujuan untuk menganalisis bagaimana alternatif kebijakan tarif pajak progresif atas tanah terlantar di DKI Jakarta dan mengidentifikasi apa saja keunggulan dan kelemahan pengenaan Pajak Progressif Atas Tanah Terlantar Di DKI Jakarta. Masalah ini di fokuskan pada tanah terlantar yang berada di daerah DKI Jakarta, dan dalam mendekati masalah ini dipergunakan acuan dari beberapa teori yang mana ada teori pajak progresif dan konsep dari tanah terlantar. Data-data di kumpulkan melalui Studi lapangan dalam kajian ini dilakukan melalui wawancara mendalam dan juga  melakukan studi pustaka dengan cara membaca literatur-literatur yang berhubungan dengan pokok permasalahan kajian,dan juga mengumpulkan informasi data kepustakaan dari buku-buku yang berkaitan, peraturan perundangan-undangan, makalah atau karya ilmiah, jurnal, surat kabar, dan tulisan-tulisan yang relevan dan dianalisis secara kualitatif.
Kajian ini menyimpulkan bahwa alternatif kebijakan tarif pajak progresif atas tanah terlantar di Daerah Khusus Ibukota Jakarta. Dimana undang-undang dan peraturan pemerintah tersebut belum memadai untuk dapat diterapkan pada tanah-tanah non-pertanian atau tanah-tanah hak milik, hak pakai, maupun hak guna usaha. Hal ini karena keduanya belum mengatur pembatasan luasan tanah non-pertanian, maupun luasan tanah hak milik, hak guna bangunan, serta hak pakai baik bagi perorangan maupun badan hukum. Meski begitu, alternatif kebijakan ini diyakini dapat secara efektif menekan pola konsentrasi pemilikan dan penguasaan tanah serta perilaku spekulatif terhadap tanah dan badan hukum yang menimbun tanah. Pengenaan tarif pajak progresif dengan melihat lamanya kepemilikan yang di adopsi dari negara Korea Selatan juga dirasa mampu menjadi cara yang cukup bagus dalam menangani masalah tanah terlantar ini. Hasil penelitian terkait pengenaan tarif pajak progresif atas tanah terlantar (idle land) dengan menggunakan skema excess atau pemungutan tambahan diatas Pajak Bumi Bangunan yang sudah dikenakan sebelumnya.

This paper aims to analyze how alternative policies on progressive tax rates on idle  land in DKI Jakarta and identify what are the advantages and disadvantages of the imposition of Progressive Taxes on Idle  Land in DKI Jakarta. This problem is focused on wastelands in the DKI Jakarta area, and in approaching this problem the reference to several theories is used in which there are progressive tax theories and concepts of wastelands. The data collected through field studies in this study were conducted through in-depth interviews and also conducted a literature study by reading the literature relating to the subject matter of the study, and also collecting library data information from related books, legislation and regulations, papers or scientific papers, journals, newspapers, and writings that are relevant and analyzed qualitatively.
This study concludes that alternative policies for progressive tax rates on idle land in the Jakarta Special Capital Region. Where the laws and government regulations are not sufficient to be applied to non-agricultural lands or land rights. This is because both of them have not yet set limits on the extent of non-agricultural land, as well as the area of ownership rights, building rights, and usage rights for both individuals and legal entities. Even so, this alternative policy is believed to be able to effectively suppress the pattern of concentration of ownership and control of land as well as speculative behavior towards land and legal entities that hoard land. The imposition of progressive tax rates by seeing ownership in adoption from the South Korean state is also deemed to provide a fairly good way of dealing with this Idle Land problem. The results of the study related to the imposition of a progressive tax on abandoned land by using excess or additional collection of Building Land Tax that had been imposed previously.

"Budidaya ikan membutuhkan pemantauan parameter pH, suhu air, ketinggian air, dan kekeruhan air untuk memastikan keberlangsungan hidup dan kesehatan ikan serta menjaga tingkat stres ikan. Pada cuaca ekstrim, parameter air menjadi tidak terkendali, sehingga ikan berpotensi untuk sakit dan mati jika tidak ditangani dengan cepat. Jenis ikan yang berbeda membutuhkan nilai parameter yang berbeda juga, oleh karena itu dibutuhkan pengendalian parameter kualitas yang berkelanjutan untuk menjaga kualitas air sebagai tindakan preventif. Dalam skripsi ini didesain sistem untuk mengendalikan parameter kualitas air secara otomatis berbasis Internet of Things (IoT) dan sistem pemberian pakan ikan otomatis. Ikan lele sangkuriang digunakan sebagai objek penelitian selama satu bulan. Dari hasil uji coba didapatkan peningkatan massa ikan sebesar 4,55% dalam satu minggu untuk ikan yang dibudidayakan pada kolam yang terintegrasi sistem otomasi.

Fish cultivation requires monitoring pH, water temperature, water level, and water turbidity parameters to ensure fish’s survival and fish’s health also affect fish’s stress level. On an extreme weather, water parameters became uncontrollable, increasing fish’s stress level and giving potential for sickness dan death if not handled quickly. Different types of fish need different parameter value, therefore, a sustainable parameter quality control to maintain water quality is needed as a preventive action. In this final project, a system designed to control water quality automatically based on Internet of Things (IoT) and has an automatic feeding system. Sangkuriang catfish used as the research object for one month total duration. The result yields 4.55% fish’s mass increase in one week for fish cultivated in the automated system integrated pond."

"ABSTRAK
Permasalahan dalam pengadaan barang/jasa sering terjadi karena faktor kompetensi sumber daya manusia. Penelitian ini bertujuan untuk menganalisis kompetensi Anggota Kelompok Kerja Unit Layanan Pengadaan (Pokja ULP) dengan berbasis risiko dalam rangka meningkatkan kinerja pengadaan. Analisis kompetensi dilakukan dengan mengidentifikasi faktor-faktor risiko dalam tugas dan kewenangan Pokja ULP, kemudian dianalisis sehingga diketahui risiko dominan. Terhadap risiko yang dominan kemudian dirumuskan respon preventif dan korektif. Penelitian ini menghasilkan kompetensi Anggota Pokja ULP pada aspek pengetahuan dan keterampilan berdasarkan risiko tersebut. Hasil penelitian ini kiranya dapat dipergunakan dalam rangka pengembangan standar kompetensi bagi Anggota Pokja ULP.

ABSTRACT
The main problem in a procurement process is often caused by human competency factor. This research aimed to analyze Procurement Service Unit Working Group Members competency through risk based analysis to increase procurement performance. Competency analysis was conducted by identifying risk factors within their duties and authorities, and then was analyzed to determine the dominant risk in order to generate preventive and corrective response. This research resulted in the competency in knowledge and skill aspect based on the risk. This result is expected to be beneficial in the development of competency standard for Procurement Service Unit Working Group Member.

"Pekerjaan konstruksi pada Industri migas merupakan pekerjaan yang memiliki risiko tinggi. Faktor-faktor risiko yang dapat membahayakan keselamatan kerja pekerja migas sangat beraneka ragam. Faktor lapangan yang ada di area proyek-proyek migas sangat mempengaruhi risiko keselamatan kerja, termasuk di dalamnya faktor budaya safety, keletihan pekerja, adanya alat-alat kerja yang berbahaya bagi pekerja, maupun kegagalan komunikasi antar pekerja pada saat melakukan pekerja tim dengan risiko tinggi.Risiko keselamatan kerja pada pekerjaan konstruksi di PT X merupakan masalah serius yang menjadi perhatian manajemen dan stakeholder SKK Migas, dan juga Ditjen Migas. Mitigasi risiko pada fase awal proyek menjadi penentu peluang terjadinya risiko keselamatan kerja pada suatu proyek. Diperlukan analisis dan mitigasi secara komprehensif dan pengawasan yang berlapis pada pekerjaan-pekerjaan konstruksi yang memiliki risiko tinggi dalam pekerjaan di lapangan.Berdasarkan studi literatur, dan penelitian sebelumnya penyebab kecelakaaan kerja di industry migas didominasi oleh budaya safety dan system monitoring SMK3 yang buruk. Sejalan dengan hal tersebut penelitian ini menguji kondisi eksisting budaya safety, kondisi eksisting sistem monitoring SMK3, dan pengembangan system monitoring keselamatan konstruksi di PT X. Diawali dengan uji homogenitas, validitas dan reliabilitas variabel penelitian menggunakan SPSS serta melakukan analisis faktor. Didapatkan 5 faktor dominan yang mempengaruhi kinerja safety di PT X, kemudian dilakukan analisis dan identifikasi  strategi-strategi penanggulangan untuk meningkatkan kinerja safety. Strategi tersebut kemudian akan disusun sebagai pengembangan system monitoring SMK3 di PT X.

Construction work in the oil and gas industry is a high risk job. Risk factors that can endanger the work safety of oil and gas workers very diverse. Condition factors in the area of ​​oil and gas projects are very affect work safety risks, including safety culture factors, worker fatigue, the presence of work tools that are harmful to workers, or failure communication between workers when doing high-risk team work. Occupational safety risk in construction work at PT X is a serious problem that become the attention of SKK Migas management and stakeholders, as well as the Directorate General of Oil and Gas. Risk mitigation in the initial phase of the project determines the opportunity for risk to occur safety on a project. Necessary analysis and mitigation comprehensive and layered supervision of construction works have a high risk work in project field. Based on literature study, and previous research, the causes of work accidents in the oil and gas industry are dominated by poor safety culture and SMK3 monitoring system. In line with that this research examines the existing conditions of safety culture, the existing conditions of the system monitoring SMK3, and developing a construction safety monitoring system at PT X. Starting with the homogenity, validity and reliability test of the research variables using SPSS and perform factor analysis. There are 5 dominant factors that affect safety performance at PT X, then analysis and identification is carried out countermeasures to improve safety performance. These strategies then it will be compiled as the development of the SMK3 monitoring system at PT X."

"Indonesia sebagai negara dengan risiko gempa bumi yang besar memiliki permasalahan yang tinggi pada kerusakan bangunan gedung akibat gempa. Hal tersebut perlu diselesaikan dengan menggunakan teknologi tahan gempa, dimana secara umum teknologi tahan gempa yang digunakan adalah shearwall namun dibeberapa bangunan gedung dapat menggunakan peredam. Pada penelitian ini akan menganalisis penggunaan teknologi peredam gempa berjenis viscoelastic rubber damper yang diaplikasikan pada bangunan gedung SGLC FT UGM berbasis risiko pada pelaksanaan teknologi tersebut untuk meningkatkan kinerja biaya. Penelitian bermula dengan mengidentifikasi komparasi antara teknologi tahan gempa shearwall dan viscoelastic rubber damper dari berbagai aspek, menganalisis aktivitas yang memiliki tujuan dan sasaran pada pekerjaan viscoelastic rubber damper, serta risiko-risiko pada pekerjaan tersebut. Metode yang digunakan pada penelitian ini adalah studi literatur, arsip, validasi pakar, dan pengolahan statistik. Analisis data yang digunakan pada penelitian ini adalah analisis deskriptif dan pengujian statistik untuk mendapatkan risiko dominan pada pekerjaan viscoelastic rubber damper pada bangunan gedung.

Indonesia as a country with a large earthquake risk has a high problem of damage to buildings due to earthquakes. This needs to be solved by using earthquake-resistant technology, where in general the earthquake-resistant technology used is shearwall, but some buildings can use dampers. This study will analyze the use of earthquake damper technology of the viscoelastic rubber damper type which is applied to the SGLC FT UGM building which has risks in the implementation of this technology to improve cost performance. The research begins by identifying the comparison between earthquake resistant shearwall technology and viscoelastic rubber damper from various aspects, analyzing activities that have goals and objectives in viscoelastic rubber damper work, as well as the risks involved in the work. The methods used in this research are literature studies, archives, expert validation, and statistical processing. Data analysis used in this study is descriptive analysis and risk statistical testing to get the dominant effect on the work of viscoelastic rubber dampers in buildings."

"Keterbatasan tanah dengan semakin bertambahnya jumlah penduduk yang menghuninya harus ditangani dengan optimal agar fungsi tanah tetap dapat memakmurkan. Namun, dalam perkembangannya jumlah tanah terlantar semakin meningkat setiap tahunnya. Penelitian Persebaran Tanah Terlantar dilaksanakan di Kabupaten Sukabumi Provinsi Jawa Barat. Tujuan dalam penelitian ini adalah mengetahui pola persebaran tanah terlantar di Kabupaten Sukabumi dan menganalisis faktor-faktor yang berpengaruh terhadap terjadinya pola persebaran tanah terlantar di Kabupaten Sukabumi. Batasan konsep tanah terlantar berupa sebidang fisik tanah yang tidak digunakan sesuai dengan peruntukan tanahnya.
Analisa keruangan dilaksanakan dengan menggabungkan Peta Peruntukan Tanah dengan Peta Penggunaan Tanah untuk mendapatkan ketidaksesuaian antara kawasan peruntukan dengan penggunaan tanah atau tanah terlantar. Setelah didapatkan pola persebaran tanah terlantar, selanjutnya dilakukan analisa spasial dan statistik mengenai faktor-faktor yang mempengaruhi pola persebaran tanah terlantar dilihat dari faktor kependudukan, aksesibilitas dan penguasaan tanah.
Hasil penelitian menyimpulkan tanah terlantar di Kabupaten Sukabumi mempunyai pola mengelompok, mengarah ke wilayah tenggara mendekati perbatasan dengan Kabupaten Cianjur, yakni pada bentuk wilayah bergunung atau kemiringan lereng curam, jenis tanah yang peka terhadap erosi, dan curah hujan yang tinggi. Variabel yang paling besar hingga yang yang paling kecil pengaruhnya terhadap pola persebaran tanah terlantar secara berurutan adalah jarak ke ibukota kabupaten, pertumbuhan penduduk, profesi konstruksi, profesi pertanian, kepadatan penduduk, dan penguasaan tanah Negara dikuasai.

The people growth makes the limitation of the availability of lands. Thus, lands have to be managed optimally so the function of land to give the prosperity of people could be achieved. This research about the distribution of idle land was held in Kabupaten Sukabumi, West Java Province. The aim of the research is to know the distribution pattern of idle lands and analyze factors that effect to create distribution pattern of idle land. The limitation concept of idle land was a parcel of land that was not utilized according to its allocation.
Spatial analyzation was used to integrate land allocation map with land use map to get incompability between the use and the allocation of land or idle land. After we got the pettern of idle land distribution, it was analyzed by using spatial analyzation and statistic to get factors that influenced the creation of idle lands from demography, accessibility and land tenure.
The result of research showed that idle land in Sukabumi had an agglomerate pattern, approaching to southeastern area to boundary of Kabupaten Cianjur wich was mountainous area or steep slopes, lands on those areas were sensitive to erosion, and high rainfall. The most influenced variables to the less ones for the distribution pattern of idle lands sequentially were the distance to the capital of kabupaten, population growth, constructions occupation, agriculture occupation, population density and state land tenurship.

Skripsi ini membahas tentangBentuk Kerjasama Public Private Partnership Untuk Pengembangan Pasar Seni Gabusan. Pengembangan Pasar Seni Gabusan ini adalah dalam bentuk pembangunan fasilitas-fasilitas baru yaitu hotel, cottage, convention hall, showroom, pintu masuk dan koridor Pasar Seni Gabusan yang bertujuan untuk menarik dan meningkatkan jumlah kunjungan ke Pasar Seni Gabusan. Jumlah kunjungan yang minim merupakan permasalahan utama yang dihadapi oleh Pasar Seni Gabusan. Penelitian ini dilakukan dengan pendekatan kualitatif dengan desain deskriptif. Hasil penelitian menunjukan bahwa, Pemkab Bantul bekerjasama dengan
sektor swasta untuk melakukan pengembangan Pasar Seni Gabusan. Commercial force merupakan faktor pendorong utama Pemkab Bantul untuk melakukan kerjasama pemerintah swasta. Sementara opposition by legislative dan opposition by public merupakan faktor penghambat kerjasama pemerintah swasta untuk pengembangan Pasar Seni Gabusan. qualitative approach. The results of the study shows that the Bantul Local
Government have a plan to make a partnership with private sector to Develop
Gabusan Art Market. Commercial Force is the main force which urge Bantul Local
Government to make a partnership with private sector. While opposition by
legislative and opposition by public are the main obstacles of partnership. The
suitable strategies for the Gabusan Art Market development based on existing
condition is Joint Venture between Jogja Investment Forum, Timbulharjo

"Penelitian ini dilatarbelakangi oleh terus bertambahnya jumlah penduduk di DKI Jakarta dan terbatasnya lahan, terutama yang berada di jalan protokol ibu kota yang merupakan kawasan strategis. Pemerintah Provinsi DKI Jakarta melalui Peraturan Gubernur Nomor 41 Tahun 2019 memberikan insentif penurunan tarif pajak sebesar 50% kepada objek pajak tanah kosong pada lima jalan protokol yang fungsinya dapat digunakan sebagai ruang terbuka hijau. Tujuan penelitian ini adalah menganalisis proses pendataan dan hasil kadaster fiskal serta menganalisis kesiapan BPRD DKI Jakarta dalam melakukan pendataan lahan kosong. Metode penelitian yang digunakan adalah metode postpositivis dengan tujuan penelitian deskriptif dan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah studi kepustakaan dan wawancara mendalam. Data yang telah terkumpul, dianalisis dengan menggunakan teknik analisis kualitatif. Hasil yang diperoleh adalah pelaksanaan kadaster fiskal yang telah dilakukan telah berhasil mencatat lahan kosong yang berada di jalan protokol. Selain itu, BPRD Provinsi DKI Jakarta dinilai siap melaksanakan program kadaster fiskal dalam pendataan objek pajak tanah kosong dari segi legalitas, teknologi, dan kesiapan sumber daya manusia.
This research is motivated by the continued increase in the number of residents in DKI Jakarta and the limited land area, especially those located on the protocol road of the capital city which is a strategic area. The DKI Jakarta Provincial Government through Governor Regulation Number 41 of 2019 provides incentives to reduce tax rates by 50% for vacant land tax objects on five protocol roads whose functions can be used as green open spaces. The purpose of this study was to analyze the data collection process and the results of the fiscal cadastral as well as to analyze the readiness of BPRD DKI Jakarta in collecting data on vacant land. The research method used is the postpositivist method with the aim of descriptive research and a qualitative approach. Data collection techniques used are literature study and in-depth interviews. The data that has been collected is analyzed using qualitative analysis techniques. The results obtained are that the implementation of the fiscal cadastral that has been carried out has succeeded in recording vacant land located on the protocol road. In addition, the DKI Jakarta BPRD is considered ready to carry out a fiscal cadastral program in collecting data on vacant land tax objects in terms of legality, technology, and the readiness of human resources."

"Menurut Permen-PU No 10/PRT/M/2014 seluruh Badan Usaha Jasa Konstruksi Asing (BUJKA) di Indonesia wajib untuk membentuk ikatan kerjasama dalam bentuk Joint Operation dengan Badan Usaha Konstruksi Nasional (BUJKN) dalam melaksanakan kegiatan konstruksi di Indonesia. Proyek dengan skema kerjamasa Joint Operation memiliki risiko yang lebih kompleks dibandingkan proyek pada umumnya karena melibatkan dua atau lebih perusahaan dengan karakteristik yang berbeda sehingga lebih rentan mengalami keterlambatan. Penelitian ini dilakukan dengan melakukan studi kasus pada PT.X yang merupakan salah satu perusahaan kontraktor swasta asing yang mendirikan perwakilannya di Indonesia dengan spesialisasi pembangunan gedung bertingkat tinggi. Pemengembangan strategi proyek dilakukan dengan pendekatan manajemen risiko berbasis PMBOK 2017 dengan melakukan penilaian dan anilisa terkait faktor risiko apa saja yang dominan pada setiap tahap siklus hidup proyek pembangunan gedung bertingkat tinggi dengan skema Joint Operation yang berpengaruh terhadap kinerja waktu dilanjutkan dengan merumuskan respon risiko dari masing-masing risiko dominan. Hasil dari penelitian ini berupa faktor risiko dominan pada setiap tahap siklus hidup proyek pembangunan gedung bertingkat tinggi dengan skema Joint Operation dan respon risiko sebagai pengembangan strategi proyek pembangunan gedung bertingkat tinggi dengan skema Joint Operation untuk meningkatkan kinerja waktu proyek

According to The Minister of Public Works Regulations (Permen-PU) No. 10/PRT/M/2014 all Foreign Construction Services Business Entity (BUJKA) in Indonesia are obliged to cooperate in joint operations with the National Construction Services Business Entity (BUJKN) in carrying out construction activities in Indonesia. Projects with joint operation schemes have more complex risks than projects in general because they involve two or more companies with different characteristics so that they are more vulnerable to delays. In this study, a case study will be conducted at PT. X which is one of the foreign private contractor company that has established its representative in Indonesia specializing in the construction of high-rise buildings. The project strategy development is carried out using a risk management approach based on PMBOK 2017 by conducting an assessment and analysis related to what risk factors are dominant at each stage of the life cycle of a high-rise building project with a Joint Operation scheme that affects time performance followed by formulating a risk response from each dominant risk. The results of this study are the dominant risk factors at each stage of the life cycle of a high-rise building project with the Joint Operation scheme and risk response as strategy development for high-rise building projects with the Joint Operation scheme to improve project time performance."
