"Deviasi anggaran atau perbedaan dokumen pada perencanaan dengan dokumen penganggaran merupakan sebuah masalah dalam proses perencanaan dan penganggaran di Indonesia. Untuk mencegah terjadinya deviasi anggaran pemerintah mengeluarkan Peraturan Pemerintah Nomor 17 Tahun 2017 Tentang Sinkronisasi Proses Perencanaan dan Penganggaran Pembangunan Nasional yang mengakibatkan munculnya sebuah sistem informasi Kolaborasi Perencanaan dan Informasi Kinerja Anggaran (KRISNA). Kemunculan sebuah sistem baru tentu saja menimbulkan adanya suatu proses perubahan. Kondisi tersebut mendorong dilakukannya penelitian ini untuk mengetahui bagaimana proses manajemen perubahan sistem informasi KRISNA dengan pendekatan penelitian post-positivist dengan jenis penelitian deskriptif dan teknik pengumpulan data primer melalui wawancara mendalam dan data sekunder melalui survei pemanfaatan sistem informasi KRISNA yang dilakukan pengembang. Penelitian ini menggunakan teori manajemen perubahan efektif yang dikemukakan oleh Conger, Spreitzer, dan Lawler dalam Cummings & Worley (2009). Hasil penelitian menunjukan bahwa manajemen perubahan sistem informasi KRISNA sudah berjalan dengan baik karena adanya motivasi untuk berubah dari para aktor yang terlibat, visi perubahan KRISNA sudah jelas, dukungan dari pengguna karena adanya penerimaan terhadap teknologi serta pengelolaan transisi yang sudah baik. Meskipun demikian perubahan pada sistem informasi KRISNA masih belum mencapai bagaimana mepertahankan momentum yang sudah dibangun karena kurangnya sumber daya manusia pada tim pengembang serta belum adanya agen perubahan, dan kegiatan pengembangan kompetensi dan keterampilan baru

Deviation of the budget or the difference between planning and budgeting documents is a problem in the planning and budgeting process in Indonesia. To prevent budget deviations, the government issued Government Regulation Number 17 of 2017 Concerning the Synchronization of the National Development Planning and Budgeting Process which resulted in the emergence of a Budget Collaborative Planning and Information Performance Information System (KRISNA). The emergence of a new system certainly causes a process of change. These conditions encourage the conduct of this research to find out how the KRISNA information system change management process with a post-positivist research approach with descriptive research types and primary data collection techniques through in-depth interviews and secondary data through surveys of the use of KRISNA information systems by developers. This study uses the theory of effective change management proposed by Conger, Spreitzer, and Lawler in Cummings & Worley (2009). The results showed that the management of KRISNA's information system changes was going well because of the motivation to change from the actors involved, the vision of KRISNA's change was clear, the support of the users due to the acceptance of technology and management of the transition was already good. However, changes to the KRISNA information system have not yet reached how to maintain the momentum that has been built due to the lack of human resources on the development team and the absence of change agents, and new competency and skills development activities"

"Direktorat Jenderal Mineral, Batubara dan Panas Bumi (DJMBP) menyadari pemanfaatan teknologi informasi menjadi suatu keharusan dan dapat memberikan nilai tambah bagi organisasi dalam rangka mendukung penyelenggaraan tata pemerintahan yang tertib, transparan, efektif, dan efisien (good governance) sehingga mampu memberikan pelayanan kepada masyarakat dan dunia usaha di bidang pertambangan mineral, batubara dan panas bumi dengan lebih baik dan cepat. Pemanfaatan teknologi informasi dapat mendukung kegiatan - kegiatan organisasi dan juga dapat memberikan peluang-peluang inovasi dan kreatifitas dalam meningkatan kinerja organisasi sehingga terjadi produktifitas, efektifitas dan efisiensi fungsi-fungsi organisasi yang ada. Tidak semua penerapan SI/TI berpengaruh terhadap peningkatan kinerja dan kesuksesan bisnis organisasi. Seperti pada umumnya penerapan SI/TI merupakan investasi yang mahal akan tetapi seringkali mengalami kegagalan termasuk juga banyak dijumpai di lembaga dan institusi pemerintahan. Hal ini dapat terjadi karena tidak adanya sebuah perencanaan yang baik.
Tujuan dari penelitian ini adalah untuk malakukan analisa dan pemodelan perencanaan strategis sistem informasi di lembaga pemerintah khususnya DJMBP sehingga dapat muncul keselarasan antara srategi SI/TI dengan visi dan misi dari DJMBP.
Hasil dari penelitian ini adalah tersusunnya usulan atau rekomendasi model Perencanaan Strategis Sistem Informasi (PSSI) pada DJMBP sebagai upaya meningkatkan manfaat investasi SI/TI, efektifitas pemberdayaan SI/TI, memberikan pengaruh positif terhadap kinerja organisasi, serta dapat memberikan pemahaman antara unit bisnis, TI, dan manajemen. PSSI tersebut juga merumuskan strategi bisnis DJMBP dan strategi SI/TI sesuai prioritas masalah a.l. pengelolaan jaringan, sistem informasi, dan kualifikasi SDM IT/

The Directorate General of Mineral, Coal and Geothermal (DJMBP) is realizing that using information technology within government organizations can get value-add in order to support the correct conduct, transparancy, effective, and efficient of government system (good governance). The using of information technology will can be create some innovations and opportunities which improving organization performances to productifity, efficience, and effective to aim the objectives of organization. The IS/IT also can offer better public services. Investment of IS/IT is expensive and huge cost, but it`s not always working or can be failed because there`s have not right plan to developing IS/IT within organization, most usually in government organizations.
The purpose of this research is to analyze and make strategic planning for information system (SPIS) in DJMBP. It`s also identify internal and external business environments and also IS/IT environments. Strategic planning can be align IS/IT strategy to business strategy.
The result of this research is a systematic model to formulate appropriate IS/IT strategic plan for DJMBP. DJMBP`s strategic planning for information system also have implication for improving usefull of IS/IT investment, giving positif effect for improving performance of organization, and as well as giving understanding between business unit, IT division, and management. It`s also explain business strategies of DJMBP and IS/IT strategies based on prioritized problems, such as network management, information system, and IT human resource qualification."

"Hal yang menjadikan alasan diperlukannya perencanaan strategis : SI/TI di PEMDA yaitu surat edaran Menteri Kominfo no.65/M/KOMINFO/III/2002 tanggal 22 maret 2002, serta kebijakan dan strategi nasional pengembangan e-Government yg dituangkan dlaam Instruksi Presiden No.3 Tahun 2003. Hal lain yang memperkuat kebutuhan terhadap perencanaan strategis sistem informasi, antara lain adalah sistem yang tidak terintegrasi, sehingga memicu terjadinya duplikasi data yang menyebabkan inaccurancy dan tidak adanya keterkaitan sumber informasi. Rendahnya manajemen informasi disebabkan oleh hal berikut, y.i unavailability, inconsistent, inaccurate, kondisi investasi SI/TI yang telah dilakukan di masa lalu yang kurang bermanfaat bagi tujuan organisasi. Kurang bermanfaatnya investasi SI/TI bagi organisasi disebabkan karena rencana strategis SI/TI yang lebih fokus pada teknologinya bukan berdasarkan kebutuhan bisnis. Permasalahan yg disebabkan investasi SI/TI dapat menyebabkan konflik antar bagian didalam organisasi. Dari hasil survey, Pemda Kabupaten Tegal belum optimal dalam upaya pemanfaatan TI untuk menyelesaikan berbagai masalah dilingkungan Pemda Kabupaten Tegal, belum adanya koordinasi serta penyimpanan data dan informasi yg sifatnya masih pulau-2, dimana setiap bidang mengembangkan kebutuhan sistem informasinya sendiri-2, tanpa mengacu pada suatu portofolio atau rencana pemanfaatan TI yang terpadu dan menyeluruh, sehingga kebutuhan informasi lintas bidang tdk dpt diperoleh secara cepat. Hal inilah yang menjadi kelemahan koordinasi anar bagian dilingkungan Pemda Kabupaten Tegal. Dari bebagai permasalahan yang terjadi, maka penelitian ini akan mengkaji Perencanaan Strategis SI/TI untuk meningkatkan keselarasan strategi bisnis dengan strategi informasi dengan pemanfaatan TI secara optimal. Penelitian ini akan melakukan pendekatan melalui metodologi Price WaterHouse, dari penelitian ini akan menghasilkan suatu perencanaan strategis untuk sistem informasi dan dpt diperoleh portofolio aplikasi yang baik dan dapat digunakan sebagai acuan bagi pengembangan SI/TI di Pemerintah Kabupaten Tegal.
The reason was need the strategic planning for Information Systems in local government in a special delivey letter from Kominfo Minister no.65M KominfoIII/2002, date March 22,2002 and policy and national strategy development E-Government social by Inpres No.3, 2003.Beside that, the systems in not integrated, cause inaccurancy and irrelevant with information source. Weakness of information management is caused by unavailability, inconsisten, inaccurate. Leak of invest one of the reason which is obstructed the implementation of strategic of system information. Based on the survey result, Tegal Local Government is not optimum to use technology of information to solve the problem in Tegal Local Government environment. This is one of the weakness of Tegal Local Government. There is lack of coordination, then data and information is not saved in one place. Each department develop information system need themselves without referred to portofolio application or IT need planning, so we can not get fast information need. This is the caused of lack coordination between department in Tgal Local Government. From anykind problems happened. So this research will study IS/IT strategic planning for increase aligment organization strategy with information strategy with IT used optimum. The research will use Price Waterhouse methodology, the result of this research will get strategic planning for information system and we can get portofolio application and from the result it can make rereremced fpr IS/IT development in Tegal Government."

"Deplu RI adalah salah satu instansi vital pemerintah yang memilik tugas penting untuk menjalankan diplomasi luar negeri RI. Namun dalam menjalankan tugas tersebut Deplu RI belum bisa memanfaatkan dengan maksimal potensi SI/TI untuk mendukung pencapaian tugasnya tersebut. Oleh karena itu dalam tulisan ini akan dicoba untuk membangun sebuah rencana strategis sistem informasi yang sesuai dengan visi dan misi Deplu RI. Proses perencanaan dilakukan dengan menggunakan kerangka kerja perencanaan strategis sistem informasi oleh Ward & Peppard. Untuk melengkapi metodologi tersebut tersebut akan digunakan pola umum perencanaan strategis sistem informasi instansi pemerintah sebagai patokan dalam penyusunan dokumen rencana pengembangnya.
Dari hasil penelitian ini ditemukan sejumlah portofolio aplikasi yang strategis dan memiliki potensi yang sangat bermanfaat untuk dijadi kan sebagai panduan dalam rencana pengembangan sistem informasi di Deplu RI. Selain itu juga ditemukan beberapa perubahan dalamstruktur organisasi Deplu RI yaitu perlu di tingkatkannya status bidang pengembangan dan perencanaan sistem informasi Deplu RI (PPSI) menjadi pusat pengembangan dan perencanaan sistem informasi Deplu RI mengingat posisi SI/TI yang sangat vital dalam mendukung kesuksesan visi dan misi Deplu RI.
Departemen of Foreign Affair of the Republic of Indonesia is one the vital indonesian government institution to do diplomatic mission. But until now, Dept. of Foregin affair has not using maximum ability of IS/IT to support their mission. Because of that this paper will to try to make use of IS/IT as the driver to achieve Dept of Foreign affair goal and mission by inventing the strategic planning of information system that is fit and appropriate for Departemen of Foreign Affair of the Republic of Indonesia. Planning is conducting by using methodology from Ward and Peppard, SISP Framework. The methodology uses a general pattern analysis approach to look at the relationships among all of the planning ?core elements? as well as the strategic goals and objectives. To complement the result we are comparing different strategic information system planning from various govenrment agency in the state and abroad to find a generic pattern in building IS/IT document.
The result of the research is some application portfolio that has strategic and potential value to the Departemen of Foreign Affair of the Republic of Indonesia as guideline to develop their IS/IT. Another result is the need for upgrading their IT unit to a higher level so they have more power and strenght to enforce IS/IT policy in Departemen of Foreign Affair of the Republic of Indonesia

The first step is internal business analysis which use Value Chain to get the strengths and weaknesses, and external business analysis which use Five Force and PEST to get the opportunities and threats. The result of business analysis are arranged to determine SWOT strategies. Each of SWOT strategies is determined critical success factor to determine the pattern of solutions and information systems needs. "Proses penganggaran yang dilakukan di Badan Layanan Umum Daerah di DKI Jakarta masih dilakukan secara manual sehingga perubahan antara Rencana Kerja dan Anggaran (RKA) korektif dan RKA telah yang diperbarui tidak dapat dilihat secara langsung. Hal ini menyebabkan ketidakefektifan dan transparansi yang buruk dalam proses persiapan anggaran karena proses tersebut tidak terdokumentasi dengan baik. Tujuan dari penelitian ini adalah untuk membuat desain sistem informasi akuntansi terintegrasi antara sistem informasi penganggaran sebagai bagian dari Integrated Financial Reporting and Management Information System (iFRAMES). Teori Transparansi digunakan untuk menganalisis kebutuhan transparansi penganggaran di organisasi pemerintah.
Metode yang digunakan adalah Framework for the Application of Systems Thinking (FAST) sebagai metode dalam perancangan sistem perencanaan dan pendekatan penelitian yang digunakan adalah studi kasus dengan metode triangulasi dengan data kualitatif berupa data dari wawancara dan data kuantitatif dalam bentuk ulasan dokumen. Unit analisis adalah unit multi-embedded antara Dinas Kesehatan DKI Jakarta dan BLUD. Studi ini menghasilkan desain sistem perencanaan yang terintegrasi dalam melakukan kegiatan perencanaan untuk mendukung kegiatan BLUD yang dapat dilakukan dengan transparansi dan efisiensi yang tinggi.

At the moment, budgeting processes carried out in Regional Public Service Agency in health sector in DKI Jakarta had been done manually so changes between corrective Work Plan and Budget (RKA)s and updated RKA cannot be seen directly. It causes ineffectiveness and bad transparency in the budget preparation process as unconfirmed RKAs are not well documented. The purpose of this study is to create a design of integrated accounting information system between budgeting information system as a part of Integrated Financial Reporting and Management Information System (iFRAMES). Transparency Theory is used to analyze the needs of budgeting transparency in government organization.
The method used in budgeting system design is Framework for the Application of Systems Thinking (FAST) as the method in planning system design and the study approach used is a case study with triangulation method with qualitative data in the form of data from interview and quantitative data in the form of document review. The unit of analysis examined in this study is multiple-embedded units, between DKI Jakarta Health Office and BLUD. This study resulted in an integrated planning system design for BLUD to support planning activities so planning activities could be carried out with high transparency and efficiency.

"Perencanaan Strategis Sistem Informasi (PSSI) dikembangkan dalam rangka meningkatkan peran TI untuk pencapaian tujuan bisnis organisasi. Penelitian yang telah ada menunjukkan bahwa hanya 24% dari proyek yang direncanakan terimplementasi setelah 2 tahun. Penelitian lain menunjukkan 42% dari proyek yang direncanakan terimplementasi setelah 5 tahun. Sehingga dapat dikatakan tidak semua proyek yang direncanakan dalam PSSI dapat terimplementasikan. Maturitas TI organisasi yang diukur menggunakan kerangka kerja COBIT 4.1.
Nilai tingkat kemampuan untuk mencapai tujuan TI diukur dan diturunkan dari nilai maturitas TI organisasi. Ditentukan 16 faktor yang mempengaruhi implementasi PSSI yang diturunkan dari tujuan TI. Diidentifikasi faktor penghambat dan pendukung implementasi PSSI di organisasi tempat studi kasus dan dipetakan ke dalam 16 faktor tersebut. Hasilnya teridentifikasi 7 faktor penghambat dan 8 faktor pendukung implementasi PSSI. 1 faktor diabaikan karena tidak relevan dengan organisasi tempat studi kasus. Faktor penghambat pasti implementasi PSSI adalah yang memiliki nilai tingkat kemampuan untuk mencapai tujuan TI kurang dari 1,5. Faktor pendukung pasti implementasi PSSI adalah yang memiliki nilai tingkat kemampuan untuk mencapai tujuan TI lebih dari 2,5. Representasi dari nilai tingkat kemampuan untuk mencapai tujuan TI antara antara 1,5 sampai dengan 2,5 tidak dapat ditentukan secara pasti termasuk faktor penghambat ataukahpendukung implementasi PSSI.

Strategic Information System Plan (SISP) developed to improve IT role in order to meet business goals of organization. But, researches show that only 24% projects planned had been implemented after 2 years. Other research shows that 42% projects planned had been implemen ted in 5 years. It means that not all projects planned in strategic information system planning could be implemented. Organization?s TI maturity level was measured by COBIT 4.1 framework. Capability level to meet IT goals were measured and derived from IT maturity level. 16 factors that influencing SISP implementation was defined that derived from IT goals. Inhibitor and enabler factors of SISP implementation in organization taken place as case study were defined and mapped into the 16 factors.In results, 7 inhibitor factors and 8 enabler factors of SISP implementation identified. 1 factor disregarded because it is irrelevant in the organization taken place as case study. Definite inhibitor factor of SISP implementation is IT goal which has below 1,5 point of capability level to meet it?s goal. "Sistem informasi keperawatan adalah salah satu elemen penting dalam pelaksanaan asuhan keperawatan. Sistem informasi keperawatan di Indonesia saat ini masih belum optimal dan umumnya masih bersifat manual. Riset dimulai dengan mengidentifikasi dan dilanjutkan pengembangan model sistem informasi manajemen keperawatan oleh Roro ("SIMPRO") yang disesuaikan dengan kondisi rumah sakit. Model "SIMPRO" yang telah dicustomization diujicobakan di dua rumah sakit dengan karakteristik yang berbeda yaitu rumah sakit swasta dan rumah sakit pemerintah. Setelah implementasi, dilaksanakan evaluasi dengan desain pre- post test without control group. Jumlah sampel dokumentasi yang digunakan untuk mengevaluasi kinerja "SIMPRO" adalah 219 dokumentasi dari setiap kelompok rumah sakit. Hasil riset menyampaikan ada perbedaan kinerja sebelum dan sesudah menggunakan "SIMPRO" yang diidentifikasikan dari perbedaan kualitas, kelengkapan, kesinambungan, bukti aspek legal dan fungsi membantu membuat keputusan (p=0.001). Ada perbedaan efisiensi waktu: baik di Rumah Sakit Ibu dan Anak Bunda Jakarta dan RS. Fatmawati (p= 0.01). Setelah menggunakan "SIMPRO" waktu yang diperlukan untuk melaksanakan dokumentasi di RS Fatmawati adalah 40.29 menit atau 25.27% dari total waktu dalam satu shift, sedangkan di RS Ibu dan Anak Bunda Jakarta membutuhkan waktu 24.62 menit atau 9.60% dari total waktu dalam satu shift. "SIMPRO" juga mempengaruhi efisiensi biaya, dimana dengan "SIMPRO" dokumentasi tidak setiap waktu harus dicetak. "SIMPRO" menjamin continuity of care dari asuhan keperawatan, sebagai bukti aspek legal, membantu mengambil keputusan dan meningkatkan keselamatan pasien. "SIMPRO" mengefisiensikan waktu dokumentasi sehingga waktu perawatan langsung ke pasien lebih optimal. "SIMPRO" juga meningkatkan edukasi kesehatan kepada pasien dan keluarga."Pada riset ini "SIMPRO" juga dapat meningkatkan peran manajer keperawatan dalam melaksanakan fungsi manajemen terutama pada peran pemberiaan motivasi, pengarahan, evaluasi dan monitoring terhadap pelaksanaan asuhan keperawatan. Dukungan aspek perawat, aspek manajemen dan teknik dapat mengoptimalkan kinerja "SIMPRO" sehingga dapat meningkatkan kualitas pelayanan keperawatan. Berdasarkan manfaat dari "SIMPRO", maka sistem ini dapat direkomendasikan untuk digunakan di setiap Rumah Sakit serta dapat mendukung peningkatan kualitas mutu pelayanan keperawatan dan kesehatan.

Nursing Information System is an important element in nursing process. Current nursing system in Indonesia is still manual and less optimal. However, manual system has weaknesses, such as data slip or even lost, which may potentially lead a nurse in the legal risk. This research was an operational research. It was started by problem identification in order to identify needs for development of nursing information system. The second stage was Sistem Informasi Manajemen Keperawatan oleh Roro ("SIMPRO"), in other words, Development of Nursing Management Information System by Roro. "SIMPRO" has been adjusted and customized with the conditions of the hospitals. Coordination of management, human resources, and infrastructure as well as trainings and assistance were conducted prior to trial of "SIMPRO". Then, trial of "SIMPRO" was conducted at two hospitals, which represent the characteristics of both public and private hospitals. Pretest and posttest without control were done after the implementation. Numbers of nursing documentation as samples were 219 documentations from each hospital group. It was used to evaluate the effectiveness of system performance before and after the implementation of "SIMPRO". Result of the research was difference of performance before and after the implementation of "SIMPRO", which was identified by differences on quality, completeness, continuity, aspect legal function and decision support system (p=0.001). Hospital with good management and infrastructure supports demonstrated higher level of effectiveness than another one. There was difference on time effectiveness before and after the implementation of "SIMPRO", both at Bunda Hospital (p=0.010) and Fatmawati General Hospital (p=0.010). Duration of documentation at Fatmawati General Hospital was 40.29 minutes or about 25.27 percent of total duration in one shift. Meanwhile, duration of documentation at Bunda Hospital was 24.62 minutes or about 9.60 percent of total duration in one shift. "SIMPRO" affected cost effectiveness since no printed documentation produced. In addition, "SIMPRO" guaranteed the continuity of nursing process. Thus, it guaranteed legal aspect and enhanced patient safety as well. This research implicated to the enhancement of quality, completeness, relevance, aspect legal function and decision support system. It also implicated to time efficiency on documentation, thus direct care to patients can be more optimal.
