"This article proposes a tax sharing scheme between governments and private sector investors of Information and Communications Technology (ICT) infrastructure. The current COVID-19 pandemic has not only emphasized the crucial need of ICT infrastructure development, but has also expanded government budget deficits in many countries. Therefore, participation from the private sectors is necessary to close the widening investment gap in ICT infrastructure. One of the measures to attract private sectors’ involvement in ICT infrastructure is by creating a steady stream of income for the investors. To ensure the success of the proposed financing scheme, this article also recommends the development of supporting hard and soft infrastructure as well as the digitalization of tax reporting systems."

"Sejak tahun 2016, Pemerintah Kota Tangerang Selatan meluncurkan aplikasi online bernama Tangsel Smart City sebagai indikasi kecenderungan dikedepankannya pendekatan teknopolitik perkotaan dalam penyelenggaran tata kelola pemerintahan dan politik. Artikel ini meneliti apa persepsi warga mengenai Tangsel Smart City dan mengapa persepsi tersebut dipengaruhi oleh rezim teknopolitik dalam mengatasi problem kesenjangan digital. Metode penelitian yang digunakan pada tulisan ini adalah metode campuran, dengan penelitian kuantitatif yang mengukur persepsi warga Tangerang Selatan terkait Tangsel Smart City dan penelitian kualitatif terhadap Dinas Komunikasi dan Informatika Tangerang Selatan. Teori rezim teknopolitik perkotaan Govind Gopakumar diterapkan sebagai pisau analisis. Gopakumar intinya berargumen bahwa rezim teknopolitik perkotaan dalam mencapai tujuan teknopolitiknya menghasilkan kesenjangan sosial yang lebih luas. Hasil kuantitatif menunjukkan persepsi masyarakat yang buruk terkait kondisi kesenjangan digital terkait Tangsel Smart City dalam indikator seperti sosialisasi, kemudahan akses, keterhubungan, kemudahan aspirasi, transparansi, dan penanggapan. Data kualitatif kemudian mengungkapkan bahwa dalam proses penerapan Tangsel Smart City terdapat ketidaksesuaian dalam tata kelola smart city antara pemerintah pusat dengan pemerintah daerah. Akibatnya terjadi keterlambatan atau kurangnya regulasi negara dan daerah mengenai smart city mengakibatkan ketidakefisiensian dalam pemanfaatan dan sosialisasi Tangsel Smart City. Hal ini menyebabkan kesenjangan digital, utamanya pada aksesibilitas, penggunaan aplikasi, dan kualitas penggunaan aplikasi Tangsel Smart City.

Since 2016, the South Tangerang City Government has launched an online application within the Tangsel Smart City program as an indication of the tendency to prioritize the urban technopolitics approach in government and political governance. This article examines citizens’ perception towards Tangsel Smart City and why that perception was influenced by the technopolitics regime’s addressing the digital divide problem. The research method used in this study is a mixed method, combining quantitative research that measures South Tangerang residents' perceptions of Tangsel Smart City and qualitative research involving the Department of Communication and Informatics of South Tangerang. Govind Gopakumar's theory of the urban technopolitical regime is applied as an analytical tool. Gopakumar argues that the urban technopolitical regime, in achieving its technopolitical goals, results in a broader social gap. The quantitative results show poor public perception related to the digital divide regarding Tangsel Smart City across indicators such as socialization, ease of access, connectivity, ease of expressing aspirations, transparency, and responsiveness. The qualitative data then reveals that there is a misalignment in smart city governance between the national government and the local government in the process of implementing Tangsel Smart City. Consequently, lag or lack of national and regional regulations regarding smart cities result in inefficiency in the utilization and socialization of Tangsel Smart City. This leads to a digital divide, particularly in terms of accessibility, application usage, and the quality of application use of Tangsel Smart City."
