"Tesis ini membahas pelayanan publik di Kota Kotamobagu yang sebelum di mekarkan, adalah sebuah Kecamatan yang juga merupakan Ibu Kota dari Kabupaten Bolaang Mongondow. Dalam penelitian ini dibahas Kinerja Pelayanan Publik di Kantor Pelayanan Terpadu Satu Pintu (KPTSP) Kota Kotamobagu, dimana dengan pemekaran daerah pelayanan semakin baik, yang berimbas pada peningkatan kesejahteraan masyarakat. Kinerja pelayanan dalam penelitian ini adalah yang berhubungan dengan waktu, kemudahan, akurasi dan biaya, sedangkan faktor yang mempengaruhi adalah; Struktur Organisasi, Kemampuan aparat dan Sistem Pelayanan. Penelitian ini adalah penelitian dengan pendekatan metode deskriptif Kualitatif. Hasil penelitian ini menunjukan bahwa kualitas Pelayanan Publik di Kota Kotamobagu pasca pemekaran menunjukan perbaikan yang signifikan, sehingga memberikan banyak kemudahan bagi masyarakat dalam meningkatkan kesejahteraanya.

This thesis discusses public service in the City Kotamobagu that before the Unpack, is a district which is also the capital of Bolaang Mongondow. In the study discussed in the Office of Public Service Performance Integrated Services One Stop (KPTSP) Kotamobagu City, where the expansion of service area the better, which impact on improving people's welfare. Service performance in this study are related to time, convenience, accuracy and cost, while the factors that influence is; Organizational Structure, Ability apparatus and Service System. This research is descriptive method of research with qualitative approach. These results indicate that the quality of Public Service at City Kotamobagu post-expansion showed a significant improvement, thus providing more convenience for the community in improving welfare."

"Kepuasan pasien dapat di ukur menggunakan lima dimensi kepuasan (keandalan, ketanggapan, jaminan, empati, produk-produk fisik). Penelitian ini bertujuan untuk mengetahui kepuasan mahasiswa terhadap pelayanan Pusat Kesehatan Mahasiswa Universitas Indonesia (PKM UI) setelah dilakukan upaya perbaikan pelayanan. Desain penelitian ini adalah deskriptif sederhana. Teknik pengambilan sampel (n=106) menggunakan consecutive sampling. Hasil penelitian ini menunjukkan bahwa mahasiswa yang puas terhadap pelayanan PKM UI hanya sebesar 45%. Sebesar 57% puas pada dimensi ketanggapan, 52,38% puas pada dimensi jaminan, 42,80% puas pada dimensi kehandalan, 42,40% puas pada dimensi empati, dan 45,30% puas pada dimensi produk-produk fisik.

Patient satisfaction can be measured using five dimensions of satisfaction (reliability, responsiveness, assurance, empathy, tangibles). This research aims to know student satisfaction about service of health care student center of Universitas Indonesia (PKM UI) after service improvement done by PKM UI. Design for this research was simple descriptive. The technique of sampling (n = 106) used consecutive sampling. The research showed that students who were satisfied to PKM UI’s services only 45%. 57% satisfied in dimension responsiveness, 52,38% satisfied in dimension assurance, 42,80% satisfied in dimension reliability, 42,40% satisfied in dimension empathy, and 45,30% satisfied in dimension tangibles."

"ABSTRAK
Masalah yang diteliti adalah hak dan kewajiban tenaga kesehatan dalam pelayanan kesehatan berdasarkan hukum kesehatan (studi Panti Sosial Tresna Werdha di Jakarta) serta aspek hukum panti sosial di Indonesia. Tujuan penelitian adalah menjelaskan hak dan kewajiban tenaga kesehatan dalam pelayanan kesehatan (studi: Panti Sosial Tresna Werdha di Jakarta) dan menjelaskan aspek hukum panti sosial di Indonesia (studi: Panti Sosial Tresna Werdha di Jakarta). Penelitian ini menggunakan metode kualitatif, observasi di Panti Sosial Tresna Werdha Budi Mulia 1 dan 3, wawancara terhadap dokter, akademisi, petugas Panti Sosial Tresna Werdha Budi Mulia 1 dan 3 serta analisis aturan perundang-undangan. Hasil penelitian diketahui bahwa tidak adannya tenaga kesehatan dalam struktur organisasi Panti Sosial Tresna Werdha sehingga lulusan pendidikan keperawatan berstatus sebagai pramu sosial bukan tenaga kesehatan. Panti Sosial Tresna Werdha terdiri warga binaan sosial lanjut usia yang mandiri, menderita penyakit jiwa, dan sakit yang membutuhkan bantuan khusus akibat penurunan fisik. Kesimpulannya adalah hak dan kewajiban tenaga kesehatan diatur pada Undang-Undang Nomor 36 Tahun 2014 tentang Tenaga Kesehatan. Panti Sosial Tresna Werdha merupakan lembaga untuk memenuhi kesejahteraan sosial, bukan lembaga yang berwenang terhadap pelayanan kesehatan, sehingga dalam struktur organisasi Panti Sosial Tresna Werdha tidak mempunyai tenaga kesehatan.

ABSTRACT
The problem studied are about the rights and obligations of medical personnels in the health services under the laws of health (Case Study: Tresna Elderly Social Institution in Jakarta) and also the legal aspects of social homes in Indonesia. The purpose of research is to explain the rights and obligations of medical personnel in the health services and explain the legal aspects of social homes in Indonesia (Case Study: Social Institutions Tresna Werdha in Jakarta). This study used qualitative methods, observation in Social Institutions Tresna Werdha Budi Mulia 1 and 3, interviews with doctors, academics, officers Social Institutions Tresna Werdha Budi Mulia 1 and 3 as well as the analysis of the rules of law. Results of the research found that there are not health worker in the organizational structure of Social Institutions Tresna Werdha. With the result of that, Nursery fresh graduated status are Pramu Sosial and not medical personnel. Social Institution Tresna Werdha composed of inmates socially independent, suffering mental illness, and pain that required special assistance due to physical decline. The conclusion is that the rights and obligations regulated health professionals in Law Number 36 Year 2014 concerning Health Workers. Social Institution Tresna Werdha is an institution to meet social welfare, not the competent institutions to health care, so that the organizational structure of Social Institutions Tresna Werdha have no medical personnel.

"[ABSTRAK
Fokus penelitian ini adalah menggali unsur praktek cerdas dari keberhasilan praktek permodelan ASCA (Accumulating Savings and Credit Association) yang diinisiasi Wahana Visi Indonesia di Kecamatan Kramat Jati dan Jatinegara dengan konteks perkotaan. Penerapan praktek permodelan ASCA ini ditujukan untuk mengatasi permasalahan kemiskinan dengan menciptakan akses permodalan di kelompok kecil. Jenis penelitian merupakan deskriptif menggunakan data kualitatif dengan didukung data kuantitatif dengan studi kasus sebagai strategi penelitian. Hasil penelitian menunjukkan kemunculan unsur praktek cerdas di hampir seluruh mekanisme simpan pinjam yang dilakukan kelompok-kelompok permodelan ASCA tersebut maupun pada lembaga penyelenggara. Walaupun terjadi kendala pada setiap proses pelaksanaan baik di kelompok maupun lembaga penyelenggara, kelompok terbukti mampu bertahan hingga kini. Penelitian ini menyampaikan bahwa keberhasilan kelompok untuk berlanjut dan berdampak positif dikarenakan adanya unsur-unsur praktek cerdas dalam mengimplementasikan permodelan ASCA.

This research focuses on identifying best practice elements of the practice of ASCA (Accumulating Savings and Credit Association) modelling initiated by Wahana Visi Indonesia in Kramat Jati and Jatinegara district which located in urban area. The practice aim to solve poverty issue by creating an access to savings and loan in small group. This study is descriptive type of research using qualitative approach supported by quantitative data and case study as the strategy. The result shows that the best practice elements are in almost all savings and loan mechanisms in the groups and also implementing organisation as well. Although challenges occur in every step of process in the groups and the implementing organisation, the groups survive and continue running. Pendekatan penelitian ini adalah kuantitatif. Hasil penelitian menunjukkan bahwa tidak terdapat hubungan di antara proses pendampingan sosial TKSK dan pencapaian tujuan KUBE-FM. ABSTRACT
This thesis was discussed the influence of the social assistance process conducted by the social welfare workers of the sub district TKSK towards the achievement of the poor cooperative business group KUBE FM objectives. The method research is quantitative approach. This result of research indicates that there is no relationship between TKSK social assistance process and the achievement of KUBE FM objectives. This result is in accordance with the initial hypothesis Ho which states that there is no relationship between the process of assisting of social welfare workers of the sub district TKSK on the achievement of KUBE FM objectives KUBE FM Members H0 p 0,0 ."
