"Penelitian ini berfokus pada implementasi program SR HAM di Sekolah Menengah Atas X sebagai desain lingkungan sosial mesosistem perlindungan anak dari kekerasan di sekolah. Program Sekolah Ramah HAM (SR HAM) merupakan sebuah program yang dibuat lembaga negara dalam hal ini komnas HAM, sebagai upaya perwujudan nilai-nilai kemanusiaan di sekolah. Penelitian ini menggunakan perspektif perlindungan anak, teori kriminologi kesejahteraan dan human ecology system. Penelitian ini menggunakan metode kualitatif studi kasus. Hasil dari penelitian ini memperlihatkan bahwa perwujudan program SR HAM masih belum terwujud dengan optimal sesuai dengan ranah mesosistem perlindungan anak pada indikator SR HAM yakni area kebijakan dan manajemen sekolah terkait penyebaran nilai-nilai intoleran, kurikulum dan ekstrakulikuler.

This research focuses on implementing child protection from increasing cases of violence at schools. SR HAM is a program which designed by Komnas HAM as a concern to humanity at school. The goal of this programs to descrease the number of violence among the children at school. This research conducted by qualitative method case study. The interview was done by interviewing the student at SMAN X Jakarta and people who have been working there. The result of this research shows that the implementension of SR HAM has some problems in accordance, the results of this study indicate that the realization of the SR HAM program has not been realized optimally in accordance with the realm of child protection in the SR HAM indicator namely the area of policy and management school related to the spread of intolerant, curriculum and extracurricular values with the mesosystem environmental design in human ecology systems theory and welfare criminology with child protection perpective. "

"Perlindungan anak merupakan program yang telah dijalankan oleh beragam organisasi baik pemerintahan maupun swasta dan menjadi salah satu fokus utama di seluruh belahan dunia. Di Indonesia, Lembaga pemerintah dan LSM bersama-sama menjadi penggerak berjalannya program perlindungan anak Indonesia. Salah satu LSM yang mempunyai program tersebut adalah Save the Children dengan program yang bernama Coaching for Life. Untuk menilai apakah suatu program tepat sasaran seperti yang diharapkan, maka dibutuhkan evaluasi program. Penelitian ini bertujuan untuk mengevaluasi program Coaching for Life, yang ditinjau dari dimensi efektivitas, efisiensi, dampak dan keberlanjutan. Metode penelitian yang digunakan adalah metode kualitatif, dengan alat evaluasi menggunakan main categorical analysis dan SWOT disertai analisis konsep partisipasi dan pembangunan kapasitas. Hasil dari penelitian ini menemukan bahwa program Coaching for life, telah berjalan efektif dan efisien, serta memberi dampak positif serta berkelanjutan untuk jangka panjang. Materi yang digunakan dalam kegiatan program cukup aplikatif sehingga dapat mengasah kemampuan penerima program dan dipraktikan secara langsung. Praktik langsung membuat manfaat yang diterima melekat dengan penerima program dalam jangka waktu yang panjang. Sehingga, hal tersebut mendorong terbentuknya kebertahanan pada anak dan terciptanya lingkungan yang positif bagi anak.

Child protection programme has been obtained by various organization, both government and private sector, and the child protection programe has been the main focus all over the world. In Indonesia, government organization and NGOs both take an important role on the running of Indonesian child protection programme. One of the NGO that have this programme is Save The Children with the programme named Coaching for Life. To asses the programme accordance with the goals and target, programme evaluation needed to be done. This research is meant to evaluate Coaching for Life programme which will be reviewed with a few dimention of evaluation such as effectivity, efficiency, impact, and sustainability. This research used qualitative method, with main categorical analysis and SWOT analysis as tools of evaluation, there is also an analysis on participation and capacity building concept. The result of this research found that the implementation of Coaching for Life programme has been effective and efficient, along with giving positive impact and sustainability for a long period of time. The subjects that are used in program activity are quite applicable in the real life. Therefore, the subjects that are given can sharpen the skills of the program participant where they can directly practice their skill in their real life. Direct practice can make the result of this program stick with them for a long period of time with the result that this practice will encourage the shaping of children resilience and creating a positive environment for children."

"Perlindungan anak adalah isu yang masih belum populer di kalangan masyarakat Indonesia. Secara konseptual aktivitas program perlindungan anak yang diimplementasikan di Nias merupakan respon untuk mereduksi permasalahan yang dialami oleh anak - anak dan memiliki tujuan untuk menciptakan lingkungan yang lebih baik bagi anak pasca kejadian bencana alam gempa bumi. Evaluasi proses implementasi yang dilaksanakan bertujuan untuk mendeskripsikan dan menganalisa bagaimana implementasi program perlindungan anak memberikan transformasi nilai dan makna terhadap anak. Meskipun aktivitas program telah selesai dilaksanakan namum proses dan hasil yang dicapai belum memberikann gambaran keberhasilan program yang memberdayakan dan meningkatkan kesadaran masyarakat dalam mendukung hak tumbuh kembang anak. Dukungan masyarakat dan pemerintah dalam pelaksanaan program ini masih bersifat individual tidak kolektif sehingga keberlanjutan program belum terwujud.

Child protection is unpopular issue yet among Indonesian community. Conceptually, child protection activities had been implemented in Nias is a respond to decrease problems addressing to the children and in regard to better environment for them after earthquake disaster. The purpose of implementation process evaluation is to describe and analyze how the implementation of child protection program transforming importance and spirit to the children. Although the program activities have been done, however the process and evidence couldn?t reach the program expectation in regard on empowering and developing community?s awareness on supporting children right to grow and develop. Community and government supportive is still with individual/unselective support since then the sustainability of programs couldn?t be reached.

"[Penelitian ini membahas tentang upaya perlindungan anak melalui pelaksanaan pelayanan shelter anak di Rumah Peduli Anak Tenaga Kerja Indonesia (RPA-TKI). Tujuan penelitian ini adalah untuk mendiskripsikan tentang perlindungan dan pelayanan yang diberikan oleh RPA-TKI kepada anak-anak TKI yang rentan terhadap penelantaran dan perdagangan anak. Penelitian ini adalah penelitian kualitatif dengan jenis penelitian deskriptif. Hasil penelitian ini, mendiskripsikan bahwa pelayanan yang diberikan oleh RPA-TKI yaitu pelayanan perlindungan anak yang berbentuk shelter anak guna untuk memenuhi kebutuhan dasar anak-anak TKI. Pelayanan shelter anak yang dijalankan oleh RPA-TKI berjalan dengan baik meski belum menerapkan standar manual shelter anak.

"Penelitian ini bertujuan untuk meneliti kondisi faktual pada penyidik anak terkait dengan kompetensi yang mereka miliki. Hal ini dikarenakan semakin meningkatnya kasus yang menimpa anak sebagai korban maupun sebagai pelaku tindak kejahatan. Sehingga penyidik anak baik dari segi jumlah maupun kompetensi menjadi suatu keniscayaan. Penelitian menggunakan konsep Kompetensi yang merujuk pada Zwell, yang diantaranya mencakup elemen task achievement (TA), managerial (M) dan leadership (L). Dengan pendekakatan kualitatif dan Teknik pengumpulan data wawancara dan studi dokumen, penelitian dilakukan dengan mewawancarai Penyidik Anak, Pimpinan Penyidik Anak, dan Bagian Sumber Daya Manusia di Polda Metro Jaya. Setelah melakukan triangulasi sebagai metode analisis dan verifikasi data, penelitian menunjukkan hasil bahwa kompetensi penyidik di PMJ dinilai kurang memadai dari segi task achievement (TA), managerial (M) dan leadership (L). Meskipun rasio jumlah penyidik dengan kasus masih dinilai memadai, akan tetapi kompetensi yang kurang mengakibatkan penyelesaian kasus berjalan lambat dan tidak efektif. Pelatihan yang kurang menjadi faktor penyebab. Untuk itu peneliti menyarankan agar POLRI melakukan pemberdayaan dengan pelatihan secara rutin dan melibatkan stakeholder eksternal, baik Kejaksaan, Hakim maupun lembaga professional di bidang psikologi anak.

This study aims to examine the factual conditions of child investigators related to their competencies. This is due to the increasing number of cases that afflict children as victims and as perpetrators of crime. So that child investigators both in terms of numbers and competence are a necessity. This research uses the concept of competence which refers to Zwell, which includes elements of task achievement (TA), managerial (M) and leadership (L). With a qualitative approach and techniques for collecting interview data and document study, the research was conducted by interviewing child investigators, the head of child investigators, and the human resources division at Polda Metro Jaya. After triangulating as a method of data analysis and verification, the study showed that the competence of investigators at PMJ was considered inadequate in terms of task achievement (TA), managerial (M) and leadership (L). Although the ratio of the number of investigators to cases is still considered adequate, the lack of competence has resulted in slow and ineffective case resolution. Inadequate training is a contributing factor. For this reason, researchers suggest that POLRI conduct empowerment through regular training and involve external stakeholders, both the Attorney General's Office, Judges and professional institutions in the field of child psychology."

"Skripsi ini membahas mengenai permasalahan dan perkembangan makna kekerasan di masyarakat, yang secara khusus membahas mengenai kekerasan fisik terhadap anak yang terjadi dalam keluarga dan juga penerapan peraturan perundang-undangan yang secara khusus mengatur mengenai permasalahan itu. Penulisan skripsi ini menggunakan metode yuridis normatif dengan menggunakan data sekunder dan dilakukan dengan teknik pengumpulan data dengan cara studi kepustakaan.
Hasil penelitian ini menyimpulkan terdapat perkembangan mengenai makna dari kekerasan itu yang awalnya hanya mencakup kekerasan fisik semata, namun sekarang menjadi lebih luas mencakup kekerasan psikologis, kekerasan seksual, dan kekerasan ekonomi serta penelantaran. Adanya lebih dari satu peraturan perundang-undangan khusus yang mengatur permasalahan kekerasan terhadap dalam keluarga yaitu Undang- Undang Nomor 35 Tahun 2014 tentang Perubahan terhadap Undang-Undang Nomor 23 Tahun 2002 tentang Perlindungan Anak dan Undang-Undang Nomor 23 Tahun 2004 tentang Penghapusan Kekerasan dalam Rumah Tangga, sehingga adanya perbedaan penerapan kedua peraturan perundang-undangan yang khusus tersebut dalam kasus yang sama.

Abstract This thesis discusses about the problems and developments in the meaning of violence in society, which specifically about the physical violence against children occurs within families and also the implementation of legislation that specifically regulates the issue. This thesis using normative juridical method in the manner of using secondary data and be done with data collection by means of literature study.
The result of this study concluded there was development of the meaning of the violence that initially only includes physical violence, but now becoming more widely include physical violence, sexual abuse, economic abuse as well as neglect. The existence of more than on legislation specifically addressing the issues of violence against the family, namely Law No. 35 of 2014 on the Amendment to Law No. 23 of 2002 about Protection of Children and Law No. 23 of 2004 about the Elimination of Domestic Violence, which the differences in the application of legislation that is specifically mentioned in the same case.

Penelitian ini merupakan penelitian kualitatif tentang Upaya Preventif Child
Protection Networks Dalam Merespon Kekerasan Terhadap Anak, di Kota Dili,
Timor-Leste. Child Protection Networks dibentuk oleh Pemerintah Demokratik
Timor-Leste, yakni Kementrian Solidaritas Sosial dalam rangka merespon kekerasan
terhadap anak. Pelaksanaan kegiatan mobilisasi sosial dalam rangka upaya preventif
terahadap kekerasan anak di Dili masih pada tingkat pemahaman mendasar tentang
hak-hak anak dan perlindungan anak. Faktor pendukung mobilisasi sosail antara lain
adanya partisipasti stakeholder, serta komitmen pemeritntah dalam pelakasanaannya.
Faktor penghambat yang mempengaruhi pelaksanaan kegiatan mobilisasi sosial
diantaranya: kurangnya ketrampilan staff, pergantian staff, ketergantugan pada donor,
dan kurangnya transparansi dalam pelaporan keuangan.

mobilization activities as a prevention effort in responding child abuses in Dili is still
on the basic level of child rights and child protection. The contributing factors of
social mobilization activities such as participation of stakeholders as well as the
commitment of the government on its implementation. The inhibiting factors that
effected the implementation of social mobilization activities such as: lack of skilled

"Penelitian ini bertujuan untuk mengevaluasi program Perlindungan Anak “Pengasuhan Dengan Cinta” milik Wahana Visi Indonesia yang berbasis oleh LEAP dan mengujinya menggunakan konsep keberlanjutan dimana lebih spesifik akan menggunakan partisipasi dan capacity building. Dengan menggunakan metode kualitatif dan teknik wawancara mendalam, penelitian ini dilakukan menggunakan tiga alat analisis (gap analysis, means-ends, dan main categorial analysis) dan SWOT analysis untuk mendapatkan gambaran menyeluruh dari perencanaan hingga pelaksanaan program. Hasil penelitian menunjukan bahwa pelaksanaan program ini secara prosedural sudah menunjukan kesesuaian dengan tahapan dan pedoman LEAP, dimana analisis dimensi evaluasi memperlihatkan kesesuaian yang baik meskipun melalui gap analysis masih ditemukan gap yang cukup besar. Berikutnya secara substantif, partisipasi terlihat sangat rendah di tiap tahapan (perencanaan, implementasi, dan monitoring evaluasi) yang kemudian juga berimplikasi kepada rendahnya capacity building. Sehingga, penelitian ini menemukan bahwa meskipun sudah sesuai dengan pedoman LEAP, program ini belum mengusung keberlanjutan untuk membangun komunitas. Dalam menjawab kondisi ini, lewat analisa potensi dan hambatan, peneliti merekomendasikan digitalisasi program yang dapat memperluas edukasi pelatihan pola asuh disiplin positif dan peningkatan kompetensi dan tanggung jawab anggota PATBM sesuai dengan tujuan perlindungan anak.

This study aims to evaluate Wahana Visi Indonesia LEAP based “Pengasuhan Dengan Cinta” program and test it out with sustainability concepts, especially participation and capacity building. Using qualitative methods and in-depth interview techniques, this research was conducted using three analytical tools (gap analysis, means-ends, and main categorial analysis) and SWOT analysis to obtain a comprehensive picture from planning until implementation. The result showed that procedurally, this program implementation had shown conformity to the stages and guidelines of LEAP, while the analysis of the evaluation dimension showed a good suitability, although through gap analysis there was still a large gap. Then substantively, very low participation across each stage (planning, implementation, monitoring evaluation) which then also implies into very low-capacity building. As such, this study found that even if the program is correct from LEAP perspective, it does not yet build sustainability for the community. To respond this condition, through potentials and barriers analysis, the researcher recommends digitalizing program to expand the reach of education on positive parenting and to increase PATBM competence and responsibilities in each member in accordance with the objectives of child protection.
