"ABSTRAK
Situs Fort Carcassonne adalah situs Warisan Dunia yang terletak di Perancis yang memiliki sejarah panjang dari zaman Romawi. Situs ini menjadi terkenal dan kontroversial ketika dipulihkan oleh Viollet-le-Duc. Viollet-le-Duc, menggunakan wawasan ilmiah untuk memulihkan Situs Carcassonne, ingin menciptakan kembali keadaan penuh saat digunakan. Restorasi ini juga terjadi pada saat romantisme ketika nasionalisme Perancis sedang bangkit. Proses pendaftaran untuk menjadi Situs Warisan Dunia ditolak pada 1980-an. Namun karena berbagai hal, akhirnya situs tersebut bisa dikenali. Kota Tua Batavia saat ini juga memiliki permasalahan yang sama, yaitu belum mampu menjadi Situs Warisan Dunia. Ada masalah dengan restorasi dan revitalisasi di Kota Tua menurut UNESCO dan beberapa ahli. Dalam tulisan ini, penulis akan menjelaskan pelajaran yang dipetik dari Situs Carcassonne untuk Kota Tua dan memberikan saran agar Kota Tua diakui sebagai Situs Warisan Dunia.
ABSTRACT
The site of Fort Carcassonne is a World Heritage site located in France which has a long history dating back to Roman times. The site became famous and controversial when it was restored by Viollet-le-Duc. Viollet-le-Duc, using scientific insights to restore the Carcassonne Site, wants to recreate its full state when used. This restoration also took place at a time of romanticism when French nationalism was on the rise. The registration process to become a World Heritage Site was rejected in the 1980s. However, due to various reasons, the site was finally recognized. The Old City of Batavia currently also has the same problem, which is not being able to become a World Heritage Site. There are problems with restoration and revitalization in the Old Town according to UNESCO and some experts. In this paper, the authors will describe the lessons learned from the Carcassonne Site for the Old Town and make suggestions for the Old Town to be recognized as a World Heritage Site."

"[Penelitian ini membahas mengenai evaluasi implementasi kebijakan revitalisasi kawasan Kota Tua di Jakarta. Jakarta sebagai ibukota negara memiliki suatu kawasan Kota Tua seluas ± 334 ha yang dulunya merupakan pusat kegiatan ekonomi dan pemerintahan pada tiga masa kekuasaan, dimulai dari masa pemerintahan Pangeran Jayakarta, masa penjajahan Portugis, dan masa penjajahan Belanda. Tingginya nilai
budaya dan sejarah di kawasan tersebut merupakan potensi pariwisata yang baik, oleh karena itu pemerintah DKI Jakarta membuat kebijakan revitalisasi Kota Tua Jakarta yang dimulai sejak masa pemerintahan Gubernur Ali Sadikin pada tahun 1970. Namun proses revitalisasi kawasan tersebut dianggap masih belum memenuhi harapan. Pada tahun 2014 revitalisasi dicanangkan kembali dengan diterbitkannya Peraturan Gubernur no. 36 tahun 2014 tentang Rencana Induk Kota Tua Jakarta dan
diselenggarakan kerjasama pemerintah-swasta melalui konsorsium JOTRC (Jakarta Old Town Revitalization Corp.). Tujuan dilaksanakannya penelitian ini adalah untuk menganalisis faktor-faktor yang mempengaruhi implementasi kebijakan revitalisasi kawasan Kota Tua Jakarta, dan menganalisis evaluasi implementasi kebijakan revitalisasi kawasan tersebut. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan post-positivis. Penelitian ini menghasilkan temuan yaitu implementasi kebijakan revitalisasi Kota Tua Jakarta masih belum efektif. Faktor-faktor yang mempengaruhi belum efektifnya kebijakan revitalisasi Kota Tua Jakarta antara lain karena status kepemilikan bangunan-bangunan yang beragam antara pribadi, swasta/BUMN, dan Pemprov DKI Jakarta. Sedikitnya bangunan yang dimiliki Pemprov DKI Jakarta membuat proses revitalisasi terhambat, ditambah lagi belum adanya leading sector dan minimnya SDM maupun anggaran dari Unit Pengelola Kawasan (UPK) Kota Tua Jakarta sebagai pengelola kawasan
tersebut. Namun dilakukannya kerjasama pemerintah-swasta dengan keberadaan konsorsium JOTRC merupakan upaya yang baik dalam melakukan percepatan pembangunan di kawasan Kota Tua. Beberapa saran yang diajukan dalam penelitian antara lain implementasi badan otorita yang mengelola kawasan Kota Tua Jakarta secepatnya sebagaimana diamanatkan dalam Pergub DKI Jakarta no. 36 tahun 2014, pelibatan ahli cagar budaya dalam setiap pemugaran di kawasan Kota Tua sehingga tidak merusak atau menghilangkan nilai historis bangunan tersebut, serta pelibatan masyarakat lokal dalam pembangunan kawasan Kota Tua.

This research discusses the evaluation of policy implementation of the revitalization of the Old Town area in Jakarta. Jakarta as the capital of the country has an Old Town area of ± 334 ha which was once the center of economic activity and government for three reigns, starting from the reign of Prince Jayakarta, the Portuguese colonial period, and the Dutch colonial period. The high value of the culture and history of the region is a potential for tourism, therefore, the local government make the revitalization of Jakarta old town area, which began during the reign of Governor Ali Sadikin in 1970. However, the process of revitalization of the area still has not met expectations. In 2014 revitalization proclaimed back with the issuance of the Peraturan Gubernur no. 36 tahun 2014 tentang Rencana Induk Kota Tua and held public-private partnership through a consortium called JOTRC (Jakarta Old Town Revitalization Corp.). The objective of this research is to analyze the factors that influence policy implementation of revitalization of the old city area, and analyzing the evaluation of policy implementation of revitalization of the region. The method used in this research is qualitative method with post-positivist approach. Results of this of this research is that the implementation of the Jakarta Old Town revitalization policies is still ineffective. Factors that influence the implementation of the policy is because of the ownership status of the buildings which vary between personal, private/state-owned enterprise, and local government plus the absence of leading sector and the lack of human resources and the budget of the Unit Pengelola Kawasan (UPK) Kota Tua as the area manager. But the establishment of JOTRC as a form of publicprivate partnership for revitalization of Jakarta old town is a good effort to accelerate the development in that area. Some suggestions from this research are immediate implementation of autonomous body that manages the old city area as mandated in Pergub no. 36 tahun 2014, the involvement of cultural heritage experts in development of the Old City area so as not to damage the historical value of the building, and empowerment of local communities. Skripsi ini membahas mengenai bentuk-bentuk kerusakan yang terjadi pada koleksi foto-foto yang sudah berumur tua. Salah satu cara untuk memperbaiki koleksi foto-foto tua yangmengalami kerusakan adalah dengan menggunakan teknik restorasi foto secara digital. Penelitian ini merupakan penelitian eksperimen dengan menggunakan desain studi kasus sekali tes. Hasil penelitian ini berupa penjabaran bentuk-bentuk kerusakan yang biasa terjadi pada koleksi foto tua, langkah-langkah penerapan restorasi foto secara digital yang dapat dilakukan, hasil dari restorasi foto tua secara digital, serta kendala yang dihadapi dalam penerapan teknik restorasi digital.

ABSTRACT
This thesis discusses the forms of damage that occurred collection of old photographs.
One of way to repair damaged old photographs collection is by using digital photo restoration techniques. This research is an experimental research using one shot case study design. The result of this study describe many forms of damage that commonly occurs in old photographs collection, step-by-step implementation of digital photo restoration techniques which can be done, the results of digital photo restoration, and obstacles encountered in the application of digital photo restoration techniques.

"Program revitalisasi Kota Tua Jakarta dimulai pada tahun 2014 pada masa pemerintahan Joko Widodo yang kemudian dilanjutkan pada tahun 2017-2022 pada masa pemerintahan Anies Baswedan. Masalah dalam penelitian ini adalah program revitalisasi terpusat di area Taman Fatahilah sehingga mengakibatkan aktivitas sosial terkonsentrasi di area tersebut. Akibatnya area di sekitar Taman Fatahilah ditinggalkan dan dianggap terbatasnya peluang bisnis. Area sekitarnya menjadi tempat relokasi PKL yang sebelumnya berdagang di Taman Fatahilah dan tempat pembuangan sampah kering sehingga mengalami degradasi lingkungan. Tujuan penelitian adalah mengusulkan konsep pengembangan kawasan yang dapat diimplementasikan di Kawasan Kota Tua Jakarta. Metode yang digunakan Metode yang digunakan dalam penelitian ini adalah analisis ANT, analisis statistik deskriptif,dan analisis spasial. Hasil penelitian adalah adanya ketimpangan pembangunan di area Taman Fatahillah dan Taman Kota Intan (lokasi binaan) menjadi perhatian dalam penelitian ini. Peningkatan akses pejalan kaki serta kegiatan wisata dan perekonomian terpusat di area Taman Fatahillah. Berdasarkan hasil penelitian ini, yang menjadi perhatian dalam mengembangkan kawasan sejarah adalah peningkatan aksesiblitas dengan menyediakan pedestrian yang terintegrasi dengan penggunaan lahan wisata. Kesimpulan penelitian ini adalah Perencanaan pengembangan kawasan sejarah perlu memperhatikan potensi wisata dan ekonomi yang ada di dalam kawasan tersebut. Selain itu, dalam proses merencanakan suatu kawasan sejarah perlu keterlibatan multi-aktor, termasuk masyarakat.

The revitalization program for Jakarta's Old Town began in 2014 during the administration of Joko Widodo and continued from 2017 to 2022 under the administration of Anies Baswedan. The issue addressed in this study is that the revitalization efforts have been concentrated in the Taman Fatahilah area, leading to a centralization of social activities there. Consequently, the surrounding areas have been neglected, perceived as having limited business opportunities. These areas have become relocation sites for street vendors previously operating in Taman Fatahilah and have been used as dry waste disposal sites, resulting in environmental degradation. The purpose of this study is to propose a development concept that can be implemented in the Old Town Jakarta area. The methods used in this study include Actor-Network Theory (ANT) analysis, descriptive statistical analysis, and spatial analysis. The findings highlight the disparity in development between the Taman Fatahilah area and Taman Kota Intan (a designated development site). There is a concentration of pedestrian access, tourism activities, and economic activities in the Taman Fatahilah area. Based on the results of this study, a key consideration in developing historical areas is improving accessibility by providing integrated pedestrian pathways with land use for tourism purposes. The conclusion of this research is that the planning and development of historical areas need to take into account the existing tourism and economic potential within the area. Additionally, the planning process for historical areas requires the involvement of multiple stakeholders, including the community."

Pada jurnal yang berjudul kota tua medina di Tunis ini, dibahas beberapa hal yang berkaitan dengan kota tua di wilayah Tunis, yaitu profil medina, pusat pendidikan di kota tua medina, tempat tinggal penduduk kota, pekerjaan penduduk kota, dan medina saat ini. Penulisan jurnal ini menggunakan metode sejarah dengan menggunakan tinjauan studi pustaka dari beberapa buku teks dan e-book. Teori yang digunakan dalam penulisan ini adalah tata kota Islam. Medina merupakan sebutan untuk kota tua di negara-negara Timur Tengah. Di ibukota Tunisia, yaitu kota Tunis terdapat sebuah kota tua yang merupakan sejarah peradaban Islam di wilayah Afrika. Medina saat ini menjadi bagian dari Cagar Budaya Dunia UNESCO. Tata kota medina memberikan gambaran dari ciri kehidupan masyarakat dari suatu kota besar Islam. Kota Tua ini pernah menjadi pusat pendidikan ilmu pengetahuan Islam yang telah mencetak cendekiawan dan ulama terkemuka. Tempat tinggal penduduk kota tua medina memiliki dua unsur yang berpadu dengan harmonis, yaitu unsur Romawi dan Arab. Saat ini medina menjadi pusat perbelanjaan tradisional yang paling bersih serta aman di wilayah Timur Tengah.

ABSTRACT
In a journal entitled Old town Medina in Tunis, discussed some matters relating to the old town in the Tunis region, the medina rsquo s profile, the educational center of the old town medina, the urban dwelling, the occupation of the city, and the medina today. The writing of this journal uses historical method by using literature review from several textbooks and e books. The theory used in this writing is the Islamic city layout. Medina is a term for old towns in Middle Eastern countries. In the Tunisian capital, the city of Tunis there is an old city which is the history of Islamic civilization in the African region. Medina is now part of UNESCO World Cultural Heritage. The Medina rsquo s city layout provides an overview of the characteristics of people 39 s lives from a major Islamic city. The Old town was once the center of Islamic science education that has scored leading scholars and scholars. The residence of the inhabitants of the old town medina has two elements that combine harmoniously, namely the elements of Roman and Arabic. Medina is now the most clean and safe traditional shopping center in the Middle East."

Suatu krisis dapat terjadi pada seluruh organisasi, tak terkecuali organisasi pemerintah. Pemulihan citra merupakan salah satu dampak dari krisis komunikasi yang dapat mengancam organisasi manapun termasuk Badan Penyelenggara Jaminan Sosial (BPJS) Ketenagakerjaan. Penyebab dari dampak tersebut karena adanya perubahan peraturan
program Jaminan Hari Tua. Tujuan penelitian ini untuk menganalisis implementasi manajemen komunikasi krisis dan strategi pemulihan citra yang dilakukan BPJS Ketenagakerjaan. Penelitian ini merupakan penelitian kualitatif dengan metode deskriptif analisis. Analisis dilakukan pada fase sebelum, selama, dan setelah krisis terjadi. Hasil dari penelitian menunjukkan bahwa implementasi manajemen komunikasi krisis BPJS Ketenagakerjaan belum optimal. Selain itu, BPJS Ketenagakerjaan berhasil memanfaatkan strategi denial, transcendence, good intention, corrective action dan mortification dalam strategi pemulihan citranya.

ABSTRACT
A crisis can occurs in all organizations, including government organizations. Image restoration is one of the effects of a communication crisis that can threaten any organization including Badan Penyelenggara Jaminan Sosial (BPJS) of Employment. The cause of the impact is due to changes in regulations for the Old Age Benefit program. This study aims to analyze the implementation of crisis communication management and image restoration by BPJS of Employment. This is qualitative research with descriptive analysis method. Analysis was carried out on the phase before, during and after the crisis happened. The results of the study showed that the implementation of BPJS Employment crisis communication management was not optimal. Besides, BPJS of Employment succeeded in utilizing the strategy of denial, transcendence, good intention, corrective action dan
mortification in its image restoration strategy."

"Kegiatan usaha hulu minyak dan gas bumi pada saat berhentinya produksi yaitu saat dilakukannya tahap penutupan tambang (decommissioning) akan meninggalkan fasilitas produksi dan sarana penunjang lainnya yang telah digunakan untuk kegiatan produksi, sehingga berpotensi menjadi kendala atau membahayakan kegiatan lain di wilayahnya. Merupakan tanggung jawab Kontraktor Kerja Sama (KKS), pemerintah dan semua pihak untuk melakukan Abandonment and Site Restoration (ASR), abandonment terhadap Fasilitas Produksi dan sarana penunjang lainnya yang telah digunakan, dan site restoration terhadap wilayah kegiatan usaha pada saat berhentinya produksi. Pelaksanaan kegiatan ASR merupakan hal yang penting, karena tidak hanya menyangkut pengembalian fungsi lingkungan hidup, melainkan juga menyangkut pertanggungjawaban dan pembiayaannya, tidak adanya pengaturan yang secara tegas mengatur akan kewajiban pelaksanaan ASR menyebabkan terjadinya penolakan pembayaran dana ASR oleh Kontraktor KKS, hal ini dikhawatirkan dapat menimbulkan permasalahan di masa mendatang terutama ketika kegiatan operasi telah selesai dan ketika perusahaan minyak dan gas bumi terkait telah meninggalkan Indonesia. Penelitian ini merupakan penelitian hukum yang membahas pelaksanaan dari Kegiatan ASR sesuai dengan peraturan perundangan yang berlaku baik di dunia internasional maupun di Indonesia serta hambatan yang dilalui dalam melaksanakan kegiatan ASR. Penelitian ini merupakan penelitian hukum yang bersifat yuridis normatif dengan menggunakan data sekunder, diantaranya peraturan perundang – undangan, dan buku.

The post operation of upstream oil and gas business activities is in the stage of decommissioning, will abandoned the production facilities and other supporting facilities that have been used for the operation activities, which might potentially be the obstacles or risking another activities in those area. Therefore, it is the responsibility of the Production Sharing Contract’ Contractor, the Government, and any interested party to conduct the Abandonment and Site Restoration (ASR). The implementation of ASR is sacrosanct, it is not only concerning on returning the environment to its pre-lease condition, but also concerning about the responsibility and the financing itself, the lack of regulation that expressly regulates about ASR causing the Contractor resistance to made the ASR’s fund, this thing might grave any problems that might occur in the future when the operation have been completed and when the company itself has left Indonesia. This research is a legal research that writes about the implementation of the abandonment and site restoration regarding its compliance to regulations related and the obstacles that might occur.

Kajian ini melakukan analisis kapabalitas dinamik terhadap pengelolaan daya saing pariwisata di Kota Tua Jakarta. Kota Tua Jakarta sebagai tempat wisata berkompetis dengan tempat wisata lainnya, baik di internal wilayah ataupun dengan dunia internasional. Untuk dapat sukses melalui kompetisi dibutuhan strategi pengelolaan daya saing (Teece, Pisano, dan Shuen, 1997). Salah satu strategi untuk itu dengan meningkatkan kapabilitas dinamik pengelolaan Kota Tua. Kapabilitas dinamik adalah kemampuan untuk mengelola sumber daya untuk memenuhi tantangan lingkungan yang dinamis sehingga mampu memiliki daya saing (Teece dan Augier, 2007). Kajian ini memberikan contoh bagaimana organisasi publik harus beradaptasi dalam linkungan yang dinamik dalam upaya mampu bertahan hidup dengan mengintegrasi, memodifikasi, dan menata ulang sumber daya yang dimiliki. Hasil analisis memperlihatkan ada tiga faktor yang dibutuhkan untuk meningkatkan kapabilitas dinamik Kota Tua Jakarta yaitu orang yang mampu, proses yang tangkas, dan relasi antar kelompok. Faktor pendorong ini berinteraksi dengan elemen kapabilitas dinamik yaitu berpikir ulang, berpikir kedepan, dan berpikir modifikasi untuk menciptakan kebijakan adapatif dalam memenuhi indek daya saing pariwisata. Kajian ini memakai metode riset tindakan berbasis sistem lunak. Adapun model riset tindakan ini menggunakan pendekatan dual imperative yang bertujuan untuk menyelesaikan masalah faktual dan mencari kebaruan dari teori yang ada.;

ABSTRACT
This paper explores dynamic capability for tourism competitiveness in old town Jakarta. Dynamic capability is the ability to integrate, build, and reconfigure internal and external competencies to address rapidly changing environments (Teece, Pisano, & Shuen, 1997). This paper provide ilustration how public organization used dynamic capability to keep organization fit to the competitive and dynamic situation. In this paper how the public organization continously anticipating and adjusting are using three driven factor (Rothaermel & Hess, 2004; Neo & Chen, 2007) at able people, agile process, and intergroup relationships and three key element (Neo & Chen, 2007) at thinking ahead, thinking again, and thinking across that used to achieve adaptive policies for tourism competitive advantage. Action research is conducted in the field of old town Jakarta governance including DKI Jakarta goverment, tourism department of Jakarta, Museum in Old Town Jakarta and comunities in Old Town Jakarta. These research is using SSM-Based AR to explores the messy situation in Old Town Jakarta. Soft Systems Methodology is used to tackling social complexity in old town Jakarta. "Kota Tua Jakarta di tengah fungsinya seba gai tempat hidup manusia dalam melakukan kegiatan kota, juga menjadi tempat kegiatan-kegiatan perayaan. Hal ini terjadi karena Kota Tua Jakarta berisi oleh peninggalan-peninggalan arsitektur kolonial dan kebudayaannya pada masa itu sehingga menarik minat manusia untuk melakukan kegiatan wisata, salah satunya kegiatan perayaan. Tempat kegiatan perayaan yang berlangsung di ruang-ruang terbuka umun dan frekuensi kegiatannya yang tidak berlangsung setiap hari menimbulkan permasalahan perancangan sehingga perlunya ada sebuah usulan mengenal ruang yang bersifat fieksibel yang mampu menampung kegiatan perayaan, sekaligus dapat berfungsi kembali sebagai ruang kehidupan keseharian manusia di Kota.

Jakarta Old Town (Kota Tua Jakarta) has been a place for daily-urban-living. It also a place for festival activities. This is because Jakarta Old town is fulfilled by colonial architecture heritage which attracted people to do activities there, festival activity is one of them. The Festival activities are placed in public and outdoor areas and happen only on special occasions. That will cause a architectural problem which has to be solved with a flexible place that has two functions, a place for festival and every-day-living.
