"Jakarta, sebagai sebuah kota, selalu menghadapi masalah dan tantangan yang bergerak dinamis dan kian kompleks. Untuk mengatasinya, diperlukan pengelolaan perkotaan yang lebih baik agar pembangunannya dapat diarahkan untuk membuat kota menjadi lebih layak huni. Salah satunya, ialah dengan memanfaatkan teknologi, informasi, dan komunikasi melalui konsep smart city. Untuk bertransformasi menjadi smart city, Jakarta punya program Jakarta Smart City yang kemudian dikembangkan dari dimensi-dimensi penting yang ada. Penelitian ini bertujuan untuk menganalisis bagaimana pengembangan dimensi smart governance pada Jakarta Smart City. Peneliti menggunakan pendekatan post-positivist, dan metode kualitatif.
Hasil analisis menunjukkan bahwa Jakarta Smart City telah mengembangkan dimensi smart governance, dengan memenuhi indikator partisipasi dalam pembuatan keputusan, transparansi, pelayanan publik dan pelayanan sosial, serta strategi politik dan perspektif. Pengembangan dimensi smart governance pada Jakarta Smart City ini diharapkan jadi penggerak untuk membangun dimensi esensial lainnya untuk mentransformasikan kota sepenuhnya menjadi smart city.

As a city, Jakarta is always facing problems and challenges which getting more complex each day. To overcome this, an urban development is needed, so that the city can be directed to be more livable. One concept to make urban development in the city becomes better is by using the technology, information, and communication through smart city. To be able to transform into a smart city, Jakarta has Jakarta Smart City, which then being developed in many dimensions. This research aims to analyze how the development of smart governance dimension in Jakarta Smart City. The research using post-positivist approach and qualitative methods.
The analysis showed that Jakarta Smart City has developed a smart dimension of governance, to fulfill the indicators participation in decision-making, transparency, public services and social services, as well as political strategy and perspective. Development of smart governance dimension in Jakarta Smart City is expected to be the driving force to build other essential dimensions to completely transform the city into a smart city.

"Pemindahan Ibu Kota Negara menghadirkan peluang penting untuk meningkatkan birokrasi di Indonesia. Menurut Peraturan Presiden No. 63 Tahun 2022 tentang Ibu Kota Negara, Sistem Smart Governance telah memfasilitasi perbaikan birokrasi dengan menyederhanakan proses bisnis, meningkatkan koordinasi, dan mempromosikan tata kelola digital. Pemerintah, masyarakat, dan sektor swasta dapat berkolaborasi untuk mengembangkan program Smart Governance dengan memanfaatkan platform warga negara elektronik dan basis data publik yang terpusat. Penelitian ini bertujuan untuk membuat kerangka kerja dengan meninjau sistem tata kelola pemerintahan Indonesia saat ini dan membandingkannya dengan model-model yang telah berhasil. Kerangka kerja ini disusun dengan menggunakan Enterprise Architecture, yangselanjutnya digunakan sebagai dasar untuk menghitung biaya investasi yang diperlukan untuk sistem Smart Governance. Hasil penelitian ini akan menjadi referensi yang berharga untuk pengembangan Sistem Pemerintahan Cerdas untuk Ibu Kota Nusantra.

The relocation of the Indonesia’s National Capital is an important moment to improve the bureaucracy in Indonesia. Based on Presidential Regulation No. 63 of 2022 on the The Nusantara Kapital (IKN), the Smart Governance System has driven bureaucratic improvements by streamlining business processes, strengthening coordination, and advancing digital governance. The government, community, and private sector have the potential to collaborate in the development of Smart Governance programs, by leveraging electronic citizen platforms and centralized public databases. This research aims to develop a framework by reviewing Indonesia's existing governance system and comparing it with models that have been successfully implemented. The framework that is built is structured using Enterprise Architecture which is then used as a basis for calculating the investment costs required for the Smart Governance system. The results of this research will be a valuable reference for developing a Smart Governance System for the Indonesia New State Capital."

"Fitur JakLapor merupakan salah satu kanal pengaduan milik DKI Jakarta yang bertujuan untuk menyelesaikan permasalahan non-darurat dan sekaligus menjadi salah satu bentuk perwujudan smart governance di DKI Jakarta. Hingga kini, JakLapor memiliki beberapa permasalahan, seperti kebocoran data pelapor, lamanya proses tindak lanjut laporan, hingga belum terlibatnya pelapor secara aktif dalam peningkatan kualitas pelayanan. Oleh karena itu, penelitian ini bertujuan untuk menganalisis Fitur JakLapor pada Aplikasi JAKI menggunakan teori smart governance. Adapun pendekatan penelitian pada penelitian ini yaitu kuantitatif dengan teknik pengambilan data mix method yang menggabungkan antara metode kuantitatif dan kualitatif melalui survei, wawancara mendalam, dan studi literatur. Hasil penelitian ini menunjukkan bahwa implementasi smart governance pada Fitur JakLapor tergolong baik dengan persentase responden menjawab baik sebanyak 96%. Hal tersebut terbukti dari lima dimensi smart governance tergolong dalam kategori baik, meliputi dimensi partisipasi dalam pembuatan keputusan, transparansi, pelayanan publik dan sosial, strategi politik dan perspektifnya, serta keamanan siber.  

The JakLapor feature is one of DKI Jakarta's complaint channels that aims to resolve non-emergency problems and at the same time become an instrument for realizing smart governance in DKI Jakarta. Until now, JakLapor has had several problems, such as leaks of reporting data, the length of the follow-up process for reports, and the lack of active involvement of the community in improving service quality. Therefore, this study aims to analyze the JakLapor feature on the JAKI application using the theory of smart governance. The research approach in this study is quantitative with a mix method data collection technique that combines quantitative and qualitative methods through surveys, in-depth interviews, and literature studies. The results of this study indicate that the implementation of smart governance on the JakLapor feature is classified as good with a percentage of 96%. This is evident from the five dimensions of smart governance which are in the good category, including the dimensions of participation in decision-making, transparency, public and social services, political strategies and perspectives, and cyber security."

"Peningkatan kepadatan penduduk yang terjadi, menimbulkan permasalahanpermasalahan pemerintahan. Smart governance yang merupakan salah satu dimensi dalam pembangunan smart city, bertujuan untuk mewujudkan tata kelola dan tata pamong pemerintahan daerah yang efisien, komunikatif, efektif, dan terus meningkatkan kinerja birokrasi melalui inovasi serta adopsi teknologi yang terpadu. Hal tersebut menunjukkan bahwa peran dari teknologi informasi telah menjadi kebutuhan. Pemerintah Kabupaten Semarang terus berusaha meningkatkan fungsinya di pemerintahan dengan memanfaatkan teknologi. Permasalahan utama yang dihadapi Pemerintah Kabupaten Semarang adalah pemanfaatan SI/TI belum sepenuhnya mendukung Pemerintah Kabupaten Semarang menuju smart governance. Oleh karena itu, diperlukan rumusan rencana strategis sistem informasi dalam mendukung pembangunan daerah dan penerapan smart gorvernance. Metodologi yang digunakan adalah Ward & Peppard dengan teknik analisis Value Chain, Balanced Scorecard, CSF, SWOT, PESTEL, dan McFarlan Strategic Grid. Tahapan dari Metodologi Ward & Peppard terdiri dari analisis kondisi internal dan eksternal bisnis dan SI/TI. Hasil dari penelitian ini berupa rumusan strategi SI, strategi TI, strategi manajemen SI/TI, peta jalan SI/TI, serta quick wins. Rencana strategis sistem informasi ini diharapkan mampu menyelaraskan strategi SI/TI dengan visi, misi, dan proses bisnis Pemerintah Kabupaten Semarang sebagai acuan dalam melakukan pengembangan SI/TI dalam menuju smart governance.

The increase in population density that occurs causes government problems. Smart governance, which is one of the dimensions in smart city development, aims to realize efficient, communicative, effective local governance and continue to improve bureaucratic performance through innovation and integrated technology adoption. This shows that information technology has become a necessity. The Semarang Regency Government continues to improve its function in government by utilizing technology. The main problem faced by the Semarang Regency Government is that the use of IS/IT has not fully supported the Semarang Regency Government towards smart governance. Therefore, it is necessary to formulate an information system strategic plan to support regional development and the implementation of smart governance in the Semarang Regency Government. The methodology used is Ward & Peppard with Value Chain, Balanced Scorecard, CSF, SWOT, PESTEL, and McFarlan Strategic Grid analysis techniques. The Ward & Peppard Methodology stages consist of an analysis of the internal and external conditions of the business and IS/IT. The results of this research are IS strategy formulation, IT strategy, IS/IT management strategy, IS/IT roadmap, and quick wins. This strategic plan of information system is expected to align the IS/IT strategy with the vision, mission, and business processes of the Semarang Regency Government as part of developing IS/IT towards smart governance."

"Alokasi luas Ruang Terbuka Hijau (RTH) harus menjadi isu penting yang harus dipertimbangkan oleh Pemerintah Kota Bogor. Pasalnya, luas RTH publik di Kota Bogor sebesar 468,18 hektare atau 4,2% per 2021, masih jauh di bawah ketentuan yang digariskan dalam Undang-Undang Nomor 26 Tahun 2007 tentang Penataan Ruang, yang mensyaratkan alokasi minimal 20% dari total luas wilayah kota untuk ruang terbuka hijau publik. Pemerintah Provinsi Jawa Barat dan Pemerintah Kota Bogor berkolaborasi dalam merencanakan pembangunan dan revitalisasi alun-alun di Kota Bogor. Di samping itu, pembangunan alun-alun di Kota Bogor diharapkan dapat mewujudkan wajah kota (appearance) yang menjadi bagian Smart Branding Kota Bogor. Oleh karena itu, tujuan dari penelitian ini adalah untuk mengetahui proses interaksi antar aktor dalam jaringan berdasarkan perspektif governance networks pada kebijakan pembangunan Alun-alun Kota Bogor Sebagai Bagian dari Perwujudan Smart Branding Kota Bogor. Penelitian ini menggunakan pendekatan post-positivist dengan teknik pengumpulan data kualitatif melalui wawancara mendalam dengan 10 informan penelitian sebagai sumber data primer dan studi kepustakaan dari penelitian terdahulu, publikasi dokumen kelembagaan, peraturan perundang-undangan, dan berita media massa sebagai sumber data sekunder. Penelitian ini menggunakan perspektif governance networks oleh Klijn & Koppenjan (2016) dengan menekankan pada tiga (3) dimensi yaitu kriteria substantif, proses, dan institusional. Hasil penelitian menunjukkan bahwa interaksi antar aktor kebijakan pembangunan Alun-alun Kota Bogor sebagai bagian dari perwujudan Smart Branding Kota Bogor telah sesuai dengan perspektif governance networks oleh Klijn & Koppenjan (2016).

The allocation of green open space should be an important issue to be considered by the Bogor City Government. This is because the area of public green space in Bogor City is 468,18 hectares or 4,2% as of 2021, which is still far below the provisions outlined in Law No. 26/2007 on Spatial Planning, which requires a minimum allocation of 20% of the total city area for public green open space. The West Java Provincial Government and Bogor City Government are collaborating in planning the development and revitalization of the square in Bogor City. In addition, the development of the square in Bogor City is expected to realize the face of the city (appearance) which is part of the Smart Branding of Bogor City. Therefore, the purpose of this study is to determine the process of interaction between actors in the network based on the perspective of governance networks in the Bogor City Square development policy as Part of the Realization of Smart Branding of Bogor City. This research uses a post-positivist approach with qualitative data collection techniques through in-depth interviews with 10 research informants as primary data sources and literature studies from previous research, publications of institutional documents, laws and regulations, and mass media news as secondary data sources. This research uses the perspective of governance networks by Klijn & Koppenjan (2016) by emphasizing three (3) dimensions, namely substantive, process, and institutional criteria. The results showed that the interaction between the actors of the Bogor City Square development as Part of the Realization of Smart Branding of Bogor City was in accordance with the perspective of governance networks by Klijn & Koppenjan (2016)."
