"ABSTRACT
The state recognizes and respects indigenous and tribal people and their traditional rights insofar as they are alive and in accordance with the development of society and the principles of the Unitary State of the Republic of Indonesia, as contained in Article 18 B paragraph 2 of the 1945 Constitution. However, the fulfillment of cultural identity and the rights of indigenous people have not been maximized. This study aims to find the conceptual model of the Customary Justice system in an effort to protect the existence of the rights of indigenous people to build the strength of civil society in West Sumatra. This research uses research and development methods. Data retrieval is done by survey, observation, interview, and Focus Group Discussion (FGD) methods. This study found that; 1) Minangkabau people have their own local wisdom in resolving customary disputes, even for a broader range of life issues, long before Indonesia was found, 2) Nagari Customary Justice system is a translation of Customary Limbago which is the life philosophy of Minangkabau people, 3) Nagari Customary Judicial institutional structure is a representation of the existence of the tribe in the Nagari, so that its cultural legitimacy becomes strong. And, 4) the Nagari Customary Justice system is an effort to build the sovereignty of civil society, namely an autonomous, independent, egalitarian, and democratic society. It is hoped that the results of this study will be a guideline in establishing the Nagari Customary Justice institution in West Sumatra."

"ABSTRACT
The low quality of the Senior Executive Service Officials (SES) of the State Civil Apparatus (Aparatur Sipil Negara/ASN) was due its selection process which was highly political and lack in objectivity, fairness, and transparency. The low quality and competence impeded government activities and made them unable to compete with the private sector. The implementation of the merit system in the selection process of ASN Senior Executive Service (SES) which emphasizes the qualification, competency, performance, as well as fairness and openness, was needed to produce professional Pratama SES. The purpose of this study was to identify and analyze the implementation of the merit system in the selection of SES in the Central Java Provincial Government. The research problem of this study was how the merit system was implemented in the selection process for the SES in the Central Java Provincial Government. The theory utilized in the study was the merit system, on the dimensions of competency, qualification, work performance, and fairness. A qualitative approach was used in this study to describe and analyze the results. The primary data was collected from interviews with the sources, while the secondary data was collected using literature reviews of relevant books, journals, documents, and regulations. The location of the study is the Regional Staffing Unit (Badan Kepegawaian Daerah/BKD) of Central Java Provincial Government. Data analysis was conducted by pattern determination, data reduction, data presentation, and verification/conclusion. The study showed that the merit system in the recruitment process of the Central Java Provincial Government's Pratama SES was not implemented fully. Some Pratama SES selected using the system were still unable to perform their duties optimally, especially in responding, analyzing, or taking decisions/policy related to their duties. The dimension of the merit system has not yet been fully grasped and carried out, such as qualifications, competencies, and performance assessment."

"In this study, the relationship between high performance work system (HPWS) and organizational citizenship behavior (OCB) in multinational corporations (MNCs) in Vietnam, a fast-developing country with highly economic growth in Asia, was investigated. Besides, the underlying mechanism of this relationship was also explored. From the social exchange approach, an underlying mediated mechanism of career success in the relationship between HPWS and OCB was hypothesized. Data collected from individual employees working in multinational companies in Vietnam was used to test the hypotheses. The research findings supported the partial mediating role of career success in the positive relationship between HPWS and OCB. In addition, research implications as well as suggestions for future research were also presented."

"Penelitian ini dibuat dengan maksud untuk menguji pengaruh keadilan organisasi organizational justice pada keterikatan kerja work engagement di PT XYZ. Selain itu, penelitian ini juga akan mengukur efek mediasi dari memimpin diri sendiri self-leadership terhadap hubungan antara keadilan organisasi organizational justice dan keterikatan kerja work engagement . Penelitian ini merupakan penelitian deskriptif dengan single cross-sectional design.Setelah dilakukannya penelitian kepada karyawan PT XYZ yang menjadi responden, maka data diperoleh dan diolah, sehingga memperoleh hasil sebagai berikut: Pertama bahwa keadilan organisasi berdampak positif terhadap self-leadership dan keterikatan kerja pada karyawan PT XYZ. Kedua self-leadership berdampak positif terhadap keterikatan kerja yang dimiliki karyawan PT XYZ. Ketiga adalah self-leadership memediasi hubungan antara keadilan organisasi dan keterikatan kerja pada PT XYZ.

The purpose of this paper is to examine the effect of organizational justice on work engagement and the mediating effect of employee rsquo s self leadership on the relationship at PT XYZ. The research was a descriptive research with single cross sectional design.After doing research to employees of PT XYZ as respondents, the data acquired and processed. Finally getting results, that the results revealed the direct significant effect of organizational justice on both self leadership and work engagement. Also, self leadership was found to have a significant effect on work engagement as well as a partial mediating effect on the relationship between organizational justice and employees rsquo work engagement on PT XYZ.

"Tesis ini mengevaluasi penyaluran dan penggunaan Bantuan Operasional Sekolah (BOS) pasca perbaikan dalam metode penyaluran BOS pada tahun 2012, dengan mengambil sample 18 SMP Negeri di Jakarta Barat. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif dengan data dan informasi yang diperoleh melalui wawancara mendalam dan menyebar kuesioner pada para pemangku kepentingan (tim manajemen BOS, Kepala atau Bendahara Sekolah dan orang tua murid) dan studi literatur. Hasil penelitian ini menunjukkan bahwa penyaluran BOS pada SMP Negeri Jakarta Barat telah berjalan lebih cepat dari tahun sebelumnya dan juga dari ketentuan yang ada tiap triwulannya. Berdasarkan realisasi penggunaannya, porsi terbesar pemanfaatan dana BOS tahun 2012 adalah untuk pembayaran honorarium guru dan tenaga kependidikan honorer (mencapai 27%). Selain itu, penelitian ini juga menunjukkan bahwa tidak ada satu sekolah pun yang menggunakan BOS di luar ketentuan. Dampak BOS tidak hanya dirasakan oleh sekolah tetapi juga masyarakat. Bagi sekolah BOS dapat membantu membiayai peningkatan intensitas dan kualitas belajar mengajar di sekolah. Sekolah maupun orang tua siswa yang menjadi responden juga menyatakan bahwa dengan adanya BOS orang tua menjadi lebih ringan dalam membiayai sekolah--apalagi saat ini memang benar-benar tidak ada pungutan apa pun di sekolah negeri. Terkait dengan perbaikan dalam kecepatan waktu penyaluran BOS, responden menyatakan bahwa faktor utama pendukung hal tersebut adalah adanya perbaikan mekanisme penyaluran BOS dari ke Kas Umum Negara ke Kas Umum Provinsi yang selanjutnya disalurkan langsung ke sekolahsekolah, dan juga diperlakukannya BOS sebagai dana hibah yang syarat pencaiannya tidak memerlukan proposal maupun penyerahan Rencana Kegiatan dan Anggaran Sekolah (RKAS).

This thesis evaluates the distribution and the utilization of School Operational Assistance (Bantuan Operasional Sekolah--BOS) at State Junior High School in West Jakarta subsequent to the modification of the BOS distributional method in 2012. This study is descriptive in nature. The data and information is collected through questioners, in dept interview and literature study. This study finds out that the modified method has speed up the distribution of BOS compared to that of the previous year and to the time that the regulation asserts. There are two factors contribute to these achievements: (i) the way BOS is distributed as block grant from central government to provincial government and than to school; and (ii) schools will automatically receive BOS with no obligation for submitting proposal as conditional clauses. In terms of its utilization, the largest portion of BOS (27%) is used for compensating the nonpermanent school`s employees (pegawai honorer`s honoraria). There is no school under the study that utilizes BOS for financing items which is not parallel with the regulation. BOS has also been considered to increase both quality and quantity of school activities. Finally, the program has also been found to be effectively waived students from the school fee."

"ABSTRAK
Di Indonesia, tingkat kecelakaan kerja pada proyek konstruksi masih sangat tinggi. Penerapan kebijakan sistem manajemen K3 yang belum efektif mengakibatkan budaya keselamatan belum terbentuk secara baik. Tujuan penelitian ini adalah i Mengidentifikasi faktor pembentuk kebijakan yang mempengaruhi budaya keselamatan kerja; ii Mengetahui hubungan antara implementasi kebijakan K3 dengan budaya keselamatan pada proyek konstruksi; iii Memberikan masukan terkait penerapan kebijakan tentang sistem manajemen keselamatan dan kesehatan kerja SMK3 untuk meningkatkan budaya keselamatan kerja di Indonesia dengan metode benchmarking dari Negara lain Malaysia, Singapura dan Thailand . Metode yang akan dilakukan pada penelitian ini adalah studi literatur dan metode benchmarking terhadap Negara lain dengan tujuan perbaikan terus-menerus dengan mencontoh keberhasilan Negara lain dengan tingkat kecelakaan yang rendah. Hasil dari penelitian ini adalah kebijakan SMK3 mengenai sangsi yang berlaku di Indonesia sampai saat ini masih perlu ditingkatkan karena hukuman yang berlaku masih relatif ringan dan untuk meningkatkan efek jera perusahaan kalau terjadi kecelakaan kerja. Sedangkan untuk reward, perlu dibuat peraturan kebijakan mengenai hal ini berupa insentif apabila mencapai target zero accident sehingga memotivasi perusahaan untuk terus mengutamakan keselamatan di lingkungan pekerjaan. Dan pengawasan yang tepat dalam pelaksanaan proyek perlu ditambahkan ke dalam kebijakan SMK3 untuk memperbaiki budaya keselamatan.

ABSTRACT
In Indonesia, the level of work accident in construction project is relatively high. The ineffective implementation of safety management system policy causes the safety culture is not fully formed. The purposes of this research are i Identifying the factors of policy forming that affecting safety culture ii Knowing the relation between policy implementation with safety culture in a construction project iii Providing inputs which are related to the implementation of the policy on safety management systems to improve the safety culture in Indonesia with benchmarking method from the other countries Malaysia, Singapore and Thailand . The method will be done in this research is literature study and benchmarking method to the other countries with the purpose of continuous improvement in following the successes of low accident rates countries. The result of this study is the policy regarding the applicable sanctions in Indonesia until now still need to be improved because the applied penalties are still relatively light and to enhance the deterrent effect of the company in case of work accidents. For reward, it is a need to make a policy rule about reward system in a form of incentive if ldquo zero accident rdquo target is fulfilled. It will motivate the company to continuously concern about the safety in the work environment. And excellent supervision needs to be added into the policy to improve safety culture. "

"Dalam Usaha Mikro, Kecil Dan Menengah Jumlah UMKM dan pekerja UMKM di Indonesia terus mengalami peningkatan.Namun, perlindungan terhadap aspek K3 pada pekerja UMKM belum optimal.Dalam rangka menyusun model SMK3 yang efektif untuk UMKM, penelitian inimengekplorasi tentang faktor-faktor penting yang terkait dengan penerapanSMK3 di UMKM melalui review terhadap hasil penelitian yang ada. Daripencarian yang dilakukan terhadap database full open access dari library UI meliputi Google Scholar. Jstor, Science Direct, SpringerLink, Taylor and Francis,proQuest diperoleh 709.103 artikel. Melalui evaluasi uji inklusi dan ekplusi,dipilih 34 literatur. Dari 34 literatur tersebut diperoleh bahwa faktor-faktorpenting yang diperlukan dalam implementasi SMK3 di UMKM adalah faktorkomitmen, manajemen risiko, regulasi dan standar, keterlibatan pihak ketiga,faktor training dan sumber daya manusia, faktor ekonomi, informasi dankomunikasi, dukungan manajemen, faktor keterlibatan pengusaha dan karyawan,faktor lingkungan kerja dan karakter bisnis UMKM, dan faktor administrasi,konsultasi dan inspeksi dan intervensi.

The number of SMEs and SMEs workers in Indonesia continues to increase.However, the frequency of aspects of OHS on SMEs workers has not beenoptimal. In order to develop an effective OHSMS model for SMEs, this researchexplores important faktors related to OHSMS implementation in UMKM througha review of existing research results. From the searches conducted on the full openaccess database of UI libraries including Google Scholar Jstor, Science Direct,SpringerLink, Taylor and Francis, proQuest obtained 709,103 articles. Throughinclusion and exploration evaluation, 34 literatures were selected. From 34literatures it is found that the important faktors needed in the implementation ofSMK3 in SMEs are faktors of commitment, management, regulations andstandards, risk faktors, training and human resources faktors, economic faktors,information dan communication, management, communication faktors andresponsibilities, occupational faktors and business characteristics, and faktors ofadministration, consultation and inspection dan intervention."

"Penelitian ini dilakukan untuk mengevaluasi desain dan penerapan pengendalian internal pada proses pengelolaan dan penyebarluasan data dan informasi geospasial pada Badan Informasi Geospasial (BIG) serta memberikan rekomendasi perbaikan untuk organisasi agar dapat mengoptimalkan pengendalian internal yang sudah ada. Metode penelitian yang digunakan adalah metode penelitian studi kasus menggunakan teknik analisis kualitatif deskriptif. Evaluasi atas desain dan penerapan pengendalian internal dilakukan dengan mengacu pada COSO Internal Control Integrated Framework tahun 2013, dengan komponen yang dinilai fokus pada komponen penilaian risiko (risk assesment) dan aktivitas pengendalian (control activity). Pengumpulan data dilakukan melalui wawancara dan analisis dokumen. Hasil penelitian menunjukan bahwa masih terdapat kelemahan dalam pengendalian internal sesuai COSO 2013 yang telah didesain dan diterapakan untuk komponen penilaian risiko dan aktivitas pengendalian.

This research was conducted to evaluate the design and implementation of internal controls in the process of managing and disseminating geospatial data and information at the Geospatial Information Agency (BIG) and to provide recommendations for improvements for the organization so that it can optimize existing internal controls. The research method used is a case study research method using descriptive qualitative analysis techniques. Evaluation of the design and implementation of internal control is carried out by referring to the 2013 COSO Internal Control Integrated Framework, with the components assessed focusing on risk assessment components and control activities. Data collection was carried out through interviews and document analysis. The research results show that there are still weaknesses in internal control according to COSO 2013 which has been designed and implemented at the organization for the risk assessment components and control activities"

"Skripsi ini membahas mengenai implementasi sistem manajemen keselamatan kontraktor pada perusahaan kontraktor tambang bernama PT. Cipta Kridatama. Penelitian ini dilakukan pada salah satu proyek drilling & blasting PT. Cipta Kridatama yang bertempat di Provinsi Jambi dan dikerjakan oleh sub-kontraktor bernama PT. Hanwha Mining Services Indonesia. Penelitian ini adalah penelitian semi kuantitatif dengan desain deskriptif evaluasi dan berpedoman pada kuesioner penilaian sistem manajemen keselamatan kontraktor Contractor OHS Assessment Tools dari New South Wales Mine Safety Advisory Council, Australia. Hasil penelitian menunjukkan bahwa proyek drilling & blasting PT. Cipta Kridatama - PT. Hanwha Mining Services Indonesia telah memenuhi kriteria nilai total untuk pekerjaan berisiko tinggi di pertambangan dengan rata-rata nilai total sebesar 90,65% dari nilai minimal 80%.

This thesis discusses the implementation of contractor safety management in a mining contractor company called PT. Cipta Kridatama. The study was done in one of the PT. Cipta Kridatama drilling & blasting project that placed in Jambi Province and enlisted PT. Hanwha Mining Services Indonesia as its sub-contractor. This study is a semi- quantitative one with a descriptive evaluative design and used the Contractor OHS Assessment Tools from New South Wales Mine Safety Advisory Council, Australia as a guideline. The result of this study showed that the drilling & blasting project that is currently in process by PT. Cipta Kridatama - PT. Hanwha Mining Services Indonesia has already filled the scoring criteria for a high risk contract in mining industry with an average scoring of 90.65% from the minimum score of 80%."
