"The idea of Global Maritime Fulcrum brought by President Joko Widodo further states that Indonesia wants to restore its glory at sea and play an important role in the maritime sector: Looking at the situation, in which the geo-economic and geopolitical center of gravity has now shifted from Western countries to the East Asian countries, has positioned Indonesia in the midst of a strategic change process. This provides an opportunity for Indonesia to realize the vision of Global Maritime Fulcrum. As the largest archipelagic country in the world, Indonesia is endowed with enormous marine potential with a great economic value which need to be supported by the development of maritime infrastructure and connectivity. Indonesia's efforts to realize the vision of Global Maritime Fulcrum by conducting its maritime diplomacy, one of them is through an international strategy in the form of international cooperation with partner countries and international organizations (IO) at bilateral and multilateral levels. This article discusses the application of the blue economy concept that aims to generate profits from the results of marine potential yet still preserve the sustainability of marine ecosystem in perceived as one of an apropriate step and in needed to realize the vision Global Maritime Fulcrum under the President Jokowi Dodo and Jusuf Kalla administration from 2014 to 2017."

"In 2014, President Joko ‘Jokowi’ Widodo declared he would lead Indonesia, the most populous Muslim nation on earth, to become a ‘global maritime fulcrum’ (GMF). His announcement was taken as a sign of Indonesia’s commitment to be a more active participant in regional maritime security. This nascent maritime vision, however, suffers from endogenous flaws, ranging from personal leadership to widespread bureaucratic deficiencies, culminating in its recession from Indonesian political discourse. This paper seeks to understand how and why the GMF receded from political discourse through the lens of strategic narrative. It finds that technocratic appeal serves as a stronger legitimating method of the GMF compared to other forms, which is due to agential preferences aligning with domestic structural conditions, resulting in development narratives being favoured over maritime-related narratives. The relationship results in government priorities being skewed towards the infrastructure aspect of the GMF at the cost of the other aspects. To demonstrate this argument, this paper analyses an original dataset of 267 speeches and statements, both in English and Indonesian, delivered by key government officials related to formulating and implementing the GMF concept from 2014 to 2021, in addition to relevant policy documents."

"July 2007 is the beginning of the world's subprime mortgage crisis.  Since then, the world's liquidity crisis occurred and never found any solution until now.  The liquidity crisis began to spread developed countries to poor countries, developing countries and emerging markets with two channels. This contagious crisis made growing economy and emerging economy fell.  No country in the world survived, including Indonesia.  This paper discussed the management of investments in Indonesia. It started from the spread of global crisis to Indonesia and its impact on investment in Indonesia.  Then, we discussed the government's efforts to encourage investment.  The last was the view of the investment for the next three years (2010-2014)."

"Penelitian ini menganalisis kesepakatan sinergi belt and road intiative (BRI) dan global maritime fulcrum (GMF) dalam agenda kerja sama menciptakan konetivitas & koridor ekonomi komprehensif regional tahun 2019. Melalui kerja sama ini, Indonesia percaya agenda proyek infrastruktur di wilayah koridor ekonomi akan memberikan kontribusi dalam mengembalikan identitas Indonesia sebagai negara maritim yang kuat. Keputusan Indonesia bersepakat dengan Tiongkok untuk melakukan sinergi menimbulkan perdebatan, karena melihat hubungan antar keduanya yang tidak selalu stabil. Konflik bilateral di wilayah perairan yang masih terus terjadi, menjadi penanda bahwa Indonesia perlu bersikap hati-hati dalam pengambilan kebijakan. Selain dari pada itu, situasi politik dan perang dagang Tiongkok dan Amerika Serikat, di tengah proses pendekatan dan promosi GMF memperlihatkan potensinya untuk menciptakan kerja sama dengan negara-negara lain. Tesis ini kemudian mempertanyakan “Mengapa pemerintah Indonesia akhirnya melakukan kesepakatan sinergi program Belt and Road Initiative dan Global Maritime Fulcrum dalam proyek prioritas Koridor Ekonomi Komprehensif Regional?”. Untuk menjawab pertanyaan tersebut, tesis ini menggunakan teori hedging dalam menganalisis fenomena kesepakatan sinergi. Penulis berpendapat bahwa terdapat beberapa faktor yang berkontribusi terhadap keputusan Indonesia melakukan kesepakatan singergi BRI dan GMF tahun 2019: 1. Ketidakpastian dinamika politik antara Amerika – Tiongkok; 2. Potensi resiko kerja sama; 3. Kekuatan Indonesia di kawasan dan kepentingan nasionalnya. Tesis ini menemukan bahwa Indonesia sepakat untuk melakukan sinergi BRI dan GMF dalam agenda kerja sama dalam menciptakan koridor ekonomi komprehensif regional adalah sebagai strategi untuk menyesuaikan posisi pada tarikan kekuatan adidaya yang terus meningkat dan juga mempertimbangkan kepentingan nasional Indonesia dalam agenda politiknya baik domestik ataupun luar negeri.

This research analyzes the synergy agreement between the Belt and Road Initiative (BRI) and the Global Maritime Fulcrum (GMF) within the framework of regional cooperation aimed at establishing connectivity and a comprehensive economic corridor in 2019. Through this collaboration, Indonesia believes that infrastructure project initiatives in economic corridor regions will contribute to restoring Indonesia’s identity as a strong maritime nation. Indonesia’s decision to engage in a synergy agreement with China has sparked debate, given the historically unstable bilateral relations between the two countries. Ongoing maritime disputes serve as an indicator that Indonesia must exercise caution in its policymaking. Furthermore, the political dynamics and trade war between China and the United States, occurring alongside Indonesia’s efforts to promote the GMF, demonstrate the potential for fostering cooperation with other nations. This thesis seeks to answer the research question: "Why did the Indonesian government ultimately agree to the synergy between the Belt and Road Initiative and the Global Maritime Fulcrum in the priority project of the Comprehensive Regional Economic Corridor?" To address this question, this study employs the hedging theory to analyze the synergy agreement phenomenon. The author argues that several factors contributed to Indonesia’s decision to pursue the BRI-GMF synergy agreement in 2019: 1. The uncertainty in the political dynamics between the United States and China; 2. The potential risks of cooperation, and 3. Indonesia’s regional influence and national interests. This thesis concludes that Indonesia’s agreement to synergize the BRI and GMF within the framework of regional economic corridor cooperation serves as a strategic maneuver to adjust its position amid intensifying great-power rivalry. At the same time, this decision reflects Indonesia’s national interests in both domestic and foreign policy agendas."
