"Abstrak
This paper aims to determine the effectiveness of the Village Fund management in Sibulue District, Bone Regency, South Sulawesi Province. With Village Funds, village governments are given sufficient authority and resources to improve the economy and the welfare of rural communities. The results of the study show that the use of village funds is quite good and effective to develop the economic potential of the village. The main problem that arises in the management of village funds is the lack of knowledge of human resources related to village financial planning and management."

"Sistem Manajemen Keselamatan, Kesehatan Kerja, dan Lingkungan (SMK3L) telah diterapkan di Kawasan Universitas Indonesia. Namun, dalam pengelolaan SMK3L, belum terjalin komunikasi stakeholder yang efektif dan efisien yang mengakibatkan kebutuhan informasi stakeholder belum terpenuhi. Hal ini disebabkan oleh kurang memadainya rencana manajemen komunikasi stakeholder yang ada saat ini. Penelitian ini bertujuan untuk meningkatkan efektivitas dan efisiensi komunikasi dalam pengelolaan SMK3L di Kawasan Universitas Indonesia dengan membuat perencanaan manajemen komunikasi stakeholder berbasis risiko dengan pendekatan PMBOK Edisi 6. Metode penelitian yang digunakan pada penelitian ini meliputi studi literatur, validasi pakar, pilot survey, survey responden, dan communication requirement analysis. Hasil dari penelitian ini adalah rekomendasi rencana manajemen komunikasi stakeholder dalam pengelolaan SMK3L di Kawasan Universitas Indonesia. Selain itu, teridentifikasi pula 17 input serta 29 alat dan teknik yang diperlukan pada proses perencanaan manajemen komunikasi stakeholder dalam pengelolaan SMK3L di Kawasan Universitas Indonesia yang dapat meningkatkan efektivitas dan efisiensi komunikasi.

The Occupational Safety and Health Management System (OSHMS) has been implemented at Universitas Indonesia Area. However, in OSHMS management, effective and efficient stakeholder communication has not yet been established, which results in the need for stakeholder information not being met. This is due to the inadequacy of the current stakeholder communication management plan. This study aims to improve the effectiveness and efficiency of communication in OSHMS management at Universitas Indonesia area by making a risk-based stakeholder communication management plan with PMBOK 6th Edition approach. The research methods used in this study include literature studies, expert validation, pilot survey, respondent survey, and communication requirements analysis. The result of this study is recommendation regarding stakeholder communication management plan in OSHMS management at Universitas Indonesia area. In addition, 17 inputs and 29 tools and techniques needed in plan stakeholder communication management process in OSHMS management at Universitas Indonesia area are identified can improve communication effectiveness and efficiency."

"Inefisiensi dan inkonsistensi perencanaan dalam mencapai tujuan pembangunan disebabkan oleh kurangnya sinergi pemerintah pusat dan daerah, minimnya kapasitas perencana, dominasi proses politis, dan kurangnya pemanfaatan hasil evaluasi. Penelitian ini bertujuan untuk mengestimasi hubungan kualitas perencanaan melalui dokumen rencana kerja pemerintah daerah (RKPD) terhadap capaian kinerja pembangunan daerah. Metode penelitian yang digunakan adalah regresi data panel yang dihimpun dari 34 provinsi di Indonesia pada tahun 2018-2020. Hasil estimasi menunjukkan bahwa variabel keterkaitan dokumen RKPD, inovasi daerah, dan pagu anggaran berhubungan positif dan signifikan terhadap capaian PDRB perkapita di Indonesia, sementara variabel kelengkapan dan kedalaman dokumen RKPD memiliki hubungan yang negatif dan signifikan.

Planning inefficiencies and inconsistencies in achieving development goals due to the lack of synergy between the central and local governments, lack of planner capacity, the dominance of political process, and lack of utilization of evaluation results. This study aims to estimate the relationship of quality planning through the local government work plan document (RKPD) on the achievement of regional development performance. The research method used is panel data regression collected from 34 provinces in Indonesia between 2018-2020. The estimation results show that RKPD document linkage, regional innovations, and budget were positive and significant to the achievement of gross regional domestic product per capita in Indonesia, while the completeness and depth of RKPD documents had a negative and significant relationship."

"Universitas Indonesia merupakan Perguruan Tinggi Negeri Berbadan Hukum (PTN BH) yang dapat mengelola asetnya secara mandiri. Dalam menjalankan proses bisnisnya, Universitas Indonesia menggunakan sistem informasi yang dikelola oleh Direktorat Sistem dan Teknologi Informasi (DSTI). Pengelolaan SI/TI pada Universitas Indonesia saat ini belum menjangkau implementasi manajemen risiko yang sesuai dengan tata kelola TI Universitas Indonesia. Hasil identifikasi akar masalah ditemukan akar permasalahan tidak adanya rencana pemulihan SI/TI jika terjadi bencana. Sehubungan dengan hal tersebut, Universitas Indonesia perlu memiliki Disaster Recovery Plan (DRP) yang dapat menjadi panduan dalam implementasi manajemen risiko. Penelitian ini menggunakan metode kualitatif, kombinasi antara metode studi kasus dan penelitian tindakan. Pengumpulan data dilakukan dengan wawancara kepada pimpinan Universitas Indonesia, studi literatur, dokumentasi, dan observasi proses bisnis, aset SI/TI dan pusat data. Dokumen DRP dirancang berdasarkan NIST SP 800-34 Rev.1. Tahapan penelitian ini dimulai dengan analisis proses bisnis, identifikasi aset SI/TI, pembuatan kebijakan rencana pemulihan bencana SI/TI, analisis dampak bisnis, analisis kontrol pencegahan pada pusat data berdasarakan ANSI/TIA 942-A, dan merancang dokumen DRP. Rancangan dokumen DRP divalidasi oleh pimpinan DSTI. Hasl dari penelitian ini adalah rancangan Dokumen DRP yang sesuai dengan kebutuhan Universitas Indonesia.

Universitas Indonesia is a Legal Entity State University (PTN BH) that can manage its assets independently. In carrying out its business processes, the University of Indonesia uses an information system managed by the Directorate of Information Systems and Technology (DSTI). The management of IS/IT at the Universitas Indonesia has not yet reached the implementation of risk management in accordance with the Universitas Indonesia IT governance. The results of the identification of the root problems found the root of the problem is the absence of a IS/IT recovery plan if a disaster occurs. In this regard, the University of Indonesia needs to have a Disaster Recovery Plan (DRP) that can be a guide in the implementation of risk management. This study uses qualitative methods, a combination of case study methods and action research. Data collection was carried out by interviews with the management of the Universitas Indonesia, literature study, documentation, and observation of business processes, IS/IT assets and data center. The DRP document was designed based on NIST SP 800-34 Rev.1. The stages of this research began with an analysis of business processes, identification of IS/IT assets, policy making of an IS/IT disaster recovery plan, business impact analysis, prevention control analysis on data center based on ANSI / TIA 942-A, and designing DRP documents. The DRP document design was validated by the management of the DSTI. The result of this research is the DRP document draft that suit the needs of the Universitas Indonesia."

Furthermore, the company at this time could focus on the subject of property and pharmacy in doing workshops services as application of managing "focus strategy" in order to get to know their segments intimately and pursues either cost leadership or differentiation within their target segment. Those suggestions are expected could be use by the company to pursue its marketing objectives in the target market and also to position themselves strongly in the chosen target markets."

"Pembangunan transportasi selama ini telah mampu menghubungkan wilayah Indonesia dalam satu untaian jaringan dan menjadikan perhubungan sebagai urat nadi kehidupan bermasyarakat, berbangsa dan bernegara. Untuk meningkatkan pelayanan dan transparansi kepada masyarakat, Kementerian Perhubungan (Kemhub) telah melakukan upaya penyampaian informasi secara elektronik, baik informasi tentang transportasi maupun masalah anggaran yang ada di Kemhub. Namun demikian, selain keberhasilan yang telah dicapai, masih banyak tantangan yang dihadapi untuk pembangunan ke depan serta berbagai gangguan lainnya seperti bencana alam yang menimpa sebagian wilayah negara kesatuan Republik Indonesia yang membawa dampak berupa rusaknya sebagian infrastruktur transportasi, sementara transportasi terus dituntut untuk melaksanakan fungsi penunjang dan pendorong jasa transportasi ke seluruh pelosok tanah air.
Melihat besarnya potensi bencana yang terjadi di Indonesia maka perlu dibangun BCP/DRP khususnya bagi instansi pemerintahan, penulis menggunakan penelitian ini untuk membuat sebuah model DRP yang sesuai dengan kebutuhan instansi pemerintahan dalam hal ini Kementerian Perhubungan dengan menggunakan kerangka kerja NIST 800-34 dimana terdapat proses Business Impact Analysis (BIA) dan Strategi Recovery yang dapat digunakan untuk mengatasi gangguan pada saat terjadi bencana.

Development of transport had been able to connect parts of Indonesia in one thread and make communications networks as the lifeblood of a community, state and nation. To improve service and transparency to the public, the Ministry of Transport (Ministry of Transportation) has made efforts to deliver information electronically, either information about transportation and budget issues in the Ministry of Transportation. However, in addition to the success that has been achieved, there are still many challenges for future development as well as a variety of other disorders such as natural disasters that hit some parts of the unitary Republic of Indonesia which affected the form of the destruction of most of the transport infrastructure, while transport continues to be required to perform the function of supporting and drivers of transportation services to all corners of the country.
Given the scale of the potential disaster that occurred in Indonesia, it is necessary to build BCP / DRP, especially for government agencies, the authors used this research to create a DRP models to suit the needs of government agencies in this case the Ministry of Transportation to use the framework of the NIST 800-34 where there is a process Business Impact Analysis (BIA), and recovery strategies that can be used to overcome disruption in the event of a disaster.

"Penelitian ini memiliki tujuan untuk menganalisis pengaruh peranan manajemen puncak terhadap kesuksesan implementasi ERP di Perum Peruri. Peranan manajemen puncak pada penelitian ini terbagi menjadi tiga variabel, yaitu dukungan, partisipasi, dan komitmen manajemen puncak. Responden dari penelitian ini berjumlah 117 orang dan merupakan karyawan Perum Peruri di kantor pusat Jakarta dan Karawang yang menggunakan sistem ERP dalam pekerjaan sehari-hari. Kemudian, teknik analisis regresi berganda digunakan untuk menguji pengaruh peranan manajemen puncak terhadap kesuksesan mplementasi ERP tersebut dan hasil penelitian menunjukkan bahwa dukungan dan komitmen manajemen puncak memberikan pengaruh positif signifikan. Oleh karena itu, para manajemen puncak diharapkan dapat memberikan dukungan dan komitmen secara penuh terhadap implementasi ERP di Perum Peruri.

The purpose of this research is to analyze the effect of top management role to the Enterprise Resource Planning implementation success. In this research, top management role is divided to three definitions, they are top management support, top management involvement, and top management commitment. There are 117 research respondents in total and they are all Perum Peruris' employees, both in Jakarta and Karawang, who operate the ERP system in their daily work. Multiple regression technique is then used to test the analysis of this research and the result showed that top management support and top management commitment were seen to be giving positive impact towards the ERP implementation success in Perum Peruri. Thus, the top management in Perum Peruri are expected to fully support and be committed to the implementation process of the technology."

Thesis ini membahas Bisnis Model Inovasi dengan konsep Layanan Mandiri sebagai transformasi bisnis di SPBU. Konsep self-service ini diharapkan dapat menjadi alternatif solusi untuk bisnis SPBU di Indonesia karena keunikan, pengalaman baru merupakan hal yang baru bagi pelanggan SPBU di Indonesia di Indonesia.

"Perencanaan Strategis Sistem Informasi adalah sebuah proses perumusanrencana strategis SI/TI di sebuah organisasi dalam rangka mencapai tujuan organisasi dengan berlandaskan pada strategi bisnis organisasi. Penelitian ini membahas tentang perencanaan strategis sistem informasi di STMIK Akademi Bina Insani dengan menggunakan metodologi Ward & Peppard. Metode analisis yang digunakan adalah analisis rantai nilai, critical success factor, SWOT, PEST, McFarlan?s Strategic Grid, analisis lingkungan internal SI/TI dan analisis lingkungan eksternal SI/TI. Dari hasil penelitian diketahui bahwa sistem informasi yang ada di STMIK Akademi Bina Insani saat ini sifatnya masih sebagai pendukung kegiatan bisnis dan bukan sebagai competitive advantagge yang meningkatkan nilai bagi organisasi. Penelitian ini juga menghasilkan 32 sistem informasi yang saling berkaitan dan terintegrasi sebagai rumusan strategi SI/TI yang akan digunakan di STMIK Akademi Bina Insani yang pelaksanaannya akan diterapkan dalam waktu 4 tahun.

Information Systems Strategic Planning is a process defining IS/IT strategic planning for STMIK Akademi Bina Insani in order to achieve organizational goals based on business strategy. The aim of this study is to makestrategic planning of information systems in STMIK Academi Bina Insani using the methodology of Ward & Peppard. The analytical methods used in this researchare value chain analysis, CSF analysis, SWOT analysis, the analysis of the external business environment, environmental analysis IS/IT internally and externally. The research results revealed that the existing information systems in STMIK Academi Bina Insani current character still as supporting business activities and not as competitive advantagge that increase value to the organization. The study also propose 32 informastion system that must be integratedas a formulation strategy for IS/IT strategy to be used in STMIK Academi Bina Insani whose implementation will be implemented within 4 years."

"Pembangunan kesehatan menjadi salah satu program prioritas pemerintah yang dituangkan pada Rencana Pembangunan Jangka Panjang Nasional periode tahun 2005 – 2025. Keberhasilannya ditandai dengan peningkatan derajat Kesehatan masyarakat, penurunan AKI, AKB, serta perilaku hidup bersih dan sehat. Hal tersebut sejalan dengan tujuan pemerintah dalam pengalokasian Dana Alokasi Khusus Bidang Kesehatan.

Penelitian ini mencoba untuk menguji pengaruh Dana Alokasi Khusus Bidang Kesehatan dengan indikator pembangunan Kesehatan berupa persalinan dengan bantuan tenaga keseahtan dan cakupan imunisasi dasar lengkap.

Hasil penelitian menunjukkan bahwa DAK Fisik Bidang Kesehatan berpengaruh negatif terhadap indikator cakupan persalinan dengan bantuan tenaga Kesehatan namun tidak berpengaruh terhadap cakupan imunisasi dasar lengkap, sedangkan DAK Non Fisik Bidang Kesehatan Kesehatan berpengaruh negatif terhadap indikator cakupan persalinan dengan bantuan tenaga kesehatan maupun terhadap cakupan imunisasi dasar lengkap.

Berdasarkan hasil tersebut, direkomendasikan agar alokasi DAK Bidang Kesehatan diarahkan untuk pencapaian tujuan pemerintah di bidang kesehatan. Memperhatikan terdapat indikasi inefisiensi pada pengelolaan DAK Bidang Kesehatan direkomendasikan juga agar ke depannya alokasi DAK Bidang Kesehatan disesuaikan dengan kebutuhan dan dilakukan peningkatan monitoring, evaluasi, serta pemeriksaan pada pengelolaan DAK Bidang Kesehatan.


Health development is one of the government’s major programs as outlined in the National Long-Term Development Plan for the period 2005 – 2025. Its success is marked by an increase in public health status, a decrease in MMR, IMR, and clean and healthy living behavior. This is in line with the government's goals in allocating the Specific Allocation Fund for the Health Sector.

This study tries to examine the effect of the Specific Allocation Fund for Health with Health development indicators in the form of childbirth with the assistance of health professionals and complete basic immunization coverage.

The results showed that the infrastructure Specific Allocation Fund in the Health Sector had a negative effect on the indicators of delivery coverage with the assistance of health professionals but did not affect the complete basic immunization coverage, while the Non-Physical that the Specific Allocation Fund in the Health Sector had a negative effect on the coverage indicators of deliveries with the assistance of health professionals as well as on the complete basic immunization coverage. 

Based on these results, it is recommended that the allocation of DAK in the Health Sector is directed towards achieving the government's goals in the health sector. Taking into account that there are indications of inefficiency in the management of DAK in the Health Sector, it is also recommended that in the future the allocation of DAK in the Health Sector be adjusted to the needs followed by increased monitoring, evaluation, and examination of the DAK management in the Health Sector."
