"Kemajuan teknologi informasi kini telah dapat membuat kecerdasan buatan (artificial intelligence) yang masuk pada berbagai bidang teknologi, salah satunya yaitu sistem video surveillance. Terintegrasinya sistem video surveillance dengan artificial intelligence membuat sistem dapat melakukan analisis secara otomatis sesuai kebutuhan dari penggunanya yang dapat membantu dalam penegakan hukum, perlindungan keamanan, analisis bisnis, analisis lalu lintas, dan berbagai kegiatan lain dalam implementasinya. Selain memiliki banyak manfaat, dalam penggunaan dan penyelenggaraan sistem video surveillance terdapat dampak negatif pula yang sedang diperdebatkan yaitu isu mengenai privasi, keamanan nasional dan keadilan sosial. Hal ini dapat merugikan tidak hanya individu, namun juga masyarakat keseluruhan bahkan Negara. Belum ada pengaturan yang secara jelas dan eksplisit mengatur mengenai sistem video surveillance di Indonesia, maka dari itu penulis perlu menganalisis secara mendalam peraturan- peraturan di Indonesia dari segi penyelenggara usaha layanan sistem video surveillance yang dikaitkan dengan kewenangan negara mengatur penyelenggaraan usaha, sebab penyelenggaraan usaha juga akan berujung pada penggunaan sistem video surveillance. Penelitian ini bersifat preskriptif dengan pendekatan yuridis-normatif. Di Indonesia pengaturan jasa layanan sistem video surveillance terbagi dalam beberapa klasifikasi usaha yaitu sebagai perdagangan sistem video surveillance, penyelenggara sistem elektronik dan penyelenggara sistem keamanan dengan masing-masing peraturan serta otoritas kewenangan Negara yang menaunginya. Selain itu penulis juga memberikan solusi pengaturan sistem video surveillance yang dirasakan dapat menyeimbangkan kepentingan masing-masing pihak dalam penggunaan dan penyelenggaraan sistem video surveillance yang dianalisis berdasarkan peraturan-peraturan sistem video surveillance pada beberapa Negara.

The advance of information technology today has integrated the artificial intelligence into several sectors of technology, including the surveillance video system. The integration of video surveillance system with artificial intelligence makes the system able to perform automated analysis according to the needs of its users which can assist in law enforcement, security protection, business analysis, traffic analysis, and various other activities in its implementation. In addition to having many benefits, in the use and organization of video surveillance system there are also negative impacts that are being debated issues of privacy, national security and social justice. It will not only harm the individuals, but also the entire society even the State. There is no clear and explicit regulations on video surveillance system in Indonesia, therefore the writer needs to deeply analyze the regulations in Indonesia in terms of business service provider of video surveillance system which is associated with the state authority to manage the business, because the business will lead to the use of video surveillance systems. This research is prescriptive with juridical-normative approach. In Indonesia the arrangement of video surveillance system services is divided into several business classifications as trading of video surveillance system, electronic system providers and security system providers with their respective rules and authority of the State authority that oversees them. In addition, the authors also provide video surveillance system arrangement solutions that are perceived to balance the interests of each party in the use and organization of video surveillance systems that are analyzed based on video surveillance system regulations in some countries."

"Permainan video telah menjadi temuan yang mempengaruhi kultur kekinian dan tak bisa diabaikan. Perkembangan permainan video yang semakin realistis dalam menggambarkan realitas dan interaktif menimbulkan banyak permasalahan. Permasalahan seperti terhambatnya perkembangan anak-anak dan paparan terhadap konten dewasa sebelum waktunya mempengaruhi anak-anak, yang di mana banyak permainan-permainan video tersebut sejatinya dipasarkan untuk kaum dewasa, ketimbang anak-anak. Untuk melindungi anak-anak dari dampaknya permainan video game yang memiliki konten dewasa, pemerintah melakukan pelbagai cara, terutama cara yang koersif seperti mengundangkan produk hukum tertentu, yang di mana tidak jarang tidak tepat sasaran dan mempengaruhi para pelaku industri permainan video, di mana ruangan untuk kebebasan berekpresi melalui permainan yang mereka buat dibatasi.Upaya yang dilakukan dalam mencapai tujuan negara dalam melindungi anak di bawah umur dari dampak negatif permainan video tidak harus selalu dalam bentuk peraturan perundang-undangan yang bersifat memaksa, namun dengan menggunakan sistem klasifikasi yang dikelola oleh organisasi otonom yang didekasikan khusus dalam ranah ini, yang di mana akan diikuti oleh para pelaku usaha. Metode ini juga merupakan metode yang mungkin digunakan untuk menyeimbangkan kepentingan negara dan pelaku usaha tanpa perlu menciptakan rintangan yang dapat dieliminasi.

Video game has become an invention that shapes modern culture that cannot be ignored. As video game becoming more realistic in depicting elements that are close to its real-life counterpart and real-time interactivity come a great cost. These costs follow such as disruption of minor’s development and early exposures of materials that are only befitting for adults, as in fact many of video games that are available commercially meant to be sold to mature audience, instead of minor. In protecting minors from negative effect of mature-rated video game, there are attempts taken by the State, especially coercive measure via enactment of laws, which many of them are inaccurate and harm the interest of video game companies, especially their right of express themselves freely through their works, which important to create variation of video game that is available in the market. Attempts to serve the state interest is not always limited to enactment of legal instrument, such as rating system, operated by autonomous institution that will be complied by video game companies, as this is one of the feasible method to be pursued to regulate video game industry that serve interest of most stakeholders, namely government and video game industry as a whole without putting any parties at unnecessary obstacles."

"ABSTRAK
Sales of video surveillance services, especially those integrated with artificial intelligence based services, should be anticipated by the Indonesian government because it can affect cybersecurity stability. On the one hand, data obtained from the operation of a video surveillance system can be useful for the benefit of national security and or law enforcement. But on the other hand, if the data is controlled and misused by criminals and or terrorists, then cybersecurity risks become large. Institutionally, currently in Indonesia, there are at least 4 government agencies that have duties related to business control of video surveillance services, namely the Ministry of Trade, Ministry of Communication and Information, Republic of Indonesia National Police, and National Cyber and Crypto Agency. However, there is no clarity regarding effective institutional construction to strive so that the interests of cybersecurity stability can run in balance with the interests of increasing the digital economy. By applying a normative legal research methodology based on a conceptual approach, three institutional approaches were found that could be chosen to be included in Indonesia cybersecurity policy. However, the author argues that one institution that has its own authority in supervising the business of video surveillance services is the best solution capable of maintaining Indonesian cybersecurity while protecting the privacy rights of citizens."

"PT Telkom sebagai perusahaan telekomunikasi terbesar di Indonesia dengan portofolio bisnis TIMES (Telecommunication, Information, Media, Edutainment, Services) sedang merencanakan implementasi suatu platform yang dapat memberikan solusi terhadap kebutuhan Big Data Video Surveillance Analytic di Indonesia. Dengan adanya kerjasama dengan pihak PT Jasa Marga dalam bentuk pemasangan CCTV di beberapa titik di jalan tol, PT Telkom memulai penelitian Video Surveillance Analytic dalam bentuk pengembangan sistem otomasi analisis trafik. Berlatar belakang masalah tersebut, penelitian ini bertujuan untuk mendapatkan desain dan sekaligus mengimplementasikan solusi Video Surveillance Analytic untuk menghitung jumlah kendaraan di jalan tol. Penelitian ini menggunakan instrumen penelitian berupa notebook untuk mengimplementasikan desain dalam skala kecil. Sumber data penelitian berasal dari data video rekaman CCTV di jalan tol yang dimiliki DDS (Divisi Digital Service). Metodologi penelitian yang digunakan adalah metodologi observasi literatur dan metodologi pengembangan sistem menggunakan metodologi waterfall. Dari hasil wawancara, studi literatur, dan observasi, desain Video Surveillance Analytic yang sesuai dengan kebutuhan PT Telkom adalah sistem yang memiliki arsitektur terpusat menggunakan teknologi Spark. Desain sistem terdiri dari 3 blok yaitu blok masukan Video Streaming, blok Video Stream Collector, dan blok Video Stream Processor. Pengembangan sistem menggunakan bahasa pemograman Java dengan library OpenCV sebagai pengolah video, Spark berfungsi sebagai pemroses data streaming serta algoritma GMM (Gaussian Mixture Model) sebagai algoritma pendeteksi gerak. Metode analisis data menggunakan rumus akurasi deteksi. Hasil analisis data menyatakan bahwa tingkat akurasi penghitungan jumlah kendaraan pada kondisi pagi hari mencapai 98%, pada kondisi siang hari mencapai 94%, pada kondisi malam hari mencapai 50,83% dan pada kondisi macet siang hari mencapai 42,5%. Faktor yang mempengaruhi kurangnya tingkat presisi adalah pencahayaan yang kurang, dan objek bergerak yang tampak berhimpitan (trafik macet). Penelitian ini menjadi awal yang baik bagi perusahaan dalam pengembangan teknologi Spark dan video analytic dalam skala yang lebih besar.

PT Telkom as the largest telecommunications company in Indonesia with a TIMES business portfolio (Telecommunication, Information, Media, Edutainment, Services) is planning the implementation of a platform that can provide solutions to the needs of Big Data Video Surveillance Analytic in Indonesia. With the cooperation with PT Jasa Marga in the form of CCTV installation at several points on the toll road, PT Telkom began research on Video Surveillance Analytic in the form of developing a traffic analysis automation system. Against the background of this problem, this research aims to obtain a design and simultaneously implement a Video Surveillance Analytic solution to count the number of vehicles on the toll road. This research uses a research instrument in the form of a notebook to implement designs on a small scale. The source of the research data came from CCTV recorded video data on the toll road owned by DDS (Digital Service Division). The research methodology used is the literature observation methodology and system development methodology using the waterfall methodology. From interviews, literature studies, and observations, Video Surveillance Analytic design that suits PT Telkom's needs is a system that has a centralized architecture using Spark technology. The system design consists of 3 blocks namely the Video Streaming input block, the Video Stream Collector block, and the Video Stream Processor block. Development of the system uses the Java programming language with the OpenCV library as a video processor, Spark functions as a data streaming processor and the GMM (Gaussian Mixture Model) algorithm as a motion detection algorithm. The data analysis method uses the detection accuracy formula. The results of data analysis stated that the accuracy of the calculation of the number of vehicles in the morning conditions reached 98%, during the daytime conditions reached 94%, at night conditions reached 50.83% and in the daytime traffic jam conditions reached 42.5%. Factors affecting the lack of precision are low lighting and moving objects that appear coincide (traffic jam). This research is a good start for the company in developing Spark technology and video analytics on a larger scale.

Drones atau Unmanned Aircraft Systems (UAS) atau Unmanned Aerial Vehicle (UAV) adalah komponen baru dari sistem penerbangan. Sistem ini merupakan hasil perkembangan mutakhir dalam teknologi kedirgantaraan, yang menawarkan kemajuan yang dapat membuka penggunaan sipil / komersial baru dan lebih baik serta perbaikan pada keselamatan dan efisiensi semua penerbangan sipil. Potensi layanan komersial drone yang inovatif belum pernah terjadi sebelumnya, untuk fotografi udara, jurnalisme, survei, penggembalaan ternak, stasiun relay komunikasi nirkabel, transportasi, pengiriman bantuan darurat di daerah terpencil / tidak dapat diakses, layanan kurir parsel, pengiriman barang secara online, dan sebagainya. Jasa pengiriman barang menggunakan UAV menarik untuk dibahas di Indonesia, karena Indonesia adalah sebuah negara kepulauan dengan banyak wilayah terpencil yang sulit dijangkau oleh alat transportasi konvensional. Penelitian ini merupakan penelitian hukum normatif dengan pendekatan peraturan perundang-undangan yang dilakukan melalui studi kepustakaan dengan studi dokumen atas bahan hukum primer, sekunder, dan tersier. Penelitian ini secara spesifik membahas mengenai jasa pengiriman barang berbasis UAV yang transaksinya dilakukan melalui aplikasi seluler maupun melalui internet. Pembahasan penelitian ini meliputi pengaturan penyelenggara jasa elektronik, pengaturan mengenai UAV secara internasional dan juga nasional, serta bagaimana peraturan hukum di Indonesia untuk jasa pengiriman barang menggunakan UAV.

ABSTRACT
Drones or Unmanned Aircraft Systems (UAS) or Unmanned Aerial Vehicle (UAV) are a new component of the aviation system. These systems are based on cutting-edge developments in aerospace technologies, offering advancements which may open new and improved civil/commercial applications as well as improvements to the safety and efficiency of all civil aviation. The potential of innovative drone commercial services is unprecedented, for aerial photography, journalism, surveying, livestock grazing, wireless communication relay stations, transportation, emergency shipping in remote / inaccessible areas, parcel courier services, online delivery of goods, and etc. The freight service using UAV is interesting to discuss in Indonesia, because Indonesia is an archipelagic country with many remote areas that are difficult to reach by conventional transportation. This research is a normative legal research with the approach of legislation conducted through literature study with document study on primary, secondary, and tertiary legal materials. This study specifically discusses UAV-based courier services which transactions are made through mobile applications and over the internet. The scope of this research includes the regulations of electronic service providers, regulations on UAV internationally as well as nationally, and how the legal regulation in Indonesia for goods delivery service using UAV.

Skripsi ini membahas mengenai pengaturan dan pengawasan sistem pembayaran di Indonesia secara umum. Dalam skripsi juga akan dibahas mengenai efektivitas pengaturan pengawasan sistem pembayaran yang dilakukan oleh Bank Indonesia selaku regulator dan pelaksana fungsi pengawasan. Perkembangan alat pembayaran yang terus mengikuti perkembangan global tentunya harus diikuti pula dengan pengaturan dan pengawasan yang efektif. Dengan menggunakan metode penelitian yuridis normatif dan menggunakan data primer, sekunder dan tersier dapat disimpulkan bahwa pelaksanaan fungsi pengawasan dan pengaturan sistem pembayaran di Indonesia sudah belansung efektif dan sesuai dengan regulasi yang berlaku.

This thesis discusses the regulation and supervision of payment systems in Indonesia in general. In this thesis will discuss the effectiveness of supervision payment systems conducted by Bank Indonesia as regulator and executive oversight functions. The development of payment instruments continue to follow global develoment of payment system. This should be followed by the effective regulation and supervision. By using normative juridical research method and using primary data, secondary and tertiary can be concluded that the implementation of the supervision and regulation functions of the payment system in Indonesia has been going effectively and in accordance with applicable regulations."

Tesis ini membahas tentang pengembangan sistem informasi surveilans Penyakit
yang Dapat Dicegah Dengan Imunisasi (PD3I) yang dikonfirmasi oleh laboratorium
dengan berbasis Web. Hal ini dilatarbelakangi saat ini pemberantasan penyakit
menular merupakan suatu hal penting yang harus didukung dengan sarana yang
sesuai. Untuk itu suatu negara harus mengembangkan, memperkuat, dan
memelihara kemampuan untuk mendeteksi, menilai dan melaporkan kejadian
penyakit menular. Sistem surveilans dengan berbasis Web dan terintegrasi dapat
mendukung dan memperkuat kegiatan surveilans PD3I yang ada sekarang.
Penelitian ini mengenali permasalahan dengan pendekatan sistem. Rancangannya
adalah riset operasional. Pengumpulan data dengan wawancara mendalam,
observasi dan telaah dokumen dilanjutkan dengan analisis konten. Hasil penelitian
menemukan terputus informasi di dalam hirarki pelaporan yang berjalan saat ini
sehingga tidak tepat waktu untuk sampai di pusat. Sistem pelaporan berjenjang
memakan waktu lama. Pengembangan sistem informasi yang terintegrasi yang saat
ini berupa prototype harus terus dikembangkan dan perlunya komitmen dari semua
pihak dapat memperbaiki surveilans PD3I dengan konfirmasi lab sehingga
penanganan kasus dapat dilakukan segera dan mencegah penyebaran penyakit.

ABSTRACT
This thesis discusses about developing surveillance information system on Vaccine
Preventable Diseases (VPD) which are confirmed by laboratory examination and
which are web based. Its background is that controlling communicable diseases is
in important issue that has to be supported with appropriate structures. Therefore, a
country should develop, strengthen, and maintain its capacity to detect, asses and
report communicable disease events. An integrated web based surveillance system
can support and strengthen the existing VPD surveillance activities.
This research recognizes problems with a system approach. Its design is operational
research. Data are collected through deep interview, observation and document
review, which are continued with content analysis. Research results show that there
is an information gap at the report hierarchy in the existing system, so that data
reach the central level not in timely manner. Cascade reporting system takes a long
time. Developing integrated information system as prototype and strong
commitment from related parties can improve VPD surveillance with lab
confirmation, so that case management can be performed immediately and further
spread of the disease can be prevented., This thesis discusses about developing surveillance information system on Vaccine
