"ABSTRAK
Permasalahan bencana banjir tidak hanya dipengaruhui oleh fenomena alam yang ekstrim saja, tetapi juga dipengaruhi oleh kondisi kerusakan lingkungan, fenomena sosial mayarakat serta kebijakan pemerintah dalam upaya mengurangi risiko banjir. Strategi upaya mengurangi risiko banjir dapat dilakukan secara tepat dengan melakukan penilaian risiko banjir meliputi penilaian bahaya, kerentanan dan kapasitas. Penelitian ini bertujuan untuk mengembangkan model penilaian bahaya banjir berdasarkan data kejadian bencana banjir di DAS Kemuning Sampang Madura. Metode penilaian bahaya banjir terdiri dari 2 (dua) antara lain metode indeks topographi modifikasi dan metode kombinasi Geomorphic Flood Index(GFI) dan metode Height Above the Nearest Drainage (HAND). Indeks bahaya banjir dibagi menjadi 3 kelas yaitu rendah (indeks bahaya < 0,333), sedang (indeks bahaya: 0.333 - 0.666), tinggi (indeks bahaya > 0,666). Hasil Indeks Bahaya Banjir model indeks topographi modifikasi diperoleh luas bahaya banjir sebesar 6459 hektar (24%) indeks bahaya tinggi, 8329 hektar (31%) indeks bahaya sedang, dan 11882 hektar (45%) indeks bahaya rendah. Sedangkan hasil Indeks Bahaya Banjir model kombinasi GFI dan HAND luas bahayanya sebesar 1402 hektar (44%) indeks bahaya tinggi, 1271 hektar (40%) indeks bahaya sedang, 504 hektar (16%) indeks bahaya rendah. Model penilaian bahaya banjir metode kombinasi GFI dan HAND disimpulkan memiliki hasil yang sebagian besar mewakili kejadian sebenarnya di Kabupaten Sampang serta mampu mengakomodir model penilaian bahaya banjir sesuai ketentuan pada Perka BNPB No. 2 Tahun 2012 yaitu menggunakan parameter potensi ketinggian genangan, sehingga direkomendasikan sebagai model penilaian bahaya banjir tingkat Kab/Kota berdasarkan data kejadian (histori) banjir.

ABSTRACT
The problem of floods event is not only affected by extreme natural phenomena, but also influenced by conditions of environmental damage, social phenomena and government policies in efforts to reduce floods risk.The strategy to reduce flood risk can be done appropriately with conducting flood risk assessments including hazard assessment, vulnerability and capacity. This study aims to develop a flood hazard assessment model based on historical data on flood event in Kemuning watershed, Sampang-Madura. The flood hazard assessment method consists of 2, including the modified topographic index (MTI) method and the combination of the geomorphic flood index (GFI) method and the height above the nearest drainage (HAND) method. The disaster hazard level is divided into 3 classes, namely low (hazard index <0.333), medium (hazard index: 0.333 - 0.666), high (hazard index> 0.666). The result is a flood hazard index using modified topographic index models that with details of 1182 hectare (24%) high level, 8329 hectare (31 %) medium level, 11882 hectare (45%) low level. While the result is a flood hazard index using GFI and HAND Combination models that with details of 1402 hectare (44%) high level, 1271 hectare (40 %) medium level, 504 hectare (16 %) low level.The flood hazard assessment model of the GFI and HAND combination method is concluded to have results that largely represent the actual events in Sampang Regency and are able to accommodate the flood hazard assessment model according to the provisions of Perka BNPB No. 2 of 2012, namely using parameters of potential inundation height, so it is recommended as a flood hazard assessment model at the district /city level based on the event data (history) of floods."

"DA Citarum Hulu dikenal dengan karakteristiknya yang unik dimana topografinya menyerupai cekungan dan dikelilingi oleh pegunungan. Dengan topografi berupa cekungan, kawasan DA Citarum hulu rawan banjir dan banjir bandang. Seperti di salah satu sub-DASnya yaitu Ciwidey, banjir bandang hampir terjadi setiap tahun dalam 10 tahun terakhir dan menimbulkan banyak kerugian. Berkaitan dengan permasalahan banjir bandang yang ada, perlu diwaspadai kejadian serupa di kemudian hari dengan melakukan kajian berupa upaya mitigasi untuk meminimalkan risiko dan dampak kerugian jiwa dan material. Dalam penelitian ini peneliti menerapkan metode indeks kerawanan banjir bandang yang bertujuan untuk mengetahui karakteristik fisik, hidrologis, dan tata guna lahan serta kawasan rawan banjir bandang di sub DAS Ciwidey Jawa Barat dengan skoring dan pembobotan yang terintegrasi. dalam perangkat lunak berbasis sistem informasi geografis. Dari proses tersebut dihasilkan daerah rawan banjir bandang dengan tingkat kerawanan sangat tinggi sebesar 33,9%, tingkat kerawanan tinggi sebesar 3,49%, tingkat kerawanan sedang sebesar 38,63%, tingkat kerawanan rendah sebesar 15,77%, dan kerawanan sangat rendah. tingkat., 21%.

Upper Citarum DA is known for its unique characteristics where its topography resembles a basin and is surrounded by mountains. "Bencana hidrometeorologi merupakan bencana yang sering terjadi di Indonesia, banjir merupakan bencana yang dominan di Indonesia. DAS Citarum terutama di bagian hulu sejak puluhan tahun dari tahun 1931, 1984, dan hingga saat ini sering mengalami banjir. Peningkatan jumlah penduduk dan kegiatan pembangunan menjadikan wilayah ini menjadi lebih rentan terhadap banjir. Penilaian kerentanan sangat penting untuk menentukan kesiapsiagaan, mitigasi, respon bencana, dan pemulihan. Penelitian ini bertujuan untuk mensimulasikan sebaran wilayah bahaya banjir pada periode ulang 5, 10, 25, dan 50 tahun dan model spasial kerentanan wilayah terhadap banjir dengan memetakan bahaya banjir berdasarkan analisis pemodelan numerik hidrodinamika menggunakan software MIKE FLOOD. Peta genangan yang dihasilkan akan diintegrasikan dengan data sosial dan demografi seperti kepadatan penduduk, populasi lanjut usia, populasi anak-anak, dan fasilitas kesehatan dengan menggunakan model SMCE (Spatial Multi Criteria Evaluation) yang selanjutnya digunakan untuk menentukan tingkat kerentanan berdasarkan indikator keterpaparan, sensitivitas, dan kapasitas. Hasil penelitian menunujukkan bahwa nilai kerentanan sosial tertinggi 0.24 di Kelurahan Malakasari dan 0.34 di Kelurahan Cangkuang sedangkan kerentanan sosial rendah dengan nilai 0.04 di Kelurahan Wargamekar dan 0.08 di Kelurahan Citeureup.

Hydrometeorological disaster is a frequent disaster in Indonesia, flooding is a dominant disaster in Indonesia. Citarum watershed is mainly in the upstream since decade from 1931, 1984, and until now is often flooded. The increasing population and development activities make the region more vulnerable to flooding. Vulnerability assessment is crucial for determining preparedness, mitigation, disaster response, and recovery. This research aims to simulate the distribution of flood hazard areas in the return period of 5, 10, 25, and 50 year and a spatial model of territorial vulnerability to flooding by mapping the flood hazard based on the numerical analysis of the hydrodynamics by using the software MIKE FLOOD. The resulting inundation map will be integrated with social and demographic data such as population density, elderly populations, children's populations, and healthcare facilities using SMCE (Spatial Multi Criteria Evaluation) models which are subsequently used to determine the vulnerability level based on exposure, sensitivity and capacity indicators. Results showed that the value of the highest social vulnerability 0.24 was in Malakasari and 0.34 in Cangkuang subdistric while the low social vulnerability with a value of 0.04 was in Wargamekar and 0.08 in Citeureup subdistric."

"Kota Singkawang merupakan salah satu kota di Provinsi Kalimantan Barat yang berada pada dataran aluvial, sehingga mengakibatkan kota tersebut menjadi rawan akan bahaya banjir. Banjir terjadi setiap tahunnya dan mengakibatkan kerugian baik secara sosial dan ekonomi. Banjir di pusat Kota Singkawang terakhir kali terjadi pada tahun 2016 yang mengakibatkan banyaknya bangunan yang tergenang dan ratusan warga harus dievakuasi. Berdasarkan latar belakang tersebut, penelitian ini ditujukan untuk mengidentifikasi tingkat bahaya banjir, kemudian dilanjutkan dengan melakukan penilaian kerugian ekonomi. Tingkat bahaya banjir diperoleh dengan melakukan overlay pada parameter karakteristik banjir, yaitu frekuensi, durasi, dan tinggi banjir. Metode dalam penilaian kerugian dilakukan dengan metode stratified random sampling dengan total sampel sebanyak 99 sampel, dimana diambil 3 sampel untuk tiap nilai bangunan pada tiap kelas bahaya banjir terdapat 11 nilai bangunan di pusat Kota Singkawang.
Hasil penelitian menunjukkan bahwa daerah penelitian di dominasi oleh banjir dengan bahaya rendah dan sedang dengan persentase luasan 44,02 dan 43,03, serta bahaya tinggi sebesar 12.95 yang didominasi pada wilayah barat daerah penelitian. Berdasarkan hasil penilaian kerugian, diperoleh total kerugian akibat banjir sebesar Rp15.838.232.500 1,150 million USD. Terdapat perbedaan sebaran kerugian pada wilayah barat dan timur daerah penelitian, dimana kerugian pada wilayah barat lebih tinggi karena didominasi oleh bangunan-bangunan dengan kategori usaha. Hasil penelitian tidak hanya sebatas jumlah kerugian, namun juga melihat distribusi spasial dari kerugian tersebut. Penelitian ini dilakukan sebagai upaya pengembangan mitigasi bencana pada wilayah dengan tingkat bahaya banjir serta kerugian ekonomi yang tinggi, serta dapat digunakan sebagai acuan dalam proses perencanaan pembangunan agar lebih memperhatikan aspek kebencanaan.

Singkawang City is in the Province of West Kalimantan, which is located above an alluvial plain, that causing the city to be prone of flood. Floods that occur annually have result in social and economic losses. The last flood that occurred in the centre of Singkawang City happened in 2016, which resulted in many flooded buildings and hundreds evacuated resident. Based on that background, this research is to identify the hazard level of flooding and then proceed with the assessment of economic losses based on the floods that occurred. The flood hazard level is obtained by overlaying the flood characteristics parameters, i.e. frequency, duration, and height of the flood. The method for assessing the rate of the damage is done by stratified random sampling method with total sample of 99 samples, in which 3 samples were taken for each building value in each level of flood hazard there are 11 building values in the centre of Singkawang City.
The result showed that the region was dominated by floods with high and medium classification, with percentage of area 44,02 and 43,03, and high classification with percentage of 12,95, which is dominated in western part of the region. The loss assessment for this research shows that the total loss from the flood is Rp15.838.232.500 1.150 million USD. There is a difference in the distribution of losses in the western and eastern part of the research area, where the losses in the western part of the region are higher, which is because it is dominated in the business district. The result of this study not only limited to the amount of losses, but also to identify the spatial distribution of these losses. This research is conducted as an effort to develop disaster mitigation in areas with high flood hazard and economic losses, also can be used as a reference in the regional development to pay more attention to the disaster aspect.

Laju pertumbuhan penduduk dan kepadatan penduduk yang tinggi menyebabkan kompleksitas permasalahan lingkungan, salah satunya adalah permasalahan banjir.  Laju pertumbuhan penduduk yang tinggi mendesak ruang-ruang terbuka hijau dan sempadan sungai berubah menjadi wilayah-wilayah yang padat dengan permukiman seperti yang terjadi di Daerah Aliran Sungai (DAS) Ciliwung. Ancaman bencana banjir, kondisi sosial dan ekonomi serta pembangunan infrastruktur dari hulu sampai dengan hilir DAS Ciliwung semakin meningkatkan risiko bencana banjir di DAS Ciliwung. Tujuan penelitian ini adalah menganalisis ancaman bencana banjir, kerentanan (sosial dan ekonomi), kapasitas daerah dan masyarakat di DAS Ciliwung, menganalisis risiko bencana banjir di DAS Ciliwung, menganalisis alternatif pengurangan risiko bencana banjir di DAS Ciliwung. Metode yang digunakan dalam riset ini adalah metode kuantitatif dan kualitatif dengan menggunakan data sekunder, data primer melalui pengisian kuesioner oleh pemangku kepentingan/Instansi dan penduduk yang terdampak banjir di DAS Ciliwung. Analisis yang digunakan adalah analisis deskriptif-kuantitatif dan analisis AHP untuk menentukan pemilihan alternatif pengurangan risiko bencana banjir. Hasil penelitian menunjukan bahwa tingkat ancaman bencana banjir di DAS Ciliwung baik di segmen tengah maupun di segmen hilir berada dikategori tinggi. Selain ancaman bencana banjir, tingkat kerentanan sosial ekonomi di DAS Ciliwung juga termasuk dalam kategori tinggi. Sedangkan dari sisi kapasitas masyarakat dan daerah, kapasitas masyarakat dan daerah pada segmen hilir lebih siap dibandingkan dengan masyarakat yang berada di segmen tengah. Tetapi walaupun kapasitas pada segmen hilir lebih siap, tidak dapat mengurangi risiko bencana banjir yang tinggi. Permasalahan tingginya risiko bencana banjir diatasi melalui alternatif pengurangan risiko bencana. Berdasarkan hasil AHP, maka diperoleh prioritas alternatif dengan bobot tertinggi yaitu peningkatan efektivitas pencegahan dan mitigasi bencana.

ABSTRACT
The rate of population growth and high population density causes the complexity of environmental problems, one of which is the problem of flooding. The high rate of population growth is urging green open spaces and river borders to change into areas that are densely populated as happened in the Ciliwung River Basin. The threat of floods, social and economic conditions and infrastructure development from upstream to downstream of the Ciliwung watershed further increase the risk of flooding in the Ciliwung watershed. The purpose of this study is to analyze the threat of flood disasters, vulnerability (social and economic), regional and community capacities in the Ciliwung River Basin, analyze the risk of flood disasters in the Ciliwung River Basin, analyze alternatives to reduce the risk of flood disaster in the Ciliwung River Basin. The method used in this research is quantitative and qualitative methods using secondary data, primary data through filling out questionnaires by stakeholders/agencies and residents affected by flooding in the Ciliwung River Basin. The analysis used is descriptive-quantitative analysis and AHP analysis to determine the alternative selection of flood disaster risk reduction. The results showed that the level of flood threat in the Ciliwung watershed both in the middle segment and in the downstream segment was in the high category. In addition to the threat of flood disasters, the level of socio-economic vulnerability in the Ciliwung watershed is also included in the high category. Meanwhile, in terms of community and regional capacity, the capacity of communities and regions in the downstream segment is better prepared than those in the middle segment. But even though capacity in the downstream segment is better prepared, it cannot reduce the risk of high flood disasters. The problem of the high risk of flood disaster is overcome through alternative disaster risk reduction. Based on AHP results, an alternative priority with the highest weighting is obtained, namely the effectiveness of disaster prevention and mitigation."

"ABSTRAK
Kelurahan Bidara Cina mempunyai beberapa titik banjir serta dekat dengan aliran
sungai Ciliwung. Maka dibentuklah SIBAT yang merupakan program dari
kesiapsiagaan bencana berbasis masyarakat. Melalui pendekatan kualitatif, tesis
ini bertujuan untuk mendeskripsikan bagaimana pelaksanaan model intervensi
komunitas pada penanggulangan bencana banjir oleh SIBAT sehingga tingkat
partisipasi masyarakat meningkat. Berdasarkan temuan di lapangan, pelaksanaan
model intervensi komunitas oleh SIBAT pada program kesiapsiagaan tersebut
berhasil disampaikan kepada warga Bidara Cina karena adanya beberapa faktor
pendukung seperti: (a) adanya kerja sama elemen masyarakat; (b) kemampuan
SDM; (c) kemampuan finansial; (d) keterlibatan masyarakat. Adapun kendala
dalam pelaksanaan program seperti: (a) tidak paham fungsi dan tugas (b)
ketidakpercayaan

ABSTRACT
Kelurahan Bidara Cina has some flooding point and close to the Ciliwung river
flow. Then formed SIBAT which is a program of community-based disaster
preparedness. Through a qualitative approach, this thesis aims to describe how the
implementation of community intervention models in flood disaster management
by SIBAT thus increasing the level of community participation. Based on the
findings in the field, the implementation of the intervention model by SIBAT
community preparedness program was successfully delivered to the citizens
Bidara Cina due to several contributing factors such as: (a) the cooperation of
society, (b) the ability of human resources, (c) the financial capability; (d)
community involvement. The constraints in the implementation of programs such
as: (a) do not understand the functions and duties (b) distrust"
