This book is about how societies reach that point when integrity becomes the norm and corruption the exception in regard to how public affairs are run and public resources are allocated. It primarily asks what lessons we have learned from historical and contemporary experiences in developing corruption control, which can aid policymakers and civil societies in steering and expediting this process. "Beberapa negara didunia masih menganut sistem kontrol piramida yang sebagian besar kepemilikan dikuasai oleh orang-orang tertentu, yang disebut dengan perusahaan keluarga. Beberapa penelitian terbaru menunjukkan bahwa sistem kontrol piramida bisa membawa perusahaan kedalam masalah serius dan berdampak secara ekonomi makro ketika perusahaan keluarga tersebut memiliki porsi yang cukup besar dari sektor-sektor fundamental pada negara tersebut. Jenis masalah ini yang terjadi di indonesia, sebagai salah satu negara dengan menganut sistem kontrol piramida. Salah satu kasus yang terkenal adalah apa yang telah terjadi di Bank Century, di mana manajemen (keluarga) yang dilakukan dalam kejahatan, karena mereka mengambil keuntungan untuk diri mereka sendiri, yang membawa Bank Century menjadi bangkrut namun akhirnya diambil alih oleh pemerintah untuk menghindari gelombang efek yang lebih besar. Karena pengambil alihan tersebut maka Bank Century dimiliki oleh pemerintah, menjalankan Bank Century harus berdasarkan undang-undang nomor BUMN 19 tahun 2003. Mencegah masalah yang disebabkan oleh sistem kontrol piramida, OECD menyatakan dengan jelas bahwa kerangka kerja tata kelola perusahaan harus melindungi dan memfasilitasi pelaksanaan hak pemegang saham.

"ABSTRACT
The role of NGOs is important because it is carried out directly by the community in general without any restrictions in terms of both quantity and time, so it is expected that it is difficult for collusion to happen between NGOs and corruptors. However, in practice, the role of NGOs can become elitist and NGOs are not rooted in the community and do not represent the interests of the wider community so that the role of NGOs can be manipulated by officials for personal gains. This study aims to describe the role of NGOs in its function as a social control agent in the eradication of corruption in North Bengkulu Regency. By using a qualitative approach and descriptive type of research, data collection is done through interviews, documentation, and observational studies. The results of this study indicate that there are 3 (three) main roles of NGOs, namely educative, advocative, and investigative roles. The role of non-governmental organizations in building community awareness is only carried out by a small number of NGOs with limited frequency. The role of non-governmental organizations in the form of advocacy on government policies is carried out passively by providing input when requested by local governments such as in meetings or discussions arranged by the government. The role of non-governmental organizations in the form of demonstrations against corruption behavior and practices is still very limited by non-governmental organizations in North Bengkulu. While the role of non-governmental organizations in the form of investigations on corrupt practices has been carried out by almost all non-governmental organizations engaged in the eradication of corruption and the monitoring of the administration of governance in North Bengkulu, but follow-up efforts to encourage an official investigation into the results of the investigation have not been maximized and even some Non-governmental organizations utilize the results of investigations to obtain personal gains."

"Hingga saat ini Indonesia masih menghadapi masalah korupsi atas keuangan negara yang masih tinggi meskipun upaya perbaikan sistem laporan keuangan yang berkualitas sudah diterapkan. Di sisi lain, dengan sistem desentralisasi dan pemilihan langsung atas lembaga legislatif dan eksekutif pemerintahan, divided government akan mendorong terjadinya proses checks and balances yang juga dapat mengurangi korupsi. Penelitian ini bertujuan untuk melihat peran sistem pelaporan keuangan sebagai bentuk dari good governance dan peran divided government terhadap korupsi. Dengan tidak menggunakan variabel korupsi yang berupa persepsi karena bersifat subjektif dan cenderung bias, studi ini menggunakan data korupsi yang bersifat inkracht sehingga dapat menggambarkan kasus korupsi yang sebenarnya terjadi.
Hasil studi menunjukkan bahwa good governance dengan indikator opini BPK yang diperoleh pemerintah kabupaten/kota belum bersifat substantif menggambarkan penggunaan keuangan negara. Akibatnya korupsi masih tetap terjadi pada wilayah yang sudah memperoleh opini terbaik. Sedangkan divided government yang seharusnya mendorong adanya checks and balances justru memunculkan ruang untuk negosiasi dan membuat peluang terjadinya korupsi semakin besar. Terlepas dari hal itu, upaya pemberantasan korupsi pada era pertama presiden Jokowi lebih baik dibandingkan periode sebelumnya.

Indonesia still faces the problem of corruption in the country's finances which are still high even though efforts to improve the quality of the financial report system have been implemented. Furthermore, with a decentralized and direct election system of the legislative and executive institutions, divided government will encourage the process of checks and balances which can reduce corruption. This study aims to investigate the role of financial reporting systems as a representation of good governance and the role of divided government against corruption. Instead of using corruption perception variables which are subjective and susceptible to be biased, this study uses inkracht corruption data that can describe corruption cases that actually occur.
The results of the study show that good governance approached by Audit Board of the Republic of Indonesia (Badan Pemeriksa Keuangan - BPK) opinion indicators obtained by district/city governments have not been substantively describing the use of state finances. As a result, corruption still occurs in the regions even for those which have obtained the best opinion. Whereas divided government, which should encourage checks and balances, promotes situations for negotiations and makes the chances of corruption occurring even greater. Despite on that fact, efforts to eradicate corruption in President Jokowi's first era were better than the previous government.
