"In the context of massive environmental problems in Southeast Asia, the countries in the region have decided, at least in some instances, to create regimes to solve these problems jointly. This empirical observation is surprising, given the Southeast Asian countries? general reluctance to regional cooperation, the governance and budgetary constraints that are typical for developing countries and the huge heterogeneity of the involved countries in terms of environmental vulnerability, economic capacity and hegemonic power. This book analyzes the creation and effectiveness of two environmental regimes, one on transboundary haze pollution and a second on resource management of the Mekong. It will be shown that regime creation is extremely problematic and strategies to overcome conflicting actor constellations are mostly lacking."

"Amerika adalah salah satu negara yang fokus memberikan bantuan kepada negara lain. Salah satu bantuan yang diberikan Amerika adalah melalui Millennium Challenge Corporation (MCC). Bantuan MCC di Indonesia dikelola oleh Millennium Challenge Account Indonesia (MCAI) yang salah satu programnya adalah Kemakmuran Hijau. Program Kemakmuran Hijau merupakan program MCC pertama yang berfokus pada upaya mitigasi perubahan iklim. Melalui program Kemakmuran Hijau, dapat dilihat bagaimana politik lingkungan yang dimainkan oleh Amerika melalui MCC di Indonesia, serta apa kepentingan nasional yang ingin dicapai oleh Amerika di Indonesia. Penelitian ini mengambil contoh program yang dikelola oleh Konsorsium pendukung Sistem Hutan Kerakyatan (KpSHK) di Lombok Utara, Lombok Timur, dan Kolaka. Penelitian ini menggunakan teori politik ekologi dari Raymond L. Bryant dan teori kepentingan nasional dengan pendekatan lingkungan dari Simon Dalby. Hasil penelitian antara lain: Pertama, politik lingkungan yang dimainkan oleh Amerika melalui MCC sangat erat kaitannya dengan konsep scientific forestry. Melalui konsep scientific forestry, Amerika ingin menekankan bahwa upaya pengelolaan lingkungan yang paling tepat adalah dengan pendekatan ilmiah dan teknologi. Hal inilah yag kemudian diajarkan oleh MCC kepada para partner dan masyarakat di Indonesia. Kedua, kepentingan MCC di Indonesia dapat dibedakan menjadi dua kategori utama, yaitu ekonomi dan keamanan nasional. Melalui kepentingan ekonomi, MCC berusaha membantu masyarakat Indonesia agar memperoleh peningkatan pendapatan dengan cara pemberdayaan lingkungan. Sedangkan kepentingan dalam bidang keamanan dilandasi pada masalah lingkungan yang tidak mengenal batas wilayah sehingga dampaknya bisa menyebar ke negara lain. Selain itu, keamanan nasional juga erat kaitannya dengan kepentingan ekonomi, yaitu untuk mencegah munculnya kelompok teroris atau separatis. Amerika percaya bahwa upaya pencegahan terorisme dapat dilakukan dengan mensejahterakan kehidupan ekonomi dari masyarakat di suatu negara. Sayangnya, pelaksanaan program MCAI Kemakmuran Hijau belum diiringi dengan kesiapan pihak MCC dan MCAI dalam mengawal pelaksanaan programnya. Sehingga hasil program Kemakmuran Hijau bisa dikatakan menjadi kurang maksimal dalam membantu pemberdayaan lingkungan sekaligus pemberdayaan masyarakat.  

America is one of the countries that focus on providing assistances to other countries. One of the assistance provided by America is through the Millennium Challenge Corporation (MCC). In Indonesia, MCC is managed by the Millennium Challenge Account Indonesia (MCAI), and one of its programs is Green Prosperity. The Green Prosperity Program is the first MCC program to focus on climate change mitigation effort. Through the Green Prosperity program, it can be seen how environmental politics is played by America through the MCC in Indonesia, and what national interests America wants to achieve in Indonesia. This study takes the example of a program managed by a Konsorsium pendukung Sistem Hutan Kerakyatan (KpSHK) in North Lombok, East Lombok, and Kolaka. This research uses the theory of political ecology from Raymond L. Bryant and the theory of national interests with the environmental approach of Simon Dalby. The results of the study include: First, environmental politics played by America through the MCC is very closely related to the concept of scientific forestry. Through the concept of scientific forestry, America wants to emphasize that the most appropriate environmental management efforts are through scientific and technological approaches. MCC then taught this system to the partners and communities in Indonesia. Second, the interests of MCC in Indonesia can be divided into two main categories, which are the economic and national security. Through economic interests, MCC seeks to help the people of Indonesia to increase their income by improving the environment. On the other hand, the interests in the security sector are based on the idea that the environmental issues that know no boundaries may spread and affect national security of other countries. In addition, national security is also closely related to economic interests, which is to prevent the emergence of terrorist or separatist groups. America believes that counter-terrorism act can be done by prospering the economic life of the people in a country. Unfortunately, the implementation of the MCAI Green Prosperity program is not accompanied by the readiness of the MCC and MCAI in overseeing their programs. As a result, the Green Prosperity program is less than optimal in helping environmental and community empowerment."

"Japan and China have a long history of environmental cooperation. In recent years, economic
potential of environmental industry has been well recognized, besides the requirement of environmental protection. Both Japan and China have incorporated green growth into their dominant national strategies and set up high priority for promoting environment and energy related
industries, which serves as the background for further mutually beneficial cooperation. In this
article, we reviewed the history and found that Japan-China environmental cooperation has
developed from government-oriented stage to business-oriented stage. It is more stable against
the complex and volatile international political situation; but stable intergovernmental rela-
tionship is one of the key factors for initiating environmental cooperation projects. Later, we
discussed the opportunities and challenges for Japan-China environmental cooperation con-
sidering the roles of state actor and business power. A systematic scheme was concluded to
analyze the critical factors and dynamic relations for environmental cooperation and business.
Business power has been exerting more and more influence on international and domestic environmental politics. Due to the political limitation of state actors, business power is expected
to be more active in promoting stable and sustainable cooperation. Moreover, environmental
cooperation could also be a key to mitigating the political tensions between Japan and China."
