Ease of investing supports the competitiveness of the region. Currently the licensing process in Boyolali District has a number of problems, among others, not all head of regions/head of Departments agree to delegate their authority to the head of Department of the One Stop Integrated Service (DPM-PTSP), insufficient human resources, and conflict between the licensing agency in the region with the technical unit (formed by the decision of the District Head that consists of elements of the related Regional Work Unit in charge of carrying out the field examination, technical discussion and provide recommendations/considerations regarding a license). The purpose of this study is to describe the efforts of the regional government in solving problems in the delegation of authority to the DPM-PTSP, overcoming the limitation of human resources and the conflict between the technical unit of the licensing services, transparency, accountability and certainty for the applicant. This study is using the qualitative case study approach. Data collection methods were conducted through in-depth interviews, secondary data and field observations. For the validity of the data, the researchers perform data triangulation. The sources of this study are the Head of Boyolali District, the Head of DPMPTSP and its officers. For data processing, the researchers perform open coding, axial coding and selective coding. The findings of this research are that some of the problem are solved by issuing the Boyolali Head of District Regulation Number 10 of 2013 Regarding Implementation Guideline of the Head of District Regulation Number 4 of 2012 (on the Integrated Licensing and Non-Licensing of Boyolali District) to delegate the District Head authority and synchronize the OPD. To overcome the limitations of their human resources, an online licensing application was created to provide an effective and efficient licensing process in Boyolali District."

"Penyelenggaraan perizinan dalam rangka Penanaman Modal dilaksanakan melalui berbagai sistem bermula sebagai embrio pelayanan dengan nama/nomenklatur Pelayanan Terpadu Satu Atap (PTSA) dimana dalam perkembangannya pelayanan itu tersebar dan memiliki aneka penamaan, mulai dari pelayanan bersama, Sistem Administrasi Manunggal Satu Atap (SAMSAT) dan PTSA. Akan tetapi dalam pelaksanaannya masih terdapat hambatan dan belum dapat menjamin serta memberikan pelayanan yang sederhana, cepat, mudah, murah dan transparan bagi masyarakat dan pelaku usaha. Oleh karena itu diharapkan penyelenggaraan perizinan Penanaman Modal saat ini melalui Pelayanan Terpadu Satu Pintu (PTSP) yang merupakan salah satu urusan wajib pemerintahan di bidang Penanaman Modal yang dilimpahkan kepada Pemerintah Daerah mampu memberikan perlindungan dan kepastian hukum, penyederhanaan proses pelayanan, pemberian pelayanan yang cepat, mudah, murah, transparan, pasti dan terjangkau serta mendekatkan pelayanan kepada masyarakat, calon investor dan pelaku usaha.
Tesis ini bertujuan menganalisis bagaimana penyelenggaraan PTSP bidang Penanaman Modal sebelum berlakunya Peraturan Daerah No. 12 Tahun 2013 tentang Penyelenggaraan Pelayanan Terpadu Satu Pintu dan hal-hal apa saja yang menjadi hambatan dalam penyelenggaraannya serta menganalisis apakah penyelenggaraan PTSP bidang Penanaman Modal yang dilakukan oleh Pemerintah Provinsi DKI Jakarta setelah berlakunya Peraturan Daerah No. 12 Tahun 2013 tentang Penyelenggaraan Pelayanan Terpadu Satu Pintu telah sesuai dengan sistem hukum berdasarkan struktur, substansi dan budaya hukum. Penelitian yang akan digunakan peneliti adalah bersifat eksploratif dan deskriptif. Metode yang Penulis gunakan adalah metode penelitian hukum normatif dan bersifat evaluatif.
Hasil penelitian menunjukkan bahwa penyelenggaraan perizinan Penanaman Modal melalui PTSP sebelum berlakunya Peraturan Daerah No. 12 Tahun 2013 tentang Penyelenggaraan Pelayanan Terpadu Satu Pintu masih terdapat hambatanhambatan yang ada dan Pemerintah Provinsi DKI Jakarta dalam penyelenggaraan perizinan Penanaman Modal melalui PTSP setelah berlakunya Peraturan Daerah No. 12 Tahun 2013 tentang Penyelenggaraan Pelayanan Terpadu Satu Pintu telah sesuai dengan sistem hukum berdasarkan sistem, substansi dan budaya hukum.

Investment licensing was implemented through various systems began as an embryo with the name/nomenclature One Roof Service (ORS) where the services were scattered and had various naming, ranging from joint service, One Stop Corporate Administration (OSCA) and ORS. However in its implementation there are still obstacles and have not been able to guarantee and provide as well as offer a service that simple, fast, cheap and transparently to the public and business operators. Hence it is expected that the implementation of investment licensing now through One Stop Service (OSS) which is one of the mandatory government affairs in the field of investment sector are delegated to local governments are able to provide protection and legal certainty, simplification service process, service delivery rapid, easy, cheap, transparent, definite and afforadable as well as facilitating the public, potential investors and business operators.
This thesis aims to analyze how the implementation of OSS investment before the enactment of local regulation, which was recorded in the Provincial Gazette as Local Regulation No. 12 Year 2013 on OSS Implementation and what things the obstacles in its commissioning and analyze whether conduct of the OSS investment undertaken by the Provincial Government of DKI Jakarta after the enactment of Local Regulation No. 12 Year 2013 on OSS Implementation were in line with the legal system based on the structure, substance and legal culture. The research will be used by researcher is exploratory and descriptive. The author use normative legal research methodology and tend to evaluative sense.
The results showed that the investment licensing through OSS prior to the Local Regulation No. 12 Year 2013 on OSS Implementation there are still barriers that exist and the Provincial Government of DKI Jakata through the enactment of Local Regulation No. 12 Year 2013 on OSS Implementation were in line with the legal system based on the system, substance and legal culture.

"ABSTRAK
The development of the manufacturing industry is one of the standards for Indonesia's development as a developing country. Domestic investment (DI) and foreign direct investment (FDI) can meet investment needs in this industry. This paper focuses on the nexus of the two types of investment in meeting investment needs in the manufacturing industry and the influence of those investments in relatively capital-intensive and relatively labor-intensive industrial groups. The aim is to evaluate the role of both types of investments and their benefits to the economy not only to the value-added but also in transferring technology and knowledge spillover from FDI to DI. The panel data regression was first to do to observe the differences between groups of relatively capital-intensive industrial samples and relatively labor-intensive industrial samples. The comparison results show that there are significant differences between the two industry groups so that it can be regressed on these two sample types, apart from the regression of the overall sample. The overall sample found that both FDI and DI influence the value-added of the manufacturing industry."
