"Parent or family is the first responsible on the realisation of children social welfare. Through family hope program, as preventive poverty program cross agencies, giving social protection on very poor family (KSM). The research was done to know the family role to enhance children social welfare through family hope program. Data resources in the research were PKH guides, KSM as beneficiaries, and Social Manpower and Transmigration Agency personels in Banjar Regency. Data were gathered through depth interview, observation, and documentary analysis. The result showed that family hope responded positively form beneficiaries. The selves awareness and confidence form beneficiaries on potentiality they have enhance their will to fulfil their responsibility as parents or family to send their children to schools, so that they grow and develop normally. Based on the research finding, it is recommended to the Minister of Social Affairs through the Directorate of Social Assurance, to deveIop program based on the principle that the best environment to grow and develop the children is in parent or family caring and protection."

"The study aimed to review on access, control and networking strengthening of the Joint of Business Group (KUB) fishermen and fisherwomen in managing fisheries resources through Business Development Program of Mina Rural Area (BDPMRA). Descriptive qualitative approach is applied. Data collection is done through FGD, observations and in depth interviews to explore deeply the existing problems. The results showed the weaknesses of gender disaggregated data and monitoring system, lack of data based on the needs assessment, and no government affirmation lead to the lower level of women participation in access and control over BDPMRA program. In addition, the program still marginalizes vulnerable groups of the coastal communities. Nevertheless, the participation of the groups was symbolic at the beginning, it develops into advanced category under the assistance of the instructors or trainers, and finally it can be categorized into self help groups. Networking strengthening through BDPMRA still proceed to developed groups of fishermen and fisher women become independent. Optimizing program measured only by administrative values will result in no change in the position and status of fisherwomen. They are still vulnerable to be subordinated and marginalized community groups. The networking self group of fishenivomen and local entrepreneurs should be strengthened through the establishment of joint venture group that can be used as a learning medium to produce marketable commodities."

"The implementation of regional autonomy that is expected could improve and answer peoples demands. cannot ensure local participation, even many groups are losing their space. The village began disturbed by the policies and rules made by the Local Government which reduce the village autonomy. Therefore, it needs leader who can reinforce village autonomy and also still have to uphold the regional social cultural to empower its people. Taking locus at Sumbersari Village, Purworejo, this study aims to determine the role of village chief in the development of social welfare, especially in community empowerment, in accordance to the village autonomy. The study shown that the roles of village chief has not run optimally, mainly in open public participation in planning and decision making the affects quality of village policy. in addition, superior government intervention in the rural governance and development decreased quality of village autonomy."

"ABSTRACTThe research was meant to know the ability of must-report Institution (IPWL), Nazar Foundation In rehabilitating drug abuse victims. The research Is explorative using qualitative approach, location and respondent chosen purposively In Medan, North Sumatera Province. Data resources were IPWL ofticIaI. Data were gathered through Interview, observation, and analyzed through qualitative descriptive technique. The finding showed that the Institution, Nezar foundation, has been able to rehabilitate drug abuse 40 persons per year before receiving aId from the ministry of social affairs, then 60 people after receiving aid. The rehabilitation ability was supported by adequate facilities and rooms, human resources psychologist, addicted on counce or, human resource (social worker), and operational expenses. But, there was still Iimited In fund and management. It Is recommended to the Ministry of Social Affairs through Directorate of Drug Abuses PreventIon so that keep on giving aid and human resources. Local social agency should be Involved In rehabilitation drug abuse vIctIms at IPWL Nazar. Drug abuse rehabilitation institution pointed as IPWL should be more keenly on the reel condItIon of the clients as regulated."

"Poverty handling program designed to elevate family from poverty so they reach the welfare. One of the method to handle poverty is through empowerment through ability and potentiality development and empowerment. The empowerment meant to enhance women role or wives to support family economy productive on cassava and banana crackers in Playen subdistrict, Gunungkidul regency. The research was done to know family empowerment program to fulfil family needs. Data were gathered through interview and documentary analysis techniques. Data analyzed through qualitative descriptive technique. The finding showed that women (wives) were able to enhance family welfare. That meant economic productive skills could add family income to fulfill family needs especially base needs. It Is recommeded that the Minister of Soslal Affairs and related Institution should always monitor in each women empowerment activity as one of strategies to address problem in enhancing sosia! welfare poor families."

"The research was done to describe the Rehabilitation of Mentally Retardation Institution (BBRSBG) Kartini, in Temanggung giving service to mentally retardation. The education at BBRSBG is given especially to beneficiaries suffering from mental retardation. Informants determined purposively to those as the family of beneficiaries, Institution officials, and religious (Islam) teacher. Data gathered through depth interview, observation, and focus group discussion. Data analyzed through qualitative descriptive technique. The tinding showed that religious service at BBRSBG Kartini has yet optimal. Some the beneficiaries have not yet know, understand, and perform religion reffering to AI Quran. Benehciaries have been yet independent to perform the religion as they believe and lack of teacher and mental guides (in Islam) at BBRSBG, only one person. The men responsible for the program do not give enough motivation to rooms and cottages guides. Based on the conclusion, it is recommended that BBRSBG Kartini should add instructure in Islam religion; Replacementof cottages guides with the same faith with the beneficiaries and those guided; The development of religious knowledge should be implemented to the beneficiaries involving rooms guides; Room and cottages guides should increase creativity on their guidance and using method that suite beneficiaries potentiality. The management should increase and enhance good relation and unite perception among Islam and class teachers, and room/cottages guides. The men responsible for program should monitor and evaluate the implementation of guidance and empowerment at rooms/cottages. The manager of the institution should add supporting devices for effectiveness and running well on Islam mental guidance."

"The study is done to reveal heroism value heritage of Diponegoro Prince in Java War. The approach used was qualitative desciriptive focusing on library study as the main base. Data gathered through tracking various informations collected from several literatures and documents which relevant to the goal of the study. It was found that heroism value from Diponegoro Prince in Java War included extraordinary brave and strong attitude, moral glorious, mental sturdy, and always gave attitude and simple live example. Based on the finding, it is recommended that generation as development pioneers and motivators fulfil independent era, should always base on heroism value heritage of Diponegoro Prince."

"Panti Sosial Marsudi Putra (PSMP) Handayani Sosial melibatkan pekerja sosial PKSA untuk berperan dalam penanganan ABH yang berada di lingkungan keluarga pasca reintegrasi sosial. Dengan pendekatan kualitatif, tesis ini menggambarkan peran pekerja sosial terhadap ABH di lingkungan keluarga pasca reintegrasi sosial. Adapun peran tersebut antara lain melakukan verifikasi, membantu pembukaan dan pencairan rekening tabungan, pemenuhan kebutuhan, pendampingan, penguatan keluarga dan laporan. Hambatan dalam pelaksanaannya antara lain lemahnya kualitas SDM, kurangnya pengawasan pihak PSMP Handayani, lokasi tempat tinggal ABH yang jauh, dan ketentuan/ kondisi dalam PKSA yang dirasa kurang efektif bagi pekerja sosial PKSA.

Panti Sosial Marsudi Putra (PSMP) Handayani involving social workers to role in handling of children in conflict with the law (ABH). With a qualitative approach, this thesis describes the role of social workers within the ABH in the family after social reintegration. The roles include verification, making of savings, meet the needs, strengthening family, and reports. Barriers to implementation include lack quality of social worker, lack monitoring from PSMP Handayani, residence location of ABH far, and terms/ conditions in Child Welfare Program (PKSA) were deemed less effective for social workers."

"Penanggulangan kemiskinan tidak hanya dilaksanakan dengan strategi penurunan beban pengeluaran masyarakat miskin dan rentan melalui program perlindungan sosial (bantuan sosial dan jaminan sosial), tetapi beriringan dengan strategi peningkatan pendapatan melalui Program Kewirausahaan Sosial. Dalam mengoptimalkan program tersebut, diberikan pendampingan program untuk memberikan fokus pada inisiatif usaha, penguatan kapasitas dan prospek wirausaha baru, kemandirian wirausaha, penciptaan ekosistem kewirausahaan yang mendukung inovasi dan kreativitas dan penekanan pada pertumbuhan usaha yang berkeberlanjutan. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis program pemberdayaan melalui kewirausahaan sosial dan peran pendamping program dalam memberdayakan Keluarga Penerima Manfaat (KPM) Program Keluarga Harapan (PKH) yang telah graduasi. Data penelitian diperoleh dari hasil pengamatan melalui observasi, wawancara, dan studi dokumentasi dengan subyek penelitian KPM PKH yang telah graduasi di Provinsi DKI Jakarta. Pendekatan penelitian yang dipergunakan adalah kualitatif dengan jenis penelitian bersifat explanatory. Hasil penelitian menunjukkan bahwa proses pemberdayaan melalui kewirausahaan sosial mencakup perencanaan pembentukan awal usaha melalui identifikasi, pemetaan usaha, dan analisis permasalahan dalam menentukan kebijakan intervensi program yang diberikan kepada penerima manfaat. Lebih lanjut untuk mencapai keberhasilan program, penerima manfaat melakukan identifikasi kebutuhan SDM dan bahan baku, serta meningkatkan kemampuan dan keahlian melalui pelatihan usaha dan pembagian tugas tenaga kerja sesuai dengan keahliannya. Dalam mengembangkan usaha dan pemasaran hasil produk kewirausahaan sosial, penekanan diupayakan pada teknik pemasaran, perizinan, pemanfaatan teknologi, dan pengemasan produk. Hasil kedua menunjukan bahwa pendamping sosial dan mentor bisnis memiliki peran dalam memberikan pendampingan dan pemantauan usaha untuk mempercepat pengembangan usaha KPM. Pendamping sosial dan mentor bisnis melakukan pendataan penerima bantuan program kewirausahaan sosial untuk memastikan ketepatan sasaran penerima bantuan. Selama program berlangsung pendamping sosial memberikan sosialisasi dan motivasi, edukasi berwirausaha, pelatihan, koordinasi perizinan, akses pembiayaan, pemasaran hasil untuk pengembangan usaha KPM. Pasca program kewirausahaan sosial terjadi peningkatan usaha KPM, peningkatan keahlian dan keterampilan usaha, serta perubahan perilaku KPM yang memberikan berdampak sosial terhadap masyarakat sekitar dengan membuka akses lapangan pekerjaan dan kerjasama kemitraan

Poverty abatement is not only accomplished with a strategy of reducing the expenditure duty of the poor and vulnerable through social protection programs (social assistance and social security) but side-by-side with a strategy of increasing income through the Social Entrepreneurship Program. In optimizing the program, program assistance is accommodated in order to focus on business initiatives, strengthening the capacity and prospects of new entrepreneurs, entrepreneurial independence, creating an entrepreneurial ecosystem that supports innovation and creativity and an emphasis on sustainable business growth. This research aims to describe and analyse empowerment programs through social entrepreneurship and the role of program assistants in empowering beneficiary families (KPM) of the Family Hope Program (PKH) that have been certified. The research data were attained from observations through observation, interviews, and documentation studies with research subjects KPM PKH who had certified in DKI Jakarta Province. The research approach used is qualitative with explanatory research. The results of the study show that the empowerment process through social entrepreneurship includes planning the initial formation of a business through identification, business mapping, and problem analysis in determining program intervention policies given to beneficiaries. Furthermore, in order to achieve program success, beneficiaries identify human resource and raw material needs, as well as improve capabilities and expertise through business training and division of labour tasks according to their expertise. In developing the business and marketing the results of social entrepreneurship products, emphasis is sought on marketing techniques, licensing, technology utilization, and product packaging. The second result shows that social mentors and business mentors have a role in providing business assistance and monitoring to accelerate KPM business development. Social assistants and business mentors collect data on beneficiaries of the social entrepreneurship program to ensure the accuracy of targeting beneficiaries. During the program, social assistants provide socialization and motivation, entrepreneurship education, training, licensing coordination, access to financing, and marketing of results for KPM business development. After the social entrepreneurship program, there has been an increase in KPM's businesses, increased business expertise and skills, and changes in KPM's behaviour which has a social impact on the surrounding community by opening access to jobs and partnerships"
