"ABSTRACT
Seorang karyawan memerlukan ruang kerja yang dapat mendukung aktivitas kerjanya. Kenyamanan ruang kerja adalah salah satu hal yang harus terpenuhi. Salah satu hal yang memengaruhi kenyamanan dari sebuah ruang kerja adalah ruang yang tenang, yaitu tidak ada suara bising yang mengganggu ketenangan para karyawan. Menurut Kepmenaker NOMOR : KEP.51/MEN/1999 , kebisingan adalah semua suara yang tidak dikehendaki yang bersumber dari alat-alat proses produksi dan atau alat-alat kerja yang pada tingkat tertentu dapat menimbulkan gangguan pendengaran pasal 1, no.10 . Pada zaman sekarang banyak tempat bekerja yang di dalamnya memiliki berbagai jenis pekerjaan, yaitu pekerjaan bising dan tenang. Kedua jenis pekerjaan ini memang saling terkait dimana dibutuhkan kolaborasi dan interaksi antar para karyawannya agar dapat menghasilkan pekerjaan yang optimal. Penempatan kedua ruang secara berdekatan menjadi solusi untuk memudahkan interaksi para karyawannya. Namun, akan menimbulkan polusi suara yang dihasilkan pekerjaan bising terhadap pekerjaan tenang. Hal ini akan berpengaruh pada kinerja, konsentrasi, komunikasi serta merusak sistem pendengaran para karyawan lainnya, terlebih jika material ruang tersebut bersifat memantulkan suara.

ABSTRACT
An employee needs a workspace that can support his work activities. Working room comfort is one of the things that must be fulfilled. One of the things that affects the comfort of a work space is a quiet room, which is no noise that disturbs the quietness of the employees. According to Kepmenaker NOMOR KEP.51 MEN 1999 , noise is any undesirable sound sourced from the means of production processes and or work tools which at some level may cause hearing loss pasal 1, no.10 . Today, there are many workplaces in which there are various types of jobs, which are noisy and quiet jobs. Both types of work are indeed interrelated where it takes collaboration and interaction among its workers in order to produce optimal work. Placing the two working spaces close together becomes the solution to facilitate the interaction of the workers. However, it will cause noise pollution resulting in noisy work against quiet work. This will affect performance, concentration, communication and damage the hearing system of other workers, especially if the space material is reflective. "

"ABSTRAK
Perwujudan desentralisasi ditingkat daerah menghasilkan otonomi daerah, dimana dalam proses tersebut selalu dimulai dengan pembentukan daerah. Skripsi ini membahas tentang pembentukan daerah otonom baru Kota Tangerang Selatan. Pembentukan Kota Tangerang Selatan dikarenakan ketidakpuasan masyarakat terhadap kinerja dan pelayanan dari pemerintah daerah Kabupaten Tangerang. Hal tersebut mendorong sebagian masyarakat untuk membentuk daerah otonom baru yaitu Kota Tangerang selatan. Persyaratan dan prosedur pembentukan daerah diatur dalam Pasal 5 Undang – Undang No. 32 Tahun 2004 dimana terdapat syarat administratif, teknis, dan fisik kewilayahan. Dalam penelitian ini digunakan metode hukum normatif, dengan titik berat kepada materi peraturan perundang – undangan yang mengatur pembentukan daerah. Hasil dari penelitian ini menyimpulkan bahwa untuk persyaratan administratif sudah dipenuhi oleh Kabupaten Tangerang, kemudian persyaratan teknis dinyatakan lulus, dan untuk persyaratan fisik calon Kota tangerang Selatan telah memenuhi persyaratannya.

ABSTRACT
Embodiment decentralized regional level generating regional autonomy, which in the process always begins with the formation of the area. This thesis discusses the creation of a new autonomous region of South Tangerang. Formation of South Tangerang City due to community dissatisfaction with the performance and services of the local government of Kabupaten Tangerang. It encourages some people to form new autonomous regions, namely South Tangerang City. The requirements and procedure about the local creation was arrange in Article 5 Code of Law No. 32 Year 2004, wheras administrative, technical, and physical territorial requirements. In doing this research, the method used is normative law method, with emphasis on the rule of code law material which is regulate the creation of new local government. The results of this study concluded that for the administrative requirements are fulfill by Kabupaten Tangerang, then Kota Tangerang Selatan passed the technical requirements and for physical territory requirement, Kota Tangerang Selatan has fulfill all the requirement.

"Penelitian ini bertujuan untuk mengidentifikasi kualitas layanan Perpustakaan Keliling di Perpustakaan Daerah Kota Tangerang Selatan di 7 kecamatan berdasarkan 3 dimensi yang dimiliki oleh LibQual+® yaitu; (1) Information Control, (2) Affect of Services, (3) Library as a Places. Penelitian ini merupakan penelitian deskriptif dengan menggunakan pendekatan kuantitatif, teknik pengumpulan data dilakukan dengan cara menyebarkan kuesioner secara langsung kepada 100 responden yang merupakan pengunjung perpustakaan keliling dan sebelumnya pernah menggunakan layanan perpustakaan keliling.
Penelitian ini menghasilkan suatu kesimpulan bahwa kualitas layanan Perpustakaan Keliling di Perpustakaan Daerah Kota Tangerang Selatan dinilai cukup baik oleh pengunjung perpustakaan keliling. Hal ini dapat diketahui dari kepuasan pengunjung perpustakaan keliling terhadap sebagian besar layanan yang diberikan oleh perpustakaan keliling. Saran terhadap kualitas layanan adalah menambah jumlah koleksi dan armada mobil perpustakaan keliling.

This research aim to identify the quality of the mobile library in South Tangerang at 7 (seven) district by three dimensional owned by LibQual+®, namely; (1) Information Control, (2) Affect of Services, (3) Library as a Places. This research using descriptive method , with quantitative approach, data collection techniques was done by distributing questionnaires directly to 100 respondents who were visitors of mobile library and had previously used this mobile library.
This research results a conclusion that quality of the mobile library in South Tangerang are good enough based on visitors judgment. This can be known from the visitors of mobile library satisfaction based on service which provide by mobile library South Tangerang. Suggestion this research are increase library collection and mobile library vehicle.

"Tesis ini meneliti mengenai akibat hukum terhadap Notaris yang berkedudukan di wilayah yang mengalami pemekaran daerah dikaitkan dengan Undang-Undang Jabatan Notaris UUJN dan Kode Etik Notaris. Notaris yang tempat kedudukannya mengalami pemekaran daerah dihadapkan pada dua pilihan apakah Notaris akan menyesuaikan tempat kedudukannya dengan Surat Keputusan Menteri miliknya yaitu dengan berpindah kantor atau apabila Notaris tidak ingin kehilangan klien karena berpindah kantor maka ia dapat mengajukan permohonan pindah wilayah jabatan kepada Menteri. Menjadi masalah ketika Notaris tidak melakukan penentuan atas dua pilihan tersebut, dan tetap melaksanakan tugas jabatannya tanpa melakukan penyesuaian apapun.
Permasalahan tesis ini adalah bagaimana akibat hukum terhadap jabatan Notaris yang berkedudukan di wilayah yang mengalami pemekaran daerah ditinjau dari Undang-Undang Nomor 2 Tahun 2014 tentang Perubahan atas Undang-Undang Nomor 30 Tahun 2004 tentang Jabatan Notaris dan Kode Etik Notaris, serta bagaimana peran Majelis Pengawas Daerah Notaris dan Dewan Kehormatan Notaris terhadap Notaris di wilayah yang mengalami pemekaran daerah.
Hasil dari penelitian ini menunjukkan bahwa, akibat hukum terhadap Notaris yang tempat kedudukannya berada di daerah yang mengalami pemekaran daerah dan tidak melakukan penyesuaian atas tempat kedudukan ataupun atas Surat Keputusan Menteri miliknya, ialah Notaris tersebut telah melakukan pelanggaran terhadap UUJN dan Kode Etik Notaris.

This thesis examines the legal consequences of a Notary domiciled in an area experiencing regional expansion associated with the Law of Notary UUJN and Notary Code of Ethics. Notary whose place of expansion is faced with two choices whether the Notary will adjust his domicile with his Minister'sDecree by moving office or if the Notary does not want to lose the client by moving the office so he can apply for the transfer of the position to the Minister. It becomes a problem when the Notary does not make the determination of the two options, and keeps his job duties without making any adjustments.
The problem of this thesis is how the legal effect on the position of Notary domiciled in the region experiencing the expansion of the region in view of Law Number 2 Year 2014 on Amendment to Law Number 30 Year 2004 regarding Notary Position and Notary Code of Ethics, how the role of the Regional Supervisory Board of Notary and Board of Notary Honor Notary in the region experiencing regional expansion.
The results of this study indicate that the legal consequences of a Notary whose place of residence is located in an area experiencing regional expansion and not adjusting to the domicile or to his Ministerial Decree, is that the Notary has committed a violation of UUJN and Notary Code of Ethics.

"Skripsi ini membahas implementasi terkait faktor-faktor yang berpengaruh dalam implementasi kebijakan KOMANDAN sebagai suatu kebijakan guna mempercepat penyampaian informasi keuangan daerah ke pusat dan mengintegrasikan seluruh data keuangan menjadi pusat database Sistem Informasi Keuangan Daerah (SIKD). Namun, sejak dipublikasikan pada Desember 2010, implementasi kebijakan KOMANDAN oleh sejumlah Pemerintah Daerah hingga tahun 2013 belum berjalan seperti yang diharapkan. Penelitian ini dilakukan secara Post Positivis dengan desain deskriptif.
Hasil penelitian menunjukkan bahwa implementasi sistem KOMANDAN dipengaruhi oleh faktor-faktor berikut, meliputi faktor kurangnya komunikasi, terbatasnya sosialisasi, inkonsisten kebijakan, terbatasnya kualitas dan kuantitas sumber daya manusia, sanksi yang belum diterapkan, pimpinan yang kurang berperan, dan kurangnya koordinasi antarunit maupun organisasi penyelenggara sistem KOMANDAN.

This thesis discussed about the implementation which related with factors that affect the implementation of KOMANDAN, as a policy to accelerate the delivery of local financial information to the Central and integrate all financial data into a central database of the Local Financial Information System (SIKD). However, since published in December 2010, implementation of KOMANDAN by a number of Local Government has not gone as expected. Research is done in Post Positivist with a descriptive design.
The result showed that system implementation influenced by the following factors, they are lack of communication dan socialization, inconsistent policies, lack of quality and quantity of human resources, the sanctions have not been applied, the less leadership role, and lack of coordination between units and organizations which implement system.

"Penelitian ini bertujuan untuk mendapatkan gambaran evaluasi terhadap implementasi sistem rujukan pada program Jaminan Kesehatan Nasional (JKN) di RSUD Tangerang Selatan dan RSU Bhineka Bakti Husada. Gambaran evaluasi sistem rujukan dapat dilihat pada karakterisitik rujukan medik berjenjang melalui pendekatan mutu (quality) dari Donabedian.
Penelitian menggunakan metode kualitatif. Data primer diperoleh melalui wawancara mendalam terhadap 17 informan yang terdiri dari unsur manajemen dan pelaksana teknis Rumah Sakit, Dinas Kesehatan, kementerian Kesehatan dan BPJS serta observasi langsung di beberapa unit layanan terkait. Data sekunder diperoleh melalui data rekam medik dan register pasien.
Pengukuran terhadap karakteristik sistem rujukan terdiri dari standar input yang meliputi kebijakan sistem rujukan dan kelengkapan fasilitas rujukan. Standar process meliputi alur rujukan, kepatuhan terhadap standar operasional prosedur (SOP), ketentuan rujuk balik, prosedur kegawatdaruratan dan monitoring dan evaluasi, kemudian standar output meliputi rujukan yang tepat dan cakupan rujukan baik di rawat jalan maupun rawat inap.

This study aimed to get an overview of the evaluation of the implementation of the referral system in the National Health Insurance program (JKN) in South Tangerang District Hospital and Bhineka Bakti Husada Hospital. Picture evaluation referral system can be seen in the characteristics of tiered medical referral through quality approach framework quality of Donabedian.
Research using qualitative methods. The primary data obtained through interviews of more than 17 informants consisting of elements of management and technical implementation Hospital, Department of Health, Ministry of Health and BPJS as well as direct observation in several units related services. Secondary data obtained through medical records and registers patients.
Measurement of the characteristics of the reference system consists of standard input covering the referral system policy and completeness of the referral facility. The standard process includes groove reference, adherence to standard operating procedures (SOP), the terms refer turning, emergency procedures and monitoring and evaluation, then standard output includes appropriate referral and referral coverage in both the outpatient and inpatient.

"Pengelolaan sampah perkotaan masih menjadi masalah umum di Indonesia. Pengolahan sampah perkotaan di Indonesia 60% dilakukan oleh TPA. Dalam menangani masalah sampah, dibutuhkan analisis berdasarkan data historis, namun data historis sampah saat ini belum akurat. Maka dari itu, dibutuhkan sistem informasi terintegrasi untuk mendapatkan data sampah yang berkualitas. Penelitian ini bertujuan untuk merancang sistem informasi sampah di Kota Tangerang Selatan berdasarkan metode object - oriented design, dengan standar UML.
Berdasarkan hasil penelitian ini, didapatkan rancangan use case diagram, use case scenario, ERD, class diagram, activity diagram untuk pengembangan software dan mock – up tampilan sistem, DBM yang cocok untuk digunakan adalah MySQL dan berdasarkan analisis manfaat dan biaya, dapat membantu mengurangi biaya pengawas bank sampah serta biaya konsultan sampah.

Municipal solid waste management is still a common problem in Indonesia. The treatment for municipal solid waste in Indonesia is majority 60% by using landfill. To solve municipal solid waste problem, government need to analyze historic data.
Integrated information system is needed to obtain high quality waste data. This research is to design the information system for waste management in South Tangerang by using object - oriented design method. Based on the results of this study, the design of use case diagrams, ERD, class diagrams, activity diagrams for software development were obtained, based on the benefit, and cost analysis, this information system implementation can reduce staffing costs and consultant costs.

"Studi ini bertujuan untuk pengidentifikasian zona reservoar batuan karbonat dari Formasi Baturaja pada Cekungan Sumatera Selatan dengan mengunakan metode inversi seismik. Data yang digunakan adalah data sesimik 3D post stack (441 inline & 449 crossline) serta sumur TA-6. Parameter seismik impedansi akustik dapat memetakan persebaran batuan karbonat pada Formasi Baturaja yang berada diantara batuan pasir dari Formasi Gumai dan Talang Akar. Model persebaran impedansi akustik dari hasil inversi Model Based menunjukkan rentang nilai impedansi akustik pada zona prospek sebesar 10000 m/s.gr/cc - 12000 m/s gr/cc. Dari korelasi antara nilai impedansi akustikdan porositas dapat diketahui persebaran nilai estimasi porositas pada zona prospek sebesar 10-15%. Dengan bantuan ekstraksi atribut amplitudo rms pada peta struktur persebaran batuan karbonat dapat diketahui lingkungan pengendapannya. Sehingga integrasi model hasil inversi impedansi akustik dengan nilai estimasi porositas serta didukung dengan hasil ekstraksi atribut amplitudo RMS menunjukkan pada daerah tinggian Formasi Baturaja terdapat daerah-daerah yang memiliki anomali impedansi akustik rendah dan porositas tinggi yang tersebar pada fasies body karbonat hingga back reef serta pada bagian atas zona tinggian tersebut terdapat lapisan seal sebagai penutupreservoar.

The purpose of this study is to identify reservoir zone of carbonate rock from Baturaja Formation at South Sumatera Basin. The data used from seismic 3D post stack data (441 inline & 449 crossline) and TA-6 log. Acoustic impedance seismic parameter can map the distribution of carbonate rock at Baturaja Formation where is between the sand stone from Gumai Formation and Talang Akar Formation. Distribution model of acoustic impedance from the Model Based Inversion results shows the range value of acoustic impedance at the potential zone is range from 10000 m/s.gr/cc - 12000 m/s gr/cc. From the correlation of values acoustic impedance and porosity, we can infer that distribution of porosity estimation value in potential zone range from 10-15%. With the support of RMS amplitude extraction on map structure of carbonate rocks distribution, the depositional environment can be known. Therefore integration of acoustic impedance inverted results model with porosity estimation results and supported by RMS amplitude attribute extraction results show that at the Baturaja Formation anticlines there are zones that consists of anomaly low acoustic impedance and high porosity which spread out among carbonate body to back reef and at the top part of the anticlines there is a seal as a closure of reservoir."

"The quality of Public services provided by government apparatuses to the community as the realization of the functions of state apparatuses as state servants and public servants needs to be continuously improved to keep abreast with the dynamics and progress of the national development. The demand of the society and business community for improved quality of public service rendering is viewed to be of great importance in entering the on-going globalisation and information era as of today. Accordingly, government apparatuses should be more serious in preparing themselves for anticipating the challenges looming ahead so that they will be well able to optimally implement the government and development-related tasks, particularly in providing quality services to the public at large. It is for this reason and in compliance with the spirit and demand of the reform era nowadays that the City Administration of Tangerang has proudly established the City's Office of Investment and License by virtue of the Decree of the Mayor of Tangerang Number 19 of 2001 , on January 2, 2001, on the Organization and Work Procedures of the Investment and License Office.
The main objective of the establishment is to provide easy and convenient procedures in rendering services to the public for processing various permits and licenses in a bid to create conducive business climate for enhancing more promising economic development in the City of Tangerang. To analyse the quality of the license-issuing services at the Investment and Licence-Publishing Office in the City of Tangerang, the researcher has engaged himself in analyzing the quality of license service-rendering on the basis of the Decree of the Minister of State's Apparatuses Empowerment Number KEP125/M.PAN/2/2004 on the Broad Guidelines for Constructing Public Satisfaction Index of the Service Units of the Goventment Agencies. The aforementioned decree is used as one of the instruments to measure the quality of services offered by various work units/public service offices at both Central and Regional Administrations and tested based on the dimensions like the ones developed by Zeitham et. all, namely : Tangible Dimensions, Responsiveness, Reliability, Assurance, and Emphaty.
From the result of the analysis of license-service rendering at the Investment and Licence Office in the City of Tangerang in terms of how far the quality of license service-rendering offered by Investment and License Office in the City of Tangerang is objectively evaluated by the residents of the City of Tangerang, who have had certain licenses processed and are having such licenses processed ( 150 respondents), it can be concluded that the converted lndeks Kepuasan Masyarakat /Public Satisfaction Index (PSI) index Value x Basic Value = 2,74 x 25 = 68,50, signifying that the Service Quality is Good (equivalent to B), and the Performance of the Work Unit is Good (B). The establishment of the Investment and License Office in Tangerang, which, in license service-rendering, has adopted integrated patterns of public service, has been able to give birth to prime quality of license-service rendering so that the community at large can satisfactorily enjoy:
1. reasonable, highly-reliable, much better and easier license- procuring process provided by the City Administration Apparatuses.
2. avoidance of high cost economy since they obtain a wide array of services from one-roofed services agency.
3. highly motivated economic activity, particularly among business players due to easier and more convenient process to license procurement.
4. change and improvement in the behavior and attitude of apparatuses of Tangerang City Administration, who give first-scale priority of improved service-rendering to the public.
The Tangerang-based Investment and License Office is expected to be able to disseminate more transparent system and procedure of license-issuing service to the community at large, which among others, include mechanism, system and procedures, license-procuring requirements, and costs as well as time needed to have the license properly processed.
