"ABSTRAK
Tujuan Penelitian deskriptif ini adalah untuk mengetahui sikap dosen Fakultas Ilmu Sosial dan Ilmu Politik (FISIP) Universitas Airlangga (Unair) terhadap koleksi, layanan dan fasilitas Perpustakaan Unair. Hasil penelitian diharapkan dapat dimanfaatkan sebagai salah satu pertimbnagan dalam penentuan kebijakan perpustakaan.
Variabel-variabel yang diteliti adalah sikap dosen sebagai cariable utama serta latar belakang pendidikan dosen dan lama mengajar dosen yang diukur dalam satuan tahun sebagai variabel moderator. Populasi adalah Dosen FISIP Unair. Seluruh populasi diambil sebagai responden dengan pertimbnagan ukuran populasi cukup kecil, yaitu 55 orang. Pengumpulan data utama adalah kuesioner yang disususn berdasarkan skala sikap Likert. Sebelum digunakan, kuesioner diuji kesahihan dan kehandalan Spearman-Brown. Di sampint itu, dilakukan pula wawancara terhadap sampel dan pustakawan Unair untuk memperoleh data penunjang.
SKor Sikap sampel kemudian ditafsirkan dan dikonversikan menjadi data deskriptif kuantitatif. Berdasarkan penafsiran tersebut, sampel dikelompokkan ke dalam 6 kategori untuk mendapatkan data berskala nominal. Kategori tersebut adalah sangat negatif, negatif, cenderung negatif, cenderung positif, positif dan sangat positif. Agar dapat disebarkan ke dalam tabel sialng dua arah, sampel pada setiap kategori dibagi lagi menjadi dua kelompok menurut 1) latar belakang pendidikan, 2) lama mengajar, dibawah 7,69 tahun dan diatas 7,69 tahun.
Penelitian ini mengungkapkan bahwa pada umumnya sampel mempunyai sikap posistif terhadap hampir semua aspek koleksi, layanan, dan fasilitas perpustakaan Unair, sedangkan terhadap beberapa aspek lainnya, sampel mempunyai sikap negatif. Hasil analisis sebaran sampel dalam tabel silang memperlihatkan adanya perbedaan yang cukup kecil antarkelompok latar belakang pendidikan dan antarkelompok lama mengajar. Akan tetapi setelah diuji lebih lanjut dengan Uji Kai Kuadrat, perbedaan itu tidak signifikan pada a=0,05. Implikasinya adalah tidak adanya hubungan yang signifikan antar variabel utama dan variabel moderator.
Sikap dosen yang negatif terhadap beberapa aspek dari koleksi, layanan dan fasilitas perpustakaan Unair perlu diminimalkan dengan beberapa pendekatan, antara lain melakukan evaluasi ulang koleksi, layanan, dan fasilitas perpustakaan; menyususn kebijakan barus sesuai dengan kebutuhan dan sikap pemakai; dan merancang program promosi yang komunikatif.

ABSTRACT
This descriptive research was performed to investigate lecttures of Faculty of Social and Political Science of Airlangga University's Library toward collection, services and facilities of library. The research findings hopefully can be used as one consideration in Airlangga University Library policy making process.
Variables been studied were lectures attitude as main variable and lectures vacational backgrounds and lectures teaching periods as moderator variable. Fifty-Five Lectures were choosen as samples using total sampling method. When questionaire disegned, Likert attitude scale was used. Validity and realibility were tested with Pearson's Product Moment Correlation Test and Spearman-Brown's Realibility Coefficient. Samples and Airlangga University Library's librarian were also interviewed to gather main data supplement.
Samples's attitude scores were interpreted and converted into quantitative descriptive elaboration. Based on such interpretation, samples were divide into six categories for setting up nominal scale of measurement. The category are extreme negative, negative, tend to negative, tend to positive, positive, anda extreme postive. Since two-way statistic tabulation was used, samples inm each category were divided again into two group according to 1) their educational backgrounds, 2) their teaching experience periods, below 7,69 years and above 7,69 years.
The research reveals that, in general, samples have positive attitudes toward most all aspects of collections, services, and facilities of library. But they still have negative attitudes toward the rest aspects. In spite of the samples's attitude scores between group seem to be rather diffferent in tabular samples distribution analysis, but statistically with Chi-Square test, the difference are not significant. Those imply no significant relationship betweeen main variables and moderator variables.
Lecture's negative attitude toward some aspect of collections, services, and facilities of Airlangga University Library can be minimized by many approaches, such as revaluating library's collections, services and facilities; developing new policy which is suitable to user need; and designing more communicative promotions program."

"Penelitian ini mengkaji perspektif dosen dan mahasiswa FISIP Universitas Indonesia terhadap kekerasan dalam rumah tangga (KDRT) oleh publik figur dan masyarakat biasa, serta penggunaan restorative justice dalam menangani kasus KDRT. Penelitian ini menggunakan metode kuantitatif dengan survei kuesioner terhadap 97 responden yang dipilih secara accidental sampling. Data dianalisis menggunakan statistik deskriptif untuk memahami persepsi dan perbedaan pandangan terhadap KDRT dan restorative justice. Hasil penelitian menunjukkan bahwa baik dosen maupun mahasiswa menganggap KDRT sebagai tindakan serius, dengan kasus KDRT oleh publik figur dianggap lebih serius karena dampaknya terhadap citra publik. Kedua kelompok sepakat bahwa pelaku harus menanggung tanggung jawab penuh dan menerima hukuman yang tepat serta berat, dengan dosen lebih mendukung penerapan sanksi yang lebih berat dibandingkan mahasiswa. Kedua kelompok sangat mendukung hukuman maksimal bagi pelaku KDRT untuk memberikan efek jera dan memastikan keadilan bagi korban. Mayoritas dosen lebih mendukung penggunaan hukum konvensional, menunjukkan keyakinan pada efektivitas sistem hukum tradisional, sementara mahasiswa menunjukkan preferensi lebih tinggi terhadap restorative justice yang berfokus pada pemulihan hubungan dan rehabilitasi pelaku. Kedua kelompok mendukung pendekatan yang seimbang antara hukum konvensional dan restorative justice, mencerminkan keinginan untuk pendekatan yang lebih manusiawi dan komprehensif dalam menangani KDRT. Tidak ada perbedaan signifikan dalam perspektif dosen dan mahasiswa terhadap seriusitas, tanggung jawab, hukuman, dan sanksi yang tepat pada suami pelaku KDRT, baik untuk publik figur maupun masyarakat biasa. Selain itu, tidak ada perbedaan signifikan dalam pandangan mereka mengenai penggunaan hukum konvensional dan restorative justice, dengan kedua kelompok melihat kelebihan dan kekurangan dari kedua pendekatan tersebut secara seimbang.

This study examines the perspectives of lecturers and students at the Faculty of Social and Political Sciences (FISIP), Universitas Indonesia, on domestic violence (KDRT) committed by public figures and ordinary individuals, as well as the use of restorative justice in handling KDRT cases. This quantitative study used a survey questionnaire administered to 97 respondents selected through accidental sampling. Data were analyzed using descriptive statistics to understand the perceptions and differing views on KDRT and restorative justice. The results show that both lecturers and students consider KDRT a serious offense, with KDRT cases involving public figures seen as more serious due to their impact on public image. Both groups agree that perpetrators must bear full responsibility and receive appropriate and severe punishment, with lecturers more supportive of harsher sanctions compared to students. Both groups strongly support maximum punishment for KDRT perpetrators to provide a deterrent effect and ensure justice for victims. Most lecturers favor conventional law, reflecting confidence in the effectiveness of the traditional legal system, while students show a slightly higher preference for restorative justice, which focuses on restoring relationships and rehabilitating the perpetrator. Both groups support a balanced approach between conventional law and restorative justice, indicating a desire for a more humane and comprehensive approach to handling KDRT. There is no significant difference in the perspectives of lecturers and students on the seriousness, responsibility, punishment, and appropriate sanctions for husbands committing KDRT, whether they are public figures or ordinary individuals. Additionally, there is no significant difference in their views on the use of conventional law and restorative justice, with both groups seeing the strengths and weaknesses of both approaches equally."

"This research is based on appearance of various change, generally in the society and specially in college. Faculty Social Science and Politics University Indonesia ( FISIP-UI) represent one of the faculty which under UI BRIAN ( Legal Body Public of Ownership) is not quit of these problems. To stay at emulation which progressively tighten, FISIP-UI is not only claimed to be able to give best service but it is also claimed to make a change up better continually. Some expert suggest in order can live in emulation era which progressively tighten require to master learning organization. In this bearing, Senge (1994:21) told that organization learning is organization which continually develop its ability to create better future. Later; than transform become organization learning. Senge, 1994 and Senge, et, al 1996 6) said organization must having five discipline, those are Personal Mastery, Mental Model, Shared Vision, Team Learning, System Thinking. This research is done to answer two questions of research, that is : First, How far the Non Academic Staff of organization either State servant or Non State Servant doing the learning organization in FISIP-UI ? Second; What obstacles influence the Non Academic either State servant or Non State Servant on learning organization in FISIP-UI
This research represents descriptive research, using the quantitative and qualitative data. The population is non academic staff whether having state servant status or non state servant. According to the ability of researcher, this research is not include the staffs ruder non regular programs, but concentrate to the staffs of Dean/ faculty, which are the servants who are recruited by and get the salary from the faculty. This Research is done during the month of January, 2004 up to April month. 2004. The amount of population is 131 consists of 71 people of state servant and 60 of non state servant. Research use the sensus methods; therefore all of population is taken as sample of this research; using questionnaires as the tools in collecting quantitative data. From 71 of questionnaires we have distributed to all of non academic staff, we could gather 65 back only. Later, than for non state servant, from 60 questionnaires we have distributed, 57 peoples gave back and the rest, 3 did not give back them. For qualitative data, is done by the un structured interview method to 8 respondent which is assumed having competence or representative to non academic staff of FISIP-UT. After gathering quantitative data later; than processed them using computer by SPSS 10.00 program. Test appliance used the tables of frequency and cross tabulation.
Based on analysis and data interpretation, obtained the result that just a few part of whether the state servant and non state servant of non academic staff is having high grade of learning. The factors of mastering the organization learning are : habit of waiting the order from superior staff or manager, self satisfaction sense, surrender with situation, poor of ability to accurate and investigate. Later; than the less of superior or manager support , in getting news ideas which appear bottom-up ; and also less opportunity to do wrongness in order have ability to develop and run new ideas. Formulation of mission and vision which is not be on down warded and socialized better. Besides, the non academic staff of FISIP-UI is also still less to attend the dialogue, discussion, seminar, meeting etc."
