"Kerjasama pendidikan tinggi ASEAN pada dasarnya dibentuk untuk mendorong pembentukan identitas regional di kalangan generasi muda. Mobilitas pelajar menjadi salah satu program yang berkaitan dengan tujuan ini, salah satunya yaitu AUN-ACTS (ASEAN Credit Transfer System) yang berada di bawah naungan AUN sebagai wadah kerjasama resmi pendidikan tinggi di ASEAN. Namun, kenyataannya, mobilitas pelajar Indonesia di intra-ASEAN masih sangat rendah dan hanya terfokus pada negara anggota tertentu saja. Tulisan ini ditujukan untuk mengeksplorasi dan mengidentifikasi faktor-faktor yang berpengaruh dalam proses penyelenggaraan program AUN-ACTS bagi mobilitas pelajar intra-ASEAN serta menganalisis isu mobilitas pelajar dalam proses regionalisasi pendidikan tinggi di tingkat regional dan global, melalui program AUN-ACTS di Universitas Indonesia. Metode penelitian yang digunakan adalah studi kasus tunggal, dengan wawancara dan studi pustaka sebagai instrumen pengambilan data. Dengan kerangka pemikiran tata kelola multi dan regionalisasi pendidikan tinggi, penulis menemukan bahwa mobilitas pelajar di intra-ASEAN yang masih timpang terjadi karena mahasiswa menjadikan posisi universitas di peringkat dunia sebagai referensi untuk menentukan pilihannya, sehingga lebih memilih untuk pergi ke negara maju. Selain itu, AUN-ACTS masih mengalami sejumlah kendala yang bersifat teknis sebagai akibat dari proses harmonisasi yang belum menyeluruh di seluruh universitas peserta untuk mengakomodasi mobilitas pelajar. Hal ini diperparah dengan kelangsungan kompetisi global yang mendorong negara anggota untuk menjadi lebih individualistik dalam mendapatkan the biggest piece of the pie, melalui kerjasama dengan aktor luar regional yang lebih mumpuni. Dengan penerapan model pengelolaannya yang masih berbasis sukarela, tanpa adanya dorongan maupun insentif khusus, maka sulit bagi universitas maupun negara anggota ASEAN untuk memprioritaskan kerjasama di intraregional. Meskipun telah bergerak menuju harmonisasi pendidikan tinggi, negara anggota ASEAN perlu berkomitmen untuk membantu satu sama lain dalam meningkatkan kualitas pendidikan tinggi dan maju ke tahap kerjasama yang lebih erat.

ASEAN higher education cooperation is formed to encourage the formation of regional identities among its young citizens. Student mobility is one of the programs related to this goal, one of them is AUN-ACTS (ASEAN Credit Transfer System), which is under the auspices of AUN as an official forum for higher education cooperation in ASEAN. However, in reality, the mobility of Indonesian students is still very low and only focused on certain member countries. This paper aims to explore and identify the factors that influence the process of implementing AUN-ACTS program for intra-ASEAN student mobility, and to analyze the issue of student mobility in the higher education regionalization process at the regional and global level, through AUN-ACTS program conducted at University of Indonesia. The research method used is a single case study, with interviews and literature studies as the data collection instruments. Through multi-governance and higher education regionalization framework, the author finds that the unequal intra-ASEAN student mobility occurs because students use universities’ world rankings as a reference in making their choices, hence they prefer to go to developed countries. In addition to that, AUN-ACTS still faces a number of technical problems as a result of the incomplete harmonization process in all of the participating universities to accommodate student mobility. This then exacerbated by the global competition context that encourages member countries to be more individualistic in getting ‘the biggest piece of the pie,’ through collaboration with more qualified actors outside the region. With the implementation of the management model based on voluntary acts, without any special incentives, it is difficult for universities and ASEAN member countries to prioritize intraregional cooperation. While moving towards harmonization of higher education, ASEAN member states need to commit to assist each other in improving the quality of higher education and moving forward to a closer cooperation."

"ABSTRAKPenelitian ini bertujuan untuk menganalisis FKA ESQ-165 sebagai komunitas yang bergerak membangun penyadaran makna hidup dan cita-cita Indonesia Emas 2020. Analisis terhadap FKA ESQ-165 dibangun dengan landasan konsep komunitas dan konsep pembangunan sosial budaya. Konsep komunitas diambil dari Barry Wellman (dalam Delanty, 2003); Jim Ife (2002); Koentjaraningrat (1993); Christenson dan Robinson (dalam Hillery, 1955); Erna Karim (2008), dan Etzioni (1993, 1996). Sementara itu, konsep pembangun sosial budaya diambil dari Amartya Sen (1999); Mahbub Ul-Haq (1995); Selo Soemardjan (dalam Zuraida, 1993); dan Paulus Wirutomo (2011, 2012, dan 2014). Kemudian secara khusus digunakan analisis perspektif pembangunan sosial budaya dengan elemen struktur, kultur, dan proses sosial dari Paulus Wirutomo.Dari sisi metodologi, penelitian ini menggunakan pendekatan fenomenologis, dengan metode studi kasus yang merupakan bagian penting dari studi kualitatif. Subyek penelitian ini adalah komunitas FKA ESQ-165 Jakarta, Bekasi dan FKA- ESQ-165 Tingkat Perusahaan. Total informan 56 orang, dengan rincian 38 orang dipilih berdasarkan teknik random sampling dan 18 didapat dari teknik Snow ball Sampling. Penelitian dilaksanakan selama 16 bulan, dari bulan Mei 2013 ? September 2014. Prinsip pengumpulan data dilakukan dengan empat langkah, yaitu: (1) studi pustaka; (2) observasi; (3) menyebar kuesioner; dan (4) wawancara mendalam. Sementara itu, analisis data dilakukan dengan cara mereduksi data, menyajikan data, dan menarik kesimpulan.Hasil penelitian menunjukkan bahwa, pertautan konsep Indonesia Emas 2020 yang digagas FKA ESQ-165 secara sosiologis memiliki titik temu dengan perspektif pembangunan sosial budaya (PSB) dengan elemen struktur, kultur, dan proses sosial. Keduanya, mengidealkan tatanan masyarakat yang inklusif, toleran, dan harmoni. Gerakan komunitas FKA ESQ-165 menyosialisasikan konsep Indonesia Emas 2020 yang bercirikan nilai 165 dan 7 nilai budi utama sebagai cerminan nilai yang ideal. Operasionalisasi 7 nilai budi utama tersebut dapat dilihat dari level keluarga, intitusi (Al-Jannah Fundation), dan Corporate (PT. Bukit Asam, PT. JNE, PT. Propernas) yang telah membuktikan bahwa 7 nilai budi utama mampu mewujudkan perubahan. Penguatan dari studi ini menunjukkan bahwa elemen kultur sebagai inti dari perubahan sosial budaya (PSB) pada komunitas FKA ESQ-165. Elemen kultur bergerak dinamis dan bersifat siklikal.
