"Indonesia is not one of the claimant states, but Chinese provocation through its fishing vessels which escorted by Chinese Coast Guard has been violating Indonesia Exclusive Economic Zone on South China Sea which is intersected with Nine Dashed Line (NDL). Until now, the synergy among Indonesian power instruments to defend Indonesia’s sovereign rights is still weak, thus the problem identification in this research is how the synergy of the instrument of competent forces in the Indonesian maritime domain to face Chinese Claims on South China Sea. Synergy analysis is seen from three aspects: perspective, policy, and Rules Of Engangement (ROE) applied to operational. This research uses qualitative method to explore research questions deeper, with Soft System Methodology analysis method to approach problems with the comparison between system thinking and real world in a structured way, and supported NVivo to execute the process of data triangulation. Research results show that maritime power instruments of Indonesia do not have a harmonious perspective on NDL yet. This study also shows that policy from policy makers and strategic derivatives from strategy makers of the Government of the Republic of Indonesia's have not been orchestrated, thus appropriate ROE at operational level to confront China's provocation of the South China Sea has not been formulated by adjusting authority with instrument capability. Overall, the study found that the synergy of Indonesian maritime power instruments need to be optimized to deal with Chinese Claims over the territory of Indonesian jurisdiction in the South China Sea."

"Merujuk pada Undang-undang Nomor 30 Tahun 2007 tentang Energi, perkembangan teknik konversi energi listrik dengan menggunakan sumber energi alternatif menjadi menarik untuk diikuti selama beberapa tahun terakhir ini. Skripsi ini membahas mengenai analisis perhitungan potensi daya konversi tenaga gelombang laut dengan menggunakan sistem oscilating water column (OWC) di tiga puluh wilayah kelautan di Indonesia. Sistem ini dipilih karena memiliki banyak keuntungan dibanding sistem lainnya dan sesuai dengan wilayah kelautan dan pantai di Indonesia.
Dari hasil perhitungan daya didapatkan daya terkecil yang dapat dihasilkan adalah sebesar 246,0294 Watt di daerah perairan Selat Malaka, sementara daya terbesar yang dapat dihasilkan adalah sebesar 1.968.235 Watt di daerah perairan selatan Banten hingga Jawa Barat, Perairan selatan Jawa Tengah, Perairan selatn Jawa Timur dan di wilayah perairan Laut Arafuru. Penerapan sistem oscillating water column di wilayah perairan pantai Selat Malaka dapat membantu memberikan kontribusi daya listrik untuk kurang lebih 18 rumah nelayan sederhana pada kondisi pembangkitan minimum dan efisiensi sebesar 11,971%.

Refer to the Law Number 30 Year 2007 on Energy, the development of electrical energy conversion technology by using alternative energy has become an emerging topic in last few years. This thesis discusses about the analysis of the calculation of the potential of sea wave power conversion by utilizing Oscillating Water Column (OWC) system in 30 sea areas in Indonesia. This system is chosen due to its advantages over the other systems and also its suitability towards sea and coast areas in Indonesia.
From the result of the power calculation, it is found that the lowest power that can be produced is 246.0294 watt in Malaka Strait area, while the highest power that can be produced is 1,968,235 Watt in South Banten sea area to West Java, South Central Java sea area, South East Java sea area, and in Arafuru sea area. The implementation of this OCW system in Malaka Strait coast area can help to contribute electrical power supply to approximately 18 small fisherman's houses at the minimum generating condition and efficiency around 11.971%.
