"ABSTRAK
Negara Kesatuan Republik Indonesia merupakan merupakan negara kepulauan terbesar di dunia dikelilingi oleh 81.000 km garis pantai yang terbentang luas dari Sabang hingga Merauke. Sebagai negara kepulauan terbesar di dunia, Indonesia mempunyai potensi besar menjadi poros maritim, akan tetapi potensi besar tersebut mengundang faktor ancaman yang tidak kalah besar nilainya terhadap keamanan perairan Indonesia. Kondisi geografis dan geopolitik Indonesia yang strategis menjadikan wilayah laut Indonesia sebagai alur lalu lintas laut pilihan kapal-kapal dunia dan membuat keamanan wilayah perairan Indonesia serta jalur laut menjadi hal yang penting untuk diperhatikan.Adapun segenap permasalahan atas maritim Indonesia meliputi keamanan dan keselamatan wilayah perairan Indonesia, maraknya pencurian sumber daya alam, sumber daya hayati di Indonesia, hal ini membuat maraknya penyelundupan, serta pembuangan limbah di wilayah perairan Indonesia karena kurangnya pengawasan. Untuk kegiatan di laut, penggunaan alat bantu navigasi dan keselamatan di perairan yaitu Automatic Identification System AIS dimana peralatan ini digunakan oleh sebagaian kapal dan merupakan ketentuan yang harus digunakan dalam pengguna kapal di laut.Bakamla melihat AIS adalah peralatan yang dapat dianalisis dalam Rangka Menjaga keamanan dan keselamatan di wilayah perairan Indonesia . Perancangan penelitian ini adalah perancangan sistem pendukung keputusan berbasis AIS. Perancangan konsep sistem pendukung keputusan tersebut dilakukan dengan membandingkan nilai yang didapat dari jumlah anomali dan nilai normal dari penilaian yang telah dilakukan. Nilai perbandingan jumlah normal dan jumlah anomali akan menghasilkan sebuah kesimpulan, dimana hasil tersebut didapat dari akumulasi terbanyak sifat kapal yang dikategorikan sebagai anomali atau normal. Sifat anomali dibagi menjadi dua, yaitu anomali identitas dan anomali behavior perilaku .Kesimpulan yang didapatkan menunjukan bahwa perangkat AIS merupakan peralatan keselamatan di kapal yang paling murah dan terjangkau untuk dipasang di kapal. Namun kita sebagai penegak hukum dapat menggunakan monitoring perangkat tersebut untuk melakukan pemantauan wilayah maritime. Perlu menjadi perhatian ada peningkatan Sumber Daya Manusia SDM sehingga pemanfaatan teknologi dapat dilakukan dengan effisien dan efektif dalam menjaga keamanan dan keselamatan di wilayah Indonesia. Diperlukan satu Badan/lembaga yang berfungsi sebagai pengelola sistem manajemen data dan informasi yang terpusat dan terintegrasi sehingga memiliki kewenangan langsung untuk memberikan perintah kepada kapal dan unsur/ patrol lapangan untuk bergerak ke suatu tempat.Kata Kunci: Automatic Identification System, Anomaly Identitas, AnomalyBehaviour, Sistem Pendukung Keputusan.

ABSTRACT
Republic of Indonesia is the largest archipelago country in the world which surrounded by 81.000 km coastline from Sabang to Merauke. As the biggest archipelago country in the world, Indonesia has a great potential to be maritime spindle, however it may attract great threats to its ocean. The strategic geographic and geopolitics of Indonesia caused its marine areas as a main chosen traffic flow for international vessel and the safety of the marine areas made it as the important attention.The problems of Indonesian maritime such as security and safety of marine, stealing increment of natural and biological resources, as an effect of minimum supervision it is invite an aggressive smuggler, and waste dump in the marine areas. For activities in the ocean, are done by the utilisation of navigation and safety tools in the ocean known as Automatic Identification System AIS , this equipment used by most vessel and as the one of requirement tool to be use by vessel in the ocean.BAKAMLA observes AIS could be used as an analysis tools to maintain the safety and security of Indonesian marine areas. The design of this research is a decision support system based on AIS. The concept planner supporting decision could be used by comparing value from numbers of anomaly and normal value from the assessment that has been done. The comparison of normal value and numbers of anomaly will result a conclusion taken from the biggest accumulation of vessel nature categorised as anomaly or normal. Nature of anomaly divided by two, anomaly identity and anomaly behaviour.The conclusion shows AIS as security equipment, is the most economical and affordable tools equipment to be used in vessel. And we as law enforcer, could use this monitoring equipment AIS to monitor our maritime areas. It is should be concern the need to improve our human resources so the utilization of technology could be used efficiently and effectively to maintain the safety and security of Indonesia territory. And it is necessary to have an institution that serve to manage the data management system and information, which is integrated and centralized so has direct authority to give a command to the said vessel and field patrol to move to a certain course. "Tesis ini membahas tentang upaya penanggulangan praktik penangkapan ikan ilegal melalui kerangka regional, yaitu Regional Plan of Action (RPOA) to Promote Responsible Fishing Practices, including Combating Illegal, Unreported and Unregulated (IUU) Fishing in the Region. Penelitian ini akan menggunakan studi kasus praktik penangkapan ikan ilegal yang terjadi di Wilayah Pengelolaan Perikanan Republik Indonesia (WPPRI), dengan latar belakang bahwa kasus praktik penangkapan ikan ilegal yang terjadi di WPPRI semakin meningkat dari tahun ke tahun. Penelitian ini adalah penelitian yang menggunakan pendekatan deskriptif analisis, dimana metode akan menjelaskan permasalahan yang dianalisis melalui penjelasan hubungan kausal (sebab-akibat) antara variabel independent dan dependent melalui pengajuan hipotesis. Penelitian ini akan berusaha menjelaskan mengapa praktik penangkapan ikan ilegal masih terjadi dan bahkan meningkat di contoh kasus WPPRI, pada saat RPOA-IUU Fishing diberlakukan, yang menjadi pertanyaan dan permasalahan dalam penelitian ini.
Hasil penelitian yang diperoleh adalah RPOA-IUU Fishing belum dapat menjadi sebuah rejim perikanan yang kuat karena belum memasukkan variabel penyelesaian sengketa (settlement dispute) di dalam kesepakatannya. Apabila ada sengketa yang terjadi berhubungan dengan praktik penangkapan ikan ilegal (contohnya, tertangkapnya kapal penangkap ikan asing di suatu wilayah negara pantai), maka penyelesaian sengketa tersebut masih berada dalam kerangka hukum laut internasional atau hukum nasional negara pantai. RPOA-IUU Fishing juga belum dapat menjadi sebuah rejim yang kuat karena dalam konteks Asia Tenggara, negara-negara masih menyimpan potensi konflik mendasar, yaitu masalah delimitasi batas maritim. Sampai saat ini, beberapa negara masih mempersoalkan batas-batas negaranya yang bersinggungan dengan negara lain. Delimitasi batas maritim penting adanya mengingat batas negara sangat diperlukan dalam penetapan batas-batas perikanan suatu negara yang berkaitan dengan sumber daya perikanan yang terkandung di dalam wilayah laut tersebut. Upaya penanggulangan praktik penangkapan ikan ilegal juga menemui kendalanya karena beberapa negara anggota RPOA-IUU Fishing sampai sekarang masih belum meratifikasi beberapa key instruments, seperti UNCLOS dan UN Fish Stock Agreement. Dengan belum diratifikasinya key instruments seperti diatas, maka perilaku negara-negara belum dapat diatur oleh ketetuan-ketentuan internasional.
Hasil penelitian merekomendasikan bahwa rejim RPOA-IUU Fishing perlu membuat satu konsep penyelesaian sengketa (settlement dispute) dalam kesepakatannya, karena karakteristik praktik penangkapan ikan ilegal menyimpan potensi konflik yang memerlukan sebuah konsep penyelesaian sengketa. Delimitasi batas maritime negara juga harus diselesaikan antar negara-negara yang belum menemukan kesepakatan karena mempengaruhi hak atas sumber daya perikanan yang terkandung dalam suatu perairan tersebut. Rekomendasi lain yaitu negara-negara di kawasan Asia Tenggara sepatutnya meratifikasi international key instruments yang telah diatur dalam ketentuan-ketentuan internasional, dimana dengan ratifikasi tersebut maka negara secara sadar berkomitmen dalam upaya penanggulangan praktik penangkapan ikan ilegal.

The focus of this study is the efforts on combating illegal fishing through the regional cooperation, Regional Plan of Action (RPOA) to Promote Responsible Fishing Practices, including Combating Illegal, Unreported and Unregulated (IUU) Fishing in the Region. This research shall study one case which is happen in the Fisheries Management Area of Republic of Indonesia. This research will be an desctiptive-analitical research, which is using an explanation how the problem analized through independet and dependent variable with hyphotesys. This research would explain why illegal fishing still happen and even higher in Indonesian fishing area, when RPOA implemented.
The researcher found out that RPOA hasn`t be a strong fisheries regime yet because there was one variable that hasn`t accommodated yet by RPOA, which is settlement dispute variable. If there was a fisheries dispute, countries will solve these problems by using their own regulations or by using international regulation instruments. The other cause RPOA still hasn`t be a strong fisheries regime because countries over Southeast Asia still kep the potential conflict, which is the delimitation of maritime border. Delimitation of maritime border become important in order to get a border of country. The efforts of combating illegal fishing is also met difficulty when countries, nowadays, still hasn`t ratified the international key instruments.
The researcher suggest that RPOA as a fishries rezime should arrange concept of settlement dispute. Concept of settlement dispute become an important variable because the characteristic of illegal fishing itself kept an potensisl conflict. Other suggestion is the delimitation of border in the Southeast Asia and countries over Southeast Asia should ratified the international key instruments, that has been organized in international arrangements. By ratifying those insternational key instruments, countries show their commitment in efforts to combating illegal fishing in the region."

"Pertumbuhan pesat dalam transportasi maritim telah berdampak signifikan pada kualitas udara akibat emisi dari kapal. Skripsi ini berfokus pada pengembangan sistem pemantauan emisi kapal di Pelabuhan Tanjung Priok menggunakan data Automatic Identification System (AIS). Sistem ini bertujuan untuk memantau dan menganalisis emisi kapal untuk memberikan wawasan yang dapat ditindaklanjuti untuk mengurangi dampak lingkungan. Dengan mengintegrasikan berbagai teknik pemrosesan data, termasuk pre-processing data AIS, basis data, perhitungan waktu berlayar, kecepatan berlayar, dan emisi kapal menggunakan model STEAM, penelitian ini menawarkan pendekatan komprehensif untuk pemantauan emisi. Sistem ini menggunakan pemrograman Python dan kerangka kerja Django untuk membuat dasbor berbasis web yang interaktif, meningkatkan kemampuan pengambilan keputusan otoritas pelabuhan dan pemangku kepentingan. Hasil penelitian menunjukkan potensi sistem dalam memantau emisi secara efektif, mendorong operasi maritim yang berkelanjutan.  

The rapid growth in maritime transportation has significantly impacted air quality due to emissions from ships. This thesis focuses on developing a ship emission monitoring system at the Port of Tanjung Priok using Automatic Identification System (AIS) data. The system aims to monitor and analyze emissions from ships to provide actionable insights for reducing environmental impacts. By integrating various data processing techniques, including pre-processing AIS data, calculating sailing times, sailing speeds, and ship emissions using the STEAM model, this study offers a comprehensive approach to emission monitoring. The system utilizes Python programming and Django framework to create an interactive web-based dashboard, enhancing the decision-making capabilities of port authorities and stakeholders. The results demonstrate the system's potential in effectively monitoring emissions, promoting sustainable maritime operations."

"Directorate General of Monitoring and Controlling Marine Resources and Fishery, Ministry of Marine and Fishery since 2004 had developed Vessel Monitoring System (VMS) aiming at supporting the monitoring and controlling towards illegal fishing that violated the prevailing rules of laws of sea territorial or Exclusive Economic Zones in a state.
The Policy Implementation of VMS should be done in line with the Law Number 3 year 2004 and the Minister's Decree that had been enforced, i.e., the form of monitoring system in fishing using stipulated VMS.
To view the implementation of successive policies, the Hierarchy of Broomley Policies with their influential factprs based on implementation theory of Edward III policy was used. The policy was observed since at its policy, organizational and operational level: Just it was-at its operational level; the policy was measured.
The development of VMS was done to improve the management of fishery resources through implementing monitoring and controlling towards fishing vessel activities as well as increasing the management of the fishery industry done by fishery companies and particularly to raise the law-abiding fishing vessel that fished and/or transported the fish towards the prevailing rules and regulations of managing the preserved, sustainable and accountable fishery.
The research of the success of the implementation of VMS was conducted to evaluate the policy implementation and to know the extent to its impacts towards the accomplishments of VMS policy implementation using VMS method. It was done by taking the object of the implementation in Fishery Harbour of Samudera Nizam Zachman Jakarta. The method of the research used was survey method to 48 fishing vessel industries as the respondents. As for the data analysis, the regression analysis method was adopted and the adopted application to analyse the data was SPSS (Statistical Package for Social Science). The aspects used to evaluate the policy implementation were policy effectiveness, fairness, responsiveness, and procedure; whereas the policy accomplishments were measured with three aspects, i.e., obedience, goals accomplishments and efficiency.
Based on the findings of the research, the policy implementation of the fishing vessel monitoring system with the VMS method had well been performed, and the aspects that obtained the highest score was the procedure aspects, meaning that procedurally the policy implementation had been well carried out. It went the same for the accomplishment of the policy implementation, i.e., the efficiency aspect which was the most successful aspect. Statistically, the application of the policy of fishing vessel monitoring system with the adoption of VMS method gave significant impacts towards the accomplishments of the policy. The implementation aspect that had the biggest impacts towards the accomplishments of the policy was the effectiveness aspects. It mean that, the policy application of the fishing vessel monitoring system with the adoption of VMS method that could be implemented effectively had great impacts towards the accomplishments of such policy.
The conclusion of the research findings was the fact that the VMS was found effective in surveying the fishing activities in the Exclusive Economic Zone in the sea areas in Indonesia in creating the preservation of the fishery resources.
By the result of the research, it was suggested the procedural implementation of the fishing vessel monitoring system had been properly applied, but this aspect gave no significant implication upon the accomplishment of the policy, the government should make an evaluation toward aspect of implementation that had significant influence toward the implication of the policy.

Tesis ini membahas tentang penolakan Indonesia terhadap inisiatif kontra
terorisme Amerika Serikat di wilayah laut yang disebut Proliferation Security
Initiative (PSI). Penelitian ini adalah penelitian kualitatif yang bersifat eksplanatif.
Kajian literatur dalam penelitian ini melihat penolakan Indonesia terhadap PSI
berdasarkan cost and benefit analysis pada aspek internal (kepentingan politik,
kepentingan ekonomi, dan kepentingan militer) dan eksternal (posisi tawar
menawar dan logika konsekuensi). Kesimpulan atas penolakan tersebut adalah
adanya ketidaksesuaian komponen dalam negeri dan kebijakan luar negeri
Indonesia dengan prinsip PSI yang membuktikan lebih banyaknya pengeluaran
yang akan ditanggung daripada keuntungan yang diperoleh.

"Penelitian dilakukan untuk mengembangkan sistem keamanan rumah dengan webcam yang sudah ada saat ini. Sistem keamanan saat ini menggunakan webcam hanya untuk merekam dan menyimpan kejadian dalam bentuk video file. Hal tersebut dirasa kurang cukup aman dikarenakan saat kejadian berlangsung seperti perampokan tidak ada notifikasi kepada pemilik rumah. Maka pada penelitian ini ditambahkan sebuah fitur pada sistem untuk mendeteksi wajah penghuni rumah dan akan memberikan notifikasi ketika ada wajah yang tidak dikenal. Sistem ini juga akan digabungkan dengan akses pintu otomatis menggunakan solenoid door lock. Metode yang digunakan adalah Deep Learning Matric untuk implementasi pada face recognition yang digunakan untuk akses kunci pintu rumah.
Hasil yang didapatkan dari pengujian sistem cukup baik, dimana sistem dapat membedakan penghuni rumah dengan orang asing dengan beberapa kriteria pengujian, diantaranya dengan pengujian jarak webcam dengan orang pada siang sekitar pukul 12.00 sampai 13.00 dan malam hari sekitar pukul 19.00 sampai 20.00 dengan menghadap kearah webcam, pengujian banyaknya wajah yang terdeteksi webcam dalam satu frame, dan notifikasi kepada penghuni rumah. Berdasarkan hasil pengujian dan analisis, banyaknya wajah yang tertangkap bisa lebih dari 3 orang dan untuk persentase akurasi pada pengujian siang hari didapatkan sebesar 91.11% sedangkan pada malam hari sebesar 80%. Dari persentase yang didapatkan, pendeteksian pada siang hari lebih baik dan akurat dibandingkan pada malam hari dikarenakan intensitas cahaya yang mempengaruhi kerja dari algoritma face recognition.

The study was conducted to develop a home security system with a webcam that already exists today. The current security system only uses the camera to record and save events in the form of video files. This is not enough safe because when the incident took place such as a robbery there was no notification to the homeowner. Therefore, in this study added some feature for a system to recognize faces of homeowner and will provide notifications when there are faces that are not known. This system will also be combined with automatic door access using solenoid door lock. The method used is the Deep Learning Matric for the implementation of face recognition which will used for door lock access.
The results obtained from the testing of the system are quite good where the system can distinguish between homeowner and strangers with several testing criteria, including testing the distance of the camera with people at noon around 12:00 to 13:00 and the night around 19:00 to 20:00 by facing the camera, testing the number of faces detected by cameras, and notifications to residents. Based on the results of testing and analysis, many faces can be caught more than 3 people and for the percentage of accurated in daytime testing obtained by 91.11% while at night by 80%. From the percentage obtained, the detection during the day is better and more accurate than at night due to the light intensity that affects the work of the face recognition algorithm.

Dalam beberapa tahun terakhir ini teknologi ldentifikasi berbasis frekuensi radio (Radio Frequency Identification) berkembang dengan pesat. Hal ini diakibatkan oleh beberapa hal salah satu di antaranya adalah besar kebutuhan aplikasi untuk konsumen dengan menggunakan teknologi.
Sistem identifikasi otomatis pengemudi dengan menggunakan teknologi RFID yang dipadukan dengan aplikasi SMS, dibangun untuk mengurangi adanya peluang supir penganti pada armada angkutan dan memonitoring mobilitas armada kendaraan dengan menggunakan GPS.

In recent years the identification technology base on radio frequency ( Radio Frequency Identification ) growth very rapidly. This growth due to an increasing needs of some RFI application for customers.

"Badan Keamanan Laut Bakamla sebagai salah satu instansi pemerintahan yang terbentuk berdasarkan Undang-Undang Nomor 32 tahun 2014 tentang kelautan, memiliki tugas pokok dan fungsi dalam bidang keamanan dan keselamatan di wilayah yurisdiksi laut Indonesia. Dalam menjalankan tugas pokok dan fungsinya, secara umum Bakamla memiliki sistem sistem teknologi informasi dalam upaya mencegah terjadinya pelanggaran-pelanggaran. Pada penelitian ini mencoba pemecahan kasus manajemen risiko pada sistem informasi Bakamla dengan menggunakan metode FMEA. Sekalipun sudah populer di bidang teknik industri, metode FMEA masih sangat jarang dilaporkan penelitiannya terhadap objek sistem informasi. Hal ini menarik untuk dieksplorasi lebih lanjut pada sistem informasi Bakamla. Variabel yang diukur pada penelitian ini adalah occurence frekuensi kejadian, severity dampak dan detection deteksi atau pencegahan dari masing-masing mode kegagalan. Data penelitian diambil terutama berdasarkan dari hasil pengamatan langsung. Penelitian ini mencakup perlindungan terhadap aset informasi di lingkungan Bakamla dengan melakukan penilaian risiko keamanan informasi. Penilaian tersebut dilakukan dengan menggunakan metode Failure Mode Effect Analysis FMEA.
Penelitian ini berhasil membuktikan secara empiris melalui serangkaian hasil percobaan menunjukkan bahwa metode FMEA merupakan salah upaya nyata yang dapat dilakukan untuk mengetahui keadaan tingkat kerawanan dari sistem informasi, mengidentifikasi potensial cause dari berbagai bentuk kegagalan serta mengurutkan prioritas kegagalan berdasarkan nilai RPN. Pada penelitian ini kerangka kerja ISO 27001 digunakan sebagai checklist dari untuk melengkapi daftar rekomendasi aksi penanggulangan mode kegagalan. Dengan demikian Hasil dari penelitian ini yaitu berupa dokumen manajemen risiko yang di dalamnya terdapat Risk Register, yaitu laporan hasil pengelolaan manajemen risiko yang berisikan daftar analisis risiko dan disertai pengendalian risiko sesuai dengan standar ISO 27001 yang dapat digunakan sebagai acuan untuk menangani setiap permasalahan keamanan informasi yang terjadi di lingkungan Bakamla.

Maritime Security Agency Badan Keamanan Laut Bakamla as one of the government agencies formed under Act No. 32 of 2014 concerning marine, have duties and functions in the field of security and safety at sea jurisdiction of Indonesia. In carrying out their duties and functions, generally Bakamla has a system of information technology systems which is an effort to prevent violations. In this paper, writer try solving the case of risk management Bakamla information system using FMEA method. Although it is popular in the fields of industrial engineering, FMEA method is still very rarely reported at research on information system objects. It is interesting to be explored further in the information system Bakamla. The variables measured in this study is occurence frequency of occurrence, severity impact and detection detection issue or prevention of each failure mode. Data were taken primarily on the basis of direct observation. This study includes protection of information assets within Bakamla with information security risk assessment. The assessment is done by using Failure Mode and Effect Analysis FMEA.
This study proved empirically through a series of experimental that the results is indicating FMEA real effort that can be done to determine the condition of vulnerability of the information system, to identify the potential cause of various forms of failure and to prioritize the failure based on the RPN value. In this thesis the ISO 27001 framework is used as a checklist of actions to complete the list of recommendations prevention mode of failure. Thus the results of this research in the form of a document risk management which included a Risk Register, which reports the results of risk management that contains a list of risk analysis and with risk control in accordance with ISO 27001 can be used as a reference to deal with any issues of information security occur in the environment Bakamla
