"Keterlaksanaan konstruksi constructability merupakan sebuah pendekatan yang menghubungkan proses desain dan konstruksi sehingga dapat menghemat waktu untuk menyelesaikan suatu proyek konstruksi Trigunarsyah, 2004. Salah satu konsep dari constructability adalah penggunaan modularisasi pracetak precast . Industrialised Building System IBS merupakan teknik konstruksi dimana komponen ndash; komponennya diproduksi di lingkungan yang terkendali di luar atau di dalam site.
Penelitian ini bertujuan untuk mengetahui faktor pendukung dan faktor penghambat yang paling dominan dalam penerapan IBS serta strategi penerapan konsep constructability yang difokuskan kepada konsep penggunaan IBS untuk meningkatkan kinerja waktu pada proyek Pembangunan Rusun di Indonesia.
Metode penelitian berupa studi kasus pada Proyek Rancang Bangun Pembangunan Rumah Susun Bertingkat Tinggi, Kemayoran yang dibangun oleh Kementerian PUPR Tahun Anggaran Tahun Jamak 2016-2017. Dengan menggunakan metodologi tinjauan pustaka, wawancara semi terstruktur kepada pakar atau praktisi, dan kuesioner kepada kontraktor dan pemilik proyek, diperoleh 3 faktor pendukung yang paling dominan, 4 faktor penghambat yang paling dominan dan 11 strategi penggunaan IBS untuk meningkatkan kinerja waktu.

Constructability is an approach that links the design and construction process so that it can save time to complete a construction project Trigunarsyah, 2004. One concept of constructability is the use of precast modularization precast. Industrialised Building System IBS is a construction technique in which components are produced in a controlled environment outside or inside the site.
This study aims to identify the most dominant enablers and barriers in the application of IBS and the strategy of applying the concept of constructability which is focused on using of IBS to improve the time performance in the apartment construction project in Indonesia.
The research method is a case study on the High rise Apartment Construction Design Build Project, Kemayoran that built by the Ministry of PUPR by Multi Years 2016 2017. Using the literature review methodology, semi structured interviews to experts or practitioners, and questionnaires to contractors and project owners, obtained 3 of the most dominant enablers, the 4 most dominant barriers and 11 IBS use strategies to improve time performance.

"In Order to increase the quality of project implementation much research will need to be carried out in Indonesia and abroad. In 1982 The Business Roundtable's team in the US found that opportunities to reduce project costs and schedules by using existing and new construction technology are lost because construction too often is relegated to operate as a production function separated from financial planning, scheduling, and engineering or architectural design. The Construction Industry Institute's (CII) Task Force defines this term as Constructability, which is the optimum integration of construction knowledge and experience in planning, engineering, procurement, and field operations to achieve overall project objectives.
As the customer, the owner gets what he insist on. As the leader of the project team, the owners play a vital role in using constructability to meet project objectives. Specific project documenting the constructability effort have shown that owners accrued an average reduction in total project cost of 4.3% and in project schedule of 7.5%_ These savings represented a 10-to-1 return on the owner's investment in constructability. Although significant saving can result, the opportunities available are often overlooked by owners.
This research was conducted to study the role of project owners for implementing constructability improvement during conceptual planning phase which leads to an improve project time performance of construction project in Jabotabek Area. A questionnaire survey was used as the method for collecting data. Statistical analysis was performed to analyze the data and to develop a regression model between the role of project owners for constructability improvement during conceptual planning phase and the performance of construction project's schedule.
The result of this study shows a positive linier correlation between the project owner's role for constructability improvement during conceptual planning phase and the project time performance. The main variables are assuring that key individual assigned to the project team each have appropriate experience with the project and clearly state the priority of the project objectives."

"Metode rancang bangun merupakan metode pengadaan yang semakin populer saat ini di Indonesia. Metode ini berbeda dengan konvensional karena desain dan konstruksi menjadi satu entitas. Seluruh tanggung jawab proyek dipikul oleh kontraktor sehingga diharapkan hasil dari proyek menjadi lebih komprehensif. Salah satu faktor keberhasilan untuk proyek rancang bangun adalah mutu proyek memenuhi persyaratan pengguna dan berfungsi dengan baik. Rancang bangun menggunakan sistem dengan jalur cepat. Dengan percepatan pekerjaan yang dilakukan selama konstruksi, hal ini dapat menimbulkan risiko terhadap hasil pekerjaan yaitu kinerja mutu. Penerapan manajemen risiko yang dilaksanakan, diharapkan dapat secara signifikan mengurangi dampak terhadap kinerja mutu proyek.
Tujuan penelitian ini adalah untuk menganalisis risiko (frekuensi dan dampak) dengan mengidentifikasi faktor-faktor yang mempengaruhi kesuksesan percepatan pekerjaan sehingga dapat mengembangkan strategi peercepatan pekerjaan pada proyek rancang bangun untuk meningkatkan mutu berbasis risiko.
Penelitian ini bersifat kualitatif dengan tinjauan literatur terkait faktor risiko yang mempengaruhi kinerja mutu dan kuesioner dengan pakar dan responden yang berpengalaman dalam pengadaan rancang bangun. Faktor risiko yang dianalisis dalam penelitian ini adalah kompetensi pemilik proyek, team leader, dan manajer proyek, kemampuan perencanaan dan pelaksanaan, proses pengadaan, lingkup dan sifat proyek, hubungan kerja antara tim proyek, informasi pemilik proyek, faktor fisik dan lingkungan sosial ekonomi.
Durasi waktu pengurusan perijinan yang tidak dapat diperkirakan merupakan faktor risiko paling dominan pada penelitian ini. Percepatan pekerjaan seperti fast track atau crashing dapat menjadi solusi atau risiko. Perlu disesuaikan dengan pengembangan daftar kegiatan sampai durasi dan urutan pekerjaan pada setiap aktivitas dilakukan super imposed dengan master schedule sehingga dapat dianalisis perbandingan schedule dengan respon risiko dan tidak menggunakan respon risiko. Selain itu perlu dilakukan monitoring terhadap respon risiko secara rutin. Pengembangan strategi ini diharapkan dapat meningkatkan mutu berbasis risiko pada proyek rancang bangun.

Design-build method has become a more popular procurement method in Indonesia. This method differs from other conventional procurement methods because the design and construction is one entity. All responsibilities are taken over by contractors so that the project outcome expected becomes more comprehensive. Design-build applies fast-track system. The work acceleration implemented during the construction will potentially generate risks on the performance, in this case quality performance. The implementation of risk management is expected to significantly reduce the impact of the risk on the quality performance of a project.
The objective of this study is to analyze risks (the frequency and the impact) by identifying factors affecting the success of work acceleration, and thus work acceleration strategy can be developed for design-build project in order to improve risk based quality.
This study is a qualitative research with literature study on factors of risks affecting quality performance and questioners given to experts and respondents who are experienced in design-build procurement. Risk factors analyzed in this study are competence of project owner, team leader, and project manager, planning and execution ability, procurement process, scope and nature of the project, work relationship among project teams, project owner's information, physical factors, and social economy environment. The result of this study is work acceleration strategy on design-build project in order to improve risk based quality performance.
The unpredictable duration of permit issuance has become the most dominant risk factor in this study. Fast track in design work, permit and construction can be done to improve quality of design and build project. Crashing can be done during the construction. However, it is necessary to consider the interface with other jobs and the conformity of the number of human resources, equipment, and material. This result can become a strategy of developing risk based work acceleration in order to improve work quality in design and build project.

"Klaim pada proyek rancang bangun memiliki pengaruh yang cukup signifikan terhadap kinerja waktu dan biaya, khususnya klaim yang ditolak oleh owner karena dapat berlanjut menjadi perkara atau sengketa. Penelitian ini dilakukan untuk membuat sistem pencegahan klaim yang ditinjau dari sisi kontraktor dengan mencegah klaim ditolak oleh owner. Hal ini dilakukan dengan mengidentifikasi berbagai tindakan pencegahan atas faktor risiko dominan penyebab klaim yang berpengaruh terhadap kinerja waktu dan biaya untuk kemudian dianalisa lebih lanjut sehingga terbentuk sebuah sistem pencegahan yang tercakup dalam bentuk checklist.

Claims on design build projects have a significant effect on time and cost performance, especially claims that are rejected by the owner as they may continue to be a legal case or dispute. This research is conduct to create a claims prevention system from the constructor perspective by preventing claims to be rejected by the owner. This is done by identifying the various precautions from the dominant risk factors that are causing the claims which affecting the time and cost performance to be further analyzed thus forming a prevention system that is included in the form of a checklist."

"Pelaksanaan proyek konstruksi infrastruktur dengan sistem kontrak design and build sedang banyak dilakukan belakangan ini dan sangat membutuhkan strategi pengelolaan yang cermat dari tahap perencanaan sampai tahap akhir pelaksanaan proyek. Masalahmasalah yang sering dihadapi dalam pelaksanaan proyek ini pada umumnya adalah masalah penerapan manajemen proyek diantara bagian-bagian divisi yang saling berkaitan satu sama lain dan bisa mempengaruhi produktivitas kerja. Tujuan penulisan ini adalah untuk memberikan masukan kepada para kontraktor yang mengerjakan proyek dengan tipe tersebut, agar dapat meningkatkan perencanaan manajemen proyek yang telah dimiliki menjadi lebih optimal dan efektif. Pada penelitian ini didapatkan total pengembangan kegiatan adalah 21 kegiatan dengan 2 pengembangan kegiatan berbasis PMBOK 2017, dan 19 kegiatan pengembangan berbasis risiko.

The construction of infrastructure projects with design and build contract system is being carried out lately and urgently requires careful management strategies from the planning stage to the final stages of project implementation. The problems that are often faced in the implementation of this project in general is the implementation of project management between divisions of the division that are interrelated with one another and can affect work productivity. The purpose of this paper is to provide input to contractor who worked on projects of this type, in order to improve planning process in project management that have been owned to be more optimal and effective. In this study, the total development activities were 21 activities with 2 development activities based on PMBOK 2017, and 19 risk-based development activities."

"Kompleksitas proyek konstruksi yang meningkat sementara terjadi kehilangan kinerja proyek yang disebabkan oleh batasan yang kaku dan sulit ditembus di antara satuan organisasi, profesi, dan proses di industri konstruksi, menuntut lebih banyak perhatian pada aspek kolaborasi antar organisasi. Studi ini mengambil manfaat dari teori sosial tentang batasan dan budaya organisasi untuk meneliti faktor tambahan yang mungkin berhubungan dengan peningkatan kolaborasi. Dengan menggunakan analisis SEM untuk mengolah data responden, ditemukan bahwa tiga dari lima faktor, yaitu pola rentang batas geografis, budaya organisasi dan konflik, memiliki korelasi yang signifikan terhadap kinerja kolaborasi sehingga strategi kolaborasi kemudian disusun berdasarkan faktor-faktor ini.

Increasing complexity of construction projects on top of the loss of performance caused by rigid dan impermeable boundaries between organizations, professions, dan processes in construction industry, calls for more attention to interorganizational collaboration. This study takes benefit of the social theory of organizational boundaries dan culture to examine additional factors that may be related to improvement of collaboration. Using SEM analyses to process the respondents data, it is found that three factors out of five, a geographical boundary spanning pattern, organizational culture dan conflict, have significant correlation to the performance of collaboration hence the collaboration strategy is formulated based on these factors."

"Saat ini pemerintah akan melakukan pemindahan Ibu Kota Negara (IKN) ke Provinsi Kalimantan Timur, dan kegiatan tersebut membutuhkan pembangunan bangunan bertingkat tinggi untuk penyelenggaraan kegiatan pemerintahan. Pembangunan tersebut akan banyak menggunakan metode kontrak rancang dan bangun karena dapat dilakukan proses percepatan pada tahap desain dan konstruksi yang dilakukan secara paralel. Namun di sisi lain kecelakaan kerja di sector konstruksi di Indonesia mengalami tren peningkatan dari tahun ke tahun yang akan berdampak terhadap keterlambatan proyek, penambahan biaya, penghentian proyek, turunnya citra perusahaan. Oleh karena itu perlu dilakukan proses audit pada keselamatan kerja konstruksi di mana di Indonesia proses tersebut diatur pada Permen PU Nomor 10 Tahun 2021 tentang Pedoman Sistem Manajemen Keselamatan Konstruksi (SMKK). Selama ini proses audit yang dilakukan belum menjadi pembelajaran dan disusun menjadi sebuah pengetahuan. Pada penelitian ini akan dilakukan penyusunan knowledge base untuk pengembangan knowledge management proses audit untuk menjadi pembelajaran dan dapat disusun pangal ilmu pembelajaran khususnya untuk bangunan bertingkat tinggi dengan kontrak rancang bangun. Metode penelitian yang digunakan meliputi studi literatur dan validasi pakar. Hasil dari penelitian ini berupa pengembangan sistem informasi proses audit berbasis risk pada sistem kontrak rancang bangun untuk menjadi knowledge management untuk meningkatkan kinerja keselamatan.

Indonesian Government is actively pursuing the transfer of nation's capital city or 'Ibu Kota Negara' (IKN) to East Borneo Province. The transfer process demands high rise building constructions for executing governance. The constructions themselves would mostly use design and build scheme to merge the design stage and construction stage parallelly for acceleration purpose. However, throughout the recent years, accident level in construction sector in Indonesia experiences inclining trendline which is concerned to cause project delay, cost increase, project discontinuation, and disreputable company's image. Accordingly, construction work safety need to be audited through evaluating the policy in Minister Regulation of General Residency (Permen PU) No. 10 Year 2021 about Guidelines for Construction Safety Management System. To date, the audit process has not been a learning point and established as a knowledge. In this research, there will be study of knowledge base based on Work Breakdown Structure and risks to develop knowledge management of auditing process for further learning and to be established as knowledge especially for high rise building construction with design and build scheme. Research method used includes literature study and expert validation. This research is expected to result on information system development of risk-base auditing process for design and build contract scheme to become knowledge management aiming in increasing safety performance."

"In order to increase the quality of Project implementation much research will need to be carried out in Indonesia and abroad. In 1960 the Government of UK identified many construction projects that were not able to increase the communication and coordination between the design and construction phase. The concept of build ability arose in 1979 in order to enhance the design process by inputting the construction method during the design phase. The Construction Industry Research Information Association (CIRIA) has defined build ability as follows: "the extent to which the design of a building facilitates ease of construction, subject to overall requirements for the completed building?.
Project (CICE) researched into the increasing of quality, efficiency, productivity and cost effectiveness in the construction projects. The research estimates that constructability improvements saved at least 10-20 times the cost of the constructability effort. The Construction Industry Institute, Austin, USA in 1986 defined constructability as ?the optimum use of construction knowledge and experience in planning, engineering, procurement and field operations to achieve overall project objectives?.
The research, which is a partial requirement for a Master degree in construction management at the University of Indonesia, was aimed at understanding the coordinating position and influence of the owner of projects for improving constructability during conceptual planning phase.
The research proceeded to study into the impact of owner contribution for improving constructability during conceptual planning phase. In order to further understand such owner contribution, its impact on project construction cost performance was measured and quantified.
Data of projects constructed in Indonesia were then obtained through questionnaires from official owner representatives of companies hi Jakarta. Variables in the questionnaire which represented owner quality contribution were then correlated to the same project cost performance variable.
In depth analysis of the correlation were then carried out to build regression models of the relationship between quality of owner contribution during conceptual planning phase to project cost performance.
The statistical including validation test needs were also carried out in order to provide the guidelines for increasing knowledge in constructability for future projects in Indonesia.

"The Influence of Improving Constructability during The Design Phase on the Performance of Construction Project Schedule in Indonesia
Constructability as defined by Construction Industry Institute, Constructability Concepts File, The University of texas at Austin as; the optimum use of construction knowledge and experience during the phases of planning, designing, procurement and construction to achieve the project goal. Constructability involves the thought of how to build a project even before it is designed.
Currently there are three issues which dominate constructability applications; design, layout, and construction method. In order to obtain deeper understanding of the potential application of Constructability for Construction Project implementation, the research focussed on the effect of its key characteristics introduced during the design phase on the performance of Construction Schedules in Indonesia.
Data was obtained through questionnaires from project architects and structural engineers of Consultants in 24 Construction Projects executed during the last decade between 1985 - 1995. Correlation and multiple regression analysis were utilized to establish models on the relation between Constructability variables and Construction Schedule Performance. The degree of completing construction projects as measured by actual against planned time performance proved to be related to Constructability variables in a linear manner.
From the analysis of 48 prospective explanatory Constructability variables during the design phase identified three determinants influencing Construction Schedule Performance. The three significant Constructability variables were; to confirm the filing system (x23), to describe the pre-fabrication system (x43), and to define clearly the contractor limit in design document (x12).
Further research provided additional evidence of the existence of Constructability characteristics through dummy variables which were; to eliminated weather problem (x46)."
