"Summary:
On January 2009, President Obama signed the Memorandum on Transparency and Open Government. The memorandum declares the new Administration's commitment to creating an unprecedented level of openness in Government and establishing a system linking three principles: transparency, public participation and collaboration. Since then, federal agencies in the United States and public administrations around the world have embarked on open government initiatives and have worked to redefine their relationship with citizens and with each other. On September 20th, 2011, eight governments gathered in New York City to launch the Open Government Partnership, a new multilateral initiative to promote open government. The benefits attributed to open government are many and by no means universally shared. They include the claims that open government leads to more effective decision making and services, safeguards against corruption, enables public scrutiny, and promotes citizens' trust in government. However, the speed of events and pressure to implement has given rise to confusion and ambiguity. Although many of the initiatives have been based on opening data and on promoting open action, governments have followed different directions and interpretations when it has come to implement them and development of open government has become unequal and heterogeneous. This book provides a comprehensive study of recent major developments of open government around the world, and analyzes the importance of open government efforts for public governance, making it of interest to academics and practitioners worldwide."

"Summary:
"Preface Theory to Practice Advancing the "science, processes, and art of public administration" has long been a central animating purpose of the American Society for Public Administration (ASPA). Such a mission today involves practitioners and scholars providing answers to what is arguably the central animating question facing societies worldwide: how, when, and with what implications for the values treasured in a democratic republic can we best harness for public purposes the dynamism of markets, the passion and commitment of nonprofit and nongovernmental organizations, and the public interest-oriented expertise of the career public service at all levels of government. But dialogue between practitioners and academics has increasingly become the exception rather than the rule in contemporary public administration circles. With this set of challenges in mind, the then-new PAR editor Richard Stillman and managing editor Jos Raadschelders generously asked me to develop a feature for the journal that would be tailored to the information needs of practitioners while simultaneously affording scholars state-of-the-art summaries of the status of current research. As such, my interrelated aims as editor of Theory to Practice (T2P) were fourfold: Afford opportunities for academics, practitioners, and pracademics to inform each other's work in the hope of advancing both practice and theory building in public administration, Facilitate cross-disciplinary, cross-sectoral (public, private, and nonprofit), and cross-professional exchanges that break down contemporary tendencies toward fragmentation and "stovepiping" of knowledge applicable to both practice and theory"

"ABSTRACT
Many studies merely focus on discussing the benefits of open government, but the negative effects of open government in a variety of published literary works are limited. The advantages of open government are for citizens to get easier access to data and government activity, regulation, and policies. A particular purpose of the research explores the conceptual theoretic from a variety of scientific literature and to understand the negative effects of open government. The method in this research article is a synthesis of qualitative research approach to meta-theory analysis. Data in the research is processed deductively from a variety of scientific literature. The results of the research study aim to explain open government, or open data is not necessarily to generate transparency in government activities. Participation and collaboration in some cases are still considered yet they significantly support open government. It is because a concept may not be appropriate in different places that were affected by the characteristics of the sociocultural, economic, and democracy of a nation."

Meskipun EU dan ASEAN memiliki karakteristik yang berbeda, kerjasama antara dua organisasi regional ini mampu berkembang sehingga meliputi berbagai bidang lain di luar ekonomi."
