The purposes of the thesis is to grasp paradigm shifting between cooperatives idea and the act of cooperatives ever apply in Indonesia since the Independence, i.e. Act No. 79 Year 1958, Act No. 14 Year 1965, Act No. 12 Year 1967, Act No. 25 Year 1992, and also the draft of Cooperatives bill."
