"ABSTRAK
Prior to a process of public infrastructure from both the Government and the private sector, it was decided to be carried out under a PPP scheme, at a time when an evaluation of Value for Money VfM was required. VfM by Moralos and Amekudzi 2008 as the optimum combination of all lifetime cost and quality costs to meet user demand. According to Pangeran 2010 , in a few circumstances where VfM has been calculated using conventional methods rather than projects, only financially. By using this method, it can not benefit optimally from. Referring to the case of the election of modalities to infrastructure projects in Indonesia, the modalities of the Trans Sumatera toll road project have been decided by the Government to be implemented by a SOE. From the VfM test for Palembang Indralaya Toll Road shows the modalities that produce the optimal value for money is the appointment of a BUMN that is equal to 46 . Thus, the Government 39;s decision is considered to appropriately appoint a BUMN to carry out the construction of the Palembang-indralaya trans-Sumatra toll road.

ABSTRACT
Sebelum suatu proyek infrastruktur publik baik yang berasal dari Pemerintah APBN APBD maupun dari inisiatif pihak swasta, diputuskan untuk dilakukan dengan skema KPBU, pada dasarnya terlebih dahulu perlu dilakukan sebuah evaluasi, yaitu Value for Money VfM analysis. VfM didefinisikan oleh Moralos dan Amekudzi 2008 sebagai kombinasi optimum dari seluruh biaya pada siklus hidup dan kualitas bertujuan untuk pemenuhan permintaan pengguna. Menurut Pangeran 2010 , pada sedikit kasus dimana VfM telah diperhitungkan menggunakan metode konvensional yaitu belum memperhitungkan risiko proyek, dan hanya memperhatikan dari sisi finansial saja. Pengujian dengan metode konvensional tersebut, dapat berdampak tidak optimalnya manfaat dari pengadaan proyek publik. Mengacu pada kasus pemilihan skema modalitas terhadap proyek infrastruktur di Indonesia, skema modalitas proyek jalan tol Trans Sumatera telah diputuskan oleh Pemerintah melalui Perpres 100 tahun 2014 untuk dilaksanakan oleh suatu BUMN. Dari uji VfM untuk Jalan Tol Palembang Indralaya menunjukkan modalitas yang menghasilkan value for money yang optimal adalah dengan penunjukan suatu BUMN yaitu sebesar 46 . Sehingga, keputusan Pemerintah dinilai sudah tepat menunjuk suatu BUMN untuk melaksanakan pembangunan jalan tol trans sumatera ruas Palembang indralaya"

Proyek infrastruktur Jalan Tol Trans Sumatera (JTTS) direncanakan membentang
dari Bakauheni-Banda Aceh dengan perkiraan investasi sebesar Rp290 Triliun.
Studi rekayasa nilai tambah dilakukan pada proyek JTTS dengan menambahkan
enam fungsi, yaitu integrasi jalur sepeda motor, pengembangan rest area, integrasi
dry port, integrasi kereta median tol, pengembangan area periwisata dan
penambahan jaringan fiber optik. Penelitian bertujuan untuk mengetahui kelayakan
finansial dari rekayasa fungsi tambah proyek JTTS. Analisis kelayakan dilakukan
menggunakan pendekatan sistem dinamik terhadap tiga skenario tarif. Dari hasil
penelitian didapatkan hasil Internal Rate of Return untuk ketiga skenario tarif, yaitu
8.28%, 12.71% dan 13.77%.

ABSTRACT
Infrastructure project of Trans Sumatra Toll Road (JTTS) are planned stretch from
Bakauheni to Banda Aceh with an estimated investment of IDR 290 Trillion. Value
Engineering studies have been done on the project JTTS by adding six additional
functions, that are integration of the motor bike paths, rest area development,
integration of the dry port, rail way integration on median toll, development of
tourism areas, and integration of fiber optic networks . The study aims to determine
the financial feasibility of the additional functions JTTS. The feasibility analysis is
performed using a dynamic systems approach to the three tariff scenarios. The study
got the results that Internal Rate of Return for the three tariff scenarios are 8.28%,
12.71% and 13.77%.;"

"Jalan Tol Indralaya-Prabumulih merupakan bagian dari Jalan Tol Trans Sumatera (JTTS) yang sedang dibangun oleh PT. Hutama Karya Infrastruktur. Pembangunan JTTS ini nantinya akan menghubungkan kota-kota di Pulau Sumatera. Dalam pembangunan jalan tol tentunya perlu memperhatikan aspek kestabilan lereng yang ditinjau secara geologi teknik, terutama pada pekerjaan konstruksi lereng galian. Salah satu faktor yang mempengaruhi kestabilan lereng adalah gaya-gaya dari luar yang memicu getaran seperti gempa bumi dan pembebanan di sekitar lereng. Oleh karena itu penelitian ini dilakukan untuk menganalisis nilai faktor keamanan lereng pada STA 52+950 L dan STA 52+950 R JTTS Simpang Indralaya-Prabumulih dengan dan tanpa pengaruh gempa bumi serta penambahan beban. Analisis kestabilan lereng dilakukan dengan metode kesetimbangan batas melalui software Geostudio 11.3. Berdasarkan model desain awal didapatkan nilai faktor keamanan lereng tanpa pengaruh gempa menunjukkan kondisi stabil (FS>1,25), sedangkan pada kondisi gempa nilai FS tergolong kritis. Pada keadaan gempa dan penambahan beban dengan gempa secara bersamaan, lereng STA 52+950 L memiliki nilai FS=1,183 dan FS=1,141, sedangkan lereng STA 52+950 R memiliki nilai FS=1,156 dan FS=1,147. Oleh karena itu diperlukan rekomendasi desain baru dengan mengubah geometri lereng untuk mencegah terjadinya longsor pada daerah penelitian. Pengubahan geometri lereng dilakukan dengan membuat penanggaan (benching) agar sudut lereng secara keseluruhan menjadi lebih landai. Nilai faktor keamanan lereng dengan rekomendasi desain baru pada kondisi gempa menjadi tergolong stabil dengan FS>1,25. Selain itu sudut lereng secara keseluruhan juga mengalami penurunan dari 25° menjadi 20° untuk STA 52+950 L, dan 28° menjadi 20° untuk STA 52+950 R.

Indralaya-Prabumulih Toll Road is part of the Trans Sumatra Toll Road (JTTS) which is being built by PT. Hutama Karya Infrastruktur. The construction of JTTS will connect cities on Sumatra. In the construction of toll roads, it is necessary to pay attention to aspects of slope stability which are reviewed from a geological engineering perspective, especially in excavation slope. One of the factors that affect the stability of the slope is external forces that trigger vibrations such as earthquakes and loading around the slope. Therefore this study was conducted to analyze the safety factor of the slopes at STA 52+950 L and STA 52+950 R JTTS Indralaya–Prabumulih intersection with and without the influence of earthquakes and surcharge loads. Slope stability analysis was carried out using the limit equilibrium method through Geostudio 11.3. Based on the initial design model, the safety factor of the slope without the influence of the earthquake shows a stable condition (FS> 1.25), while in earthquake conditions the FS value is classified as critical. In earthquake condition and the addition of traffic loads with the earthquake simultaneously, the slope at STA 52+950 L has safety factor values FS=1.183 and FS=1.141, while the slope at STA 52+950 R has safety factor values FS=1.156 and FS=1.147. Therefore a new design recommendation is needed by changing the slope geometry to prevent landslides in the study area. Changing the geometry of the slope is done by making benches so that the overall angle of the slope becomes more gentle. The value of the slope factor of safety with the recommendation of a new design in earthquake conditions is classified as stable with FS> 1.25. In addition, the overall slope angle also decreased from 25° to 20° for STA 52+950 L, and 28° to 20° for STA 52+950 R."

"Penelitian ini menggunakan pendekatan RIMS Risk Maturity Model 2022 yang bertujuan untuk mengevaluasi tingkat maturitas risiko pada PT X yang merupakan Badan Usaha Milik Negara sektor konstruksi dalam menjalankan penugasan pemerintah proyek investasi Jalan Tol Trans Sumatera. Investasi Proyek Jalan Tol Trans Sumatera dikategorikan dalam risiko tinggi karena dinilai memiliki kelayakan investasi yang rendah. Penelitian ini memiliki kontribusi untuk memahami lebih jauh bagaimana perusahaan dalam mengelola risiko dengan kondisi model bisnis yang berbeda (non-profit). Penelitian ini merupakan penelitian kualitatif menggunakan metode studi kasus single unit analysis (embedded) dengan metode pengumpulan data triangulasi yang menggunakan instrumen penelitian wawancara, dokumentasi dan observasi. Descriptive Qualitative Analysis digunakan sebagai metode dalam menganalisis data. Hasil penilaian Tingkat Maturitas Risiko secara keseluruhan mendapatkan nilai 3.76 dari skala tertinggi 5, berada pada tingkat Tier-3 yang berarti organisasi memiliki kemampuan dalam proses yang berulang (repeatable) dalam penerapan manajemen risiko. Hasil penelitian ini memberikan rekomendasi yang relevan dalam rangka perbaikan dan peningkatan penerapan manajemen risiko di perusahaan.

This study uses the RIMS Risk Maturity Model 2022 in a bid to evaluate the level of risk maturity at PT X, a state-owned enterprise in the construction sector, in carrying out a government-assigned investment project for the Trans Sumatra Toll Road. The Trans Sumatra Toll Road investment project is categorised as high risk due to its perceived low investment feasibility. This study contributes to a deeper understanding of how the company manages risks under a different business model (non-profit). The qualitative research employs a single unit analysis (embedded) case study method with data triangulation using data collected through research instruments including interviews, documentation, and observation. Descriptive qualitative analysis is employed as the data analysis method. The Risk Maturity Level assessment produced an overall score of 3.76 out of a maximum score of 5. This places the company in Tier 3 and indicates that it has repeatable risk management processes. The findings of this research provide relevant recommendations for the improvement and enhancement of risk management implementation in the company."

"The Trans-Sumatera Toll Road (TSTR) Infrastructure Project is planned to stretch from Bakauheni to Banda Aceh (2527 kilometers), with an estimated investment about IDR 290 trillion. The value engineering method is applied to the TSTR project by creating six additional functions for a toll road: motorcycle lane integration, rest area development, dry port integration, median railways integration, tourism park development, and fiberoptic networking. The feasibility analysis is constructed using a system dynamic approach to three toll tariff scenarios. The result reveals that the additional functions have improved the financial feasibility of TSTR project, with the internal rate of return for the three proposed scenarios ranging from 8.28% to 13.77%"

"Tesis ini melakukan analisa terkait kebutuhan masyarakat terhadap konsep rest area pada Jalan Tol Trans Sumatera Ruas Tebing Tinggi – Parapat. Penelitian ini dilatarbelakangi karena perencanaan rest area yang ada saat ini masih belum efektif secara konsep dan kurang memerhatikan aspek komersial. Padahal dengan sisi komersial rest area yang optimal, biaya pemeliharaan rest area dapat dibiayai dari pendapatan yang diperoleh. Dengan demikian, Perseroan tidak perlu mengeluarkan biaya tambahan untuk pemeliharaan, mengingat terdapat beban keuangan Perseroan yang diakibatkan oleh pembangunan JTTS yang tidak layak secara finansial. Analisis yang digunakan dalam penelitian ini adalah Model Analytic Network Process (ANP) yang nantinya akan dibagi menjadi 3 cluster yaitu cluster tujuan, cluster kriteria, dan cluster alternatif. Klaster tujuan merupakan tujuan akhir yang ingin dicapai dalam penelitian ini. Kriteria cluster merupakan kriteria penilaian yang digunakan dalam penelitian ini berdasarkan analisis benchmark rest area eksisting, studi literatur, dan validasi ahli. Klaster alternatif merupakan pilihan pengembangan yang diperoleh dari hasil analisis penggunaan tertinggi dan terbaik.

The paper establishes and analyzes research regarding community needs for the concept of rest areas on the Trans Sumatra Toll Road Section of Tebing Tinggi - Parapat. The background of the research is due to the fact that the current planning of rest areas is still not effective yet in concept and does not pay much attention to the commercial aspect. Even though with the optimal commercial side of the rest area, the cost of maintaining the rest area can be funded from the income earned. Thus, the Company does not need to incur additional costs for maintenance, considering the Company's financial burden due to the construction of JTTS which is not financially feasible. The analysis used in this study is the Analytic Network Process (ANP) Model which will later be divided into 3 clusters namely the destination cluster, the criteria cluster, and the alternative cluster. The objective cluster is the final goal to be achieved in this study. Cluster criteria is the assessment criteria used in this study based on analysis of existing benchmark rest areas, literature studies, and expert validation. Alternative cluster is development options obtained from the results of the highest and best use analysis."

Rencana pembangunan Jalan Tol Trans Sumatera mengalami permasalahan dalam hal kesenjangan pendanaan. Skema land lease diajukan dalam penelitian sebagai model pendanaan alternatif. Penelitian difokuskan pada pengembangan kebijakan land lease pada proyek jalan tol. Penelitian terdiri dari tiga research question. Pengumpulan data dilakukan dengan in-depth interview yang dilakukan dua tahap. Metode analisis data yang digunakan untuk dalam penelitian ini adalah Social Network Analysis SNA dan Soft System Methodology SSM . Hasil penelitian menyimpulkan bahwa diperlukan pembentukan Peraturan Pemerintah yang mengatur tentang pendanaan land lease, dan didukung dengan transformasi fungsi dan kelembagaan Lembaga Manajemen Aset Negara LMAN dalam fungsi mengelola pendanaan land lease.

ABSTRACT
The development of Trans Sumatera Toll Road is experiencing problems with the financial gap. The land lease scheme was proposed in the study as an alternative funding model. The study focused on land lease policy development on toll road projects. The study consisted of three research questions. The data was collected by in depth interview conducted in two stages. Data analysis methods used for this research are Social Network Analysis SNA and Soft System Methodology SSM . The result of the research concludes that it is necessary to establish a Government Regulation PP governing land lease funding, and supported by transformation of function and institutional of State Asset Management Institution LMAN in the function of managing land lease funding."

"ABSTRAK
Biaya investasi yang tinggi untuk proyek infrastruktur termasuk jalan tol membuat pemerintah mencari skema pendanaan baru dengan tidak membebankan seluruh anggaran pembangunan jalan dari APBN. Oleh karena itu, diperlukan alternatif skema pendanaan untuk mendanai dan mengembangkan jalan tol di Indonesia terutama pada Jalan Tol Trans Sumatera JTTS . Terdapat skema pendanaan baru untuk dapat menjawab permasalahan tersebut, yaitu skema pendanaan Deep Discount Bond DDB dapat diimplementasikan di Indonesia, dan berpotensi positif bagi pembangunan jalan tol di Indonesia. Skema pendanaan baru dapat menimbulkan permasalahan baru, namun untuk memastikan skema tersebut dapat diterapkan, model kelembagaan diperlukan untuk mengatur keterlibatan para stakeholder. Penelitian ini memiliki tiga tujuan, yaitu mengidentifikasi stakeholder yang terlibat dalam skema pendanaan DDB; mengidentifikasi faktor kesuksesan model kelembagaan DDB; dan menentukan model kelembagaan pendanaan DDB untuk JTTS. Dalam metodologi penelitian ini, pengumpulan data dilakukan dengan in-depth interview dengan tiga tahapan, dan dianalisis dengan menggunakan Relative Importance Index dan Analisa Multi Kriteria. Hasilnya, sepuluh stakeholder telah diidentifikasi berserta perannya, didapatkan sepuluh faktor kesuksesan kelembagaan dan diperoleh model kelembagaan untuk dapat mengimplementasikan skema pendanaan DDB untuk JTTS.

ABSTRACT
High investment for infrastructure projects including toll road makes government seek new funding scheme without charging the entire budget of road construction from the State Budget. Therefore, an alternative funding scheme is needed to attract investors to fund and to develop toll road in Indonesia especially at Trans Sumatera Toll Road TSTR . There is new funding to answer that problem, the Deep Discount Bond DDB funding scheme can be implemented in Indonesia, and potentially positive for development of toll road in Indonesia. New funding scheme can address new issue, but to ensure the scheme can be implemented, institutional model is needed to regulate the involvement of the stakeholders. This research has three aims i.e. identify the stakeholders involved in providing DDB funding schemes identify the success factors for DDB institutional model and determine appropriate institutional model for DDB funding scheme for TSTR. In this research methodology, collection data with in depth interview with three phase and analyzed with Relative Importance Index and Multi Criteria Analysis. For the result, ten stakeholders have identified with their roles, ten institutional success factors and obtained institutional funding model to implement DDB for TSTR."

Investasi sebesar itu hanya membangun Jalan Tol konvensional yaitu kendaraan golongan 1 sampai 5, seharusnya besarnya investasi tersebut mendapat nilai tambah multi fungsi. "Pembangunan jalan bebas hambatan atau jalan tol pada suatu wilayah dipandang dapat mendorong peningkatan pertumbuhan perekonomian nasional. Pembangunan jalan tol tersebut juga mendorong pertumbuhan perekonomian di wilayah sekitar yang dilalui oleh jalan tol. Dengan menggunakan metode standart difference-in-difference (DiD), penelitian ini bertujuan untuk menganalisis pengaruh Jalan Tol Trans Sumatra (JTTS) terhadap 3494 desa atau kelurahan dalam periode waktu 2006 hingga 2019. Hasil penelitian ini menunjukkan bahwa nilai rata-rata setelah adanya JTTS terjadi tren peningkatan jumlah minimarket di desa atau kelurahan yang dilalui JTTS lebih tinggi sebesar 0.30 jika dibandingkan yang tidak dilalui JTTS. Hal ini memperlihatkan bahwa salah satu proyek strategis Pemerintah Indonesia yaitu pembangunan Jalan Tol Trans Sumatra (JTTS), yang secara khusus ditujukan untuk meningkatkan pembangunan kawasan di Pulau Sumatra, diharapkan dapat mendukung pertumbuhan perekonomian nasional.

The construction of toll road in an area can promote national economic growth. It stimulates economic growth in the surrounding areas traversed by the toll road as well. Applying the standard difference-in-difference (DiD) method, this study aims to analyze the effect of the Trans Sumatra Toll Road or JTTS on the 3494 villages that were traversed  in 2006 to 2019. The results of this study indicate that there was an average increasing in the number of minimarkets by 0.30 to village that are passed through by toll road compared to those that are not passed by toll road. It can be seen that one of the strategic projects of the Government of Indonesia is the construction of the Trans Sumatra Toll Road or JTTS, which is specifically aimed at increasing regional development of Sumatra, which is expected to support national economic growth."
