"This study looks into the internal process of the urban poverty of Jakarta in terms of the flowering phenomena of building and maintaining specific social relations among the poor to fulfill their basic economic needs. These complex social relations and exchanges among the poor and non-poor-called social integration of the poor-make the boundaries between the two social categories blurred and flexible. The paradox of social and economic statuses of the people involved has made this integration possible. This phenomenon will make poverty reduction programs in Indonesia face more complicated problems."

"It unfortunately reveals that regional autonomy, and so to education autonomy as an integral part of it, as reflected through UU No.22 Tahun 1999 has not touched the very basic of cultural values and process of democracy, one core element it should significantly contain with. Central as well as regional policy makers and politicians, especially, have spent much their time to physical need and financial balancing debates between central and locals and deliberately forget the intrinsic cultural issue of the term, that is democracy as a cultural value formation process. Taking our current national education situation into account this article tries to introduce some cultural principles education autonomy should aim at. Based on holism in cultural approach education autonomy should pay attention seriously to strengthening community support to education."

"Natural resource management discourse and practice, as in politics but in different level, are shifting from centralized to local autonomy. Consequently, local government has to undertake many tasks. One important task is to formulate natural resource management policy that can contribute to enhance social welfare without disturbing natural resource sustainability. Hence, it is useful to evaluate existing management practices to learn its weaknesses and strengths as the basis in formulating new management policy. This article discussed conflict potential among stakeholders in the exploitation of sea natural resources in Kei islands, Southeast Mollucan. By analyzing the conflict, the discussion will identify stakeholders and power relations among them (interests, strategies and resource controls) to reveal challenges in natural resource management practices in the local autonomy era."

"The implementation of local government policies during the New Order era has weakened Pesantren as local and Islamic education institution. The weakening is due to, firstly, the instructive position of central government to its local subordinates implying that this later apparatus be the instrument of gaining its target. Secondly, the head of local government as solely powerful figure in local structure has been decisive in many local policies. This local political situation has also implied a centralization of Islamic education policies during the era. The discussed cases of two Pesantren in two different districts in this article reveal that regional autonomy will be presumably strengthening this Islamic education institution."

"Literature on the history of Islam in Indonesia notes the tremendous role of the Arabs who migrated to Indonesia from Hadramaut (South Yaman) for many centuries. Introduction of Islam through noble people has brought the Arabs both into prestigious status as well as to the Indonesian struggle against the Dutch colonialism. This historical background has continued, but in the last decades there has been a shift in their religious role contributed by various factors, both internal and external factors. This writing focuses only on the internal factor, namely the kinship system which is under rapid changes amongst the Arabs. Based on both research and experience, the author clarifies the relationship between the kinship system and social change in the religious sphere among Arab community in Jakarta."

"There are two arguments that have led scholars and politicians turning their attention into local autonomy issues concerning current discourse and practice of the political resource management systems in Indonesia. Firstly, it is argued that the authoritarian and centralized political and resource management systems of the New Order regime has led Indonesia to a multi crisis situation. Secondly, one of the main strategies coping with this problem is to give local autonomy to the local government and communities to develop their own ways to organize their political and resource management systems. This article challenges the arguments. Two cases of conflict concerning Grouper fishing business-using a symbolic interactionism approach-the author argues that even in the New Order era, there are some indications that local elites, and even ordinary members of the communities, practiced some sort of local autonomy. The discussed cases show that local elites and communities, with power in their hands, will not always develop an effective, just, and sustainable political and resource management systems."

"The Toba Batak, the followers of Parmalim (a local religion), have tried their best to preserve this local religion throughout the long oppression years by the Dutch and Christian missionary. The Parmalim practitioners did this up to recent times, in the midst of current ideas and assumptions about the civil-state religion based on 'monotheistic' belief. In this article, the author discusses the use of the concept 'religious rationalization' to refer to what the Parmalim followers have done in reconstructing their beliefs and religious practices. The author first examines the concept of 'religious rationalization' among anthropologists. He examines further the recent phenomenon of the civil-state religion, the Indonesian government's policies, its implications on the socio-religious-political situation among the Toba Batak, in particular among the Parmalim community, and the various existing interpretations."
