"Abstract. This research aims at studying and explaining forms of coping behaviors and public respond to coping behaviors as shown by health service officers at street-level bureaucrats in Puskesmas (Public Health Center). The research was conducted
in six Public Health Centers in Makassar, employing qualitative approach and naturalistic method. The data were gained from informants, i.e. Puskesmas officers and public patients visiting the Puskesmas as the primary data source, and the secondary data were gathered from documents available in the concerned institutions. Research data were collected through in-depth interviews, direct and participative observations. The research data were then analyzed qualitatively through data reduction, data presentation, deduction and data verification. The results of the research show variety of interactive models as a form of coping behaviors performed by bureaucrats in providing health service, namely the behavior of limiting services, rationing
services, giving special treatment, ignoring, and prioritizing. The performed coping behaviors benefit the officers since their
obligations were accomplished, though at minimum level. Public responds to coping behaviors quite vary but in general shows
positive responds.
Abstrak. Penelitian bertujuan mengetahui dan menjelaskan bentuk-bentuk coping behaviors dan respon warga terhadap coping behaviors yang ditampilkan petugas pelayanan kesehatan pada tataran street-level bureaucratsdi Puskesmas. Penelitian dilaksanakan pada enam Puskesmas di Kota Makassar menggunakan pendekatan kualitatif dengan metode naturalistik, sumber data diperoleh dari informan petugas layanan kesehatan dan warga masyarakat yang berkunjung ke Puskesmas sebagai sumber data primer, dan sumber data sekunder diperoleh dari dokumen yang tersedia pada instansi terkait. Data penelitian diperoleh melalui wawancara mendalam, observasi langsung dan partisipatif.Data penelitian dianalisis secara kualitatif melalui tahapan reduksi data, penyajian data, pengambilan kesimpulan dan verifikasi data.Hasil penelitian menunjukkan keragaman model interaksi yang merupakan bentuk coping behaviors yang ditampilkan oleh birokratdalam memberikan pelayanan kesehatan yaitu bentuk perilaku membatasi layanan, menjatah layanan, memberi perlakuan khusus, mengabaikan, dan perilaku memberi prioritas.Coping behaviors yang dilakukan memberi keuntungan bagi petugas karena tujuan pekerjaannya tercapai secara minimal, dan respon warga terhadap coping behaviors cukup beragam tetapi pada umumnya memberi respon positif."

"Kota Depok merupakan daerah tingkat II di wilayah propinsi Jawa Barat yang merupakan daerah berbatasan langsung dengan Jakarta. Masyarakat mengharapkan pelayanan yang bermutu dari Puskesmas, namun masih ada keluhan mengenai jam buka Puskesmas yang belum sesuai dengan jumlah waktu yang telah ditetapkan, disamping itu masyarakat menjadikan perawat sebagai sosok pengganti dokter kepala Puskesmas bila dokter tidak berada di tempat. Sementara itu ratio perawat terhadap 1000 penduduk masih rendah (0.05 %o). Sehubungan dengan hal tersebut, peneliti tertarik memperoleh informasi tentang gambaran waktu kerja produktif perawat kesehatan di kota Depok yang dilihat dari faktor individu dan faktor karakteristik Puskesmas.
Penelitian ini merupakan penelitian deskriptif analitik dengan desain crossectional, pengumpulan data dilakukan di Kota Depok dengan jumlah responder sebanyak 64 orang perawat pegawai negri sipil pada 24 Puskesmas yang ada, dan dilaksanakan pada bulan april 2001. Waktu kerja produktif di amati dengan menggunakan formulir work sampling dan sampel diambil dengan cara tanpa pengembalian sehingga diperoleh sebanyak 1625 pengamatan selama 2 minggu.
Tujuan penelitian ini adalah untuk memperoleh informasi tentang waktu kerja produktif perawat kesehatan Puskesmas yang dihubungkan dengan faktor individu (umur, jenis kelamin, status perkawinan, jumlah anak, motivasi kerja, pelatihan, lama kerja, golongan) dan karakteristik Puskesmas (gaya pimpinan, sumber daya, lingkungan/iklim kerja, dan beban kerja).
Untuk mengetahui distribusi frekwensi dilakukan analisis univariat, diperoleh waktu kerja produktif perawat sebesar 86.28% yang terdiri dari 64.53% untuk pelayanan kesehatan, 21.75% untuk kegiatan administrasi/penunjang dan 13.71% merupakan waktu tidak produktif.
Untuk mengetahui hubungan antara variabel independen dengan variabel dependen dilakukan uji t dan regresi linier sederhana dan hasilnya menunjukkan bahwa variabel yang diduga berhubungan adalah umur, jumlah anak, lama bekerja, motivasi kerja pelatihan, ketersediaan sumber daya, golongan, gaya kepemimpinan dan lingkungan kerja ( p< 0.25). Hasil akhir uji regresi linier berganda dengan mempertimbangkan variabel kehadiran sebagai variabel pengganggu maka diperoleh variabel independen yang signifikan yaitu jumlah anak, lama kerja, pelatihan, ketersediaan sumber daya dan kehadiran ( p<0.05).
Variabel tersebut secara bersama-sama diperkirakan dapat memberikan kontribusi sebesar 36 % terhadap variasi waktu kerja produktif perawat dengan koefisien korelasi sebesar 0.6. dan reabilitas model (shrinkage of crosss validation) sebesar 0.192 (reliabel).
Dari hasil penelitian ini waktu kerja produktif minimal seorang perawat ( 68, 1 4%) dapat ditingkatkan menjadi 79.31% dengan kondisi lama kerja 10 tahun, kehadiran 22 hari, jumlah anak >2, pelatihan 3 kali dan sumber daya cukup memadai.
Memperhatikan hasil yang diperoleh penulis menyarankan untuk melakukan pelatihan bagi perawat agar dapat meningkatkan pengetahuan dan keterampilan baik dalam kegiatan pelayanan kesehatan ataupun kegiatan administrasi.

The Prediction Model of Factors that Related with Nurses Productive Time in The Public Health Center, April 2001Depth city is district area in province west of Java which is boundary directly with Jakarta. The people hope that public health center give them good service, but in fact the public health center does not work accordance with the certainty, and the ratio of the nurse and 1000 people is still less (0.05%o). Due the fact in the field the researcher is interested in gaining information about the description of nurse productive time from the individual and the character from public health center factor point of view.
This reseach is a descriptive analyzed with cross sectional approach. Data survey was done in all of nurse in public health center, and it was done in April 2001. Productive time of the nurse was observed with used work sampling format and the sample took with without replacement technique and size of sample about 1625 unit for 2 week observed.
Meanwhile the objectives of this research are got information about nurse productive time related with age, sex, married statues, children they've got, motivation in the work, training, length of working, resources, level statue, leadership style, work environment and load of work.
Univariat analysis was result the frequency distribution from nurse productive time about 86.28 %, consist of 64.53 % health service; 21.75 % administration and 1331 % idle time ( non productive ).
Sivariate analysis figure out the relationship among the variables by the t-test and single linear regression test with p < 0.25 as a candidate for multivariate test_ The out come shows a significant relationship between productive time with age, children they've got, motivation in the work, training, length of working, resources, level statues, leadership style and work environment, and then analysis multivariate test shows children they've got, training, length of working, resources, and the present in the work (p < 0.05) can be considered as candidate in the final model regression.
In building a simple and yet parsimonious productive time model, this study the model was as follows (R2= 36%, correlation = 0.6 reliability = 0,19) :
Productive time = 68. l41 - 0.539 (length of working) + 0.298 ( present in the work) + 4.82 (children they've got) + 1.68 (training) - 4.71(resources) + E.
Based in this result, this study suggested to make the training 1 on the job training for nurse can make theirs productive time will be increased.
