"Penelitian ini menganalisis respons kebijakan yang diambil oleh Pemerintah Indonesia dan Pemerintah Bangladesh dalam menanggulangi dampak dari liberalisasi perdagangan tekstil terhadap pekerja perempuan pada tahun 2010 hingga 2015. Penelitian ini menggunakan perspektif gendered political economy oleh Mengesha 2008 . Penelitian ini menggunakan metode kualitatif dengan data sekunder. Temuan dari penelitian ini mengindikasikan bahwa dua negara memiliki respons kebijakan yang berbeda dalam menanggulangi dampak liberalisasi perdagangan tekstil terhadap pekerja perempuan. Pemerintah Indonesia cenderung memberikan respons kebijakan yang bertujuan untuk memberdayakan pekerja melalui Peraturan Pemerintah Nomor 78 Tahun 2015 tentang Pengupahan. Sementara itu, Pemerintah Bangladesh memberikan respons kebijakan berupa ekspansi dan perluasan dari Kawasan Pengolahan Ekspor Export Processing Zone/EPZ.

This article examines the policy responses from the government of Indonesia and Bangladesh to address the impact of liberalization in textiles and clothing towards women workers from 2010 to 2015. Using the gendered political economy perspective by Mengesha 2008, this article is aimed to answer the research question How the two countries deliver their policy responses to overcome the impact of trade liberalization in textiles and clothing on women workers between 2010 2015 This study used a qualitative method with secondary data. The findings of this study suggest that the two countries reacted differently to address the impact of trade liberalization. The Indonesian government tends to response the changes byempowering the women workers through Government Regulation No.78 Year 2015 on Remuneration. On the other hand, The Bangladesh government tends to respond the changes by expanding their industries using the Export Processing Zones EPZs."

"Melalui 2 tahap seleksi, yakni psikologis-kognitif dengan indikator critical dimension dan pilihan rasional, pendekatan poliheuristic memberikan alat untuk menjelaskan proses pembentukan kebijakan luar negeri suatu negara secara komprehensif. Indonesia pada tahun 2018-2019 mengusung tema ekonomi kreatif pada saat menjabat sebagai ketua MIKTA, terlepas dari rendahnya signifikansi ekonomi kreatif bagi Indonesia maupun negara-negara anggota MIKTA lainnya. Penelitian ini kemudian hadir untuk melakukan analisis dan memberikan penjelasan mengenai proses pembentukan kebijakan luar negeri Indonesia dalam pengusungan tema ekonomi kreatif pada kepemimpinan MIKTA tahun 2018-2019. Penelitian ini juga bertujuan untuk menganalisis motif, alasan, dan kepentingan dari masing-masing aktor yang terlibat dan melatarbelakangi proses pembentukan kebijakan luar negeri tersebut. Studi ini menggunakan metode kualitatif dengan cara studi pustaka, untuk mengidentifikasi kepentingan masing-masing aktor negara maupun non negara dan proses yang terjadi dalam perumusan kebijakan luar negeri Indonesia, dan kemudian menjelaskan motif, alasan, dan kepentingan Indonesia pada pewacanaan tema ekonomi kreatif di MIKTA periode 2018-2019. Melalui penelitian ini, ditemukan bahwa tema ekonomi kreatif diwacanakan dalam MIKTA oleh Indonesia mengingat adanya preferensi politik untuk mengusung ekonomi kreatif yang ditegaskan oleh Presiden Joko Widodo, Kementerian Luar Negeri Indonesia, Kementerian Perdagangan Indonesia, dan Badan Ekonomi Kreatif. Selain itu terdapat kepentingan jangka panjang dari aktor non-negara pada sektor ekonomi kreatif untuk mendapatkan dukungan investasi dan permodalan serta menjadikan ekonomi kreatif sebagai pilar pembangunan ekonomi yang berkelanjutan bagi Indonesia.

Through 2 stages of selection, namely psychological-cognitive with critical dimension indicator and rational choices, the polyheuristic approach provides a tool to comprehensively explain the process of formulation a country's foreign policy. In 2018-2019, Indonesia promotes the theme of creative economy when served as chairman of MIKTA, despite the low significance of the creative economy for Indonesia and other MIKTA member countries. This research present to conduct an analysis and provide an explanation regarding the process of forming Indonesia's foreign policy in promoting the theme of creative economy in the 2018-2019 MIKTA leadership. This study also aims to analyze the motives, reasons, and interests of each actor who is involved in the process of forming foreign policy. This study uses qualitative methods by way of literature study, to identify the interests of each state and non-state actor and the processes that occur in the formulation of Indonesian foreign policy, and then explains Indonesia's motives, reasons, and interests in the creative economy theme discourse at MIKTA in the period 2018-2019. Through this research, it was found that the theme of creative economy was promoted in MIKTA by Indonesia given the political preference for promoting the creative economy which was emphasized by President Joko Widodo, the Indonesian Ministry of Foreign Affairs, the Indonesian Ministry of Trade, and the Creative Economy Agency. In addition, there is a long-term interest from non-state actors in the creative economy sector to obtain investment and capital support and make the creative economy a pillar of sustainable economic development for Indonesia."

"Penelitian ini membahas mengenai pengaruh dinasti politik pada kegagalan implementasi kebijakan di Sri Lanka tahun 2019-2022. Mengacu pada teori implementasi kebijakan yang dikemukakan oleh George S. Edwards, dinasti politik yang mengakar pada perpolitikan Sri Lanka mampu mempengaruhi implementasi kebijakan ekonomi di Sri Lanka. Tulisan ini menyoroti beberapa faktor dan pengaruh yang mengakibatkan krisis keuangan Sri Lanka. Temuan dari penelitian ini menunjukkan bahwa politik dinasti dengan anggota keluarga Gotabaya Rajapaksa yang mengisi jabatan strategis mampu mempengaruhi kebijakan ekonomi di Sri Lanka pada tahun 2019-2022. Sebagaimana yang telah dikemukakan oleh George S. Edward terkait empat variable yang harus dipenuhi demi keberhasilan implementasi kebijakan. Penelitian ini menggunakan metode kualitatif dengan melakukan studi literatur dan ingin membuktikan hipotesis sementara bahwa dinasti politik keluarga Rajapaksa pada prosesnya mampu memengaruhi implementasi kebijakan yang berujung pada kegagalaan ekonomi pada tahun 2022. Politik dinasti yang memegang jabatan strategis kemudian menghasilkan kebijakan yang kurang matang dan menyebabkan gagalannya kebijakan tersebut yang berujung pada kegagalan ekonomi.

This research discusses the influence of political dynasties on the failure of policy implementation in Sri Lanka in 2019-2022. Referring to the theory of policy implementation put forward by George S. Edwards, political dynasties that are rooted in Sri Lankan politics are able to influence the implementation of economic policies in Sri Lanka. This paper examines several factors and influences that resulted in the Sri Lankan financial crisis. The findings from this study indicate that dynastic politics with members of the Gotabaya Rajapaksa family filling strategic positions can influence economic policy in Sri Lanka in 2019-2022. As stated by George S. Edward the four variables that must be met for the successful implementation of the policy. This research uses qualitative methods by conducting literature studies and wants to prove the provisional hypothesis that the political dynasty of the Rajapaksa family in the process is able to influence the implementation of policies that lead to economic failure in 2022. Political dynasties holding strategic positions then produce policies that are inconsiderable and cause policy failure which led to economic failure."
