"Abstract. The legal foundation change on the local governance affects the change of status, role, and function
of the sub-district’s head. In the past a sub-district’s head is the person in full charge of an area, however now
he is only part of local apparatuses who get his authority if there is a delegation from the Regent/Mayor. To
increase the role of the sub-district head in its area, the local government of Depok did some empowerment
efforts. The research aims to analyze the sub-district head empowerment done by the local government of
Depok by doing case study in three sub-districts in Depok, i.e. Beji, Sukmajaya, and Pancoran Mas. The
paradigm of the research is positivistic with qualitative technique of data collecting thorugh in-depth interview
and literature study. The result of the research shows that the empowerment done by the local government
of Depok is not optimal. The sub-district organization is merely considered complimentary, therefore has les
strategic authority."

"Abstract. This research aims to analyze the quality of subdistrict public services in decentralization era, identify
services dimensions or attributes that are prioritized by subdistrict for a better performance, and conduct comparative
study to analyze whether a subdistrict with larger delegated authorities has a better quality of public services. The analysis
was conducted using the Service Quality (ServQual) that had been developed into Importance Performance Analysis (IPA).
The research was conducted through surveys in two locations i.e. Katapang Subdistrict in Bandung and Dramaga Subdistrict
in Bogor, on three types of services namely 1) civil administration/registration services 2). Business license services and 3).
Building construction license services.The research result showed that although the subdistricts had legally and formally
shifted into local government institution, the quality of public service performance is still not optimal. This was indicated
by the lower performance index as well as the importance index of the respondents for both subdistricts, in other words
there were gaps between respondents perception and respondents expectation on public service quality"

"Abstract. The Government of Indonesia has enacted Law No. 32 of 2004. It has affirmed that the head of a
sub-district is a local apparatus of district/town, who acquires some of the government authorities from the
district head/mayor. Such guarantee of partial authority is significant. With the authority in his hand, the subdistrict
head is able to set in motion and put in orders for the developments in his territory to be more dynamic,
democratic, and legally-carried out. Nevertheless, the roles of the sub-district head—supposedly to mediate and
overcome problems in society, as stated in the Law No. 5 of 1974—are no longer entirely accommodated in the
Government Regulation No. 19 of 2008 issued by the central government to regulate sub-districts."

"Skripsi ini membahas bagaimana pelaksanaan pengisian jabatan camat dan lurah secara terbuka di DKI Jakarta dalam rangka reformasi birokrasi dalam bidang penataan sistem manajemen SDM aparatur. Penelitian ini dilakukan dengan menggunakan pendekatan kualitatif melalui studi lapangan dan studi kepustakaan. Hasil penelitian menunjukkan bahwa pengisian jabatan camat dan lurah secara terbuka di DKI Jakarta berjalan dengan baik. Disisi lain, masih terjadi banyak masalah dalam setiap tahapan pelaksanaannya karena ini merupakan pertama kali diadakan di DKI Jakarta.

This thesis discusses how the implementation of open bidding subdistrict and urban village heads in DKI Jakarta in order to reform the bureaucracy instructuring the field of human resources management systems. Research has done in qualitative approach with field research and library research. The results showed that open bidding of subdistrict and urban village heads in DKI Jakarta has been going on well. However, many problems still occured in each phase of implementation because this was the first time was held in DKI Jakarta."

"This paper attempts to explain and examine the variation on amalgamation in Indonesia. The proliferation of provinces, districts, cities as well as the problems after the implementation of amalgamation are discussed in this paper. The central argument of this paper is that the amalgamating process is not only driven by purpose of amalgamation itself-e.g. to provide better public goods, public services and welfare of the people etc.-, but also driven by the role of elite actor(s). It is argued that the politics of identity used by elite actor(s) is an instrument to unite local people to support their desire to control power. Thus, to prevent the misunderstanding of the purpose of amalgamation, this paper provides practical suggestions to the case being examined."

"Undang-undang Nomor 32 Tahun 2004 menekankan fungsi utama pemerintah daerah yaitu memberikan pelayanan kepada masyarakat. Dengan demikian, dalam perspektif peningkatan kualitas pelayanan publik, pelimpahan sebagian kewenangan dari bupati/walikota kepada camat dan dari camat kepada level dibawahnya seharusnya dapat dijadikan sebagai upaya untuk menciptakan efektivitas dan efisiensi dalam penyelenggaran pemerintahan, serta dapat digunakan sebagai alat untuk meningkatkan kualitas pelayanan umum di daerah. Sebagai pemimpin di kecamatan, seorang camat harus mempunyai sejumlah kemampuan tertentu.
Seorang pemimpin dalam melaksanakan manajemen pemerintahan harus memiliki kemampuan manajerial yaitu kemampuan untuk memanfaatkan dan menggerakkan sumber daya yang ada agar dapat digerakkan dan diarahkan bagi tercapainya tujuan melalui kegiatan orang lain serta mempunyai kemampuan leadership yaitu kemampuan untuk memimpin, mempengaruhi, mengarahkan agar timbul pengakuan, kepatuhan, ketaatan serta memiliki kemampuan dan kesadaran untuk melakukan suatu kegiatan (mengambil langkah-langkah) bagi tercapainya suatu tujuan. Dengan posisi barunya di perundang-undangan, seharusnya camat dapat menjadi ujung tombak kembar pelayanan publik di kabupaten./kota karena jika kewenangan terkonsentrasi di kabupaten/kota permasalahan umum yang timbul adalah pemerintah kabupaten/kota akan mengalami overload beban kerja, yang akan mempengaruhi pelaksanaan fungsi pelayanan kepada masyarakat. Tetapi pada kenyataannya selama ini pemerintahan kabupaten/kota lebih menjadikan kepala dinas dan kepala badan sebagai ujung tombak pelayanan, dibandingkan melimpahkan kewenangan kepada kecamatan.
Penelitian tentang peran camat di Kecamatan Bekasi Selatan dan Gambir akan dilakukan dengan menggunakan analisa deskriptif kualitatif, dengan narasumber camat, sekretaris daerah, kepala dinas terkait dan aparat dinas terkait. Sebagai sampel penelitian diambil Dinas kependudukan dan Dinas Tata Kota karena kedua dinas tersebut oleh peneliti dianggap sebagai dinas yang paling banyak berhubungan dengan pelayanan kepada masyarakat.
Dengan menggunakan analisa data yang bersumber pada hasil wawancara, data sekunder dan peraturan-peraturan pendukung, diperoleh simpulan bahwa masih dimungkinkan untuk melakukan penguatan peran kelembagaan di Bekasi Selatan yang dilakukan dengan cara menegaskan pelimpahan kewenangan dari Walikota kepada camat sehingga dapat memaksa dinas untuk ketentuan tersebut dengan adanya sumber dana yang cukup bagi kecamatan untuk menjalankan fungsi pelayanan kepada masyarakat sehingga tidak muncul keengganan dari aparat kecamatan dalam menjalankan pelimpahan kewenangan. Disamping itu adanya dukungan peralatan dan teknologi yang memadai bagi kecamatan untuk menjalankan kewenangan yang dilimpahkan.
Saran yang diberikan yang diharapkan dapat menjadi solusi bagi permasalahan diatas adalah diperlukan adanya ketegasan dari walikota Bekasi untuk memberikan sebagian kewenangan dari dinas kepada kecamatan, adanya kelegowoan dari dinsa terkait dalam memberikan sebagian kewenangan yang dimilikinya, pelimpahan sebagian wewenang harus disertai pula dengan pelimpahan dana, perbaikan sarana dan prasarana di kecamatan yang dapat mendukung pelaksanaan pelayanan kepada masyarakat yang sudah dilimpahkan kepada kecamatan. Dari sisi sumber daya manusia yang ada di kecamatan juga harus terus ditingkatkan kemampuannya sehingga dapat lebih optimal dalam memberikan pelayanan kepada masyarakat.

Law Num. 32/2004 emphasizes that the main function of local government is to give service to public. Therefore, in order to enhance the quality of public service, the delegation of some of the authorities of district officer to the subdistrict officer. The one of sub district officer to the subordinate should be regarded as the effort to achieve effectivity and effeciency in performing government, and utilize as the means to improve the quality of public service in local area. The officer of the subdistrict, one must have certain ability.
Leading the sub district, the officer must have managerial capability such as empowering and making the best use of the existing human resources, to achieve the goals through activities. The other leadership capabilities are to rule, influence and direct to pull out the admitance, obidience and loyalty. Last but not least, one should be able to make necessary action to achieve the goals. Given a new position in the bill, the officer of the district should become the leading rule in public service of district/municipality. If all the authorities are concentrated in district/municipality, they will be heavy work overload which eventually will influence the quality of public service. In reality, district/municipality, refers to delegate the authority to the head of institution, rather than to the sub district.
The research on The Role of Sub District Officer of South Bekasi (Of Bekasi City) and Gambir (of Central Jakarta) is conducted by using qualitative, descriptive analysis. The informen are the head of institution and entailed. The sample are the institution of Demography and Planology, by which most services are given to public.
The conclusion gathered from data analysis of interviews, secondary data and laws, as confirmed that if it possible to enhance and enpower the role of sub district by emphasizing the delegation of authority from major to sub district so that it will enforce the institution to obey and adjust themselves to the situation. The delegation of authority should also conclude the adequate funding and technology to support the performance of the tasks. Therefore the subdistrict employee will not be unwilling to do the duties.
The recommendation is given hoping to be the solution of the problem. It is the emphasize of the delegation of some of authorities from the major of South Bekasi to sub district and also the willingness of the institution entailed in giving the authority. The delegation must also conclude funding and facility recovery at sub district that will support the public services. More over the quality of human resources should also improve to optimize the public service given."

"Abstract. The purpose of this research is to explain whether any impact of recruitment to the selection, the recruitment
impact to the performance and selection impact to the performance of employee of the General Secretariat of
Department of Energy and Mineral Resources. The approach which has been used in this research is descriptive
and data processing by using Structural Equation Modeling (SEM) Technique. The sample of this research is 120
employees. The result of this research shows that selection significantly is affected by recruitment and so that the
performance is significantly affected by selection, however, recruitment is indirectly affected the performance by
selection process."

"Portfolio is basically related to how one allocates a number of stocks into various investment types that results on optimal profits. By making diversification, investor may reduce the rate of risk and at the same time optimize the rate of expected return. Based on that, this research raises the problem of how to design an optimal portfolio simulation, i.e. a combination of liquid shares LQ 45 listed in Jakarta Stock Exchange (Now is known as Indonesia Stock Exchange, after the merger with Surabaya Stock Exchange) in the period of 2002-2007 by using Single Index Model and Constant Correlation Model. Single Index Model is a model of portfolio analysis using the account of Excess Return to Beta (ERB) Ratio and value of C* to gain optimal shares on portfolio. The procedure of Constant Correlation Model is exactly parallel to the case of Single Index Model. However, unlike in the Single Index Model, all securities are ranked by Excess Return to Standard Deviation (ERS) instead of Excess Return to Risk. After securities are ranked using the above ratio, securities with greater Excess Return to Standard Deviation and Cut off Point (C*) are included into the optimal portfolio."
