"Telecommunication industry ('the industry') plays an important role in economic growth. Therefore, it is beneficial when the Government prepares policies enhancing the development of this industry. This study offers an alternative design of income tax system namely Pro Corporate Cash-flow Tax (PCCFT). The PCCFT is developed from the angle of Supplyside Tax Policy concept. This policy encourages the private sector to increase its supply of products by possibly removing the provisional withholding tax system (i.e., Art 23 Income Tax).1 As withholding tax on business income absorbs industry's fund, its removal effectively injects the industry with working capital. In addition thereto, the recharacterization of income may jointly reduce cost of taxation and therefore improving the business climate. This research employs constructivism paradigm with mixed approaches. PCCFT appears to be able to minimize opportunity costs, while offering the industry some advantages (including potential revenue). For the Government, it may increase potential tax revenue as well as non-tax revenue (e.g. radio frequency fee and dividends), universal service obligation fee, penetration facilities and teledencity fees. Moreover, this design may create job opportunities and alleviate poverty as well as improve prosperity."

"Abstract. The paper believes that dynamic capabilities of public organizations, founded upon able human resources and agile
process, shall result on adaptive public policies, thus forming dynamic governance. The paper adopts the model developed
by Neo and Chen (2007) in their study on the government of Singapore. The study object of this paper is public services
in Jembrana, Bali. The paper combines both quantitative (SEM structural equation test) and qualitative approaches. The
qualitative method consists of in-depth descriptive analysis of interview responses and Soft System Methodology (SSM) to
devise the public policy development process model. SEM structural equation test provides the correlation of (i) able people to
thinking-again, (ii) agile process to thinking-ahead, (iii) agile process to thinking-across, (iv) thinking-again to thinking-across,
and (v) thinking-again to thinking-ahead. Conceptual development model using qualitative SSM suggests complementary
relations to SEM structural equation test, where dynamic capabilities are concentrated in the thinking-again aspect whereas
thinking-ahead and thinking-across are concentrated in the initiative of Jembrana Regent. The qualitative-descriptive analysis
suggests that the behaviour of the Jembrana Regency governance reflects the skills of developing dynamic capabilities: thinking
ahead, thinking again, and thinking across."

"Electronic Government atau e-Government merupakan pemanfaatan Teknologi Informasi dan Komunikasi (TIK) oleh pemerintah dalam memberikan pelayanan yang lebih efisien kepada masyarakat. Implementasi e-Government di Indonesia telah dimulai sejak tahun 2003 dan masih terus berkembang hingga saat ini. Direktorat Jenderal Imigrasi Republik Indonesia merupakan salah satu instansi pemerintah yang mengimplementasikan e-Government melalui situs Imigrasi.go.id. Kendati telah dikembangkan selama lebih dari satu dekade, keluhan terkait situs Imigrasi.go.id masih banyak disampaikan oleh para penggunanya. Penelitian ini berupaya untuk memberikan solusi atas permasalahan pada situs Imigrasi.go.id melalui evaluasi dan pengembangan desain alternatif dengan metode Design Thinking. Adapun pengumpulan data dilakukan melalui kuesioner daring, wawancara, usability testing, dan heuristic evaluation. Sebanyak 31 solusi desain diajukan untuk menyelesaikan masalah-masalah yang ditemukan. Melalui usability testing terhadap situs saat ini dan desain alternatif, diperoleh peningkatan persentase kesuksesan pengerjaan task dari 73,6% menjadi 92,4%.

Electronic Government or e-Government is the use of Information and Communication Technology (ICT) by a government in providing services that are more efficient for the public. The implementation of e-Government in Indonesia has started since 2003 and is continuously being developed until present time. The Directorate General of Immigration Republic of Indonesia is one of the government agencies which implement e-Government through the Imigrasi.go.id website. Although it has been developed for more than a decade, the Imigrasi.go.id website is still receiving many complaints from its users. This study attempted to provide solutions for the problem within Imigrasi.go.id site through the evaluation and the development of alternative design using Design Thinking method. The data was collected through online questionnaires, interviews, usability testing, and heuristic evaluations. A total of 31 design solutions were proposed to solve the problems found. Through usability testing of the current site and alternative designs, the percentage of successful tasks increased from 73.6% to 92.4%."

"Dana Alokasi Khusus (DAK), baik DAK fisik dan non fisik merupakan satu dari beberapa sumber pendanaan di daerah yang digunakan untuk menyelenggarakan kegiatan kesehatan. Pada Bantuan Operasional Kesehatan (BOK) yang masuk kedalam ruang lingkup DAK non fisik, terdapat menu kegiatan Sanitasi Total Berbasis Masyarakat (STBM) bagi Desa/Kelurahan prioritas. Menu ini ditujukan bagi desa/kelurahan prioritas yang bertujuan mendukung implementasi indikator Rencana Strategis Kementerian Kesehatan, yakni Desa/Kelurahan Stop Buang Air Besar Sembarangan (SBS) dan terwujudnya pilar pertama STBM (stop buang air besar sembarangan). Pelaksanaan kegiatan ini di daerah perlu dilakukan pengawasan sebagai upaya untuk memastikan kegiatan terlaksana sesuai dengan tujuannya. Sehubungan dengan belum terdapatnya sistem informasi yang dapat digunakan sebagai alat bantu pemantauan kegiatan ini, maka perlu dibuat rancangan sistem informasi pelaporan kegiatan STBM pilar 1 SBS pada desa/kelurahan prioritas bersumber dana BOK Puskesmas. Sistem informasi yang dirancang menggunakan metode System Development Life Cycle (SDLC) dengan pendekatan prototipe. Dalam sistem informasi ini akan diperoleh data terkait lokasi sasaran, akses sanitasi sebelum dan sesudah, rencana kegiatan, besaran rencana anggaran, realisasi kegiatan, besaran realisasi anggaran, kondisi STBM paska kegiatan, hingga kendala yang dialami saat melaksanakan kegiatan. Penggunaan sistem informasi ini dapat mendukung fungsi pengawasan dalam manajemen untuk memastikan kegiatan BOK STBM telah terlaksana sesuai dengan tujuannya. Selain itu, sistem informasi ini juga dapat mengefisiensikan pekerjaan serta sumber daya dalam hal pengawasan, penyusunan laporan, dan mendapatkan informasi untuk digunakan dalam perencanaan kegiatan BOK STBM pada tahun anggaran berikutnya.

Special Allocation Funds (DAK), both physical and non-physical allocations and serve as one of the funding sources for organizing health activities in the regions. Within the Health Operational Assistance (BOK), which is include in the scope of non-physical DAK, there is a menu of Community-Led Total Sanitation (CLTS) activities designed for priority Villages/Sub-District. This menu aims to support the implementation of the Ministry of Health's Strategic Plan indicators, specifically focusing on Villages/Sub-District Open Defecation Free (ODF) and the first pillar of CLTS, which is to stop open defecation at the designated locations. Given the absence of an information system that can serve as a monitoring tool for these activities, it becomes necessary to design an information system for reporting CLTS activities in priority villages/sub-district funded through BOK Puskesmas. The information system is designed using the System Development Life Cycle (SDLC) method with a prototype approach. Within this information system, data related to the target location, sanitation accessibility before and after activity, activity plans, budget plans, activity realization, budget utilization, post-activity CLTS conditions, and any constraints encountered during the implementation will be collected. The implementation of this information system can effectively support the oversight function in management to ensure that BOK CLTS activities are carried out in accordance with their objectives. Moreover, the utilization of this information system will streamline work and resources in terms of supervision, report preparation, and information acquisition for planning CLTS BOK activities in the upcoming year."

"Tesis ini membahas mengenai peranan global governance (EITI) dalam mengatasi permasalahan pengelolaan sektor industri ekstraktif terkait dengan fenomena resource curse baik itu pada tatanan global maupun di Indonesia melalui mekanisme asistensi dan substitusi. Peran tersebut dijalankan oleh World Bank melalui pencangkokan norma EITI kepada stakeholders industri ekstraktif di Indonesia. Terkait dengan agenda perbaikan reputasi publik, World Bank berperan aktif pada fase pembingkaian, institusionalisasi dan titik lebur dalam proses pengimplementasian EITI di sektor industri ekstraktif Indonesia 2006-2010. Adapun kepentingan pemerintah Indonesia dalam mengimplementasikan EITI antara lain untuk meningkatkan foreign direct investment (FDI) pada sektor industri ekstraktif di Indonesia dan untuk meningkatkan profil internasionalnya. Salah satu tonggak penting dalam pengimplementasian EITI di Indonesia ialah dikukuhkannya Indonesia sebagai EITI Candidate Country pada 21 Oktober 2010.

This thesis focused on the role of Global Governance (EITI) in dealing with issues surrounding the management of extractive industry associated with "resource curse" at the global level as well as in Indonesia through technical assistance and substitution mechanism. Such role exercised by the World Bank through advocating EITI norms towards the Indonesian extractive industry stakeholders. With respect to its reputational agenda, the Bank played a proactive role in particularly within the framing, institutionalization and tipping point phases of EITI implementation in Indonesia 2006-2010. The interest of the Indonesian Government in regards to the EITI implementation is to increase its extractive industry Foreign Direct Investment (FDI) as well as to enhance its international profile. Moreover, one of the important milestones of Indonesia EITI implementation is when the country accepted as an EITI Candidate Country on October 21st 2010."

"The government of Indonesia continues to promote infrastructure development in various sectors such as road transport, ports, and new railway lines. One of the large infrastructure projects that aims to increase regional and national economic growth is the high-speed rail line linking Jakarta and Bandung. The connecting of these two major cities (Jakarta in the north-west of Java Island and Bandung in the south-west) will significantly contribute to the country’s gross domestic product (GDP). As one of the areas that will be connected to the high-speed rail line, Walini has tremendous potential for development. There is the opportunity to develop the new city as a center for agriculture commodities such as tea and rubber, but other city development formats should also be considered, such as business capital, government functions, or IT. The development of Walini requires proper planning and a comprehensive conceptual design which focuses on the vision developed in the initial blueprint. This research aims to conduct a comprehensive study by considering development prospects and regional characteristics, as well as added value to increase competitiveness in terms of infrastructure, technological readiness, and urban development. It will combine approaches from both qualitative perspectives and quantitative investigation, using in-depth interviews and a decision matrix as evaluation tools to select the best alternative for the direction of city planning. This study produces a strategic recommendation for government and other related stakeholders about regional development and urban city planning for Walini as a new IT-based city and technology park."

"Skripsi ini membahas mengenai kompetisi Manipol antara Lekra dengan PPFI-Lesbumi dalam bidang perfilman di Indonesia. Kompetisi ini diawali oleh semakin aktifnya kegiatan Lembaga Kebudajaan Rakjat (Lekra) yang dekat dengan Partai Komunis Indonesia (PKI) dalam bidang perfilman. Kegiatan tersebut disertai dengan usahanya memperluas asas realisme-sosialis dan "Politik Adalah Panglima" ke dalam bidang perfilman. Namun, usaha Lekra mendapat perlawanan dari Persatuan Perusahaan Film Indonesia (PPFI). Perlawanan yang dilakukan PPFI menyebabkan timbulnya tuduhan-tuduhan dari Lekra yang menganggap tokoh-tokoh dalam PPFI sebagai anti revolusi dan agen Amerika. Serangan tersebut semakin hebat ketika Presiden Soekarno menyampaikan konsep Manifesto Politik yang isinya mendukung gerakan kebudayaan Lekra. PPFI pun mendekati Partai Nahdlatul (NU) untuk mendirikan Lembaga Seniman dan Budajawan Muslimin Indonesia (Lesbumi) sebagai upaya melawan dominasi Lekra. Puncak dari kompetisi ini adalah ketika dikeluarkannya Penetapan Presiden No.1 Tahun 1964 yang menandakan kemenangan Lesbumi dan PPFI. Penpres tersebut menimbulkan reaksi dari pihak Lekra dengan membentuk Panitia Aksi Pengganjangan Film Imperialis Amerika Serikat (PAPFIAS) dan menyerbu Gedung AMPAI (American Motion Picture Association in Indonesia).

This thesis disscuses about Manipol competition between Lekra and PPFI-Lesbumi in Indonesian film industry. This competition started when Lembaga Kebudajaan Rakjat (Lekra) who close to Partai Komunis Indonesia (PKI) getting more active in film industry. Their activitities were accompanied by dissemination of their princip, realisme-sosialism and "Politik adalah Panglima". But it was refused by PPFI (Pesatuan Perusahaan Film Indonesia). It made PPFI's members frequent got accusations as anti-revolution and American agen. It got more massive when Presiden Soekarno spreaded his political concept to public which is known with Manifesto Politic (Manipol). That concept seems like the Presiden totally supported the princip of Lekra on its acitivity in film industry. In effort to fight back Lekra's dominancy, PPFI asked Nahdlatul Ulama (NU) to established a Lembaga Seniman dan Budajawan Muslimin Indonesia (Lesbumi). This competition met its culmination when Presiden released Penetapan Presiden No.1 Tahun 1964 Tentang pembinaan Perfilman that favorable to PPFI and Lesbumi. As reaction to that, Lekra established a PAPFIAS (Panitia Aksi Pengganjangan Film Imerialis Amerika Serikat) to overseas the AMPAI (American Motion Picture Association in Indonesia) building."

"Pandemi Covid-19 memberikan dampak yang signifikan terhadap keberlanjutan komunitas Desa Wisata Pulau Untung Jawa. Pembatasan akses oleh pemerintah selama pandemi menyebabkan pendapatan mereka yang selama ini sangat bergantung pada sektor pariwisata menurun drastis. Pengembangan Komunitas Berbasis Aset (AssetBased Community Development – ABCD) merupakan pendekatan pembangunan yang berasal dari dalam komunitas dan fokus pada potensi dan kekuatan yang dimiliki oleh komunitas. Pendekatan ABCD selama ini dinilai lebih mampu mewujudkan komunitas yang berkelanjutan, dibandingkan pendekatan tradisional yang berbasis kebutuhan (need-based approach). Penelitian ini bertujuan untuk mendeskripsikan strategi komunitas dalam pengelolaan aset yang ada di dalam Desa Wisata Pulau Untung Jawa. Penelitian ini menggunakan pendekatan kualitatif yang berupaya menghasilkan data deskriptif. Hasil penelitian menunjukkan bahwa Komunitas Desa Wisata Pulau Untung Jawa telah mampu mempertahankan kelangsungan hidup komunitasnya dengan memaksimalkan pemanfaatan aset yang dimiliki komunitas secara mandiri serta menjaga hubungan di antara komunitas dan seluruh stakeholder yang terkoneksi satu sama lain. Berdasarkan hal tersebut, saat ini mereka mampu bertahan melewati masa pandemi Covid-19 dan selalu berupaya mewujudkan komunitas yang berkelanjutan (sustainable community) di masa depan.

The Covid-19 pandemic become a significant threat on the sustainability of the Untung Jawa Island Tourism Village community. Government have taken measures that limit access to the tourist attraction during the pandemic, however this action caused the income of people who depend on the tourism sector was drop drastically. AssetBased Community Development (ABCD) is a development approach from community and focuses on the potential and strengths of the community. The ABCD approach has been considered more capable of realizing a sustainable community, compared to the traditional needbased approach. This study aims to describe the community's strategy in managing assets in the Pulau Untung Jawa Tourism Village by using a qualitative approach that generate descriptive data. The results showed that the Untung Jawa Island Tourism Village Community has been able to maintain the survival of its community by maximizing the assets owned by the community independently and maintaining relationships between the community and all stakeholders who are connected to each other. Based on this results, they are currently able to survive the Covid19 pandemic and always strive to create a sustainable community in the future."
