"Abstract. This research discusses the effectiveness of placing Ngamprah sub-district as the capital city of Bandung Barat District, using qualitative approach and central place theory which covers the center of administration and center of growth dimensions. The conclusion is that the center of administration and the center of growth dimensions analysis have not shown the effectiveness of Ngamprah sub-district as the Capital City of Bandung Barat District. Our recommendation is for the local government to construct railroads to tie other sub-districts to Ngamprah, i. e. the roads linking Cisarua and Ngamprah, both from Jambudipa and Cipada, to establish Ngamprah Market to potentially become the District’s business center, and to build up housing area."

"ABSTRAK
Salah satu kebijakan yang dilakukan dalam rangka melaksanakan otonomi daerah adalah penataan daerah. Kebijakan penataan daerah dapat berupa pembentukan, penghapusan dan penggabungan daerah. Pembentukan daerah menghasilkan daerah otonomi baru DOB. Dalam rangka menjalankan pemerintahannya, DOB sebagai subjek hukum yang memiliki aset tersendiri juga harus mampu mengelola keuangannya secara adil, proporsional, demokratis, transparan dan bertanggung jawab. Hal tersebut tidak menjadikan peran pemerintah pusat menjadi pasif, karena pemerintah pusat tetap memiliki hubungan keuangan dengan DOB melalui instrumen dana perimbangan. Selain dana perimbangan, pemerintah pusat juga harus menjamin keberlangsungan DOB melalui sebuah kebijakan berupa hibah dan/atau bantuan pendanaan yang harus diberikan daerah induk dan provinsi terhadap DOB untuk menyelenggarakan pemerintahannya dan mengadakan pilkada pertama kali. Kebijakan berupa hibah dan/atau bantuan pendanaan ini diatur dalam undang-undang pembentukan DOB yang memuat mengenai waktu dan besaran jumlahnya. Seiring berjalannya waktu, beberapa DOB yang sudah terbentuk tidak mendapatkan hibah atau bantuan pendanaan dari daerah induk dan provinsi. Hal ini menjadi masalah karena seharusnya daerah induk dan provinsi membayarkan hibah dan/atau bantuan pendanaan terhadap DOB sesuai dengan waktu yang telah ditentukan. Adapun mengenai metode penulisan yang digunakan dalam penulisan ini adalah yuridis normatif dengan pendekatan kualitatif dan menggunakan bahan kepustakaan serta wawancara. Penyelesaian terkait dengan permasalahan pembayaran hibah dan/atau bantuan pendanaan oleh daerah induk dan provinsi terhadap DOB diselesaikan dengan regulasi yaitu PMK No. 215 Tahun 2015 Tentang Tata Cara Pemotongan DAU dan/atau DBH Daerah Induk Terhadap DOB. Implementasi pembayaran hibah dan/atau bantuan pendanaan melalui regulasi tersebut dapat dipaksakan karena sifatnya wajib, yakni berupa kebijakan dari pemerintah pusat.

ABSTRACT
One of the policies undertaken in order to implement regional autonomy is territorial reform. Territorial reform policy can be proliferation, deletion and amalgamation region. Proliferation region produce new autonomous region DOB . In order to implement government, DOB as in legal subject has own assets also must manage finances fairly, propotional, democratic, transparent and responsible. This doesnt make the central government 39s role are passive, because central government retains financial relation with the new autonomous region through the instrument of balanced budget. In addition to the balanced budget, central government must also ensure the sustainability of the new autonomous region through a policy of grants and or funding assistance to be provided by the main region and provincial region to the new autonomous region to organize their administrations and conduct pilkada for the first time. Grant and or funding assistance policy is governed by the formation of new autonomous region regulation which contains the amount of time and quantity. As time passes, some newly established autonomous region dont receive grant or funding assistance from main region and provincial region. This is become a problem because main region and provincial region should pay grant and or funding assistance to the new autonomous region within the specified time period. Research method used is normative juridical writing with qualitative approach from library materials and interview. The settlement related with the problem of grant payment and or financing assistance by main region and provincial region to the new autonomous region is solved by regulation of PMK Number 215 Year 2015 about the Procedures for Cutting of DAU and or DBH of main region to DOB. Implementation of grant payment and or funding assistance through the regulation can be enforced because it is mandatory, as in the policy of the central government."

"ABSTRAK
Salah satu urusan pemerintahan dalam rangka mewujudkan negara kesejahteraan dan pemenuhan hak atas kesehatan adalah menyelenggarakan pelayanan publik di bidang kesehatan. Urusan pemerintahan bidang kesehatan ini dibagi antara Pemerintah Pusat dan Daerah yang membentuk hubungan antara Pemerintah Pusat dan Daerah. Pada dasarnya, hubungan Pemerintah Pusat dan Daerah berada dalam suatu dinamika antara sentralisasi dan desentralisasi. Sejak berlakunya Jaminan Kesehatan Nasional yang diselenggarakan oleh BPJS Kesehatan pada tahun 2014, terjadi perubahan dalam hubungan Pemerintahan Pusat dan Daerah. Menggunakan studi kepustakaan, penulis menjelaskan mengenai hubungan kewenangan dan keuangan Pemerintah Pusat dan Daerah serta kewenangan Daerah dalam penyelenggaraan JKN.
Kesimpulan: Penyelenggaraan JKN oleh BPJS Kesehatan menjadikan hubungan kewenangan dan keuangan Pemerintah Pusat dan Daerah menjadi sangat sentralistik dengan terbatasnya kewenangan yang dimiliki Daerah. Dalam penyelenggaraan JKN, Daerah hanya berwenang dalam menyelenggarakan urusan pemerintahan yang diberikan kepadanya dan tidak turut dalam pembiayaan kesehatan oleh JKN.

ABSTRACT
One of the government functions in order to realize the welfare state and to fulfill the right to health care is by administering health care public service. In Indonesia, the assignment of government function in health care is divided between a central and local government which then manifest in central and local government relation. Basically, the relation of central and local governments is in the dynamic state between centralization and decentralization. Since National Health Security which managed by Badan Penyelenggara Jaminan Kesehatan (BPJS-Kesehatan) is started in 2014, there are significant changes in the relation between central and local government, especially in health care assignment. Using the literature study, the researcher explained the assignment function and fiscal relation between central and local government, and the authority of local government in the National Health Security administration.
Conclusion: Administration of National Health Security by BPJS Kesehatan has implication to the assignment function and fiscal relation between the central and local government that become highly centralized. The authority of local government is limited to the specified function and has no rule in health financing by National Health Security."

"ABSTRAK
Penelitian ini membahas penerapan konsep good governance dalam salah satu program unggulan Kementerian Pemuda dan Olahraga (Kemenpora) RI yaitu program Kota Layak Pemuda (KLP) yang terfokus pada penerapan tiga elemen utama dari good governanceyaitu transparansi, akuntabilitas, dan partisipasi dalam salah satu program unggulan Kota Bandung untuk menuju Kota Layak Pemuda yaitu Program Inovasi Pembangunan dan Pemberdayaan Kewilayahan (PIPPK) yang dalam pelaksanaannya melibatkan stakeholders dan berbagai elemen masyarakat. Penelitian ini bertujuan untuk mengidentifikasi penerapan tiga elemen good governancedalam pelaksanaan program KLP studi kasus PIPPK di Kota Bandung, mengorelasikan elemen-elemen tersebut dalam praktik good governance, dan menganalisis penerapan tiga elemen tersebut. Penelitian ini menggunakan pendekatan kualitatif analisis deskriptif. Pengumpulan data dilakukan dengan wawancara, studi literatur, dan studi dokumentasi. Informan penelitian terdiri dari pemuda Kota Bandung, Dispora Kota Bandung dan Kemenpora RI. Kota Bandung menjadi kota percontohan karena memenuhi indikator yang ditetapkan oleh Kemenpora yaitu adanya Peraturan Daerah (Perda) tentang kepemudaan (regulasi), tersedianya ruang berekspresi dan kreasi (infrastruktur), keaktifan organisasi dan komunitas pemuda (kelembagaan), dan kemandirian pemuda dalam bidang UMKM (Usaha Mikro Kecil Menengah).

ABSTRACT
This study discusses the application of the concept of good governance in one of the flagship programs of the Indonesian Ministry of Youth and Sports (Kemenpora), namely the Youth Friendly City Program (KLP) in Bandung which focuses on applying the three main principles of good governance in one of flagship program of Bandung City namely Innovation Development Program and Regional Empowerment (PIPPK). First, the principle of agreement that applies aspects of the importance of aspects of public communication by the government and the right of the community to obtain clear and accurate information. Second, the principle of participation that sees community participation in bureaucratic processes and decision making. Third, the principle of accountability in implementing it answers the needs and asks policy actors. This study aims to discuss and analyze the application of the three elements of good governance in the implementation of the KLP program in Bandung City, and to improve these elements in good governance practices. This study uses descriptive qualitative analysis. Data collection is done by interviews, literature studies, and documentation studies. The research informants consisted of young people from Bandung City, Services of Youth and Sports Bandung City, Bandung City Government and Indonesian Ministry of Youth and Sports Affairs. The city of Bandung is a pilot city because it fulfills the indicators determined by Kemenpora, namely representing Regional Regulations (Perda) on youth (regulations), the availability of expression and creation space (infrastructure), activeness of youth organizations and organizations (safety), and youth independence in the UMKM sector (Micro, Small and Medium Enterprises)."

"Abstract. The change in the paradigm of governance currently demands the government to provide better service for the society. The availability of this service faces issues regarding limited government abilities, limited financial resources, and limited human resources management. This research was conducted on a Public Private Partnership between the Bandung City Government and PT Marga Tirta Kencana on their development and construction of the Cicadas Traditional Market. This study used a qualitative method. Informants were obtained by means of a purposive method through snowball technique. Research results indicate that this partnership is not mutually beneficial. This is due to a problem in the implementation of the partnership itself such as delays in development.
Abstrak. Perubahan paradigma pemerintahan saat ini menuntut pemerintah agar memberikan layanan yang lebih baik untuk masyarakat. Akan tetapi, ketersediaan layanan tersebut mengalami berbagai permasalahan seperti keterbatasan dalam kemampuan pemerintah, keterbatasan sumber finansial, dan keterbatasan pengelolaan sumber daya manusia. Penelitian ini dilakukan untuk mengulas Kemitraan Pemerintah Swasta (KPS) antara Pemerintah Kota Bandung dan PT Marga Tirta Kencana dalam pembangunan dan perbaikan Pasar Cicadas. Studi ini menggunakan metode penelitian kwalitatif. Informan diseleksi melalui purposive method dengan snowball technique. Hasil dari penelitian ini menunjukkan bahwa kerjasama ini tidak menguntungkan bagi kedua belah pihak. Ini diakibatkan masalah dalam implementasi kerjasama tersebut seperti penundaan pembangunan."

"Abstract. This research discusses how far job satisfaction is achieved, the factors that influence job satisfaction, and what needs to be done in order to increase the job satisfaction of Government Employees working at the Bogor Regency Secretariat. The objective of this research is to analyze the level of job satisfaction and the factors that influence job satisfaction, plus recommend what can be done to increase job satisfaction of Government Employees working at the Bogor Regency Secretariat. A criteria range analysis (analisis rentang kriteria) method was used to determine the level of job satisfaction of Government Employees. Results revealed that Government Employees were at a satisfied scale. The results from this research were obtained by using a factor analysis method to analyze the factors of job satisfaction of Government Employees. Eleven dominant factors were the reasons why Government Employees were satisfied with their jobs. These factors include: 1. Salary; 2. Benefits and facilities; 3. Relationship between superiors and subordinates; 4. Relationship among coworkers; 5. Development; 6. Opportunity; 7. Safety at work; 8. Education; 9. Policies within the organization; 10. Conflict resolution; and 11. Career achievements. The results of this research can be used as a suggestion for organization managements to improve the job satisfaction of Government Employees. The management can focus their attention on improving employee job satisfaction by referring to the eleven dominant factors in order to become more efficient and effective in making policies and be able to focus on the improving these job satisfaction factors.
Abstrak. Tujuan penelitian untuk menganalisia tingkat kepuasan kerja, dan factor-factor yang mempengaruhi kepuasan kerja, serta merekomendasikan upaya-upaya bagi peningkatan kepuasan kerja SDM Aparatur pada Sekretariat Kabupaten Bogor. Untuk mengetahui tingkat kepuasan kerja SDM Aparatur digunakan metode analisis rentang kriteria. Hasilnya menunjukkan kepuasan kerja SDM Aparatur berada pada rentang skala puas. Hasil yang diperoleh dari penelitian yang dilakukan dengan menggunakan factor analisis untuk menganalisis faktor-faktor kepuasan kerja SDM Aparatur, berupa sebelas factor dominan yang menjadi sumber kepuasan kerja SDM Aparatur yaitu 1. Gaji; 2. Tunjangan dan fasilitas; 3. Hubungan atasan dengan bawahan; 4. Hubungan antar rekan kerja; 5. Pengembangan; 6. Kesempatan; 7. Keselamatan kerja; 8. Pendidikan; 9. Kebijakan organisasi; 10. Penyelesaian konflik; dan 11. Prestasi kerja. Hasil penelitian tersebut berimplikasi terhadap upaya-upaya manajemen organisasi untuk meningkatkan kepuasan kerja SDM Aparatur."

"Abstract. The research aims to describe the profile andrestructuring process of organizational structure of Maros District government. The research uses the theory of organization, concept of local bureaucracy and local government to enrich the study. Through the method of qualitative research and the data analysis technique of interactive model, the research finds that the organizational restructuring of local government was conducted through new formation, merging, division, and removal, either in the structural position, or regional working unit itself. The study also shows the presence of several structural positions and working units that have more than one function. This indicates that the restructuring and functioning of local government organizations has not reflected the rationality of local bureaucracy and shows the complexity of the functions inherent in the organizational structure of local government.
Abstrak. Penelitian ini bertujuan mendeskripsikan proses restruktrurisasi dan profil struktur organisasi pemerintahan daerah Kabupaten Maros. Penelitian menggunakan teori organisasi, konsep birokrasi pemerintah daerah (local bureaucracy), konsep pemerintahan daerah (local government) dan perspektif mengenai local bureaucracy untuk memperkaya kajian ini. Melalui metode penelitian kualitatif dan teknik analisis data model interaktif, penelitian ini menemukan bahwa restrukturisasi organisasi pemerinatah daerah dilaksanakan dengan cara pembentukan baru, penggabungan, pemisahan, dan penghapusan, baik pada jabatan struktural maupun satuan perangkat daerah itu sendiri. Hasil kajian menunjukan pula adanya beberapa jabatan dalam struktur dan satuan perangkat daerah yang memiliki lebih dari satu fungsi. Hal ini menandakan bahwa pembangunan struktur dan fungsi organisasi pemerintahan daerah belum mencerminkan rasionalitas birokrasi lokal serta menunjukkan adanya kompleksitas fungsi yang melekat pada suatu struktur organisasi pemerintah daerah."

"The central government has implemented a government fixed asset revaluation policy. The main objective of the policy is to present the fair value of fixed assets in the government's financial statements. However, the results of fixed asset revaluation are not accepted by the BPK and must be corrected and recorded in the government financial statements for the 2019 fiscal year. Competent human resources and the use of information technology are considered two factors needed to achieve the revaluation objectives. This study was conducted to determine the level of significance of these two factors by distributing questionnaires to BMN officers and assessors from 82 ministries/agencies throughout Indonesia. The research data were processed by path analysis method using the Structural Equation Model (SEM) partial least squares (PLS) through Smart PLS 3.3.2 software used to assess measurement models and research structural models. The results of data processing concluded that the competence of human resources and information technology has a significant effect on the revaluation of government fixed assets. However, information technology needs to be improved again because the significance value is only half that of the human resources competency value."
