ABSTRACTForum shopping, which consists of strategic forum selection, parallel litigation and serial litigation, is a phenomenon of growing importance in international adjudication. Preliminary objections (or a party's placement of conditions on the existence and development of the adjudicatory process) have been traditionally conceived as barriers to adjudication before single forums. This book discusses how adjudicators and parties may refer to questions of jurisdiction and admissibility in order to avoid conflicting decisions on overlapping cases, excessive exercises of jurisdiction and the proliferation of litigation. It highlights an emerging, overlooked function of preliminary objections: transmission belts of procedure-regulating rules across the 'international judiciary'. Activating this often dormant, managerial function of preliminary objections would nurture coordination of otherwise independent and autonomous tribunals."

"Penelitian ini berfokus pada peran imigrasi Indonesia di forum ASEAN dalam rangka penanggulangan terorisme di kawasan Asia Tenggara. Dalam penelitian ini akan menggambarkan kerjasama yang telah dilakukan imigrasi Indonesia di forum ASEAN dan menemukan kendala-kendala yang menyebabkan kerjasama belum berhasil dengan baik. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Metode yang digunakan adalahdengan wawancara dan studi kepustakaan. Teori yang digunakan untuk menganalisis adalah teorimengenai Hubungan Internasional yang menganalisis kerjasama internasional yang terjalin dan teori Ketahanan Nasional yang menggambarkan bagaimanakah kerjasama internasional dapat mempengaruhi ketahanan nasional. Dari hasil penelitian, dapat disimpulkan bahwa : imigrasi Indonesia mempunyai peran dalam menangani masalah penanggulangan terorisme di kawasan Asia Tenggara walaupun bersifat tidak langsung, beberapa kerjasama telah terjalin dengan negara lain namun kurang berjalan dengan maksimal karena terbentur beberapa kendala.

This study focuses on the role of immigration in Indonesia ASEAN forum in order to counter-terrorism in Southeast Asia. In this study will describe the collaboration that Indonesian immigration in ASEAN forum and find the constraints that lead to cooperation has not been successful.

This study is a descriptive qualitative research design. The method used was to interview and study of literature. The theory is used to analyze the theory of International Relations who analyze international cooperation that exists and National Resilience theory that describes how international cooperation can affect national security.

From the results, it can be concluded that: Indonesian immigration has a role in dealing with counter-terrorism in Southeast Asia though indirect, some cooperation has been established with other countries but less run with the maximum due to hit some obstacles."
